1. 연구의 취지와 목적
이 연구는 본원의 기본연구과제이면서 동시에 경제인문사회연구회의 협동연구사업의 일환으로 추진되었으며, 2010년부터 2012년까지 진행되는 3개년 연구 아프리카 개발도상국가와의 교육ㆍ과학기술 협력에 관한 연구의 2차년도 연구이다.

1. 연구의 취지와 목적
이 연구는 본원의 기본연구과제이면서 동시에 경제인문사회연구회의 협동연구사업의 일환으로 추진되었으며, 2010년부터 2012년까지 진행되는 3개년 연구 아프리카 개발도상국가와의 교육ㆍ과학기술 협력에 관한 연구의 2차년도 연구이다.
2010년에는 아프리카 대륙을 사하라 이북지방의 북아프리카와 사하라 이남 서부, 동부, 중부, 남부 아프리카 등 5개의 권역으로 구분하고, 각 권역별로 대표적 개발협력대상 5개국을 선정하였다. 2011년의 연구에서는 아프리카 교육발전협의회(ADEA) 및 사하라이남 4개 아프리카 국가와의 중장기 국가별-권역별 교육과학기술 협력방안을 모색, 제시하였다. 2012년에는 아프리카 개발도상국가와의 교육ㆍ과학기술협력의 시범사업을 제시하게 될 것이다.
본 연구는 1차 년도에 분석한 교육과학기술협력 이슈발굴내용을 바탕으로, 아프리카 개발도상국가들의 교육과학기술 수요 분석을 기반으로 아프리카와의 교육과학기술협력을 위한 중장기 국가별(나이지리아, 에티오피아, 콩고민주공화국, 탄자니아 등 4개국) 협력방안 및 아프리카 교육발전협의회(ADEA)와의 권역 협력방안을 제시하고, 이에 기초하여 우리 정부가 효율적으로 추진할 수 있는 정책을 제안하는 것을 목적으로 하였다.
2. 연구방법
본 연구는 문헌분석, 현지조사, 포커스 그룹면담, 전문가협의회, 그리고 정책토론회등을 통하여 자료를 수집하고 방안을 개발하였다. 문헌연구는 교육개발협력관련 국제기구(WB, AfDB, ADB 등)의 국별 지원 전략, 협력대상국 정부(나이지리아, 에티오피아, 콩고 민주공화국, 탄자니아 등)의 빈곤퇴치전략과 교육발전전략, 아프리카 교육발전협의회(ADEA), 우리나라 경제인문사회연구회 산하의 정부출연연구기관, 대학 등에서 작성된 관련 문헌들을 분석하였다. 이와 함께 국내외 대상국 교육ㆍ과학 기술 전문가들을 비롯한 지역 전문가와의 협의회, 면담, 아프리카 현지조사 및 포커스 그룹과의 면담 등을 통하여 자료를 수집하고 방안을 개발하였다. 자료 분석은 SWOT 분석 모형과 국별 지원전략의 모형 등을 이용하여 이루어졌다.
3. 중점 협력사업
가. 국가별 중점 협력사업
1) 나이지리아
가) 나이지리아의 초ㆍ중등 교원교육시스템을 개선하고 질을 제고하는 것을 지원한다.
나) 무상의무교육 시스템 개선을 위해서 자문단 파견을 검토한다.
다) 초ㆍ중등학교 교육과정 표준화를 지원하고 교수법을 컨설팅한다.
라) 고등교육 수월성 센터 설립을 지원한다.
마) 교육행정 경영정보시스템 개선을 지원한다.
2) 에티오피아
가) 유아교육의 접근성을 확대하고 초중등교육의 질을 개선한다.
나) 고등교육의 역량 개발이 필요하다.
다) 기술ㆍ직업교육이 빈곤을 퇴치하는데 실효성이 있는 것이어야 한다.
라) 성인 및 비형식교육이 빈곤을 퇴치하고 경제발전에 기여하도록 해야 한다.
마) 교육행 ㆍ 재정의 혁신과 시스템의 개선이 필요하다.
3) 콩고민주공화국
가) 초등교육 이수율 제고를 통해 보편적 의무교육을 달성해야 한다.
나) 초ㆍ중등학교 교원 역량제고를 통해 기초교육의 역량을 구축해야 한다.
다) 동부 분쟁 지역에 대한 기초교육 재건사업으로 국가 발전 역량을 지원해야 한다.
라) 고등교육 진흥정책을 통한 과학기술교육 및 연구역량을 강화한다.
마) 직업기술훈련 역량을 육성하고 빈곤퇴치 전략과 연계 지원한다.
바) 분쟁 이후 청장년층의 사회 복귀를 위한 성인문해교육을 지원한다.
사) 국제기구와 연계한 교육재정 및 예산지원체제를 개선한다.
4) 탄자니아
가) 탄자니아 유치원교육의 취원률 제고 및 활성화를 지원한다.
나) 탄자니아 초등교원의 교육역량을 제고하는 것을 지원해야 한다.
다) 고등교육 R&D 체제의 국가정책연구 기법 및 전문성의 개발을 지원한다.
라) 기술 및 직업교육의 빈곤퇴치에 대한 기여도를 높인다.
마) 성인교육 및 비형식교육과 빈곤퇴치 사업이 연계되도록 지원한다.
나. 권역별 중점 협력사업
1) 아프리카 교육발전협의회(ADEA)와의 교육협력과제
가) 범아프리카대학(Pan-Africa Universities, PAU) 고등교육 역량강화 사업을 지원해야 한다.
나) COE(Center of Excellence) 연구사업을 지원하고 교육정책연구기관 설립을 지원한다.
다) 영상대학체제(Virtual University System) 운영 및 확대 사업을 지원한다.
라) 직업훈련교사 양성 지원 사업 : TTISSA 지원 사업을 추진한다
마) 교원 역량증진 프로그램을 지원한다.
바) 권역별 교육경영정보체제(EMIS) 추구 및 이러닝 역량 증진 프로그램을 지원한다.
2) 아프리카 권역과의 교육협력과제
가) 학교교육-보건연계 기초교육 지원 사업에 참여한다.
나) 교육재정 지원을 위한 교육경영정보체제 개선 사업을 지원한다.
다) 학교와 지역사회 경제활동을 연계하는 패키지형 개발 프로그램 개발 및 운영을 지원한다.
라) 고등교육 기관의 다양한 교원양성 프로그램 개발 및 운영을 지원한다.
마) 분쟁 이후 중부권역의 안정화를 위한 기초교육 지원 사업에 참여한다.
바) 국가 경제개발 전략과 연계한 직업기술교육 발전을 지원한다.
사) 빈곤퇴치 프로그램과 연계한 직업기술교육 정착을 지원한다.
아) 글로벌 수준의 고등교육개혁 지원을 통해 과학기술정책을 육성할 수 있도록 한다.

(2) 의료 및 면역시스템 정비를 위한 민간투자 활성화 기반을 위해 지원한다.
(3) 과학기술분야 중등교원 양성을 지원한다.
(4) 과학기술정책과 교육정책이 연계되도록 한다.
나) 2단계 과학기술 혁신확대를 위한 협력사업
(1) 과학기술 도입기에 있는 나라들을 위한 과학기술 인프라 구축 사업을 지원한다.
(2) 과학기술 분야 인력양성을 위한 중장기 협력방안의 수립을 지원한다.
(3) 주요 분야 관련 기술이전 및 산업기술 지원을 확대한다.
(4) 부문간 과학기술자 협력 네트워크를 강화한다(AMCOST 등).
(5) 주력분야 공동연구 개발을 지원한다.
4. 정책 과제
가. 기본방향
첫째, 교육ㆍ과학기술협력은 국제사회의 교육개발협력의 방향과 원칙, 규범에 부합되는 방향으로 추진되어야 한다.
이를 위하여 1990년 유네스코가 제시한 ‘모든 이를 위한 교육’(EFA), 2000년 유엔의 새천년개발목표(MDGs)를 교육발전 지표와 목표로 삼아 교육협력사업을 추진해 나가야 한다. 2005년 OECD/ DAC의 파리선언에 따라, 강조된 선진국의 개발원조가 개도국의 국가개발전략에 일치(Alignment)와 공여국과 공여기관들 간의 조화(Harmonization)에 입각해서 사업을 추진해 나가야 할 것이다. 그리고 2008년 아크라회의에서는 파리선언의 착실한 이행과 함께 원조의 효과성 증대를 위한 원조의 비구속화 대상 확대, 원조사업의 프로그램화 지원, 원조의 분업화 논의 등을 제시하였다. 2011년 부산선언에서도 공적개발원조의 효과성 증대를 위한 시민사회의 참여를 강조하였다. 개발협력을 담당하는 공공기관(한국국제협력단, 대외경제협력기금)들은 이들 국제기구 및 지역단체, 그리고 기구 간 공동추진기구 등과 지속적이고 효과적으로 협력 사업을 추진할 필요가 있다.
둘째, 교육ㆍ과학기술협력은 아프리카 국가들의 교육 및 과학기술협력 수요에 대응하여 추진하여야 한다. 최근 개도국에 대한 공적개발원조는 원조의 효과성(aid effectiveness) 을 강조하고 있다. 2003년 2월 OECD DAC는 “원조조화에 관한 로마 선언”, 2005년 3월 “원조의 효과성에 관한 파리선언”을 발표하여 지원국과 수원국의 쌍방적 노력 및 수원국의 주도성을 강조하였다. 아울러 2011년 부산선언에서도 시민사회의 참여를 제시하면서 수원국의 주도성을 강조하였다. 본 연구는 우리나라도 개발도상국가의 원조의 효과성 제고를 지향하면서 아프리카의 협력수요에 기반을 두어 수원국의 수요에 일치하는 개발협력을 추진하기 위해 힘써야 한다.
셋째, 교육ㆍ과학기술협력은 우리나라의 발전경험을 글로벌 수준에서 공유하기 위한 차원에서 전파되어야 한다. 우리나라는 2차 대전 이후 선진국의 지원을 받아 경제발전을 이룩한 경험을 갖고 있다. 물론 우리의 국가발전은 외국의 공적개발원조 등을 통한 외재적 요인에 의한 도움을 받기도 하였으나, 내재적 요인에 의하여 성장을 이룩하였다고 할 것이다. 자연자원을 구비하지 못한 우리나라는 오로지 인적자원을 발전 동인으로 하여 교육의 발전을 통하여 인적자원을 양성하고 단시일 내에 국가발전과 경제성장을 이룩하였던 것이다. 식민지 지배를 받은 경험, 내전 등으로 인해 경제발전이 지체된 사실, 그리고 권위주의적인 군사문화 유산을 가지고 있는 점 등에서 아프리카 정치경제적 상황과 유사한 측면을 지니고 있다. 따라서 국가발전을 위한 교육정책 추진, 초ㆍ중등교육의 보편화, 높은 교육열이 작용한 고등교육 보편화, 직업기술훈련을 통한 산업인력 양성, 교육정보화 달성, 교육재정 확보를 통한 효율적인 운영체제 등이 소개되어야 한다.
시대별로 직업교육훈련, 고등교육의 보편화, 교육정보화 등이 순차적으로 이룩되었다.
나. 정책 과제
1) 교육과학기술협력의 기반구축
교육협력의 기반구축을 위해서, 먼저 교육분야에서는, 가)통합적 교육협력 추진체계 구축, 나)수요기반의 중장기적 국가지원전략 마련, 다)국가별-권역별 연계협력체제 구축, 라)국가-권역협력전략 수립이 요구된다. 그리고 과학기술분야에서는 가)과학기술장관협의회(AMCOST)와 연계협력 체제 구축, 나)지역수월성센터(Center of Excellence) 를 통한 권역협력기반 구축, 다)중점지원분야를 특화한 부문협력체제 구축이 이루어져야 한다.
2) 교육과학기술 발전경험의 공유
교육과학기술발전경험의 공유를 위하여, 먼저 교육분야에서는 가)한국의 교육발전 정책과 행정거버넌스에 관한 컨텐츠 작성, 나)수원국 전문가 맞춤형 연수프로그램 개발 운영, 다)개발협력 전문인력의 양성 및 파견, 라)차별화된 정책컨설팅이 요구된다. 그리고 과학기술분야에서는, 가)타 공여국과 차별화된 권역협력사업 추진. 나)산업기술이전체제(Technology Licencing Office) 구축, 다)기관형성 지원(KIST, KAIST 등)이 이루어져야 한다.
3) 교육과학기술 협력사업 운영개선
교육과학기술협력사업의 운영개선을 위하여, 먼저 교육분야에서는, 가)안정적 개발협력 재원확보, 나)프로그램사업에 대한 중점지원, 다)시민사회 민간부문과의 개발협력 강화, 라)남남협력 및 삼자협력의 증대 등이 필요하다. 그리고 과학기술부문에서는, 가)과학기술정책과 교육정책의 연계, 나)과학기술수준에 부합되는 개발협력전략 마련(단계별 협력전략), 다)빈곤-의료-교육연계시스템 구축 등이 요구된다.

This research was carried out as a cooperative research project by the Korean Educational Development Institute(KEDI) with the support of the National Research Council for Economics, Humanities and Social Sciences(NRCS). It is the second year of research as part of a three year research program conducted from 2010 to 2012 under the title, 'Research on Cooperation and Development of Education, Science and Technology between Korea and Developing Countries in Africa.'
In the initial year of research, 2010, we had divided the Africa into five target regions which consist of Northern, Western, Eastern, Central and Southern African Region. Based on the regional sorting, one partner country from each region was selected. The second year of research in 2011 sought and provided mid-long term cooperative strategies with the Association for the Development of Education in Africa(ADEA) as well as four sub-Saharan African countries. The third year of research, 2012, will suggest the module for education, science and technology cooperation with developing countries in Africa.
Based on the issues collected from the first year of research and needs analysis of Africa countries, the study is aimed to provide regional and mid-long term cooperative strategies for ADEA and each country including Nigeria, Ethiopia, Democratic Republic of Congo, and Tanzania. Also, it is intended to suggest a policy for our government to effectively pursue.
2. Research Methods
The research information was collected through literature review, field study, focus group interview, expert meetings, and policy debates. For the literature review, information and documents collected from international organizations (e.g. WB, AfDB, ADEA), governments (e.g. Nigeria, Ethiopia, Democratic Republic of Congo, Tanzania), African regional communities (e.g. EAS), research institutes under the NRCS, and universities were analyzed. Along with the methods, meetings and interviews with the internal and external countries' experts, field study and focus group interview were also conducted to collect data. For data analysis, SWOT analysis model and 'Country Specific Support Strategy Model' were used.

4. Policy Recommendation
A. Basic Directions
First, Education, science and technology cooperation should be in accord with direction, principle and norm of international cooperation development.
In order to do so, education cooperation should be carried out based on 'Education For All' (EFA) suggested by UNESCO in 1990 and 'Millennium Development Goals' (MDGs) by UN in 2000 as major indicators for educational development. According to the Paris Declaration by OECD / Development Assistance Committee (DAC) in 2005, donor countries' development aid should be aligned with the national development strategies of developing countries and a project needs to be carried based on harmonization between donor countries and partner countries.
At Accra meeting in 2008, the support for aid projects and expansion of aid to maximize the aid effectiveness was presented, along with the steady implementation of the Paris Declaration.
Furthermore, the participation of civil society to increase the effectiveness of ODA was stressed in 2011 Busan Declaration. It is necessary for public agencies which are responsible for development cooperation (Korea International Cooperation Agency, KOICA, the Economic Development Cooperation Fund, EDCF) to pursue continuous and effective cooperation project with international, regional and cross-joint promotion organizations.
Second, education, science and technology cooperation should respond to demand of African countries' education, science and technology. Recently, aid effectiveness of ODA has been highlighted. OECD / DAC announced "Rome Declaration on aid harmonization" in February 2003 and "Paris Declaration on aid effectiveness" in March 2005 to emphasize the cooperation between donor and partner countries, and the importance of partner countries' lead. On top of that, the involvement of civil society in partner countries was also suggested in 2011 Busan Declaration. Therefore, this research also aims to increase the aid effectiveness and to carry out demand-oriented cooperation with Africa countries.
Third, Korea's experience on education, science and technology cooperation should be shared at the global level. Since World War II, Korea has experienced economic growth with the support of developed countries. Our national development was achieved not only through extrinsic factors such as foreign official development assistance but also intrinsic factors. Even with the lack of natural resources, our country achieved economic growth in a short period of time through the development of education and training of human resources. Korea has similar aspects of Africa's political and economic situation: we experienced colonial rule and civil war, causing the delay of economic development, and also had an authoritarian military. In that sense, promotion of education policies for national development, universalization of primary, secondary and higher education, human resource through technical and vocational training, achievement of ICT in education, and efficient operating system through securing educational finance must be introduced. Vocational education, the universalization of higher education and ICT in education has achieved sequentially.
Policy Issues
1) Build the Foundation for Education, Science and Technology Cooperation In order to build the foundation for educational cooperation, first in the field of education, it is necessary to a) establish an integrated educational cooperation promoting system, b)develop demand-based mid-long term national support strategies, c)build country specific and regional cooperation system, d)devise country and region cooperation strategy. In the field of science and technology, a) the establishment of linked cooperation system with the local African Ministerial Council on Science and Technology, b) construction of regional cooperation foundation through Regional Center of Excellence, c) sector cooperation system to specialize the focus area should be made.
2) The Sharing of Experience on the Development of Education, Science and Technology
For the sharing of experience, first in the field of education, a)development of content in terms of Korea's educational development policy and administrative governance, b)operation of customized professional development training program for partner countries, c)training and dispatching of professional manpower in the field of development cooperation d)differentiated policy consulting is required. In the field of science and technology, a)carrying out a differentiated regional cooperation project, B)building Technology Licensing Office system, c)supporting the establishment of organizations (KIST, KAIST, etc.) should be made.
3) Improve the management of education, science and technology cooperation project
There are four requirements to improve the management of education, science and technology cooperation projects as the following: a)securing stable development cooperation funding, b)providing intensive support on a program, c)strengthening the development cooperation with the private sector, civil society, d)intensifying South-South cooperation and triangle cooperation. In science and technology sector, a)linkage of science and technology policy and education policy, b) preparation of development cooperation strategies matched to science and technology level (step by step strategy), c) construction of poverty - health - education linkage system, are required.
