The phototherapy apparatus of claim 1, further comprising a tube coupled to the hand piece and configured for delivering a fluid substance from one or more locations adjacent to the ball. 6. The phototherapy apparatus of claim 1, further comprising a touch sensor coupled to the handle and configured to detect contact between the ball and a skin tissue. 7. The phototherapy apparatus of claim 6, wherein the touch sensor is configured to turn on the light source based on detecting contact between the ball and the skin tissue. 8. The phototherapy apparatus of claim 1, further comprising a motor coupled to the hand piece and configured to generate a vibrational movement of the ball. 9. The phototherapy apparatus of claim 1, wherein the apparatus is arranged to deliver the light at desired dose parameters to the tissue. 10. The phototherapy apparatus of claim 9, wherein the desired dose parameters include one or more of desired light direction, angle, power density, depth, and intensity distribution. 11. A method comprising: applying a phototherapy apparatus to a tissue surface, wherein the phototherapy apparatus comprises: a hand piece;a light source coupled to the hand piece, the light source configured to emit light;a ball rotatably coupled to the hand piece and configured to transmit the light;an optical fiber positioned to receive the light emitted from the light source and configured to carry the light;a light guide positioned to receive the light carried by the optical fiber and to transmit the light; anda layer of diffusive optical material positioned to receive the light transmitted by the light guide, wherein the light transmitted by the light guide is transmitted through the layer of diffusive optical material and onto the outer surface of the ball,wherein the applying the phototherapy apparatus to the tissue surface delivers therapeutic light and mechanical massage to the tissue surface in a concerted manner. 12. The method of claim 11, wherein the phototherapy apparatus further comprises a touch sensor coupled to the handle that is configured to detect contact between the ball and the tissue surface. 13. The method of claim 12, wherein the therapeutic light is delivered at least in part in response to the touch sensor detecting contact between the ball and the tissue surface. 14. The method of claim 11, wherein the phototherapy apparatus is configured for delivering a fluid substance from one or more locations adjacent to the ball. 15. The method of claim 14, further comprising delivering, from the one or more locations adjacent to the ball, warmed air to the tissue surface. 16. The method of claim 14, further comprising delivering, from the one or more locations adjacent to the ball, massage oil to the tissue surface. 17. The method of claim 11, wherein the phototherapy apparatus further comprises a motor coupled to the hand piece and configured to generate a vibration movement of the ball. 18. The method of claim 17, further comprising activating the motor, and wherein the applying the phototherapy apparatus to the tissue surface delivers vibratory movements from the ball to the tissue surface. 19. The method of claim 11, wherein the applying the phototherapy apparatus to the tissue surface delivers the light at desired dose parameters to the tissue. 20. The method of claim 19, wherein the desired dose parameters include one or more of desired light direction, angle, power density, depth, and intensity distribution.
