The radio communication system according to claim 1, wherein the measurement log includes at least any one of a random access failure, a broadcast channel failure, a paging channel failure, and information of the outdoors/indoors. 3. A radio terminal comprising: a receiver configured to receive an instruction to periodically log measurement results of received quality of downlink signals and a duration to maintain the measurement results from a radio network;at least one processor;a memory coupled to the at least one processor;wherein the at least one processor is configured to implement: a controller configured to store the measurement information containing the measurement results as a measurement log; anda notifier configured to notify the radio network of availability information indicating that the measurement log stored in the memory is able to be obtained by the radio network; andwherein the radio terminal further comprises: a receiver configured to receive a report request for requesting a report on the measurement log from the radio network; anda transmitter configured to transmit the measurement results of the received quality, time information for each of the measurement results of the received quality, and location information of the radio terminal to the radio network as the measurement log. 4. The radio terminal according to claim 3, wherein the measurement log includes at least any one of a random access failure, a broadcast channel failure, a paging channel failure, and information of the outdoors/indoors. 5. A communication method using a radio terminal configured to transmit measurement information to a radio network, comprising: receiving an instruction to periodically log measurement results of received quality of downstream signals and a duration to maintain the measurement results from the radio network;storing, into a memory, the measurement information containing the measurement results as a measurement log;notifying the radio network of availability information indicating that the measurement log stored in the memory is able to be obtained by the radio network;receiving a report request for requesting a report on the measurement log from the radio network; andtransmitting the measurement results of the received quality, time information for each of the measurement results of the received quality, and location information of the radio terminal to the radio network as the measurement log. 6. The communication method according to claim 5, wherein the measurement log includes at least any one of a random access failure, a broadcast channel failure, a paging channel failure, and information of the outdoors/indoors. 7. A radio station communicable with a radio terminal, comprising: at least one processor;a memory coupled to the at least one processor;a receiver; anda transmitter,wherein the at least one processor is configured to: control the transmitter to transmit an instruction to periodically log measurement results of received quality of downstream signals and a duration to maintain the measurement results to the radio terminal;control the receiver to receive, from the radio terminal, availability information indicating that a measurement log stored in the radio terminal is able to be obtained by the radio network, wherein the measurement log is measurement information comprising the measurement results;control the transmitter to transmit a report request for requesting a report on the measurement log to the radio terminal; andcontrol the receiver to receive measurement results of received quality, time information for reach of the measurement results of the received quality, and location information of the radio terminal from the radio terminal as the measurement log. 8. The radio station according to claim 7, wherein the measurement log includes at least any one of a random access failure, a broadcast channel failure, a paging channel failure, and information of the outdoors/indoors. 9. A communication method using a radio station communicable with a radio terminal, comprising: transmitting an instruction to periodically log measurement results of received quality of downstream signals and a duration to maintain the measurement results to the radio terminal;receiving, from the radio terminal, availability information indicating that a measurement log stored in the radio terminal is able to be obtained by the radio network, wherein the measurement log is measurement information comprising the measurement results;transmitting a report request for requesting a report on the measurement log to the radio terminal; andreceiving measurement results of received quality, time information for each of the measurement results of the received quality, and location information of the radio terminal from the radio terminal as the measurement log. 10. The communication method according to claim 9, wherein the measurement log includes at least any one of a random access failure, a broadcast channel failure, a paging channel failure, and information of the outdoors/indoors. 11. The radio communication system according to claim 1, wherein the availability information does not include the measurement log. 12. The radio terminal according to claim 3, wherein the availability information does not include the measurement log. 13. The communication method according to claim 5, wherein the availability information does not include the measurement log. 14. The radio communication system according to claim 7, wherein the availability information does not include the measurement log.
