The magneto-rheological fluid rotary resistance device of claim 1, wherein a bearing is disposed between the axis and each of two sides of the outer rotor. 5. The magneto-rheological fluid rotary resistance device of claim 1, wherein the outer rotor comprises a first disc and a second disc, the first disc and the second disc respectively cover and enclose the inner stator at two sides of the inner stator and are fixedly joined, and the first disc comprises a screw fastening structure for fastening to the flywheel.
