Upon successful authentication, the service controller sets the data rating element to operate based on data traffic characterization from the mobile device. A network system comprising: a first network node, a service controller node, and a data rating element,the first network node configured to receive data session start and stop requests from a plurality of mobile devices, and,upon receiving a data session start request from a given one of the plurality of mobile devices, provide a notification to a service controller node of the device identity of the given mobile device;the service controller node configured to upon receiving the notification of the device identity, enter an authentication time period, related to the receipt of the notification, for the given mobile device,during the authentication time period, wait for a corresponding request to login and/or authenticate, from a data traffic characterization agent on the given mobile device,when the data traffic characterization agent requests login and/or authentication during the authentication time period and properly logs in or authenticates, contact the data rating element to supply an indication that a data rating service for cellular data traffic of the mobile device is to be set in a first configuration that relies on data traffic characterization from the given mobile device data traffic characterization agent; andthe data rating element configured to operate a data rating service for the plurality of mobile devices such that, for the given mobile device, the data rating service is operable in the first configuration when the indication is supplied from the service controller node, andthe data rating service is operable in a second configuration when the indication is not supplied from the service controller node, wherein the second configuration is operable without reliance on data traffic characterization from the mobile device agent. 2. The network system of claim 1, wherein in the first configuration, the data rating service is further configured to: receive first data records generated by the given mobile device and purporting to indicate cellular data network usage by the given mobile device;receive second data records generated by one or more network measurement points and indicating cellular data network usage by the given mobile device; andcalculate a comparison metric, derived respectively from comparing the first and second data records; anddetermine that the given mobile device data traffic characterization agent is not properly providing data characterization when the comparison metric shows a significant difference between the compared usages. 3. The network system of claim 1, wherein in the first configuration the data rating service receives records of data usage from the given mobile device data traffic characterization agent, and in the second configuration the data rating service receives records of data usage from one or more network measurement points. 4. The network system of claim 3, wherein the service controller node is further configured to, in the first configuration, receive and verify the records of data usage from the given mobile device data traffic characterization agent, and supply information from the verified records to the data rating element. 5. The network system of claim 4, wherein the records of data usage comprise records of individual device application data usage for multiple applications on the given mobile device, the first configuration further to apply different data rating policies for data usage attributed to different ones of the multiple applications.
