Wrapper for cigarette manufacture includes transversely extending band regions applied by a printing technique, such as gravure printing. The band regions comprise starch, an anti-wrinkling agent such as 1,2 propylene glycol or glycerin, and optionally calcium carbonate. Any suitable printing technique can be used to apply the aqueous solution to the banded regions. The pattern of banded regions may be bands, stripes, two-dimensional arrays, undulated regions, and the like along and/or around the tobacco rod. The pattern can be applied in one or more layers. The pattern may be configured so that when a smoking article is placed on a substrate, at least two longitudinal locations along the length of the tobacco rod have film-forming compound located only on sides of the smoking article not in contact with the substrate.

The wrapper paper of claim 1, wherein a length of the transverse direction of the base web in the vicinity of add-on material is less than a length of the transverse direction of the base web in regions of the base web that are free of add-on material. 3. The wrapper paper of claim 1, wherein the anti-wrinkling agent is selected from the group consisting of propylene glycol; 1,2 propylene glycol; and glycerin. 4. The wrapper paper of claim 3, wherein the anti-wrinkling agent is propylene glycol. 5. The wrapper paper of claim 4, wherein the anti-wrinkling agent is 1,2 propylene glycol. 6. The wrapper paper of claim 1, wherein the pattern of add-on material includes a plurality of banded regions of add-on material, the banded regions extending transversely and spaced longitudinally along the wrapper paper. 7. The wrapper paper of claim 6, wherein each banded region of add-on material has a leading edge, a trailing edge, and a zone between the leading edge and trailing edge wherein a thickness of add-on material in the zone is less than a thickness of add-on material at the leading and trailing edges. 8. The wrapper paper of claim 6, wherein each banded region of add-on material has a leading edge, trailing edge and transversely extending zone free of add-on material between the leading and trailing edges. 9. The wrapper paper of claim 7, wherein the zone extends both longitudinally of the base web and transversely of the base web. 10. The wrapper paper of claim 6, wherein each banded region of add-on material has a first edge and a second edge and a longitudinally extending zone free of add-on material between the first and second edges. 11. The wrapper paper of claim 6, wherein the banded regions of add-on material extend at an angle greater than 0° and less than 90°. 12. The wrapper paper of claim 6, wherein the banded regions of add-on material include an edge which is undulated. 13. The wrapper paper of claim 6, wherein the banded regions of add-on material include an edge which is crenellated. 14. The wrapper paper of claim 6, wherein the banded regions of add-on material include an edge shaped generally as a sawtooth. 15. The wrapper paper of claim 1, wherein the pattern of add-on material includes an array of patches of add-on material extending transversely and longitudinally on the base web. 16. The wrapper paper of claim 15, wherein the shape of each patch of the array of patches of add-on material is substantially similar. 17. The wrapper paper of claim 16, wherein the shape of each patch of the array of patches is substantially a quadrilateral shape. 18. The wrapper paper of claim 16, wherein the shape of each patch of the array of patches is substantially a triangular shape. 19. The wrapper paper of claim 1, wherein the pattern of add-on material is a single layer of add-on material. 20. The wrapper paper of claim 1, wherein the pattern of add-on material is a first layer of add-on material and includes a second layer of add-on material thereon wherein the composition of the second layer of add-on material is different than the composition of the first layer of add-on material. 21. The wrapper paper of claim 20, wherein the first layer of add-on material includes calcium carbonate and the second layer of add-on material is substantially free of calcium carbonate particles having an average particle size of about 70 nm or greater. 22. The wrapper paper of claim 1, wherein the pattern of add-on material includes calcium carbonate as a filler. 23. The wrapper paper of claim 1, wherein the pattern of add-on material has a permeability of about 0 to about 12 CORESTA. 24. The wrapper paper of claim 1, wherein the base web has a permeability of greater than about 20 CORESTA. 25. The wrapper paper of claim 1, wherein the base web has a permeability of less than about 100 CORESTA. 26. The wrapper paper of claim 1, wherein the base web has a transverse width in the transverse direction and a length in the longitudinal direction, the transverse width of the base web in the transverse direction varying by less than about 0.36% along the entire length of the base web. 27. A wrapper paper for a smoking article, the wrapper paper comprising: a base web having a longitudinal direction and a transverse direction; anda pattern of add-on material directly on the base web;wherein the add-on material includes starch and an effective amount of an anti-wrinkling agent to sufficiently increase flexibility of the pattern of add-on material to counteract wrinkling of regions of the base web that are free of add-on material such that said wrapper paper, when wound on a bobbin, exhibits reduced wrinkling compared to a wrapper paper which is free of the anti-wrinkling agent, wherein the length of the transverse direction of the base web in the vicinity of add-on material is about 0.0625 inch per 36 inches to about 0.125 inch per 36 inches less than the length of the transverse direction of the base web in regions of the base web that are free of add-on material. 28. A wrapper paper for a smoking article, the wrapper paper comprising: a base web having a longitudinal direction and a transverse direction; anda pattern of add-on material directly on the base web;wherein the add-on material includes starch and an effective amount of an anti-wrinkling agent to sufficiently increase flexibility of the pattern of add-on material to counteract wrinkling of regions of the base web that are free of add-on material such that said wrapper paper, when wound on a bobbin, exhibits reduced wrinkling compared to a wrapper paper which is free of the anti-wrinkling agent, wherein the pattern of add-on material includes about 0.36 to about 0.9 gsm of propylene glycol. 29.
