A vehicle wheel system, comprising: a segmented wheel comprising a hub and a plurality of radial segments connected to and extending outward from the hub, wherein each radial segment has a linear actuator having a fixed outer sleeve, a movable spoke within the fixed outer sleeve configured to change a segment radial length responsive to a first control signal, and a shoe connected to a distal end of the radial segment for contacting a surface being traversed by the wheel, the shoe comprising a rigid body having an arcuate lower surface for contacting the surface as the wheel rotates, wherein the plurality of arcuate lower surfaces of the shoes define a generally continuous circular surface when each of the linear actuators is arranged at a common radial distance from the hub, wherein each of the plurality of arcuate lower surfaces of the shoes forms a segment of the generally continuous circular surface defined by the plurality of arcuate lower surfaces; a distance sensor configured to determine a distance between the-distance sensor and a point on a surface being traversed by the vehicle at a point forward of the vehicle in a direction of travel of the vehicle;a plurality of locking mechanisms, each mounted on an outer wall of the fixed outer sleeve of each of the plurality of radial segments for preventing linear movement of the movable spoke and thereby preventing a change in the radial length of a respective one of the radial segments in response to a second control signal; anda computer processor configured to, in a first mode of operation: receive the determined distance;determine a radial segment that will contact the point in the surface as the segmented wheel rotates;compute a length of the determined radial segment consistent with maintaining a level of the hub constant;transmit the first control signal to the linear actuator of the determined radial segment to cause the linear actuator to change the length of the radial segment to the computed length; andtransmit the second control signal for fixing the radial length of the determined radial segment at the computed length;the computer processor further configured to, in a second mode of operation: calculate a diameter for the segmented wheel based on a present travel condition of the wheel;calculate a length of each of the plurality of radial segments corresponding to the diameter;transmit a length signal from the computer processor for adjusting the plurality of the radial segments to the calculated length; andrepeat the processing steps of calculating a diameter, calculating a length and transmitting a length signal for adjusting the plurality of the radial segments to the calculated length, when the computer processor determines that a travel condition of the wheel has changed. 2. The vehicle wheel system of claim 1, wherein the linear actuator further comprises: the fixed outer sleeve coupled to the hub; andthe movable spoke, wherein the fixed outer sleeve and the movable spoke have a common longitudinal axis, the movable spoke configured to move along the common longitudinal axis. 3. The vehicle wheel system of claim 2, further comprising a position sensor configured to generate a signal indicative of a position of the movable spoke relative to the fixed sleeve member. 4. The vehicle wheel system of claim 3, wherein the position sensor comprises a rheostat connected to the movable spoke, the position sensor configured to output a voltage proportional to the relative position of the movable spoke. 5. The vehicle wheel system of claim 3, wherein the computer processor is further configured to receive from the position sensor the signal indicative of a position of the movable spoke relative to the fixed outer sleeve, determine a length of the radial segment associated with the position sensor, and transmit the second signal to the locking mechanism to prevent further motion of the movable spoke relative to the fixed outer sleeve. 6. The vehicle wheel system of claim 5, wherein the computer processor is configured to calculate a time when a given one of the radial segments is to contact the surface, and to transmit the second signal to the locking mechanism of the given radial segment prior to the calculated time. 7. The vehicle wheel system of claim 6, wherein the computer processor is configured to calculate a second point in time when the given radial segment will be out of contact with the surface and transmit a third signal to the locking mechanism to allow motion of the moveable spoke member relative to the fixed sleeve member. 8. The vehicle wheel system of claim 2, wherein the linear actuator comprises a solenoid including a conductive coil wrapped around an electromagnetic core. 9. The vehicle wheel system of claim 1, wherein the linear actuator comprises a gear driven interface. 10. The vehicle wheel system of claim 2, wherein the linear actuator comprises a pneumatic piston coupled to the movable spoke for providing linear motion of the movable spoke. 11. The vehicle wheel system of claim 2, wherein the linear actuator comprises a hydraulic piston coupled to the movable spoke for providing linear motion of the movable spoke. 12. An adaptable wheel comprising: a central hub; anda plurality of radial segments connected to the central hub at a proximal end and extending radially from the central hub, each radial segment comprising: a linear actuator having a fixed outer sleeve and a movable spoke within the fixed outer sleeve, configured to change a length of the radial segment in response to a first control signal;a shoe connected to a distal end of the radial segment for contacting a surface being traversed by the wheel, the shoe comprising a rigid body having an arcuate lower surface for contacting the surface as the adaptable wheel rotates; anda locking mechanism mounted on an outer wall of the fixed outer sleeve for selectively preventing linear motion of the moveable spoke in response to a second control signal,wherein the plurality of arcuate lower surfaces of the shoes define a generally continuous circular surface when each of the linear actuators is arranged at a common radial distance from the central hub, wherein each of the plurality of arcuate lower surfaces of the shoes forms a segment of the generally continuous circular surface defined by the plurality of arcuate lower surfaces. 13. The adaptable wheel of claim 12, wherein the locking mechanism comprises: a locking pin movably mounted in an aperture in the outer wall of the fixed outer sleeve. 14. The adaptable wheel of claim 13 wherein responsive to the second control signal, the locking pin is operable to engage the movable spoke through an aperture or bore in the movable spoke to thereby prevent linear motion of the movable spoke. 15. The adaptable wheel of claim 13, wherein responsive to the second control signal, the locking pin is urged against an outer surface of the movable spoke with sufficient force to create friction sufficient to prevent the movable spoke from sliding within the fixed outer sleeve.
