3. 법 제21조제2항에 따라 보안과제로 분류된 연구개발과제를 수행한 경우
4. 연구개발기관의 장이 해당 연구개발성과에 대하여 지식재산권을 취득
하려는 경우
5. 외국의 정부ㆍ기관ㆍ단체와의 협정ㆍ조약ㆍ양해각서 등에 따라 해당
연구개발기관의 장이 비공개를 요청하는 경우
6. 「대ㆍ중소기업 상생협력 촉진에 관한 법률」 제24조의 2에 따라 중소
기업이 연구개발성과를 임치한 경우
7. 그 밖에 영업비밀 보호 등 정당한 사유가 있는 경우
※ 국가연구개발혁신법 시행령 (2022.1.1 시행)에 의해 추후 공개로 전환될
가능성은 있습니다.
과제관리기관과의 협의를 통하여 비공개 기한(3년)이 만료된 보고서를 공개로

1. 연구목적 및 필요성 □ 우리나라가 다문화사회로 빠르게 진입하는 시점에서 다문화정책 추진실태분석을 통해 현재 다문화정책의 문제점들을 파악하고 효과적으로 다문화정책을 추진하는 방안을 제시하고자 함 ○ 우리나라에 체류 중인 외국인은 1990년에 약 5만여 명 수준에서 2010년(12월말 법무부 기준으로) 총 1,261,416명(전체 인구의 2.6%)으로 지난 20년간 급격하게 증가하고 있음 ○ 다문화사회는 동전의 양면과 같이 국가와 사회적으로 긍정적인 측면과 함께 부정적인 측면을 가지고 있음 - 긍정적인 측면으로는 국내산업의 인력난 해소와 자본수익률 제고로 국내총생산이 증가, 새로운 일자리가 창출, 내수 촉진으로 경제충격 완화, 다양성과 개방성, 개인의 창의성이 증진됨 - 부정적인 측면으로는 기존 저소득층 노동자의 임금을 감소, 이주민이 적응에 실패하여 빈곤층으로 전락하여 실업률과 범죄율의 증가 등 사회적 문제를 야기할 가능성이 있음 □ 다문화사회 진입에 따른 각종 문제점들을 최소화함과 동시에 다문화사회의 긍정적인 측면을 극대화하기 위해서는 국가적 차원에서 효과적인 다문화전략과 정책이 수립･집행되어야 하며, 이를 위한 기초연구가 필요함

1. Research Purposes As South Korea rapidly changes into an increasingly multicultural society, this research explores the implementation status of multicultural policies in order to evaluate inherent problems and propose measures for more effective implementation. For the past 20 years Korea has experienced a drastic increase in the number of foreigners, rising from a level of around 50,000 in 1990 to a total of 1,261,416 (2.6% of total population) in 2010 (December 2010 figure, Ministry of Justice). Like two sides of a coin, multicultural society contains both positive and negative aspects for the nation and society. Several advantages include an increase in GDP by relieving the domestic industrial manpower shortage and raising the return on capital, job creation, alleviation of economic shocks through increase in domestic consumption, diversity and openness, and promotion of individual creativity. Meanwhile, the disadvantages include falling wages for existing domestic low wage workers, difficulty of immigrant adjustment to Korean society and relegation to poverty, resulting increased unemployment and crime rates, and creation of other social problems. In order to minimize various problems that emerge from the transition to a multicultural society, in addition to maximizing the advantages, effective multicultural policies must be established and implemented on a government-wide level. For this purpose much research must be carried out regarding multicultural policies.
