The high pressure pump according to claim 1, wherein: the inner valve includes: an inner valve main body, which closes the inner flow path when the inner valve main body is seated against the inner valve seat; anda plurality of inner arm portions, which radially outwardly extend from the inner valve main body and are contactable with the outer valve; anda flow path, which conducts the fuel, is formed between each adjacent two of the plurality of inner arm portions, which are adjacent to each other in a circumferential direction of the inner valve. 4. The high pressure pump according to claim 1, wherein: the outer valve includes: an outer valve main body, which is configured into an annular form and closes the outer flow path when the outer valve main body is seated against the outer valve seat; anda plurality of outer arm portions, which radially inwardly extend from the outer valve main body and are contactable with the inner valve; anda flow path, which conducts the fuel, is formed between each adjacent two of the plurality of outer arm portions, which are adjacent to each other in a circumferential direction of the outer valve. 5. The high pressure pump according to claim 1, wherein the at least one movement limiting device includes: an outer stopper, which limits the lift amount of the outer valve at a valve opening time of the outer valve; andan inner stopper, which limits the lift amount of the inner valve at a valve opening time of the inner valve. 6. The high pressure pump according to claim 5, wherein: the inner stopper and the rod are opposed to each other while the inner valve is interposed between the inner stopper and the rod; andthe inner stopper is contactable with an end surface of the inner valve, which is opposite from the rod. 7. The high pressure pump according to claim 5, wherein: when the outer valve and the inner valve contact the outer stopper and the inner stopper, respectively, a space is formed between the outer valve and the inner valve. 8. The high pressure pump according to claim 1, wherein: the valve seat member includes a recess that is located on a radially inner side of the outer valve seat, and the inner valve is receivable into the recess; andthe inner valve seat is formed in a bottom of the recess. 9. The high pressure pump according to claim 1, wherein: a radially inner end surface of the outer valve is tapered to have a reducing inner diameter that is progressively reduced from one end part of the radially inner end surface, which is located on a side where the outer valve seat is placed, to an opposite end part of the radially inner end surface, which is opposite from the outer valve seat; anda radially outer end surface of the inner valve is tapered to have a reducing outer diameter that is progressively reduced from one end part of the radially outer end surface, which is located on a side where the inner valve seat is placed, to an opposite end part of the radially outer end surface, which is opposite from the inner valve seat. 10. The high pressure pump according to claim 1, wherein the inner valve and the rod are integrally formed.
