The HACCP(hazard analysis critical control point) concept for livestock product was an outgrowth of the US space program with the demand for a safe food supply for manned space flights by the National A eronautics and Space A dministration(NA SA ).. HACCP has been recognized as an effective and rational means of assuring food safety from primary production through to final consumption. The current use of the terms "farm to table", stable to table clearly identifies the farm as one part of the production chain which must be considered in terms of livestock products safety. Codex Committee recommends that HACCP system should be adopted throughout the food chain from farm to table for prevention or elimination of food safety hazards. Agriculture and food products are in a special category when it comes to World Trade Organization (WTO) rules. The collision of trade interests and of measures to protect against products Agreement (SPS). Most phytosanitary import regulations provide legitimate protection against the spread of plant and animal diseases and against the import of products that might threaten consumer health. Over time however, a number of these import controls have been used as disguised trade barriers and numerous formal complaints have been taken to the WTO for resolution. Countries that export food commodities derived from livestock must meet both the requirements of the importing country and domestic standards. Based on this recommendation, Ministry of Agriculture Food and Rural Affairs of Korea established hygiene control guidelines for cattle based on HACCP system in 2007 year. During the last 15years HACCP has been progressively introduced and applied for the benefit of beef industry. However, it should be recognized that HACCP systems have not been homogeneously implemented across all beef industry sectors. Reasons for not implementing, maintaining and updating HACCP programmes cannot be explained purely in terms of unwillingness by producers but also the presence of technical barriers that may impede the application of HACCP system on beef farm situation. Technical barriers represent all those practices, attitudes and perceptions that negatively affect the understanding of the HACCP concept and hence the proper and effective implementation and maintenance of the HACCP principles. Until barriers impeding HACCP have been resolved HACCP systems will not be implemented throughout the whole beef chain and it will not be able to reach its full potential as prerequisite for the solution to ensure beef safety.
This research projects aims to assist in the development of national policy, strategies and action plans for livestock farm(Hanwoo, Dairy, pig and poultry). Its objectives are to 1)development of HACCP action plan in the level of livestock rearing farm. 2)facilitate the record keeping method of HACCP 3) survey HACCP implement situation for farm and meat processing facilities to revised current system 4) development of computer management system of HACCP in farm. 5) estimate the effect of probiotics on Hanwoo, 6) implement HACCP system on roughage feed stuff. The results from this study provided producers with the elements of HACCP system that is scientifically, justifiable, easily understandable and realistic to apply which are essential elements that underpin successful implementation and compliance by livestock farms. Subsequently, on- farm food safety program will has been developed to provide an appropriate level of protection for consumers as well as to protect Korean trade from food safe - related issues in the future.
