An apparatus, comprising: a frame; anda single seal coupled to the frame, the single seal and the frame to fully enclose petals of a variable area fan nozzle to substantially prevent airflow between the petals, wherein the single seal is an elastomeric material to enable the petals to flex the single seal as the petals move between a first position and a second position. 2. The apparatus of claim 1, wherein the single seal comprises an elongate projection that extends along a perimeter edge of the single seal, the frame comprises an elongate groove that extends along a perimeter edge of the frame, the elongate groove to receive the elongate projection to couple the single seal to the frame. 3. The apparatus of claim 1, wherein the single seal comprises opposing inner surfaces coupled to opposing outer surfaces of the frame to enable the single seal to define a chamber into which the petals are positioned. 4. The apparatus of claim 1, wherein the frame comprises a first leg, an arced portion, and a second leg, the arced portion positioned between the first leg and the second legs. 5. The apparatus of claim 4, wherein the first leg and the second leg comprise grooves to receive a projection of the single seal to couple the single seal to the frame. 6. The apparatus of claim 4, wherein the arced portion is substantially perpendicular relative to a longitudinal axis of the variable area fan nozzle. 7. The apparatus of claim 1, wherein the frame comprises a first leg, a curved portion, and a second leg, the single seal coupled to the frame to define a cavity that converges toward ends of the first and second legs. 8. The apparatus of claim 1, wherein the single seal comprises a single-piece of material, the single-piece of material to wrap around and across the petals to substantially prevent airflow between the petals. 9. The apparatus of claim 1, wherein the single seal comprises a first end and a second end, the first end comprising an opening to receive the frame, the second end to comprise a fold, the single seal converging toward the fold, the petals being directly actuatable by a radial actuator disposed within the single seal, the single seal being passively movable in response to movement of the petals. 10. The apparatus of claim 1, wherein the frame comprises urethane to interface with the single seal, the urethane to substantially reduce damage of the single seal based on interaction with the frame. 11. The apparatus of claim 1, wherein the single seal extends radially over the petals between a first leg of the frame to a second leg of the frame. 12. The apparatus of claim 1, further including an actuator coupled to the petals to enable the petals to be actuated between the first position and the second position. 13. The apparatus of claim 1, further including hinges coupling the petals to the frame, the petals including brackets to enable coupling to an actuator, the brackets spaced from the hinges. 14. The apparatus of claim 1, wherein the single seal encloses opposing sides of the petals. 15. The apparatus of claim 1, wherein in the first position, the single seal is to be in a first state of tension, in the second position, the single seal is to be in a second state of tension, the first state of tension being different from the second state of tension. 16. The apparatus of claim 1, wherein the single seal includes an inner portion and an outer portion, the petals are movably disposed between the inner portion and the outer portion. 17. The apparatus of claim 1, wherein the elastomeric material of the single seal enables the single seal to be placed in tension when the single seal is coupled to the frame. 18. The apparatus of claim 1, wherein the petals are movable within and relative to a chamber defined by the single seal. 19. The apparatus of claim 1, further including hinges coupled to the frame to which the petals are coupled. 20. The apparatus of claim 1, wherein the petals are actuatable to change a distance between ends of the petals and a core cowl, the petals surrounding the core cowl, the ends of the petals forming a relatively circular cross-section. 21. The apparatus of claim 20, further including an actuator to actuate the petals between the first position and the second position, the actuator surrounding the petals to enable the petals to be substantially simultaneously actuated. 22. The apparatus of claim 1, further including an actuator enclosed within a chamber of the single seal to actuate the petals between the first position and the second position, the actuator extending radially along the petals and coupled to the petals via brackets to enable the petals to be substantially simultaneously actuated. 23. The apparatus of claim 4, wherein the arced portion is to be coupled to a thrust reverser cover, the first and second legs to extend from the thrust reverser cover relative to a core cowl, the petals hingably coupled to the arced portion to enable the petals to be actuated to change an area defined between the petals and the core cowl, the single seal to radially extend between the first leg and the second leg to envelope the petals and substantially prevent airflow between the petals. 24. An apparatus, comprising: a frame; anda single seal having a chamber, the frame being coupled to the single seal to completely enclose a variable area fan nozzle petal actuation system within the chamber between the frame and the single seal, wherein the single seal is an elastomeric material to enable petals, movable by the variable area fan nozzle petal actuation system, to flex the single seal as the petals move between a contracted position and an expanded position. 25. The apparatus of claim 24, wherein the single seal and the variable area fan nozzle petal actuation system are correspondingly shaped. 26. A method of sealing an aircraft variable area fan nozzle petal actuation system, comprising: hingably coupling petals of a variable area fan nozzle petal actuation system to a frame; andoverlaying the frame with a single seal between a first side of the frame and a second side of the frame and between a first end of the frame and a second end of the frame to define a chamber that fully encloses the petals within the chamber, wherein the single seal is an elastomeric material to enable the petals to flex the single seal as the petals move between a first position and a second position. 27. An apparatus, comprising: a variable area fan nozzle including petals, the petals being directly actuatable to change an area defined between the petals and a core cowl surrounded by the petals; anda seal assembly including a single seal having a contoured pocket to fully enclose the petals, the single seal to be passively actuated in response to movement of the petals, wherein the single seal is an elastomeric material to enable the petals to flex the single seal as the petals move between a first position and a second position. 28. The apparatus of claim 27, wherein the single seal is a single-piece seal that radially encloses the petals. 29. The apparatus of claim 28, wherein the petals are disposed immediately adjacent one another within the single seal. 30. The apparatus of claim 27, wherein the seal assembly includes a frame having a first leg, a semi-circular portion, and a second leg, the first leg extending from a first end of the semi-circular portion, the second leg extending from a second end of the semi-circular portion, the petals extending from the semi-circular portion relative to a radial plane between the first leg and the second leg. 31. The apparatus of claim 30, wherein the single seal is wrapped about the frame to define the contoured pocket. 32. The apparatus of claim 31, wherein the single seal converges from the semi-circular portion toward a third end of the first leg and a fourth end of the second leg to define the contoured pocket. 33. The apparatus of claim 30, further including hinges coupled between the semi-circular portion and the petals to enable the petals to be actuated to change the area defined between the petals and the core cowl. 34. The apparatus of claim 33, further including an actuator radially coupled to the petals, the actuator to actuate the petals about the hinges to change the area defined between the petals and the core cowl. 35. The apparatus of claim 27, wherein the petals extend within the pocket of the single seal between a first end of the single seal to a second end of the single seal. 36. The apparatus of claim 27, wherein the petals include a first petal, a second petal, and a third petal, the first, second, and third petals being immediately adjacent one another, the second petal being disposed between the first petal and the third petal, the single seal continuously extending from the first petal to the third petal.
