IV. 연구 내용 및 결과
연구내용은 (1) 황사감시 및 선도 관측기술 개발, (2) 차세대 황사예측모델 개발, (3) 황사 국제공동 대응체계 구축, (4) 기상역사로 구성된다.
(1) 황사감시 및 선도 관측기술 개발
황사에 대한 전문지식을 갖춘 연구관(사) 7명을 ‘황사전문예보관’으로 지정하여 12월부터 5월까지 24시간 일일교대근무를 수행하면서 중국과 몽골의 황사발원과 이동상황을 감시하고 황사농도 단기예측모델(ADAM2)과 기타 수치모델자료를 분석하여 예보현업에 지원하고, 수시로 황사브리핑을 실시하였다.

IV. 연구 내용 및 결과
연구내용은 (1) 황사감시 및 선도 관측기술 개발, (2) 차세대 황사예측모델 개발, (3) 황사 국제공동 대응체계 구축, (4) 기상역사로 구성된다.
(1) 황사감시 및 선도 관측기술 개발
황사에 대한 전문지식을 갖춘 연구관(사) 7명을 ‘황사전문예보관’으로 지정하여 12월부터 5월까지 24시간 일일교대근무를 수행하면서 중국과 몽골의 황사발원과 이동상황을 감시하고 황사농도 단기예측모델(ADAM2)과 기타 수치모델자료를 분석하여 예보현업에 지원하고, 수시로 황사브리핑을 실시하였다.
또한 황사에 취약한 노약자 및 영․유아 시설 및 병원, 요양원 담당자(13,600여명)에게 황사 예․특보가 발표되었을 때와 국내에 황사가 관측되거나 종료되었을 때 ‘황사정보 문자서비스’를 제공(18,787건)하여 황사에 신속히 대응할 수 있도록 하였다. 방대한 황사발원지와 이동경로에 대한 실시간 관측정보를 수집하기에는 관측소가 부족하여 몽골과 중국에 거주하는 해외교민을 대상으로 ‘황사해외모니터(아르고스)’로 임명(18명)하여 600여 건의 황사 정보를 수집하여 황사예보에 활용하였다.
2007년부터 황사와 연무의 객관적 판별을 위하여 ‘황사․연무 입자계수기’ 8조를 도입해 운영해오고 있다. 1~4월에는 황사연무 입자계수기가 설치된 8개소를 방문하여 장비 점검을 실시하였고, 2개소(서울, 흑산도) 장비의 소프트웨어를 업그레이드하고, 흑산도 장비의 경우, 가열(히팅)을 통해 흡입된 공기의 수분을 제어하는 장치를 설치하였다. 3개소에 설치된 장비를 교정하고, 백령도, 흑산도 등 두 차례 보수를 실시하였다. 6~8월에는 8개소를 방문하여 장비와 자료수집 PC의 시각을 동기화하고 원격제어가 가능하도록 설정하는 등 자료수집체계를 개선하고, 장비 점검을 실시하여 황사 감시와 예보 활용도를 높이고자 하였다. 광주 두 차례와 문산, 백령도 각각 한 차례 등 모두 네 차례 장비를 보수하였고, 3개소의 장비를 교정하였다.
서울황사감시센터에서는 황사와 연무의 물리, 화학 특성을 분석하기 위해 2013년에 다단입자채집기(MOUDI) 시료를 41회 포집하였고, 시료용액화장치(PILS)를 이용해서 준실시간 이온 농도 성분 변화를 관측하였다(황사 2회, 박무/연무 32회, 깨끗한 날7회). 연무 사례일 때는 질산염과 황산염의 농도가 크게 높아진 것이 관측되었다. 황사 및 연무 감시를 강화하기 위해 2013년 10월에는 서귀포시 국립기상연구소 새청사에 에어로졸 관측실(서귀포 황사감시센터)을 조성하였다. 무정전전원장치(10kVA)를 설치하고, 역서지 방지 접지봉을 매설하였다. 다채널 황사·연무 입자 계수기를 설치하여 운영 중이며, 차후 부유분진분석기(PM10), 다단입자채집기(MOUDI)를 설치할 예정이다.
국내 스카이라디오미터 관측망(Korean Skyradiometer NETwork; KSNET)은 현재 서울, 서울황사감시센터, 용인, 공주 등 4개소에서 운영되고 있으며, 각 지점에서 관측된 자료는 웹페이지(http://metsat.snu.ac.kr/ksnet/data.php)에 실시간으로 표출되고 있다. 각 관측지점(서울, 서울황사감시센터, 용인, 공주)에 2회씩 방문하여 장비점검을 수행하였다.
2013년 3월 9일 황사사례에 따른 대기 상부, 대기 내부와 지표의 복사강제력은 각각 -24.15Wm-2,46.51Wm-2,-70.67Wm-2이다. 3월 9일 황사는 대기를 더 따뜻하게 만드는 역할을 하였을 것으로 생각되어진다. 그리고 월별 에어로졸의 복사 강제력에서 지표에서의 복사강제력은 항상 음이며 처음엔 이 음의 복사강제력이 증가하는 패턴을 보이다가 6월에 최댓값을 기록하고 이후에는 감소하는 패턴을 보인다. 이는 에어로졸 광학두께가 초여름까지 증가하다가 7월 이후로 급격히 줄어들면서 청명한 가을, 겨울 날씨로 이어지는 것에 기인한 것으로 해석된다.
황사발원지의 기상 조건과 황사발생 경향을 파악하기 위해 3개소(몽골 2개소, 중국 1개소)에 ‘황사감시기상탑’을 설치하여, 황사 감시 및 황사농도 단기예측모델(ADAM2) 개선에 활용하였다. 관측소의 열악한 환경으로 안정적인 자료 확보와 관측자료의 품질 유지를 위해 두 차례의 정기점검과 3차례 수시 점검을 실시하여, 관측장비와 전력, 통신 상태 등을 점검하였다.
적외편광성질을 이용한 황사 탐지기법에 최적화된 구름제거 기법을 개발하였고 이의 적용을 통하여 황사 영역을 산출하였다.
적외편광성질을 이용한 황사 탐지기법을 RGB 영상과 BTD 영상과의 정성적인 비교를 수행하였으며, 가시광 기반의 AOT와의 정량적인 비교를 수행함으로써 황사의 강도를 구분하였다. 적외 초분광 위성자료를 활용하여 황사를 탐지하는 기법을 개발하기 위해 초분광 자료를 활용한 황사 탐지 기법의 국외 연구 동향을 조사하였다. 또한 다양한 광학두께와 황사고도에 대한 민감도 테스트를 통해서 황사가 적외 영역에 미치는 영향을 확인하였다. ANN 모델을 이용하여 황사 변수 산출을 위한 알고리즘의 개념을 설계하였다. 이를 위해 필요한 자료들의 활용방법을 제시하였고 설계한 알고리즘을 활용하여 산출한 황사 변수를 MODIS와 CALIPSO와의 비교를 통해 알고리즘의 활용 가능성을 확인하였다.
2010년 5월 10∼11일 백령도, 문산, 군산기상대에서 지상과 라이다 관측자료를 분석한 결과 세 지점 모두 비구형 입자인 황사가 존재하는 것으로 판별되었고, 문산 라이다 자료는 서울대학교 라이다의 편광소멸도 분포와 매우 유사했다. 라이다로 판별한 황사의 체류시간은 백령도 9.5시간, 문산 19.5시간, 군산 24.5시간으로 군산에서 가장 길었으며, 고도는 백령도에서 0.4∼1.3 km, 문산에서 0.1∼2.8 km와 4.1∼4.2 km, 군산에서는 0.2∼2.0 km로 문산에서 가장 높은 고도까지 존재했다. 문산과 군산에서는 지상에서도 황사가 관측되었으나 백령도에서는 고도 0.45 km 이하에 형성된 역전층 때문에 황사가 지상에 영향을 미치지 못한 것으로 보인다. 황사는 중부지방에서 남쪽으로 이동하며, 지상에서 관측된 시간과 농도가 달랐고, 혼합고 차이가 황사의 연직분포에 영향을 미친 것으로 판단된다.
라이다로 판별한 황사 기간의 에어로졸 광학두께는 백령도 0.47, 문산 0.66, 군산 0.71로 군산에서 가장 높았다. 이 자료를 스카이라디오미터로 계산한 에어로졸 광학두께와 비교한 결과, 문산(라이다)과 서울(스카이라디오미터)에서 0.64±0.11, 0.50±0.11, 군산과 공주에서는 0.38±0.09, 0.54±0.11로 각각 22%, 30%의 차이를 보였으나 문산의 경우 5월 10일 11시30분∼15시 30분에는 두 자료가 매우 비슷했다. 라이다로 판별한 황사 기간 동안 스카이라디오미터의 옹스트롱 지수는 문산과 군산에서 각각 0.17, 0.30으로 황사의 특징이 뚜렷하게 나타났다.
기상청 라이다로 계산한 에어로졸 소산계수는 장기간의 자료를 가지고 추가적인 검증이 필요하겠으나, 그럼에도 불구하고 기상청 라이다 도입의 주요 목적인 황사의 실시간 감시 및 판단에 있어 편광소멸도 자료가 유용하게 사용될 수 있는 것으로 판단된다.
(2) 차세대 황사예측모델 개발
기상청에서 기존에 12시간 간격으로 운영하였던 황사예측모델을 6시간 간격으로 수행되도록 개선하였다. 이로서 기존 황사예보 현업 시 12시간마다 생산되던 예측장을 6시간마다 확보할 수 있게 되어 수시로 변하는 예보상황에 대해 유연하게 대처할수 있는 토대를 마련하였다. 안정성을 테스트하기 위해 2013년 봄철(3-5월)에 준현업으로 운영하였으며 지상 PM10 농도와 정량적으로 비교해본 결과 RMSE가 약 3% 감소함으로써 성능이 향상됨을 확인하였다. 이는 6시간 이전의 예측장을 사용함으로써 기존 12시간 이전 예측장보다 초기장이 향상된 것으로 사료된다.
한편, 기존 현업에서 황사예측모델은 3일 예측장을 생산하고 있으나 5일 예측 시험운영체계를 구축함으로써 보다 장기적인 예보의 기반을 조성하였다.
에어로졸모델링시스템(AMS)의 예측 성능을 검증하기 위해 2010년 한 해 동안 장기 모델 실험을 수행하고, 실험 결과를 중국 15개 지점, 우리나라 29개 지점에서 관측 PM10 농도와 통계적으로 비교분석하였다. 관측자료를 에어로졸모델링시스템의 초기자료로 사용하기 위한 3차원 최적 내삽법을 사용한 자료동화 기법을 개발하였다. 관측 PM10 농도로부터 모델에 사용하는 53개 에어로졸 성분별 농도를 계산하기 위해 1년 장기 모델 수행한 결과로부터 월별 평균 성분비를 구하였다. 이를 이용하여 3차원 최적 내삽법으로 한 시간 관측자료로 초기화 시킨 결과 관측장의 영향이 나타나지 않았으나, 3일 동안 3시간 간격으로 RUC (Rapid Update Cycle) 실험한 결과 관측 지점의 풍하측에서 모델의 오차를 줄일 수 있었으며, 우리나라에서는 초기화 후 약 36시간 동안 모델의 오차를 줄일 수 있었다.
관측자료와 모델 장기 수행 결과의 차이를 1년 동안 평균하여 모델이 가진 구조적 오차를 살펴보았다. 대체로 황사 발원지 지역에서 모델이 과소모의하고 있으며 특히 황사가 많이 발생하는 봄철에 그 오차가 크게 나타났다. 이런 구조적 오차는 모델 결과나 모델 배출량에 반영함으로써 모델 예측 성능을 향상시킬 수 있다.
에어로졸모델링시스템의 모델 예측 결과로부터 연무와 박무를 예측하는 방법을 통계적인 분석과 현상의 특성을 고려하여 그 기법을 개발하였다. 황사는 총 PM10 농도에 대한 황사(PM10) 농도의 비율이 0.7 이상이고 총 PM10 농도가 90μg m-3 이상, 박무는 총 PM10 농도가 50μg m-3이상이고 총 PM10 농도에 대한 수적 농도의 비율이 0.75 이상, 그 반면에 연무는 그 비율이 0.75 미만으로 기준을 만들었다. 이 기준을 2013년 1월 8일부터 16에 발생한 연무 사례에 적용시킨 결과 좋은 결과를 얻을 수 있었다.
기상청은 전지구적 규모로 발생하는 화산재 확산에 의한 위험에 효과적으로 대비하기 위해 영국 기상청의 전지구 확산모델인 라그랑지안 방안의 NAME(Numerical Atmospheric-dispersion Modelling Environment) 모델을 활용하였다. 현재 화산재확산은 일본의 사쿠라지마 화산을 중심으로 운영되고 있다. 모델은 하루 두 번 00, 12 UTC에 수행되며 한번 수행될 때마다 총 10일간의 예측을 수행한다. 결과는 내부인터넷망을 통해 제공되고 있다.
화산재의 실제 분출량과 분출 강도 등을 파악하는 것이 힘들기 때문에 정량적인 화산재의 확산분포를 파악하기 어렵다는 한계점이 있지만, 정성적인 기류판단에는 도움을 줄 것으로 보인다.
이와 함께 NOAA(National Oceanic and Atmospheric Administration)에서 개발한 HYSPLIT(Hybrid Single-Particle Lagrangian)을 이용하여 화산재의 기류를 분석하고 있다. 이 모델은 웹페이지에서 누구나 수행할 수 있는 웹기반 방식으로 구성하였다. 웹기반 지역규모 화산재 확산모델은 Tokyo VAAC(Volcanic Ash Advisory Centre)에서 관할하는 지역의 화산에 모두 대응할 수 있으며, 이미지 클릭방식 또는 리스트 방식을 통해 화산을 선택하여 모델을 수행할 수 있고 사용자가 화산의 높이와 화산재의 높이 및 화산재 분출시기 등과 같은 옵션을 직접 설정할 수 있다. 웹기반 화산재 확산 모델은 수행 후 1분 이내에 각 고도별(10 m, 1,000 m, 5,000 m, 10,000 m)에서의 확산분포가 6시간 간격으로 최대 48시간까지 제공된다.
(3) 황사 국제공동 대응체계 구축
기상청은 제11차 한·중 기상협력회의(2011. 9. 15.∼20.) 및 한‧중 황사협력회의(2011. 5. 19.)의 양국 합의에 따라, 8월 19일부터 9월 2일까지 중국 내 「한·중 황사공동 관측망」 10개소에 대한 황사 관측장비 검사 및 기술지원을 실시하고, 11월 3∼9일 및 12월 1∼7일간 2차례에 걸쳐 제4차 「한‧중 황사공동관측망」 운영자 교육을 실시하였다.
중국 내 광범위하게 구축된 「한·중 황사공동관측망」 10개소를 지역별 3개조로 편성하여, 1조는 통랴오, 스핑, 단둥, 다렌(4개소), 2조는 쥬리허, 얼렌하오터, 츠펑 (3개소), 3조는 후이민, 유스, 칭다오(3개소)를 각각 방문하여 황사 관측장비에 대한 장비검사와 기술지원을 실시하였다.
「한·중 황사공동관측망」 운영자 교육은 2010년에 처음 시작되어 올해 네 번째로 실시되는 것으로, 중국 「한·중 황사공동관측망」의 황사관측 담당자 12명이 참가 하였다. 특히, 올해는 중국 기상국의 요청에 따라 11월과 12월 2차례에 걸쳐 진행 되었으며, 각 교육과정에 6명의 교육생이 7일간 참가하였다. 기상청은 한국 기상청의 전반적인 업무 소개와 황사예보, 관측 및 황사분야 연구 현황을 소개하고 황사 관측 장비의 운영 및 검사, 유지보수 등에 대해 강의하였으며, 기상청 국가기상센터, 기상 역사관, 서울기상관측소 및 서울황사감시센터를 견학하였다. 중국 교육생들은 각 관측소의 황사관측 업무 및 관측망 운영 현황을 발표하고 「한·중 황사공동관측망」의 효율적 운영과 향후 발전방안에 대해 토의하였다.
한·중·일 황사공동연구단은 매년 1회 이상 만나면서 공통의 관심사를 찾고 몽골, 중국, 한국, 일본의 황사관련 자료를 공유하고 있다. 매년마다 공동으로 관심 사례를 골라 기상, 농도 관측, 예측모델 등의 분야에서 공동연구를 수행해오고 있으며, 올해에는 한국 국립기상연구소가 주도하여 2013년 1월에 2008년과 2009년 황사공유사례를 중심으로 12편의 연구논문을 수록하였다.
제6차 한·중·일 황사공동연구단 실무그룹(I)(Working Group I for Joint Research on Dust and Sandstorms among China, Korea, and Japan) 회의가 2013년 11월 28일부터 29일까지 인천 송도에서 개최되었다. 이 회의를 통해 처음으로 연무사례 (DSS2011-00: 2011년 2월 1일~2월 9일)의 분석결과가 발표되었다. 또한 중국에서 지금까지 일평균 PM10 자료만 공유해오다가 이번 회의부터 시간평균 PM10 자료를 공유하게 되어 큰 의의를 가진다. 다음 회의는 중국에서 개최될 예정이며, 합의된 사례분석기간은 2012년 3월 27일~4월 2일(DSS2012-01), 4월 20일~5월 2일(DSS2012-02)과 11월 25일~11월 30일(DSS2012-03)이다.
기상청 국립기상연구소는 미국 해양대기청(NOAA)과 2009년 에어로졸 관측 부분에서 한·미 공동연구를 시작하였다. 2013년에는 안면도에 도달하는 기류의 역궤적 분석을 수행하여 에어로졸의 기원을 분석하고, 에어로졸 유형을 조사하였다.
2011년 11월부터 2012년 6월까지에 대해 5일 공기역궤적을 계산하여 안면도에서 관측한 에어로졸 광학 특성 군집분석을 수행하였다. k-means 군집분석은 결과, 안면도에 도달하는 공기는 북서쪽(러시아, 몽골, 중국)에서 오는 것이 가장 우세했다. 이 NW 군집들은 다른 군집들과 달라 보이는 군집3은 하층에 머무는 시간이 많고, 지역적이거나 한반도를 통해 안면도로 이동해오는 사례가 주를 이루었다. 월별 군집 분포는 추운 계절(1∼3월, 11∼12월)에는 북서쪽에서 오는 공기가 더 우세하고, 따뜻한 계절 (4∼6월)에는 하층 군집(군집3)이 더 우세했다.
군집별로 에어로졸 특성을 통계 분석결과, 에어로졸이 많은 공기는 boundary layer(고도<1km)에 머무른 시간이 많았고, 에어로졸 양이 적은 사례는 높은 고도(고도>2km)에서 체류한 시간이 많았다. 높은 고도에서 오래 체류한 공기의 단산란 알베도가 더 낮고(SSA, 중앙값=0.89), 흡수 옹스트롱 지수(AAE, 중앙값=1.1)가 높았으나, boundary layer에서 오래 체류한 공기는 그 반대였다(SSA 중앙값=0.92, AAE 중앙값=0.8). 단산란알베도와 흡수 옹스트롱지수가 역의 관계를 가지는 것이 흥미로우며, 이는 따뜻한 계절과 추운 계절에 영향을 미치는 공기괴가 다르기 때문인것으로 생각된다. 흡수 옹스트롱 지수는 원소성 탄소가 많이 존재하는 환경(예:Gyawali 등 (2009))에서보다도 낮은 값이 산출되었다.
2011년 11월부터 2013년 9월까지 안면도에서 관측한 에어로졸 광학 특성의 월별 특성은 계절별로 뚜렷한 차이가 나는 요소(단산란알베도, 흡수 옹스트롱지수, 비대칭 계수, 후방산란비)가 있는 반면 에어로졸 광흡수, 산란 옹스트롱지수, 수농도는 계절별 특징이 뚜렷하지 않았다. 에어로졸 광흡수와 산란계수의 주간 변동은 뚜렷하고, 후방산란비, 단산란알베도, 비대칭계수와 주간 변동과 유사했으며, 이러한 변동이 나타나는 것은 더 오염된 공기가 장거리 수송된 결과로 생각된다. 에어로졸 광학 특성들의 일변화는 눈에 띄는 일변화는 거의 없으나, 수농도의 경우 오후(06UTC)에 약간 높아지고, 흡수계수는 자정 부근(14UTC) 약간 높았다.
에어로졸 광학 특성(Giles 등(2012))이나 화학 특성(Cazorla 등(2013); Costabile 등(2013))을 이용해 유형을 구분하는 연구 방법을 이용하여 안면도 에어로졸의 유형구분 결과 도시/산업지역 에어로졸로 분류되며, 먼지의 특성은 뚜렷하게 나타나지않는다. 이는 안면도에 황사의 영향이 없다는 뜻은 아니며, 연구기간 동안 황사의 영향이 우세하지 않았거나, 황사 영향이 12시간(역궤적 평균 시간) 이하였을 가능성이 있다. 또는 황사가 안면도로 이동해오는 동안 오염물질과 혼합되어 황사의 특성을 잃었을 가능성도 있다.
안면도의 장기간 자료를 이용해 에어로졸 특성의 체계적 변동을 조사한 결과. 안면도(AMY)는 미국의 해안 지역(THD와 WSA)보다는 대륙 지역(BND와 SGP) 자료와 더 유사한 결과를 얻었다.
(4) 기상역사
한국 기상기록집③ 《관상감이 기록한 17세기 밤하늘》은 조선시대 관상감의 천문 관측 기록 가운데 현재 남아있는 가장 오래된 기록인 1661년, 1664~1665년, 1668년 《성변등록(星變謄錄)》을 번역하여 정리한 책으로 2013년 6월 21일에 발간 되었다. 이 책은 《성변등록》원문의 한자를 고문서 전문가의 고증을 통해 옮겨 적고, 이를 다시 번역 전문가와 천문학자의 작업을 통해 국문과 영문으로 번역하였으며, 일반 독자들의 이해를 돕기 위해 동양의 전통 천문학에 관한 자료를 추가하는 방식 으로 제작되었다. 이 내용을 한 페이지에 구성하여 원문과 이를 번역한 3개 언어를 독자들이 한 눈에 살필 수 있도록 하였다. 이 책에 담긴 원문의 기록은 총 116장이며, 이 가운데 관측일이 명확히 기재된 104일간의 기록이 포함되어 있다. 또한 《성변 등록》에는 관측자인 관상감 관원들의 이름도 기록되어 있어 과학사 및 기상ㆍ천문 역사 연구 사료로도 널리 활용될 것으로 기대한다.
한국 기상기록집④ 《Meteorological, Astronomical, and Seismological Observation from Ancient Korea》은 자료 수집, 보완, 영문 번역, 전문가 감수 등의 과정을 걸쳐 2013년 7월 23일에 발간되었다. 이 책은 2011년에 발간된 《한국 기상 기록집》①을 기반으로 제작되었으며, 삼국 시대의 기상․천문․지진 등 모든 기록을 영문으로 출판하였다는 점이 특징이다. 이를 통해 국내ㆍ외 독자들이 한국의 고대 기상․천문․지진기록을 이해하고 연구할 수 있게 되었다. 주 사료로 활용된 《삼국사기》와 《삼국유사》에는 다양한 기상ㆍ천문ㆍ지진기록을 살펴 볼 수 있는데, 《삼국사기》의 기상기록 424건, 천문기록 218건, 지진기록 97건, 그리고 《삼국유사》의 기상기록 8건, 천문기록 5건, 지진기록 2건을 확인하여 이 책에 수록하였다. 또한 한국의 고대 기록과 함께 같은 시기의 중국 기록을 수록하여 한반도 뿐 아니라 고대 동아시아 기후에 대한 연구에 활용될 수 있도록 하였다.
한편, 한국 기상기록집 시리즈는 전자책(e-book)으로도 제작되어, 10월 4일부터 국립기상연구소 홈페이지(http://www.nimr.go.kr/)에서 누구나 무료로 이용할 수 있다. 전자책은 키워드 검색기능 등이 있어 좀 더 용이하게 연구에 이용될 수 있고, 출판된 책보다 손쉽게 접할 수 있어 국내ㆍ외 많은 독자들이 한국 기상기록집을 이용할 수 있게 되었다는 점에서 의의가 있다.
기상역사의 문헌 연구 및 기록집 발간 뿐 아니라 기상역사 유물 전시 업무도 병행하여 진행하였다. 《세종실록》권92 23년(1441년) 4월 29일 기사에는 ‘세자(훗날의 문종)가 구리로 만든 그릇에 담긴 빗물의 양을 측정했다’는 내용이 등장한다. 이것이 측우기에 관한 최초의 기록이며, 바로 이 날을 양력으로 환산한 5월 19일이 발명의 날로 지정하여 기념하고 있다. 2013년 발명의 날 기념식은 5월 15일 63빌딩에서 특허청의 주관으로 열렸다. 특허청은 발명의 날 본연의 의미를 되새길 수 있는 금영 측우기(보물 제561호)의 전시를 기상청에 요청하였고, 기상청 운영지원과와 국립기상연구소 황사연구과의 업무 지원으로 발명의 날 기념식 행사장에 측우기 전시가 개최되었다. 이 전시에는 황사연구과 기상역사팀에서 제작한 연경당 측우대의 재현품을 금영측우기와 함께 전시하여 기상역사 유물의 독창성과 우수성을 알리고자 하였다. 2013년 발명의 날 기념식 금영측우기 전시를 통해 기상역사 연구 성과를 일반에 더욱 널리 알리는 기회를 마련하였다.

(1) Development of Asian dust monitoring and precursory observation technique
Asian dust-specialized forecasters was appointed and carried out the daily duty on 24 hour shifts from December to May. Asian dust-specialized forecasters monitored the outbreak and transport of Asian dust and supported the operational forecasting of Korea Meteorological Administration (hereafter referred to as "KMA") for Asian dust by analyzing and briefing the results of Asian dust forecast model and other numerical model.
In addition, when the Asian dust warning system was issued or the Asian dust was occurred, we provided the 'SMS service for Asian dust' (more then 18,800 messages) to the groups vulnerable to Asian dust (13,600 persons: managers of the elderly, infants and young children nursling facilities) so that they make preparations againt Asian dust in advance. 'Overseas monitor for Asian dust (ARGOS)' was appointed among Korean residence in China and Mongolia and collected more than 600 pieces of information on Asian dust and the information was utilized for Asian dust monitoring.
KMA/National Institute of Meteorological Research (hereafter referred to as "NIMR") has been operating 8 sets of 'Atmospheric Particle Spectrometer for Asian dust and haze (hereafter referred to as "APS")' since 2007 to discriminate between Asian dust and haze objectively. We visited 8 stations from January to April and checked the status of instrument, and upgraded the software of two stations, installed the temperature controller to heat the instrument at Heuksando. And three times inspection and two times repair was carried out. We visited 8 stations again from June to August and carried out the time synchronization for instrument and PC and made the PC to be able to control remotely. We also checked the status of instrument, and carried out four times repair and three times inspection .
We collected 41 sets of MOUDI samples (Asian dust: 2, haze and mist: 32, the others: 7 cases) and analyzed their mass and ion components to figure out the properties of Asian dust of year 2013. We also analyzed chemical composition of Asian dust and haze using Particle Into Liquid Sampler (PILS) in semi-real time. The results showed that nitrate and sulfate increased during haze, and calcium increased up to 10 times during Asian dust period.
Korean Skyradiometer Network (KSNET) is operating to monitor radiative properties of aerosol (aerosol optical depth, angstrom exponent, and aerosol direct radiative forcing) at Seoul Hwangsa Monitoring Cener, Seoul National University, Yongin and Gongju and displayed on the web through http://metsat.snu.ac.kr/ksnet/data.php in real time.
Aerosol direct radiative forcings at the top of the atmospheric, atmosphere and surface were retrieved as -24.15Wm-2,46.51Wm-2,-70.67Wm-2 for dust case (9 March, 2013). Aerosol radiative forcing at the surface was always negative values, which means cooling effect of aerosol. Monthly variation of aerosol direct radiative forcing showed that maximum cooling effect in June.
In order to monitor dust and haze more effectively, Seogwipo Hwangsa Monitoring Center began operating the Aerodynamic Particle Sizer (APS) since October. The aerosol volume size distribution from APS at Seogwipo is displayed in real time through the KMA intranet (COMIS-3). MOUDI and PM10 instrument will be deployed in 2014 at Seogwipo Hwangsa Monitoring Center.
Asian dust monitoring towers were installed in three sites(two in Mongolia and one in China) to monitor the meteorological conditions and occurrence pattern of Asian dust. And the result of observations was used to monitor the occurrence of Asian dust and to optimize the Asian dust forecast model(ADAM2). Moreover, for operating the instrument safely and maintaining the data quality, site inspections carried out to check the operation of instrument and the status of power and data transmission.
We developed optimized cloud masking method for developed dust detection method using IR polarization method. By applying this cloud masking method we retrieved dust area using MODIS brightness temperature data in dust cases. We compared developed dust index using IR polarization method not only with MODIS RGB and MTSAT-1R BTD images, qualitatively but also with MODIS and GOCI AOT data, quantitatively. Through this quantitative comparing we made the class of dust intensity.
Also, we investigated dust detection research trends using satellite IR hyperspectral sounder data for developing dust detection method. Through the sensitivity tests with respect to various optical thickness and altitudes of dust, we figured out dust effects on the IR spectral radiance. The algorithm concept for retrieving dust variables such as AOT and dust-height using ANN model was designed and confirmed through comparing with observational retrievals from MODIS and CALIPSO.
We analyze the vertical distribution of Asian dust measured by LIDARs at three weather stations in Baengnyeongdo (BND), Munsan (MS), and Gunsan (GS) during 10∼11 May, 2010, and thereby investigate their effectiveness. Asian dust passed through from central to south-western part of Korea. Although dust particles were detected over the surface in MS and GS, LIDAR data showed that the Asian dust with non-spherical particles was observed in all of the three regions. It seems that the naked-eye observation could not detect dust over the surface of BND due to the temperature inversion below a height of 0.45 km. During the Asian dust events, the duration time of dust presented 9.5hr (BND), 19.5hr (MS), and 24.5hr (GS), respectively with the longest time in GS, whereas dust altitudes ranged from 0.4 to 1.3 km (BND), 0.1 to 2.8 km and 4.1 to 4.2km (MS), and 0.2 to 2.0 km (GS), respectively, while showing the highest altitude in MS. Aerosol optical thickness (AOT) retrieved by LIDAR and skyradiometer (SR), located close to the LIDAR sites, was compared. MS(LIDAR) and Seoul (SR) attained the AOT of 0.64 and 0.50, and GS (LIDAR) and Gongju (SR) attained the AOT of 0.38 and 0.54, respectively. As SR-derived angstrom exponents (AE) during the time period determined as Asian dust by LIDAR data were 0.17 in Seoul (near MS) and 0.30 in Gongju (near GS), it can be said that the characteristics of dust particles were appeared. During the study period, depolarization ratio could serve as a useful indicator to determine dust aerosol. But, it still seems essential to conduct further investigation with longer period of data to better describe the discrepancy of AOT between LIDARs and SR.
(2) Development of the next-generation Asian dust prediction model
We improved the time resolution of UM-ADAM2 from 12 hrs(00, 12UTC) to 6hrs(00, 06, 12, 18UTC) in this study. Because we can refer model faster than before, we are able to deal with the ever-changing dust forecasting circumstance. The 6hrs-interval model had a safety test during spring season (March - May) in 2013, semi-operationally. The performance analysis of this model forecast was conducted with PM10 concentrations observed at the downstream regions of Korea in the same period. It was found that the newer initial field decreases RMSE of the 6hrs-interval UM-ADAM2 model by 3% than the 12hrs-interval UM-ADAM2 model.
Also, we set up the test version of 5-days forecasting UM-ADAM2 model to prepare the longer dust forecast system against the existing 3-days model.
The initialization of PM10 concentration of the Aerosol Modeling System (AMS) with the use of observed data has been developed. The developed method uses the 3D optimal interpretation (3DOI) technique. The AMS model uses 53 different species of aerosols so that the observed PM10 concentration should be identified as 53 different species to be used for the initialization of the AMS model. This is obtained by the statistical analysis of the model results obtained from the AMS model performance for a whole year of 2010 at each monitoring site. It is found that the initialization of PM10 concentration using 3DOI with one time observed data does not yield any notable change in the predicted PM10 concentration, however, the repeated optimal interpretation for 3 days with 3 hourly observed data yields a significant improvement of the model for the predicted PM10 concentration at sites in the downwind region. The impact of 3DOI continues for about 36 hours in the orean peninsula.
The geographical distribution of the mean differences (errors) between the observed and modeled PM10 concentration for one year indicates that the present model (AMS) underestimates PM10 concentration in the Asian dust source regions, especially during the spring time. This systematic error is useful for the improvement of the model.
Identification of the haze from the mist or Asian dust is investigated by the statistical analysis of the predicted PM10 concentration from AMS. The Asian dust is identified when the total PM10 concentration is higher than 90μg m-3 and the ratio of the Asian dust concentration (PM10) to the total PM10 concentration is larger than 0.7. On the other hand the haze and mist are identified when the total PM10 concentration is not less than 50μg m-3 and the ratio of the water droplet concentration to the total PM10 concentration is larger than 0.75 as the mist otherwise as the haze. These criteria have been employed to the AMS model simulated PM10 concentrations for the period from 8 to 16 January 2013, and found the usefulness of these criteria.
To prepare to cope with the hazard by volcanic ash over the globe, a global-scale dispersion model has been developed using the NAME(Numerical Atmospheric-dispersion Modelling Environment) model based on lagrangian method.
The NAME model has been carried out focused on Sakura-jima volcano twice a day (00, 12 UTC) for ten days. Results have been displayed on the intranet. There are limits to quantitatively understand the distribution of volcanic ash, because it is difficult to know accurate source definition. But the results have helped to analyze flow of volcanic ash qualitatively.
Additionally HYSPLIT(Hybrid Single-Particle Lagrangian) developed by NOAA(National Oceanic and Atmospheric Administration) has been used to figure out the flow of the volcanic ash. This model was built using internet-based system anybody can perform. The model is able to respond to the area which Tokyo VAAC(Volcanic Ash Advisory Centre) has competence over, and should run by clicking the image or selecting the name list of the volcano. Also, user can change settings such as a heigh of volcano and plume altitude. The results for the each level(10 m, 1,000 m, 5,000 m, 10,000 m) have been provided up to 48 hours from the time of volcanic eruption within one minute.
(3) International collaboration on Asian dust
We carried out the system audit and technical support for PM10 equipments at 10 KMA-CMA Joint SDS stations in China from 19 August to 2 September 2013. We visited 10 observatories being divided into 3 groups in total. The members of 3 groups inspected the structure of instrument, tested the performance, and educated the operators to maintain it.
We also held the 4th Training Workshop for 'KMA-CMA Joint SDS Stations' 2 times from 3∼9 Nov. and 1∼7 Dec. according to the agreement from the 11th KMA-CMA Joint Meeting(15∼20 Sep. 2011) and KMA-CMA Joint Meeting on SDS Cooperation(19 May 2011), and 12 SDS instrument operators were participated. The lectures were focused on observation and prediction of Asian dust, Asian dust researches as well as operation, calibration and management of the instruments. In addition, the trainees visited the National Meteorological Center, Hall of Meteorological History, Seoul Meteorological Observatory and Seoul Hwangsa Monitoring Center for enhancing the understanding of weather forecast and meteorological observation.
During the workshop, the trainees presented their status of instrument operation as well as Asian dust observation through the country report, and discussed action plans for development of the KMA-CMA Joint SDS Stations in the future. They also required more knowledge of Asian dust observation instruments such as TEOM1400 and GRIMM#180, and recognized the importance of data share between KMA and CMA.
The Working Group I (WG I) for Joint Research on Dust and Sand Storms (DSS) under the Tripartite Environment Ministers Meeting (TEMM) has been successfully conducting joint research for the selected dust cases by sharing observational data and forecasting skills of each participants country including Mongolia.
WG I published the 2nd compilation of Special Issue on the Asia-Pacific Journal of Atmospheric Science (APJAS) focusing on meteorology-related dust occurrence and transport, in-situ measurement and remote sensing, numerical simulation and validation of dust models, soil characteristics of the source region, and estimation of dust emission by inverse model analysis for DSS 2008 and 2009 events. The sixth meeting of WG I was held in Incheon, Korea, on 28 and 29 November 2013. Representatives form Mongolia, China, Korea, and Japan participated in this meeting. In this meeting the haze case (DSS2011-00: February 1-February 9) were analyzed and hourly average PM10 data of China were shared for the first time. The next meeting will be held in China and all participants agreed to confirm three DSS 2012 cases (01: March 27-April 2, 01: April 20-May 2, and 03: November 25-30).
KMA/NIMR and NOAA jointly operated the aerosol sampling system at Anmyeondo (AMY) and analyzed the aerosol properties in relation to air mass trajectories. K-means cluster analysis was performed with the set of trajectories for November, 2011-June, 2012. The air masses reaching AMY in the winter months primarily come from the northwest (over Russia/Mongolia/China). These NW clusters are differentiated (clustered) primarily by their altitude vector. The northwesterly clusters are dominant in the colder months (November-March) while the low altitude cluster is more prevalent in the warmer months. The aerosol properties statistics (median and percentiles) suggest higher aerosol loading (scattering and absorption) are associated with trajectories that have spent more time in the boundary layer (Z<1000 m), while trajectories that spent more time at high altitude (Z>2000 m) have lower loadings.
Some aerosol properties have strong seasonal cycles (single scattering albedo, absorption Ångström exponent, asymmetry parameter and backscattering fraction), while for other parameters the seasonality is less certain. The strongest weekly cycles at Anmyeondo are observed for aerosol extinction and absorption, although there is also a hint of a weekly cycle in backscattering fraction, single scattering albedo and asymmetry parameter. There are no strong diurnal cycles in any of the aerosol properties, although several parameters may have slight diurnal variability.
(4) Meteorological history
Korean Meteorological Archives Series ③: The Night Sky in 17th-century Korea: Records of the Board of Astronomy and Meteorology was published on June 21, 2013. This collection of observations is featured photocopies of the Astronomical Registry (성변등록 星變謄錄) of 1661, Astronomical Registry of 1664–1665, and Astronomical Registry of 1668, oldest astronomical records in existence of Joseon dynasty, along with the deciphered entries (in Chinese) and their Korean and English translations by professional translators, astronomers and historians. And the original text in Chinese, their Korean and English translations and the illustrations of comets were arranged on same page for the convenience of the reader. This volume has 116 astronomical registries in total, 104 astronomical registries including a precise date of these astronomical registries. Moreover, The Night Sky in 17th-century Korea: Records of the Board of Astronomy and Meteorology was expected that historians of science, meteorology and astronomical historians will make good use of material in their research, because of the names of observer and the staff of the Board of Astronomy and Meteorology (관상감 觀象監) were written down Astronomical Registry.
Korean Meteorological Archives Series ④: Meteorological, Astronomical, and Seismological Observation from Ancient Korea was issued on July 23, 2013 after going through processes of collecting records, supplementation, translation in English and supervision by the experts. This volume was created based on Korean Meteorological Archives Series ①: Meteorological Records from Ancient Korea including Astronomical and Seismological Records issued in 2011 and was distinguished by publishing all records of meteorology, astronomy and seismology and others from the Three Kingdom period in English. Through this, domestic and foreign readers could understand and research about meteorology, astronomy and seismology of ancient Korea. From The History of the Three Kingdoms (삼국사기 三國史記) and The Memorabilia of the Three Kingdoms (삼국유사 三國遺事) which were used as primary historical records various meteorological, astronomical and seismological records were found and this volume includes 424 meteorological, 218 astronomical and 97 seismological records from The History of the Three Kingdoms and 8 meteorological, 5 astronomical and 2 seismological records from The Memorabilia of the Three Kingdoms that were confirmed. Moreover, with the Korean ancient records, it contains records from China of the same time period to be utilized for the studies climate of Korean Peninsula as well as ancient Eastern Asia.
Also, Korean Meteorological Archives Series was produced in e-book and could be used for free for public from National Institute of Meteorological Research (NIMR) website (http://www.nimr.go.kr) from October 4, 2013. E-book contains features such as key word search that could make the research more efficient and has a significance that its easier access than the published books allows many domestic and foreign readers to use Korean Meteorological Archives Series.
The research on meteorological history is not only focus on researching the documents and records but also to exhibit historical properties. The prince (later becoming King Munjong) had measured the precipitation using the copper bowl, which was recorded on April 29 (lunar calendar) in vol.92 of the Annals of King Sejong. This is the first record about the Chugugi, the day is May 19 which was designated invention day to celebrate. Korean Intellectual Property Office (KIPO) made the ceremony of invention day at 63 Building on May 19, 2013. For the original meaning, KIPO requested the Geumyeong Chugugi of Korean Meteorology Administration (KMA) for the exhibition before invention day. With the support of General Services Division of KMA and Asian Dust Research Lab. of NIMR, the Geumyeong Chugugi is on the exhibition to celebrate invention day. The copy of the Yeongyeongdang Chugudae by the team of meteorological history research of Asian Dust Research Lab. is also displaying with the Geumyeong Chugugi in the exhibition. Through this exhibition let people recognize the fruits of meteorological history research.
