Ⅰ. 제 목 저온 플라즈마를 이용한 유해가스 처리기술 개발 Ⅱ. 연구개발의 목적 및 필요성 지금까지 산업공정에서 배출되는 유해가스의 처리기술은 관리가 용이하고 배출량이 많은 고정된 배출원을 우선적인 대상으로 개발되어 왔다. 이에 따라 대형 습식탈황설비, NH3 SCR, 소각 및 촉매를 이용한 VOCs 제거공정 등이 개발되어 왔으나, 1) 규제대상이 되는 유해가스의 종류가 새로 추가되고, 2) 규제가 적용되는 배출처가 점차 소형화·다양화고 있으며, 3) 기존의 환경설비에도 새로이 강화된 규제로 인해 retrofitting을 통한 추가의 설비가 필요해짐에 따라 다양한 공정조건 및 배출원에 적응력이 높은 새로운 방식의 핵심적인 유해가스처리 기술의 필요성이 대두되었다. 환경설비기술이 배출원 및 공정조건에 높은 적응력을 갖기 위해서는 1) 설비가 소형이며, 2) 설비의 이동이 가능하고, 3) 다양한 유해가스를 동시에 처리할 수 있는 조건을 갖추어야 하는데, 이와 같은 조건을 만족할 수 있는 기술로서 저온 플라즈마 공정기술이 최근 국내외에서 활발히 연구·개발되기 시작하였다. 저온 플라즈마를 이용한 유해가스 처리기술은 화력발전소나 산업용 보일러의 탈황탈질, 소각로 후처리, 엔진 배가스 처리, 유류 저장소나 페인트공장에서 배출되는 VOCs처리 뿐 만 아니라 난 분해성 폐수처리, 군사용 독가스 제거, 토양오염 방지 등 광범위한 기술 분야에 활용이 가능한 기반기술이다. 유해가스 처리 분야에서 새로운 기술로 부각되고 있는 이 기술은 선진국에서도 아직 상용화가 이루어지지 않은 기술로서 현 시점에서 적극적인 기술 개발 체제를 구축한다면 선진 외국의 기술의 종속에서 벗어남은 물론 대등한 위치에까지 설 수 있게 될 것으로 예상된다. 이러한 경우 공학분야 뿐 만 아니라 물리나 화학 등 기초분야의 연구도 활성화될 수 있는 계기가 마련될 수 있다. 점점 심각해지는 환경오염을 방지하기 위하여 우리나라도 '90년대 초부터 대기환경 규제를 강화하여 왔다. 또한 쿄토에서 합의된 바와 같이 지구 온난화 문제도 우리의 산업 발전을 크게 위협하고 있다. 대부분의 대기 오염 방지기술의 개발이 미비하였던 국내 상황에서 강화된 규제는 외국에서의 기술 도입을 촉진하였고 하고 있는 실정에 있다. 이에 따른 기술료 지불 및 기술의 종속문제를 해결하고자 지난 7-8여년간 국내에서도 많은 대기오염방지 기술개발이 수행되고 있으나, 선진국에서 이미 성숙기에 접어든 기술분야는 특허문제, 가격 경쟁력, marketing 등 기술외적인 문제로 매우 고전을 하고 있는 상황에 있다. 따라서 저온 플라즈마 공정과 같은 우리 자체의 새로운 기술개발을 통해 취약한 국내 환경기계산업의 경쟁력을 제고하여 수입대체는 물론 수출까지 기대하여야 할 것이다. 이와 같이 저온 플라즈마를 이용한 대기오염 방지기술은 대기오염방지 기계산업의 활성화 뿐 만 아니라 광범위한 기술분야에 활용이 가능한 기술로서 중화학 공업, 반도체 산업, 자동차 공업, 군수산업, 환경산업 등 우리 나라 핵심 기간산업과 밀접한 관계를 갖고 있으므로 그 연구개발의 중요도는 매우 높다고 하겠다. 우리나라는 좁은 국토에서 중화학, 제철, 자동차와 같은 에너지 다소비 산업구조를 갖고 있어 효과적으로 대처하지 않으며 대기오염 문제가 심각해질 것이다. 21C에서는 많은 국민들이 삶의 질 향상을 추구할 것이며 이를 충족시켜 주는 첫걸음이 환경 관련 기술의 개발이다. 플라즈마 이용 유해가스 처리기술은 차세대의 촉망받는 환경 기술의 하나로서 조기에 연구개발을 착수하여야 할 것이다. 환경기계 설비기술은 이상과 같이 단순히 국내만의 문제가 아니라, 국제사회에서 차지하는 국가의 위상과도 매우 밀접한 관계를 갖고 있다. 예를 들어 지구온난화 방지회의 및 IMO (국제선박기구: Internaltional Maritime Organization)에서 주관하는 국제환경협약에서 우리나라는 지금까지 소극적 참여를 해오고 있는데, 이는 우리나라가 보유한 환경관련기술의 국제적 경쟁력이 취약한데 그 원인이 있다. 따라??상을 강화할 필요성이 제기되고 있다. 지금까지 살펴보았듯이 선진국에서는 본 기술을 다양한 분야에 응용하고 있음에 반해 국내의 경우 대부분이 탈황탈질 설비라는 end-item 중심으로 개발을 하여 왔기 때문에, 저온 플라즈마 공정을 다양하게 응용 및 적용하는데 필요한 반응경로 연구가 취약하며 본 기술을 구체화시킬 수 있는 기반기술인 효과적인 저온 플라즈마 발생 기술에 약점을 갖고 있다. 한편, 본 기술은 선진국에서도 개발도정에 있는 기술이기 때문에 첨가제 및 촉매의 선택, 운전조건, by-product 처리 등의 분야에서는 아직까지 연구 중에 있는 상황에 있다. 이에 본 연구에서는 저온 플라즈마를 이용한 유해가스 처리기술을 개발하여 기술 자립 및 기초 연구의 활성화는 물론 산업, 환경 분야의 많은 응용분야에 적용 가능하도록 하고자 한다. Ⅲ. 연구개발의 목표 및 내용 본 연구의 최종 목표는 저온 플라즈마를 이용한 유해가스 처리 공정에 대한 기반기술 확립에 있으며, 그 1 단계에 있어 저온 플라즈마를 이용한 NO 및 HC 처리 공정의 기반기술을 확립하여 기존 플라즈마 공정 대비 에너지 소비율을 30 % 향상하는데 있다. 1차년도(1999) 연구목표 저온 플라즈마 이용 NO 및 HC 처리 공정 해석 연구내용 전원별(pulse, AC, DC) 발생 플라즈마의 성능 비교 반응기-전원장치의 형상 및 matching 기술개발 저온 플라즈마장에서의 NO 및 HC 반응 공정 해석 simple geometry에서의 corona 발생 및 kinetic simulation code 개발 2차년도(2000) 연구목표 저온 플라즈마 이용 NO 및 HC 처리 공정 최적화 - 기존 공정 대비 : 에너지 소비율 30% 절감 - 반응기 설계 기술 확보 - NO 및 HC 제거율 향상 연구내용 NO 및 HC의 처리에 대한 최적 반응기-전원장치 연구 및 선정 NO 및 HC 처리의 새로운 반응경로 탐구 PFC 처리의 새로운 반응경로 탐구 플라즈마 유동장에서의 화학 계측 기술 개발 kinetic simulation code 개선 Ⅳ. 연구개발결과 주요 연구 개발 결과는 아래의 표와 같으며 대표적인 성공사례로는 악취 및 VOC 제거용 고효율 플라즈마 반응기 및 기술을 개발하여, 특허가 출원된 현재 기업에 기술이 이전되어 기존의 고온 소각법 이나 촉매 처리법에 비하여 적은 에너지 소모 및 작은 규모의 설비로 각종 사업장의 악취 제거나 VOC 제거용 상품이 개발되고 있다. 1차년도 (1999) 연구목표 저온 플라즈마 이용 NO 및 HC 처리 공정 해석 연구내용 -전원별(pulse, AC, DC) 발생 플라즈마의 성능 비교 -반응기-전원장치의 형상 및 matching 기술개발 -저온 플라즈마장에서의 NO 및 HC 반응 공정 해석 -simple geometry에서의 corona 발생 및 kinetic simulation code 개발 2차년도 (2000) 연구목표 저온 플라즈마 이용 NO 및 HC 처리 공정 최적화 -기존 공정 대비:에너지 소비율 30% 절감 -반응기 설계 기술 확보 -NO 및 HC 제거율 향상 연구내용 -NO 및 HC의 처리에 대한 최적 반응기-전원장치 연구 및 선정 -NO 및 HC 처리의 새로운 반응경로 탐구 -PFC 처리의 새로운 반응경로 탐구 -플라즈마 유동장에서의 화학 계측 기술 개발 -kinetic simulation code 개선 Ⅴ. 연구개발결과의 활용계획 HC 제거 기술 HC 제거기술은 상기의 성공사례에서도 언급하였듯이 양돈 축사, 음식물 쓰레기 등에서 나오는 악취의 제거와 유류 저장소, 도장공장, 화학공장 등에서 배출되는 VOC의 제거를 위한 상용화 기술개발에 활용될 예정이다. 이 기술은 이미 특허 출원된 상태로 벤처 기업에 이전되어 상용화 과정에 있다. 또한 인체에 직접 해를 일으키는 유독가스의 제거에도 활용될 전망이 매우 높으며 이의 적용에 대한 연구도 별도의 과제를 통하여 이미 착수되었다. NOx 제거 기술 NOx 제거기술은 버너나 엔진 등의 연소 설비에는 필수적으로 사용되고 있는 기술이다. 기존의 대표적인 기술??서 암모니아를 사용하여 처리되므로 냉각된 배??다. 본 연구에서 플라즈마와 NH3-SCR의 Hybrid형 반응기를 사용하면 100℃ 근처에서도 80% 이상의 제거율을 보였다. 현재 선박용 엔진의 NOx 배출 규제가 점점 강화되고 있으므로 선박용 엔진의 배출가스 탈질시스템 개발에 본 연구의 결과를 적용하고자 한다. PFC 제거 기술 현재 반도체 공정에서 사용되고 배출되는 PFC의 제거에는 1500℃ 이상의 수소를 이용한 고온 소각 공정이 고려되고 있으나 반도체 공정의 특성상 위험성이 높아 매우 꺼리고 있다. 이에 플라즈마 기술을 도입하면 NF3의 경우는 쉽게 제거됨을 본 연구에서 확인하였다. 그러나 CF4나 SF6의 경우는 그 제거가 매우 어려우므로 2단계의 연구를 통하여 실제 적용이 가능한 기술을 개발하고자 한다.

Non-thermal plasma generated at 1 atm and the plasma chemical process have been studied to develop an air pollution control technique. Non-thermal plasma at 1 atm, which can be obtained in a high electrical field, generates energetic electrons that initiate numerous types of fast chemical reactions, such as radical and ionic reactions, direct dissociation of gas molecules. One of the beneficial features of the non-thermal plasma process is that the process does not need increase of total gas enthalpy to activate the removal reactions, unlike the conventional incineration and catalytic process. Since most of the applied electrical energy to the non-thermal plasma process is utilized to generate energetic electrons but not to heat ions or gas molecules, the process temperature and the enthalpy of the treated gas molecules (pollutant gases and carrier gases) are low. This feature is suited for treating dilute pollutant gas molecules existed in industry off-gases. In general, more than 99 % of industry off-gases consist of the harmless gas molecules, i.e. oxygen, nitrogen, water vapor, and carbon dioxide, which do not need to be chemically treated. Therefore, non-thermal plasma process could be a potential technique to treat the dilute pollutant gases with low cost operation. Another technical advantage of the non-thermal plasma process is that the reactor is inherently compact because of the fast plasma chemical reactions. Owing to the compactness, the process can be utilized in automobiles and retrofitting the existing air pollution control system without major modification. So far, non-thermal plasma process has been known as a potential method to remove various types of pollutant gases, which are NOx, SOx, VOCs (Volatile Organic Compounds), odor, PFC (Perfluoro Compounds). At present, many of the advanced non-thermal plasma studies performed in US, Europe, and Japan are in the stages of practical applications. The current technical issues on the non-thermal plasma study are the following; 1) how can we save the operating power, 2) how can we control the unwanted by-products, which are typically O3, N2O, CO, aerosols, 3) what is the technical strategy for scaling-up the hardware systems. These questions are crucial for practical applications, and the objective of the present study is to answer these questions based on scientific and technical approaches. The approaches of the present study can be divided into the following three categories; 1) removal tests of NOx, VOCs, and PFCs, 2) development of design technique for a power supply and a reactor, 3) theoretical investigation on plasma generation and chemical process. Lab-scale tests have been performed to remove NOx, VOCs, and PFCs in dilute air or nitrogen in the present study. The objective of the removal tests is to develop a technique to save the operating power while removing the pollutant gases. Numerous parametric tests have been conducted, in which compositions of the treated gases, operating temperatures, shapes and frequencies of the applied voltages, etc. have been varied to characterize the removal reaction pathways. Based on the characterized removal process, a combined process, in which non-thermal plasma and catalysts are simultaneously used, has been proposed. The combined process has been applied to NOx, VOCs, and PFCs removal process, which show significant enhancement of the performance. For example, the combined process adopted in the present study consumes less than 100 J/L of the specific power to achieve 90 % removal efficiency while removing 100 ppm of toluene, which is only 1/10 of the power when the non-thermal plasma process is exclusively used. In addition, the combined process leads to reduce the amounts of the by-products. At present, the proposed technique of the combined process is in the commercialization stage, and will be applied in the fields of odor control, removal of dilute VOCs emitted from industrial process, NOx control, etc. Design technique of the power supply and the reactor has been developed for better economical assessment and for practical applications in industry. Main issues on this technical development are the costs for the hardware system, durability, compactness, scalability, etc. Numerous types and scales of the non-thermal plasma reactors have been tested. Comparison study of a pulsed corona, dielectric barrier discharge, and packed-bed type discharge have been performed, which are the most commonly used non-thermal plasma at 1 atm. The removal test results showed that pulsed corona technique should be used to remove the gas molecules that need relatively high electron energy to be reacted. In contrast, dielectric barrier discharge and packed-bed discharge can be generated with relatively low cost, and are suited for the oxidation of the pollutant gas molecules. For the oxidation purposes, lower electron energy is good enough as long as the oxygen (O2) concentrations are more than 2 or 3 % in the carrier gases. Design criteria on the power supplies and the reactors have been investigated based on the theoretical predictions and the optical diagnostics. A numerical modeling for predicting electrical field intensities along with time and spatial resolutions, electron energies, and CAS (chemically active species) distributions have been proposed. The theoretically predicted data has been compared with the UV spectra data that can be used to confirm the predicted data. The major achievements of the present study are summarized as in the followings; 1) The proposed combined process for removing VOCs and PFCs, in which non-thermal plasma and catalytic process are simultaneously used, can reduce the operating power significantly. The present operating cost for generating non-thermal plasma is lower than that of the conventional air pollution control technique. In addition, adopting catalytic process is helpful to reduce the by-product problems. 2) When the non-thermal plasma process is used with a conventional NH3 SCR (Selective Catalytic Reduction) process for removing NOx, the operating temperature can be decreased to around 100 oC. This operating temperature is lower than that of the conventional NH3 SCR process, in which higher than 250 oC of temperature condition is typically needed. Owing to such low temperature operation, the present combined process extends the applicability of the NH3 SCR process, which are municipal waste incinerators and cold start conditions of engines and boilers. 3) A dielectric barrier discharge reactor made of ceramic plates has been developed, which is durable and scalable. The power supply used for this innovative reactor is a high voltage AC power supply, which is commercially available and is cheaper than any other types of the power supply used for generating non-thermal plasma. The developed reactor has been operated under harsh conditions, like diesel exhaust lines where high contents of water vapor and soot are inevitable and the temperature can rise up to 600 oC. 4) Besides the above practical achievements, the present study contributes to extend the present understanding on non-thermal plasma process. For example, the study theoretically and empirically verified that the electron energy produced by a pulsed corona is higher than that produced by dielectric barrier discharge. This conclusion has been theoretically explained with a numerical model proposed in the present study, and has been confirmed through spectral analysis on UV emissions and removal tests.
