본 연구에서는 질병관리본부의 ‘영양조사 개선위원회’와 함께 국민건강영양조사 영양조사 방법의 개선방안을 도출하여, 예비조사를 실시한 후, 향 후 실제 조사에 반영할 수 있는 실용(안)을 마련함으로써, 영양조사 결과의 신뢰도와 활용도를 제고하고자 하였다. 이에 따라, 국민건강영양조사의 영양조사를 통해 산출되는 자료가 활용되는 분야로 이미 알려져 있는 국민건강증진종합계획(Health Plan 2010)의 수립, 국민의 건강수준측정, 흡연, 음주 등 건강위험요인과 주요 질환의 관련성 분석, 건강 고 위험집단의 선별과 이들 대상의 영양교육 프로그램 개발 및 국가 간 비교 가능한 유용한 자료 산출에 더하여 식품안전관리와 환경영향평가 등 이제까지 상대적으로 언급되지 않았던 목적과 활용방법에 대한 충분한 검토를 거쳐, 향 후 영양조사 부문의 목표를 구체화하였다. 또한 현 영양조사 내용인 ‘식품섭취조사’, ‘식생활조사’, ‘식품섭취빈도조사’에 대해 「영양조사개선위원회」와 함께 조사방법별 특징과 문제점을 심층 분석하고, 국내외 관련연구 및 제외국의 조사방법과의 비교·검토를 통해 각 영양조사방법별 개선방안을 마련하였다. 아울러 본 연구를 통해 도출된 영양조사방법별 개선방안에 대해 실제로 조사운영시 발생할 수 있는 문제점을 미리 파악하고, 사용될 조사체계와 조사표에 대한 점검 및 수정·보완을 위하여 소규모 표본 집단을 선정하여 예비조사를 실시함으로써 개선된 조사내용의 실현가능성을 검토하였다. 예비조사는 동/읍·면 지역과 아파트/일반주택 지역을 고려하여 5개 조사구를 선정하여, 2008년 6월-8월(2개월간)에 실시되었으며, 비연속 2일간 24시간 회상법에 의한 식품섭취조사를 위해 첫 번째 방문면접조사 후, 두번째 조사는 방문과 전화면접 조사로 나누어 실시한 후 비교평가 하였다. 이로써 제4기 3차년도 조사인 2009년 국민건강영양조사에서는 전체 대상자 중 30%에 대해 비연속 2일간의 식품섭취조사를 방문면접에 의해 실시하기로 계획되었다. 본 연구결과에서는 영양조사 개선(안)에 대한 공청회를 통해 정부, 학계, 연구계 등 각계의 의견을 수렴하여 최종안에 반영하였으며, 영양조사의 결과 활용 및 다른 부문과의 연계활용을 가능케 하기 위한 방안을 모색함으로써 기존 국민건강영양조사 영양조사의 한계점을 극복하고 조사의 신뢰성과 이용도를 향상시키기 위해 향 후 적용 가능한 영양조사 방법(안)을 마련하였다.

This study was conducted to devise and/or improve the nutrition survey method for KNHANES. Revised method underwent a preliminary review identified application to establish a practical method for the actual surveys in the future, thereby enhancing the reliability and utilization of the KNHANES results. First, the purpose and objectives of the nutrition survey area have been specified based on a thorough review of the uses of the KNHANES results. These uses include food safety management and environmental impact assessment, subjects relatively unattended up to now, as well as the establishment of the Health Plan 2010, the national health level assessment, analysis on the relationship between health risk factors as smoking and drinking and major chronic diseases, screening for high risk groups and development of nutrition education programs for such groups, and the producing useful data comparable among different countries. An in-depth analysis was conducted with the 「Nutrition Survey Improvement Committee」, on the characteristics and problems of the survey methods regarding 'food intake assessment', 'eating habits questionnaire' and 'food frequency questionnaire'. Draft for revision as made for each nutrition survey component based on the analysis results, relevant domestic and foreign researches and comparisons with foreign survey methods. In addition, a pilot study has been conducted for the suggested design of the food intake assessment method based on a small sample group to identify any problematic issues in advance and to review and revise the survey system. The pilot field applicant was conducted for two months from June to August 2008 on five primary sampling units selected considering dong/eup/myeon and apartment/general housing types through a comparative evaluation of direct face-to-face and phone interviews for a non-consecutive 2day 24hr recalls. As a result, the 4th KNHANES in 2009 will adopt a non-consecutive 2day food intake survey through direct face-to-face interviews on about 30% of the overall subjects. The results of this study was further refined reflect to the opinions of various circles including the government, academic and research fields through a public hearing on the proposed nutrition survey methods, also seeking for ways to facilitate and utilize the survey results in other sectors. Therefore, nutrition survey methods developed through this study are expected to overcome the limitations of the existing nutrition survey methods of the KNHAENS and highly improve the reliability, credibility and utilization of the survey results.
