본 연구는 인간에게 이식하기 위한 바이오장기개발에 있어서의 윤리적, 법적, 사회적 함의에 대하여 검토를 함과 더불어 바이오장기의 산업화전략에 대한 분석을 하고자 하는 목적으로 진행되었다. 본 연구의 목표는 바이오장기의 윤리적, 법적, 사회적 함의 규명, 바이오장기 연구윤리지침의 개발, 바이오장기에 대한 인식조사와 이해 증진, 바이오장기의 기술동향과 잠재적 시장규모 조사 등이다. 본 연구의 첫 번째 목표인 바이오장기의 윤리적, 법적, 사회적 함의의 규명을 위하여 본 연구진은 먼저 바이오장기와 관련된 국내외 문헌들에 대한 수집 및 분석을 수행하였다. 이를 토대로 바이오장기의 실현 가능성과 위험과 이익에 대한 분석을 하였다. 과학적 분석을 바탕으로 바이오장기의 연구에 있어서 고려하여야 할 윤리적 문제들을 도출하였으며 이를 해결하기 위한 방안들에 대한 검토를 하였다. 바이오장기의 윤리적, 법적, 사회적 함의를 명확하게 하기 위한 방안으로 사회인식조사를 실시하였다. 사회인식조사는 두 차례에 걸쳐 이루어졌는데 2004년에는 제주도를 중심으로 한 델파이조사를 하였으며, 2005년에는 전국규모의 일반인 인식조사를 실시하였다. 이를 토대로 일반인들이 바이오장기를 바라보는 시각과 바이오장기에 대한 기대 등을 확인하여 검토하여야 할 이슈들을 도출하고 바이오장기 연구윤리지침의 개발에 활용하였다. 바이오장기의 산업화전략에 대한 연구는 외부 위탁과제형식으로 진행을 하였다. 국내에서 생명과학 기술의 산업화전략이나 지적재산권 문제를 분석하고 검토할 수 있는 전문가가 많지 않지만 지속적으로 이 분야에 대한 연구를 진행하여 온 과학기술정책연구원에서 2003년차와 2004년차의 연구를 위탁과제로 수행하였으며, 2005년차에는 특허문제를 중심으로 외부전문가의 자문을 받아 연구를 수행하였다. 바이오장기의 연구윤리지침은 2003년차 연구에 기본적인 틀을 만들고 이를 지속적으로 개선하여 나가는 방식으로 진행하여 2005년차 연구의 종료와 더불어 완성을 하였다. 국내에서는 아직 바이오장기에 대한 윤리지침이나 법률이 존재하지 아니하며 외국의 경우에도 대부분의 지침들이 동물유래 감염과 관련된 지침이거나 바이오장기의 산업화와 관련된 지침이기 때문에 이번에 개발된 연구윤리 지침이 바이오장기의 연구윤리에 많은 기여를 할 것으로 기대한다. 바이오장기연구와 관련하여 실제 연구를 진행하는 생명과학자들과 이에 관심을 가지고 있는 인문$\cdot$사회학자들 및 일반인들의 의사소통과 의견교환의 장을 마련하기 위하여 세미나를 지속적으로 개최하였다. 세미나는 총 4회에 걸쳐 개최되었다.

Xenotransplantation denotes the transplantation of cells, tissues, or organs between different species. This research aimed to define the ethical, legal, and social implications of the Xenotransplantation. First, we tried to define the ethical and legal issues which are raised in clinical applications of the xenotransplantation and suggest the desirable policy. For these purpose, we analyzed the current situation of the xenotransplantation and risks and benefits of the xenotransplantation. Second, we suggest the ethical guideline of the xenotransplantation research. It contained the ethical and legal principles which the researchers should follow. For making the practical ethical guideline, we performed the survey of general perception and the delphi study. Third, we analyzed the strategy of the industrialization of the xenotransplantation and the issues of the property rights which may be raised in xenotransplantation. In the field of the new biotechnologies, like xenotransplantation, we don''t have enough knowledge and experiences to analyze the risks and benefits, And we don''t expect the exact effects of the clinical application of the xenotransplantation. Clinical applications of xenotransplantation accompany the fusion of animal tissues or organs with the human body, it should be performed safely and medically and scientifically properly. And the ethical, legal and social implications should be considered. This report would be expected to be the basic data to making the proper policy of the xenotransplantation.
