기후변화는 인류가 직면한 가장 큰 도전 중에 하나이며, 최근 개최된 국가 정상회의에서
최우선 과제로 채택될 만큼 글로벌 아젠다(초미 관심사)이다. 국제사회는 기후변화로 인한
사회경제적 (악)영향에 대처하기 위해서 완화와 적응정책 수립에 총력을 기울이고 있다.
기후변화가 식중독 발생 등 식품안전에 있어서 직간접적인 영향을 미치는 것으로 알려져
있지만, 관련 연구는 초보적인 단계이다. 특히 한반도의 기후변화가 전지구 차원의 변화를
상회하고 있고, 변화가 가속화됨에 따라 기후변화에 따른 우리나라의 잠재적 식품위
기후변화는 인류가 직면한 가장 큰 도전 중에 하나이며, 최근 개최된 국가 정상회의에서
최우선 과제로 채택될 만큼 글로벌 아젠다(초미 관심사)이다. 국제사회는 기후변화로 인한
사회경제적 (악)영향에 대처하기 위해서 완화와 적응정책 수립에 총력을 기울이고 있다.
기후변화가 식중독 발생 등 식품안전에 있어서 직간접적인 영향을 미치는 것으로 알려져
있지만, 관련 연구는 초보적인 단계이다. 특히 한반도의 기후변화가 전지구 차원의 변화를
상회하고 있고, 변화가 가속화됨에 따라 기후변화에 따른 우리나라의 잠재적 식품위해 발
생 분야와 요인에 대한 분석과 효과적인 대응전략을 조기에 구축하여 기후변화에 대응할
필요성이 크게 부각되고 있다.
따라서 본 연구는 기후변화가 식품안전에 미치는 영향과 식중독 발생 영향을 분석함으로
기후변화에 대응한 사전 예방적 식품안전관리 방안을 확립하는 것을 목표로 국내외 기후변
화에 대한 정확한 정보를 조사하고, 우리나라의 향후 예측되는 기후변화 단계별 모델국가
를 선정하였다. 기후변화에 민감한 식품군을 분류하여 기후변화 주요 인자에 대한 수분활
성도와 미생물 변화를 조사하였다. 국외 기후변화에 따른 식중독 발생 영향평가 방법을 조
사?분석하여 우리나라 식품안전분야에 적합한 평가방법, 취약성 지표 및 대리변수를 선정하
였으며, 이 방법에 따라 국내 지역별 식품안전 취약성 비교평가를 수행하였다. 또한 우리나
라의 주요 수입국의 식품 생산량 변동을 사전 예측하여 기후변화 대응을 위한 식품안전 관
리체계 개선 및 관리방안을 제안하였다.
본 연구에서 산출된 주요연구의 결과는 다음과 같다.
? 21세기말 기온이 4℃ 상승할 것으로 전망되는 우리나라의 예측기후 단계별 모델지역으로
일본의 니카타, 도쿄 및 오사카와 미국의 버지니아, 노스캐롤라이나 및 사우스캐롤라이나
를 선정하였다. 모델지역의 식중독 발생현황을 비교?검토한 결과 우리나라의 향후 발생양
상의 변화를 줄 수 있는 식중독 병원체로는 Salmonella spp., E. coli O157:H7,
Campylobacter spp., Vibrio spp.가 주목되며, 식품원재료로 부터의 이들 미생물의 관리가
필요한 것으로 파악되었다.
? 기후변화에 민감한 식품군으로 식육 또는 알가공품, 어육가공품, 즉석섭취식품 등이
분류되었다. 이들 제품 중 7가지 대상에 대한 온도와 습도에 따른 수분활성도와 미
생물 변화를 측정한 결과, 주요관리 인자는 온도와 저장시간인 것으로 나타났다. 따
라서 식품 제조, 유통 및 보관단계에서 포장유무에 상관없이 온도와 시간 관리가 중
요한 것으로 분석되었으며, 병원성 미생물의 관리에 있어서는 습도도 고려되어야 할
관리인자로 확인되었다.
? 기후변화에 따른 소비자 인식도 조사에서 기후변화에 대한 소비자의 인식수준은 높
지 않았지만, 대다수 소비자가 기후변화를 심각하게 받아들이고 있었다. 특히 기후변
화가 식품안전에 부정적 영향을 줄 수 있고, 그 부정적 영향에 대해 어느 정도 정확
하게 인지하고 있었다. 따라서 기후변화와 식품안전을 연계한 인식고취를 위한 홍보
가 시급히 필요한 것으로 파악되었고, 이에 이러한 전략에 기초한 홍보 자료를 개발
하였다(산업체설문조사 포함).
? 우리나라 실정에 맞는 기후변화에 따른 식중독 등 식품안전 영향평가 방법으로 국내
외 평가방법을 기초하여 취약성-탄력성 평가방법을 확립하였다. 25개의 취약성 지표
와 대리변수를 개발하여 국내 지역별 식품안전 취약성 비교평가를 수행하였다.
? 우리나라 식중독 발생 통계자료를 이용한 식중독 발생 예측을 일반화 선형모델
(GLM-Poisson Regression Model)로 분석하였다. 살모넬라, 장염비브리오 및 황색포
도상구균의 식중독 발생건수에 가장 큰 영향을 주는 기후인자는 월 평균기온이었으
며, 월평균 기온이 1℃ 상승시 식중독 발생건수는 47.8%, 19.2% 및 5.1% 증가하였
다. 그러나 노로바이러스의 경우 월평균온도, 습도, 최소습도가 발생에 가장 많은 영
향을 주지만 온도 상승에 따른 감소(16.4%/℃)를 나타내었으며, 대장균 O157:H7은
강수량이 가장 큰 기후인자로 월평균강수량 증가에 따라 감소(15.1%/㎜)를 보였다.
노로바이러스와 대장균 O157:H7에 대해서는 주기성에 대한 고려가 가능한 계절 자
기회귀 누적 이동 평균 기법(SARIMA)으로 분석하였지만, 일반화 선형모델
(GLM-Poisson Regression Model)에 비해 모델 적합도가 떨어지는 것으로 나타났다.
? 우리나라 주요 식품 수입국인 중국, 미국 및 일본의 기후변화 동향을 조사하였고, 식
품원재료 특히 곡류의 생산량 변동을 파악하였다. 주요 식품생산국의 곡류 생산성은
감소할 전망이었으며, 이로 인한 농약과 GMO의 사용이 증가할 것으로 예상되었다.
또한 주요 수입대상국의 생산량 감소로 식품안전이 검증되지 않은 동남아시아나 남
미로 부터의 수입이 증가할 가능성이 내포되고 있어, 수입식품 안전관리 체계의 개
선이 필요할 것으로 파악되었다. 극단적인 기후변동에 관련된 정보를 포함한 수입식
품 이력추적 시스템 도입과 수입식품 검사체계의 개선이 필요한 것으로 파악되었다.
?기후변화 대응 식품안전 관리방안 마련과 관련하여 전문가 델파이 조사를 수행하여
기후변화 시나리오별 식품안전 대응지침과 중장기 계획 수립 등 향후 필요한 연구분
야를 도출하였으며, 기후변화에 따른 식품안전 분야의 중장기 적응전략 수립 방향을
제시하였다. 또한 식품산업체의 기후변화 대응을 위한 홍보?교육 자료를 개발하였다.
이들 결과들은 관련부처의 제도개선과 정책개발 및 식품산업체의 기후변화 인식제고
와 대응 준비에 도움이 될 것으로 생각 된다
기후변화로 인한 식중독 등 식품안전을 확보하기 위한 사전 예방적 관리체계 구축은
유럽의 RASFF와 WHO의 INFOSAN과 효과적으로 연계가 가능하며, 우리나라도 식품환
경에 맞는 조기 경보시스템(Early Warning System)의 도입이 절실히 필요하다. 기후변
화로 인한 신규 위해인자를 과학적, 체계적으로 관리하기 위해서는 신규 위해평가
(Emerging Risk Assessment), 국내외 전문가 네트워크 구축 및 위해정보교류가 활성화
되어야 하며, 식품안전 담당 기관 및 전문가들간의 총체적(Holistic approach), 다학재
협동(Multidiscriptional approach)연구가 필수적인 요건이다.

The international community perceives climate change as one of the biggest changes
faced by mankind. As a global agenda, it was chosen as one of the most urgent
issues to be tackled in a recent summit meeting; in fact, it has drawn an
unprecedented level of attention. To cope with the adver
The international community perceives climate change as one of the biggest changes
faced by mankind. As a global agenda, it was chosen as one of the most urgent
issues to be tackled in a recent summit meeting; in fact, it has drawn an
unprecedented level of attention. To cope with the adverse effects of climate change
from the social and economic aspects, a number of countries are sparing no efforts in
establishing policies for relief from and adaptation to the change. Although climate
change is known to wield direct and indirect impacts on food safety including the
outbreak of food poisoning, related studies remain at the infancy stage. Since the
climate change in Korea is worse compared to the whole world, and the speed of
change has accelerated, tackling climate change is becoming more necessary through
the analysis of fields with possible food risk associated with climate change and causes
and early establishment of effective countermeasures.
Accordingly, this research aimed at the establishment of preventive food safety
management measures to tackle climate change through the analysis of impacts on
food safety and occurrence of food poisoning. Specifically, exact information on climate
change in Korea and other countries was researched, and model countries for each
stage of climate change -- which is expected to occur in Korea in the future -- were
selected. Food groups sensitive to climate change were classified to investigate water
activity according to the key factors of climate change and change of microbes.
Through the analysis of other countries' methods for assessment of impacts on the
outbreak of food poisoning due to climate change, the assessment method, climate
change vulnerability index, and proxy variables appropriate for the food safety fields of
Korea were selected; based on this method, the vulnerability of food safety by local
area was assessed and compared. Through this, measures for the improvement and
management of the food safety management system to cope with climate change were
presented through the prediction of changes in the food production of countries from
which Korea imports food.
The following are the major research results of this study: ? Nikata, Tokyo, and Osaka of Japan and Virginia, North Carolina, and South Carolina
of the US were selected as model regions showing each stage of climate change
which is predicted to occur in Korea and whose temperature is expected to
increase by 4 degrees centigrade at the end of the 21st century. Through the
examination and comparison of the current status of occurrence of food poisoning
in the model regions, Salmonella spp., E. coli 0157:H7, Campylobacter spp., and
Vibrio spp. were identified as food poisoning microbes that could bring about
change in the occurrence of food safety issues in Korea; hence the need for the
regulation of such microbes to protect food materials from such. ? Meat products or egg products, fish meat products, and instant food products were
classified as climate change-sensitive product groups. As a result of measuring the
water activity and change in the microbes of 7 products among them by
temperature and humidity, temperature and storage time were found to be key
management factors. Therefore, temperature and time management seemed critical
regardless of packaging at the manufacturing, distribution, and storage stages of
food. Humidity was another factor that should be considered in the management of
pathogenic microbes. ? According to the consumer perception survey on climate change, the perception
level of consumers on climate change was not high, yet most of them were taking
the issue seriously. In particular, they thought climate change might have negative
effects on food safety, perceiving the negative effects correctly to some extent.
Accordingly, publicity for raising awareness of food safety and climate change is a
matter of urgency. As such, publicity materials were developed. ? Based on the methods of Korea and other countries in assessing food safety
including food poisoning caused by climate change, a vulnerability-flexibility
assessment method appropriate for the current situation of Korea was established.
Through the development of 25 vulnerability indicators and proxy variables, the
vulnerability of food safety was assessed by region and compared. ? The prediction of occurrence of food poisoning using statistical data on the
outbreak of food poisoning in Korea was analyzed using the GLM-poisson
regression model. The biggest climate change factors affecting the number of cases
of outbreak of food poisoning by Salmonella spp., Vibrio parahaemolyticus, and
Staphylococcus aureus was the monthly average temperature. When the monthly
average temperature increased by 1℃, food poisoning associated with the three
microbes increased by 47.8%, 19.2%, and 5.1%, respectively. Note, however, that
the monthly average temperature, humidity, and minimum humidity had the biggest
effects on the occurrence of norovirus, yet the microbe declined by 16.4%/℃ when
the temperature increased. Precipitation was the biggest climate change factors in
the occurrence of E. coli O157:H7, declining with the increase in the monthly
average precipitation (15.1%/㎜). Norovirus and E. coli O157:H7 were analyzed by
SARIMA (Seasonal Auto Regressive Integrated Moving Average) wherein the seasonal
aspects were taken into account. Their model compatibility was lower than the
GLM-poisson regression model, however
? The trend in climate change in China, US, and Japan as major food exporters to
Korea was studied to identify the changes in the production of food materials
especially grains. The grain productivity of major food-producing countries is
expected to decline. As a result, the use of pesticides and herbicides and GMO
may increase. Moreover, the decline in production of major food exporters to
Korea may increase the possibility of importing food from Southeast Asia or South
America whose food safety has yet to be verified, and the imported food safety
management system should be improved. In addition, the introduction of a
traceability system for imported foods including information related to extreme
climate changes and improvement of inspection system for imported foods are
required.
? Through the Delphi expert survey in relation to the provision of measures for food
safety against climate change, fields that should be studied in the future including
guidelines for food safety by climate change scenario and establishment of midand
long-term plans were identified; the direction of establishment of mid- and
long-term strategies to adapt to climate change was alsoategsented.
Furthermore,atublicity and education materials were developed to help food
companies dealf estaissues associated estaclimate change. These results ellfbe
conducive to the improvement of instesutions and development of ptegcies of
related ministries and enhancement of awareness of food companies regarding
climate change.
The introduction of an early warning system that can be effectively connected to
RASFF of Europe and INFOSAN of WHO and is appropriate for the food environment
of Korea is urgently required for the creation of preventive management system to
secure food safety associated with climate change. Scientifically and systematically
managing the new risk factors associated with climate change requires activating the
assessment of emerging risks, creation of national and international experts'
networks, and exchange of risk information; studies on holistic approaches and
multidisciplinary approaches between food safety authorities and experts are also
essential.
