The implantable device system of claim 1, wherein the flexible substrate comprises at least one material selected from the group consisting of polydioxanone, poly-L-lactide, poly-D-lactide, poly-DL-lactide, polyglycolide, ε-caprolactone, polyethylene glycol, and a copolymer thereof. 4. The implantable device system of claim 1, wherein the mesh layer and/or the flexible substrate comprise polydioxanone. 5. The implantable device system of claim 1, wherein the mesh layer is made of a material different from the material of the flexible substrate. 6. The implantable device system of claim 1, wherein the plurality of electrospun fibers makes up from 5% to 25% of the mesh layer by volume. 7. The implantable device system of claim 1, wherein a substantial portion of the electrospun fibers has a random orientation. 8. The implantable device system of claim 1, wherein a substantial portion of the electrospun fibers has a patterned orientation. 9. The implantable device system of claim 1, wherein the sealable member is sized to seal an arteriotomy of an arterial lumen. 10. The implantable device system of claim 1, wherein the sealable member is sized to close a perforation in a member selected from the group consisting of a gastrointestinal tract, a heart, a peritoneal cavity, an esophagus, a vagina, a rectum, a trachea, and bronchi. 14. The implantable device system of claim 1, wherein the mesh layer has a first thickness, and the flexible substrate has a second thickness, wherein the second thickness is greater than the first thickness. 15. The implantable device system of claim 14, wherein the first thickness is between about 10 and 50 μm. 16. The implantable device system of claim 14, wherein the second thickness is between about 60 and 120 μm. 17. The implantable device system of claim 1, wherein the mesh layer has a first thickness, and the first thickness is between about 100 and 1000 μm. 18.
