‘시민성’의 핵심이 특정 정치공동체의 구성원에게 부여되는 법적 권리와 의무인 것처럼 민주사회의 시민을 기르고자 하는 민주시민교육은 민주주의 정치체제와 긴밀하게 연결되어 있다. 따라서 민주시민교육은 개별 국가의 정치적 흐름에 따라 그 향방이 좌우되어 왔다. 정보기술의 발전이 가속화되는 지식기반 경제를 배경으로 정치, 경제, 사회,문화의 조류가 급변하는 전 지구적 환경에서 남북분단이라는 세계 유일의 특수한 상황은 대한민국의 민주시민교육에 다차원의 갈등과 정책 혼선을 야기하고 있다. 이러한 상황에서 사회 구성원들간에 애국주의, 개인과 공동체의 관계, 사회통합의 의미 해석 등을 둘러싼 견해차이는 적지 않다. 그리하여 종래의 민주시민교육의 정체성을 반성적으로 돌아보고 방향을 새롭게 설정할 필요가 있다.
우리나라의 경우, 제도와 의식간의 불균형이 심하고 사회적 양극화와 미숙한 풀뿌리 민주주의로 인해 국민들이 민주주의의 성취를 체감하지 못하는 상태이다. 그리하여 더욱 발전된 민주화의 의지를 시민들에게 심어주기 위해서는 실질적인 국민주권의 실현으로서 절차적 민주주의의 강화가 필요하며, 이는 학교 민주시민교육의 과제이기도 하다.
학생들이 민주주의를 바르게 이해하고, 사회 구성원으로서 민주사회의 주인임을 자각하여 정치적 효능감을 갖도록 이끄는 학교교육이 필요한 것이다.
이러한 맥락에서 이 연구는 한국의 정치 현실 속에서 학교의 민주시민교육이 어떤 모습으로 추진되어 왔고 학교 안에서 민주시민교육이 어떻게 이루어지고 있는지를 확인하며, 이를 기초로 민주시민교육의 활성화 방안과 정책적 과제를 제시하고자 한다.
민주시민교육의 도입과정을 살펴보면 우리나라에서 실질적인 민주화를 이룬 것은 비교적 최근의 일이므로 1990년대 이후에야 ‘민주시민’이라는 명칭에 부합하는 시민교육을 고민하게 되었다. 사회가 민주화되지 못한 상황에서 민주시민교육은 체제유지 목적의 국민정신교육으로 왜곡되어 유지되었으며, 이런 분위기 속에서 학교는 민주시민에 대한 구체적 고민과 관심에서 멀어질 수 밖에 없었다.
공식적인 문서인 교육과정에서 민주시민교육에 대한 강조가 계속되었음에도 학생들의 민주시민의 실천성이 떨어지는 것은 우리나라 학교 교육에서 민주시민교육이 입시교육에 밀려 부차적이고 형식적으로 다루어지고 있는 현실과 무관하지 않다. 우리나라 교과서와 학교의 수업에서는 특정 사회문제를 자신의 실제 생활에 비추어 생각하고 체험하고 학습할 기회가 적으며, 대신 압축된 지식을 전달하는데 급급하게 되는 문제가 있다.
현행 교육과정 체제에서 사회과 교육을 통한 민주시민 육성의 어려움으로는 교과내용과 생활세계의 불일치, 지식과 태도의 불일치, 체제유지의 도구로 사용된다는 점이 거론된다.
도덕과 또한 교과서를 통해 덕목들이 구체화 되는 과정에서 균형 잡힌 민주시민과는 거리가 먼 채, 자율성보다 타인과 공동체를 위한 도덕생활의 강요, 타인의 불의에 대한 무관심,국가주의와 국수주의 위험을 보이기도 한다.
중등학교 구성원을 대상으로 면담 및 설문조사를 실시한 결과, 우리나라 학교 현장에서 교원들이 생각하는 민주시민은 1970년대 이후 서구에서 극복하고자 했던 ‘훌륭한 공민’의 범주에서 크게 벗어나지 못하고 있다. 이런 상황은 민주시민교육의 목표를 두고 학교 안과 학교 밖의 시민사회 간, 학교 안에서도 교사와 학생 간 및 나이 든 교사와 젊은 교사들 간의 갈등의 소지를 보여준다.
학생들의 학교 민주시민교육 만족도는 상당히 낮은 편이었고, 본인들의 의사가 학교의 제반 의사결정 과정에 구체적으로 반영되지 않는 것으로 느껴 주인의식을 갖고 능동적으로 학교생활에 참여하기 어려운 형편이다. 또한 실천적 학습의 기회가 크게 부족하여 이에 대한 보완이 필요하며, 그나마 고등학교보다는 중학교에서 민주시민교육이 좀더 활발히 이루어지는 것으로 확인되었다. 교사들은 민주시민교육이 특정교과 중심으로 이루어진다기 보다, 모든 교과의 내용과 진행방식 그리고 내용을 실천과 연계할 때 민주시민교육이 이루어진다고 생각하였다. 따라서 사회 및 도덕과의 역할 재정립과 더불어 민주시민교육을 ‘인성교육’ 정도로 생각하는 학교 구성원들의 ‘민주시민성’에 대한 인식의 개선도 중요해 보인다. 교과외 활동으로는 학생자치활동과 동아리 활동을 중심으로 민주시민교육이 이루어지고 있었다.
민주시민교육의 저해요인으로는 민주시민교육을 둘러싼 교사들 간, 교사-학생 간 견해 차이 및 갈등과 입시경쟁 위주의 교육에서 비롯된 비민주적 학교풍토를 지적하고 있다. 이러한 저해요인을 극복하고 민주시민교육을 활성화하기 위한 과제로 교과집중이수제의 개선과 위에서 밑으로 일방적으로 하달되는 정책결정 및 집행방식의 전환이 지적되었다. 또한 정부와 학교간 의사소통체계 변화, 민주시민교육을 위한 교사의 역량 강화, 부모 및 가정교육의 역할 강화 등이 필요하다는 의견이 많았다.
학생들의 시민적 역량수준을 분석한 결과 실제 학교에서 사회정치적 문제와 관련된 활동에 참여하는 정도가 상당히 낮게 나타나 시민적 지식수준과 실천적 참여의 괴리 가능성을 다시 확인시켜주었다. 또한 장차 성인이 되었을 때 민주시민으로서의 행동 참여의사에서는, 선거에 참여하는 것이 가장 중요하다고 생각했으며(3.436점), 그 다음으로 열심히 일하는 것(3.420점), 법을 준수하는 것(3.299점), 신문, 라디오, TV, 인터넷 등 매체 상의 정치이슈를 주목하는 것(3.268점) 순으로 중요하다고 생각하였고, 정당단체에 가입하는 것은 가장 덜 중요하게 생각했다. 이 같은 응답 경향을 보면 우리나라 학생들은 선거참여를 제외하면 개인적 생활에 충실한 것으로 시민적 역할을 한정하며, 공공의 문제에 대해 관심을 기울이거나 사회적 책임을 행사하는 일에는 소극적임을 알 수 있다.
학생들의 시민적 태도(가치관)의 조사에서 바람직한 (민주)사회의 모습으로 시민의 자유를 보장하는 것에 가장 동의하였으며, 시민적 권리의 보장과 빈부격차 해소 순으로 나타났다. 학생들의 국가정체성은 평균을 약간 상회하는 수준이었다. 이민자 문제로 상징되는 다문화 포용성은 비교적 높았으며, 민주시민 행동 중에서 불공정한 법에 항의하는 평화적 집회참여, 지역공동체 활동, 인권증진운동 참여, 환경보호운동 참여 등은 비교적 긍정적으로 나타났다.
우리나라 중고등학교 학생들의 시민역량에 어떤 요인들이 영향을 미치는지 살펴보면 학생들의 시민의식의 차이의 95%이상이 학생 개인 수준의 차이로 인해 발생하고, 어떤학교에 다니는가에 따른 차이는 아주 미약하여 민주시민의식에 대한 학교의 영향력이 적음을 우회적으로 보여주고 있다. 그나마 네 가지 시민의식(종속변수) 중에서 “시민사회 기본 가치”가 학교수준 분산의 비율이 3.0%로 가장 높게 나타났다. 한편 ‘공동체적가치’의 경우 학생들의 성별이나 학력수준, 부모의 학력 등 학생의 개인 배경 변수에 따른 차이가 가장 적은 것으로 나타났다. ‘시민사회 기본 가치’와 ‘절차적 능력’의 경우 학생들의 개인 배경 변수가 더 많이 영향을 미치는 것으로 나타났다. 또한 학생들의 학교참여 효능감과 정치사회 이슈에 대한 관심, 정치적 정보획득 활동 빈도, 학교 자체 시민교육 참여 여부, 학교활동 참여 정도 등과 같은 학생 과정 변수들은 네 가지 시민의식 변수에 모두 유의한 영향을 미치는 것으로 나타났다.
학생수준 설명변수에 학교수준 설명변수를 추가하여 모형에 투입했을 때의 분석 결과를 살펴보면, 학교급이나 학교소재지와 같은 학교 배경 변수가 학생들의 시민의식에 그다지 영향을 미치지 못하는 것으로 나타났다. ‘기초 질서 존중’과 ‘절차적 능력’의 경우에만 학교배경 변수에 따른 차이가 나타났는데, 고등학교 학생들보다는 중학교 학생들의 기초 질서 존중과 절차적 능력이 더 높았고, 서울이나 광역시 학생들의 ‘절차적 능력’이 읍면지역 학생들보다 더 높은 것으로 나타났다. 학교 과정 변수들의 경우, 학교의 학생 자치 환경과 학생들의 평균 학교활동 참여 정도가 높은 학교일수록 학생들의 시민의식이 더 높은 것으로 나타났으며, 수업시간에 정치사회적 이슈를 다룰 때 얼마나 민주적인 방식으로 수업이 운영되는지는 학생들의 성별에 따라 차별적 효과를 갖는 것으로 나타났다. 다시 말해서, 민주적 방식의 수업 운영은 남학생들에 비해 특히 여학생들의 시민사회 가치와 절차적 능력에 긍정적 영향을 미치는 것으로 나타났다.
중등학교의 실태와 학생들의 시민적 역량 수준에 대한 분석을 토대로 민주시민 교육활성화를 위한 과제와 개선방안을 추출하면 다음과 같다.
첫째, 민주시민교육의 최소기준에 대한 합의를 바탕으로, 민주시민교육에 대한 분명한 사명(mission)과 초점(focus)을 공유해야 한다. 이는 민주시민교육을 둘러싸고 어떤논쟁이 있는지 확인하며, 이러한 논쟁의 내용과 수준의 다양성을 충분히 공유하고, 적어도 우리 사회의 공교육에서 민주시민교육을 통해 길러야 할 학생들의 민주적 시민성의 개념과 교육내용, 교수방법, 교육의 결과에 대한 합의를 의미하는데, 이 같은 합의는 민주시민교육의 효과성을 높이기 위한 필요조건이다.
둘째, 교육청과 학교가 민주시민교육의 비전을 정립하여야 한다. 중앙 정부 차원의 교육 정책과 시도교육청 차원의 현실적 교육지원 정책이 상호 균형과 협력적 관계를 지향해야 하며, 교육청의 지원 내용은 평가와 통제가 아니라 효과적인 교수-학습매체와 전략의 발굴・보급, 문제해결과 지원중심의 컨설팅 등 단위학교의 교육과정 지원에 집중해야 한다.
셋째, 학교 풍토 및 교육환경 전반의 민주화가 동반되어야 한다. 즉 민주적 교수-학습환경과 더불어 의사결정구조의 민주화가 절실하다. 이를 위해서는 교원집단간은 물론 교원과 학생간 신뢰와 친밀함을 기반으로 교원의 전문적 권위와 교육수요자의 요구가 조화를 이룰 수 있는 수평적 관계정립이 필요하다. 학교구성원들의 의사소통구조를 개방하여 교원과 학생 학부모 모두 의견개진과 참여를 활발히 할 수 있도록 다양한 제안 제도, 기획공모, 학교운영위원회 등 각종 위원회의 개방, 학생자치활동과 교무회의의 기능강화,학부모 참여 등을 각 학교의 형편에 맞게 도입하도록 지원하여야 한다.
넷째, 교육과정과 교과서의 체제를 전면적으로 정비하여야 한다. 민주시민교육이 특정한 가치와 지식을 전달하는 것에 머무르지 않도록 가치의 다양성과 실천과의 연계를 전제로 교육과정을 구성하여야 한다. 이를 통해 학습자가 충분히 정보를 활용하고 적극적으로 문제해결을 위한 방안을 모색할 수 있도록 하고, 구체적인 사례를 기반으로 학습하고 토론하도록 해야 한다.
다섯째, 교사들의 시민교육 역량강화가 필수적이다. 교사는 학생을 스스로 문제를 해결하기에 미성숙한 존재로 보는 시각에서 벗어나 학생과의 관계에서 신뢰를 회복하는 일에 우선을 두어야 한다. 또한 교사 역시 민주시민교육에서 강조하는 덕목을 갖추고 이를 교과연구와 교수방법에 반영하여야 한다. 교과지식의 전문성을 향상하는 것과 함께 다양한 교수방법 개발 및 학생들의 수업 참여와 교실 밖에서의 학생들의 생활에 관심을 갖고 수용하는 자세가 요구된다. 더불어 교사는 학생의 민주시민의식을 제고하기 위하여 학교의 자원과 함께 지역사회 및 학부모들과 연계하고, 다양한 자원 활용 및 동원능력을 갖출 필요가 있다.
여섯째, 민주시민교육을 활성화하기 위하여 학교교육은 시민사회의 역동적 실천경험과 연계, 협력을 확대해야 한다. 학교는 지역공동체의 교육자원을 활용하기 위한 연계방안을 마련하여 민주시민교육의 장을 확대하고, 시민단체는 나름의 축적된 경험을 바탕으로 학생들에게 사회에 참여하는 기회를 제공하게 된다면 민주시민교육의 중요한 자원역할을 하게 될 것이다.

Democratic citizenship education, with the aim of fostering citizens in a democratic society, is closely linked to the democratic political system, and its directions have consequently been affected by a country’s political environments.
Amid the fast-changing global environment with its foundations on a knowledge-based economy, and with the tide of politics, economy, society and culture changing ever so fast, the special circumstances underlying the division of two Koreas have caused various multi-dimensional discords and policy confusions in carrying out the democratic citizenship education within the Republic of Korea. Within Korea, there is a great deal of imbalances in the system as well as people’s consciousness, and the social polarization, as well as the weak grass-root democracy, has meant that the fruits of democracy have not been felt by most people. Therefore, in order to instill a renewed and developed sense of democracy, the procedural democracy that allows for a true exercise of people’s sovereignty ought to be strengthened, and school education that enhances the students’ understanding of democracy as well as their true stakes in a democratic society is required.
Therefore, this study focuses on how the democratic citizenship education within a classroom have changed and been settled within the political reality of Korea. We also analyze how this education is currently being conducted in schools, and based on this evidence we outline how the education could be more vitalized and the policy tasks necessary in achieving this goal.
When we examine the introductory process of the democratic citizenship education, we find that Korea has undergone a turbulent modern political history, and as a result, its concerns regarding citizenship education that truly deserves the title of ‘democratic citizenship’ only began in the 1990s. While the society was not a functioning democracy, ‘democratic citizenship education’became distorted with the aim of preserving and prolonging the current regime, and within this environment, schools became further distanced from the particular interests and concerns about the true democratic citizenship. Despite an explicit emphasis on the official curriculum on democratic citizenship education, the fact that students are not active in exercising their democratic citizenship indicates and seems to be related to the fact that it is being carried out as a secondary and superficial way in a exam-driven educational environment. In Korean textbooks and classes, there is little opportunity to experience and learn about particular social problems in a manner that reflects a student’s own life, and instead the focus is on transferring the condensed knowledge in a homogeneous manner.
The difficulties regarding the fostering of democratic citizenship through the society and education include the contrast between the textbook material and the reality of everyday life, discord between the knowledge and the actual attitude, as well as the desire to use the education as a means of preserving the current political order. Similarly, the content of the ethics education focuses less on the individuality of each student rather than a moral life for others as well as a broader community, as well as the indifference towards the injustice of others and the dangers of overt ultranationalism.
Through interviews and surveys aimed at gaining a comprehensive understanding of the current state of democratic citizenship education in secondary schools, we found that the idea of democratic citizenship among the teaching staff in classrooms is not too different from the ‘publicly-spirited exemplary citizens’ that the Western world sought to move away from since the 1970s. This could potentially lead to tensions both inside and outside the schools as well as the broader society, and also within schools, between the teachers and students or between older and younger teachers, regarding the objectives of democratic citizenship education.
Satisfaction of democratic citizenship education in schools among students remained low, and they felt that their opinions were not being reflected in the schools’ decision-making process. Thus, it seems difficult to expect that they would actively participate in school life as a true stakeholder. In addition, there is little opportunity for learning by participation, which consequently calls for necessary improvements, and it also seems that the democratic citizenship education is more active in middle schools rather than high schools.
Teachers did not feel that the democratic citizenship education could be carried out merely within a few particular subjects, and instead they believed that it could only truly be conducted when the contents, methods and actual participatory actions of all subjects were linked together. Thus, it seems important to improve the ‘democratic citizenship awareness’ of school participants beyond mere ‘character education’, as well as reestablish the role of social studies and ethics. As for after-class activities, ‘democratic citizenship education’ was being conducted through student-led and club activities.
As for the impediments to democratic citizenship education, we identified the differences in opinions between teachers as well as teacher-student tensions, as well as the educational system that focuses on the university admissions and competition, which fails to foster truly democratic school environment. In order to overcome these impediments and vitalize the democratic citizenship education, improvements to the specific-subject-intensive curriculum and the top-down policy decisionmaking and implementation were suggested. In addition, the changes to communication system between the government and schools, strengthening the teachers’ capabilities for democratic citizenship education, as well as consolidating the role of parents were also suggested.
When we analyzed the citizenship competences of the students that have been brought up in such educational environments, their participation in activities regarding socio-political issues in schools turned out to be very low. This reconfirmed the wide gap between the knowledge of democratic citizenship and the possibility of actual participation. In addition, as for their willingness to participate in democratic citizenship as adults, they believed voting in an election to be most important, and working hard, abiding the laws followed.
Joining a political party turned out to be least important. This implies that Korean students, with the exception of exercising their electoral rights, believed ‘citizenship’ to be limited to leading good individual lives, and they remained passive to showing an active interest in public issues or exercising social responsibilities.
As for the democratic citizenship capabilities of Korean secondary school students, over 95% of the differences in their awareness and attitude stems from individual differences. On the other hand, whether they attend a particular school or not turns out explain very little amount of variation, which implicitly demonstrates that the schools’ influence in democratic citizenship is very limited. As for the curriculum-related variables, students in schools with good self-governance environment for its students and high average school activity participation rate tend to have higher democratic citizenship capabilities. The influence of a democratic school-class has differential effects based on a students’ gender. In other words, running classes in a democratic procedure has a positive effect on instilling the democratic values and procedural awareness on female students rather than male students.
Through the analysis of the current state of democratic citizenship education in Korean secondary schools as well as the students’ citizenship capabilities and the related variables, we are able to identify the tasks and improvements aimed at vitalizing the democratic citizenship education.
Firstly, based on a consensus of the minimum standard of democratic citizenship education, the missions and focuses regarding the democratic citizenship education ought to be broadly shared. The arguments regarding this education ought to be revisited, and the contents of these discussions as well as the diversity in various standards ought to be fully recognized and shared.
There also ought to be a consensus over the definition of ‘democratic citizenship’ required for public education, and a consensus over the contents, pedagogy and the educational results is also deemed important.
Secondly, the educational authorities and schools ought to establish a clear vision for democratic citizenship education. Educational policies at the national government level and the support policies of educational authorities at provincial level ought to be balanced and coordinated, and the support of the educational authority ought not to be based on assessments and controls but the distribution and exploration of effective pedagogical and learning resources and strategies as well as problem-solving and support-level consulting, i.e. support on the curriculum at individual school level.
Thirdly, democratization of the overall school and educational environment ought to accompany other changes. In other words, the democratization of the decision-making process as well as the learning environment is much needed.
Opening up of a school’s communication system, which would allow for active voicing of opinions and participation of teachers, students and parents, ought to be encouraged. Self-led activities of students as well as strengthening the role of teaching staff meeting ought to be introduced depending on the capabilities of each school.
Fourthly, the curriculum and the textbook system ought to be systematically overhauled. The curriculum regarding democratic citizenship education ought to be organized beyond just a simple transfer of particular values and knowledge and actively take into account of the diversity of values and the links to active participation. Learning and discussions ought to be based on specific examples that students actively take interests and try to tackle.
Finally, strengthening the citizenship education capabilities of the teachers is essential. Teachers should move away from viewing the old-fashioned view that treats students as immature beings and rebuild their trust. They also ought to retain the characteristics that are emphasized in democratic citizenship education themselves, and this ought to reflect their research and pedagogical approaches. Furthermore, in order to enhance the democratic citizenship of students, they ought to be able to coordinate with local communities and parents, as well as raising and supporting the necessary resources.
