The article according to claim 1, wherein the porous substrate layer is a non-woven substrate having a substrate weight in a range from 30 grams/meter2 to 100grams/meter2. 4. The article according to claim 1, wherein the first continuous fiber elements each comprise at least 100 parallel and co-extending continuous fibers embedded within the thermoplastic resin and the second continuous fiber elements each comprise at least 100 parallel and co-extending continuous fibers embedded with the thermoplastic resin. 5. The reinforcing article according to claim 1, wherein the first continuous fiber elements comprises 40-90% wt fiber and 60-10% resin and the second continuous fiber elements comprises 40-90% wt fiber and 60-10% resin. 6. The reinforcing article according to claim 1 wherein the porous substrate layer separates the first continuous fiber elements from the second continuous fiber elements. 7. The reinforcing article according to claim 1, wherein the first continuous fiber elements are orthogonal to the second continuous fiber elements. 8. The reinforcing article according to claim 1, wherein the first continuous fiber elements and the second continuous fiber elements cooperate to define lattice openings of at least 1 mm. 9. A composite structural article comprising: a polymeric body having a first major surface and an opposing second major surface; anda reinforcing article according to claim 1 embedded within and coplanar with the first major surface or second major surface. 10. The composite structural article according to claim 9, further comprising a plurality of fibers forming a fiber dispersion within the polymeric body, the fibers having an average length of less than 15 mm and an average diameter of less than 50 micrometers. 11. The composite structural article according to claim 10 wherein the fiber dispersion has an average length of less than 1 mm. 12. The composite structural article according to claim 11, wherein the polymeric body comprises 10% to 50% by weight fiber dispersion. 13. The article according to claim 2, wherein the porous substrate layer comprises glass fibers. 14. The article according to claim 1, wherein the porous substrate layer is a non-woven substrate having a substrate weight in a range from 20 grams/meter2 to 150 grams/meter2. 15. The article according to claim 14, wherein the porous substrate layer has a substrate weight in a range from 30 grams/meter2 to 100 grams/meter2. 16. The article according to claim 15, wherein the porous substrate layer comprises glass fibers. 17. The article according to claim 1, wherein the first continuous fiber elements each comprise at least 1000 parallel and co-extending continuous fibers embedded within the thermoplastic resin and the second continuous fiber elements each comprise at least 1000 parallel and co-extending continuous fibers embedded with the thermoplastic resin. 18. The reinforcing article according to claim 17, wherein the first continuous fiber elements comprises 50-80 wt fiber and 50-20% resin and the second continuous fiber elements comprises 50-80% wt fiber and 50-20% resin. 19. The reinforcing article according to claim 18, wherein the first continuous fiber elements comprise glass fibers and the second continuous fiber elements comprise glass fibers. 20. The reinforcing article according to claim 19, wherein the first continuous fiber elements parallel and co-extending continuous fibers have a diameter in a range from 10 to 50 micrometers and the second continuous fiber elements parallel and co-extending continuous fibers have a diameter in a range from 10 to 50 micrometers.
