The roof runoff control system of claim 1, wherein the backside of the closed bag comprises a woven high density polyethylene scrim with a vinyl coating on each side. 9. The roof runoff control system of claim 8, wherein about less than 1% of the vinyl coated scrim is perforated. 10. A roof runoff water control system for a roof having an eave without a gutter and having a drip line in a surface below the eave comprising: a. a swale having a length and a width formed in the surface below the eave, aligned with the eave, aligned with the drip line, and pitched along the length of the swale from an upstream end toward a downstream end; andb. a series of open bags positioned end-to-end in the swale and in water flow communication with each other. 11.
