The system of claim 5, wherein the strap is operable between a narrow-circuit position and a wide-circuit position, the narrow-circuit position corresponding to the strap continuously contacting the first section of foam between the first and second regions, the wide-circuit position corresponding to the strap pulled away from a central section of the first section of the foam disposed between the first and second regions to widen a circuit formed by the strap and the outer casing.
