DDA 협상과 FTA 진전으로 시장개방이 확대됨에 따라 국내 축산물과 수입 축산물의 경쟁은 더욱 심화될 것으로 전망된다. 시장개방에 대응하기 위한 방안 중 하나로 축산계열화 활성화를 통해 축산업의 경쟁력을 높여야 한다는 주장이 제기되고 있다. 축산계열화는 조직화를 통해 축산업의 경쟁력을 제고시키려는 정부 정책 방향과도 일치한다. 따라서 이 연구는 축산업의 경쟁력 제고를 위해 축산계열화의 추진 현황을 살펴보고, 성과를 진단하여 문제점과 개선방안을 제시하는 데 목적이 있다.
이 보고서의 구성은 다음과 같다. 1장 서론에서는 연구의

이 보고서의 구성은 다음과 같다. 1장 서론에서는 연구의 필요성과 목적, 선행연구, 연구 방법 등을 제시하였다. 2장에서는 축산계열화에 대한 이론적 검토를 통해 계열화의 개념과 유형을 제시하고 거래의 특징을 살펴보았다. 3장에서는 축산계열화의 현황과 문제점을 살펴보았다. 4장에서는 미국과 유럽의 축산계열화 현황 파악과 정책 분석을 통해 시사점을 도출하였다. 5장에서는 농가조사 결과를 바탕으로 축산계열화의 성과를 분석하였다. 6장에서는 평가방식, 저투자 문제 등 축산계열화의 주요 쟁점을 실증적으로 분석하였다. 7장에서는 축산계열화의 기본 방향 및 발전 방안을 제시하였다. 끝으로 8장에서는 요약과 결론을 제시하였다.
이 연구의 주요 성과는 다음과 같이 요약할 수 있다.
첫째, 이 연구에서 수직계열화는 다양한 경제 행위 및 거래 형태를 설명하는 상위의 포괄적인 개념으로 다음과 같이 정의하였다. 수직계열화란“투입재, 생산, 가공, 유통, 소비에 이르는 수직적 흐름 상에서 각 단계를 연계하기 위한 경제 행위”이다. 수직계열화는 통합주체의 소유권과 통제력 정도에 따라 나눠볼 수 있는데 가장 낮은 단계가 유통계약이며, 그 다음 순으로 생산계약, 제휴, 수직통합이 있다.
둘째, 수직계열화에 대한 상대평가의 장점은 사육농가에게 공통되는 위험을 효과적으로 줄여주며, 기술발전의 유인이 커 계열화의 성과가 향상된다는 것이다. 또한 기술발전에 따른 재계약 비용과 같은 거래비용이 감소하고 계열회사가 기회주의적으로 행동할 여지를 줄여준다. 반면 단점으로는 개별 사육농가의 보수가 다른 사육농가들의 성적으로부터 영향을 받고 평가집단의 변경에 따라 사육농가의 보수가 바뀌는 등 불확실성이 증가한다는 점이다.
셋째, 육계계열화의 문제점은 다음과 같다. 종계 생산성 향상을 위한 계열업체의 투자가 미흡하여 병아리 품질에 대한 사육농가의 불만이 높다. 배합사료 원료의 원산지 및 작황에 따른 사료품질의 불균일성이 크다. 계열업체 부도 시 대비책이 미흡하여 농가에 많은 피해가 발생하고 있다. 닭고기 소비가 통닭 위주로 이루어져 다양한 가공품 개발이 미흡하다.
넷째, 양돈계열화의 문제점으로, 사육 지원 단계에서는 종돈 질병 관리 미흡, 우수 모돈 보급 체계 미흡, 사료 품질 균일성 확보 곤란, 종돈 및 사료 통일 곤란 등이 지적되고 있다. 사육 단계에서는 비육위탁 농장의 부족, 농장의 영세성 및 노후화, 농장의 생산성 저하, 계열업체와 계열농가와의 갈등 등의 문제가 나타나고 있으며, 도축 가공단계에서는 도축장 시설이 협소하고 위생 수준이 미흡한 실정이다. 유통소비 단계의 문제점은 계열업체의 판로 개척 및 확대의 어려움, 비선호 부위 및 계절별 수급 불균형 등이 있다.
다섯째, 육계 사육농가 조사 결과, 육계 농가의 계열화 참여 동기로는 ‘안정적인 출하처 확보’, ‘육계 가격 변동에 따른 소득 위험의 감소’, ‘사료·원료·자재 등 생산요소들의 안정적 확보’가 중요하게 제시되었다. 계열화의 발전을 위해 필요한 항목으로는 ‘종계‧부화장 질병관리 강화’, ‘위탁사육표준 계약서’, ‘사육수수료 보장’ 등이 시급한 것으로 나타났다. 육계농가의 생산성 분석결과, 계열 농가의 생산성이 비계열 농가보다 높게 나타났다. 육계농가의 생산성 향상을 위해서는 시설 개선, 위험에 대비하는 경영 마인드의 함양, 컨설팅 및 교육 프로그램에 참여 확대가 필요하다. 육계계열화에 대한 사육농가의 만족도 조사 결과, ‘입추 간격’, ‘계열농가 간 정보교환 협력 관계’, ‘계열업체의 컨설팅(사양관리) 수준’ 등에 대해서 만족도가 상대적으로 높은 편이다. ‘계열업체와 농가 간 계약의 공평성’, ‘병아리 품질’, ‘분쟁 발생시 해결방식’에 대해서는 만족도가 낮았다.
여섯째, 양돈농가 조사 결과, 계열농가의 생산성이 일반농가보다 높게 나타났으나 돼지고기 주요 수출국에 비해서는 매우 낮은 수준이다. 양돈농가는 안정적인 출하처를 확보하고, 돼지가격 변동 위험 최소화를 위해 계열화에 참여하는 것으로 조사되었다. 대체로 계열화에 참여하는 것에 대해 보통 이상의 만족도를 나타냈다. 계열화 활성화를 위해서는 양돈농가의 생산성 개선, 생산요소(자돈, 모돈 등)의 품질 제고, 후계자 육성, 농가 소득안정화, 육질을 고려한 가격정산 방식 전환, 농가의 사육규모 확대 등이 필요한 것으로 나타났다.
일곱째, 축산계열화 주요 쟁점에 대한 실증 분석 결과는 다음과 같다. 상대평가에서 상・하위 10%의 농가를 제외하고 평가함으로써 전체적으로 농가들에게 불이익이 발생한다는 주장을 실제 자료를 이용해 검증한 결과 농가들의 문제제기가 타당한 면이 있음을 알 수 있었다. 자산 특수성과 시장 지배력의 차이에 따른 저투자 문제에 대한 분석 결과, 계열업체 시장구조가 독점일 때, 그리고 계약연장을 위한 계열업체의 특정 조건 요구 경험이 있을 때, 저투자 문제가 존재하는 것으로 나타났다.
마지막으로 축산계열화의 기본 방향과 발전 방안은 다음과 같다. 축산계 열화가 발전하기 위해서는 기본적으로 계열농가와 계열업체의 신뢰 구축이 선행되어야 한다. 이러한 신뢰를 바탕으로 계열업체는 한국형 종축을 개발하여 생산성을 제고하고, 부가가치가 높은 다양한 육가공품 개발과 고품질의 축산물을 생산하여 거래교섭력을 제고시키고 소비 기반을 확대해 나가야 한다. 그리고 계열농가의 소득 또한 안정시켜 나가야 한다.
이를 위해서는 첫째, 정부 고시에 의존하고 있는 계열화 사업의 법적 근거를 확보해야 한다. 둘째, 계열농가와 계열업체의 상생 협력 체계를 구축하고, 표준계약서를 작성하여 제시할 필요가 있다. 셋째, 민간 계열화와 조합 계열화의 균형 발전을 유도해야 한다. 넷째, 계열화 참여그룹의 투자가 활성화되고 거래 교섭력이 강화되어야 한다. 다섯째, 산업별 발전 방안이 추진되어야 한다. 육계부문은 ① 종계장의 시설 현대화, ② 생산요소의 품질 보증제, ③ 계열사 부도 시 농가의 경영안정을 위한 제도적 보장체계 구축, ④ 닭고기 수출 활성화를 위한 계열사 도계장의 위생관리 강화, ⑤ 큰닭 거래의 활성화 유도 및 다양한 가공품 개발 등이 필요하다. 양돈부문은 ① 종돈장의 청정화와 한국형 종돈 개발, ② 번식 전문농장과 비육위탁 전문농장 육성, ③ 도축·가공시설의 현대화 추진 및 구조조정, ④ 지육 등급제 가격정산 방식 도입 등이 필요하다.

Market opening is being expanded due to the DDA negotiation and the FTAs, Therefore, the competition between domestic livestock products and imported goods is expected to be intensified. The claim to increase the competitiveness of livestock industry by vertical linkage in order to respond to market opening has been raised. The purpose of this study is that the performance and problems of vertical linkage in livestock industry is diagnosed and then, the policy direction and measures to promote vertical linkage are presented.
Highlights of this study can be summarized as follows.
First, in this study, vertical linkage implying the form of various economic activities and transactions in a comprehensive concept is defined as follows.
Vertical linkage is "economic activity for linking each step of vertical flow such as input, production, processing, distribution, and consumption". The type of vertical linkage is classified according to the degree of ownership and control. At the lowest level is marketing contract. In the following order are production contract, partnership, and vertical integration.
Second, the strengths of the relative performance scheme are as follows. It effectively reduces risks that are common to all farms. A big incentive for technological development improves the performance of vertical linkage. The transaction costs such as the renewal of contracts incurred by technological advances are reduced. Also, the room for the integrator to act opportunistically is reduced. The disadvantage is that uncertainty increases since individual farm's income is affected by other farms' performances and changes depending on evaluated group which individual farm belongs to.
Third, the problems of vertical linkage in broiler industry are as follows. Since integrators have not made sufficient investment for improving breeviii ders' productivity, farmers complain about the quality of cheeks. Depending on the origin of feed ingredients and crop quality, the quality of feed is various. Because there are not proper counter-measures for bankrupt companies, much damage has occurred to farmers. Since consumers usually buy the form of a whole chicken for household consumption, the development of various chicken products is insufficient.
Fourth, the problems of vertical linkage in pork industry are as follows. In the step before fattening, improper control of diseases, inappropriate distribution system of good sows, the difficulty to secure uniformity of feed quality, and the difficulty of unification of a breeding pig and feed are pointed out. In the step of fattening, the lack of contract fattening farms, too small and aged farm facilities, low farm productivity, and conflict between integrators and contract fattening farms appear as problems. In the step of slaughtering and processing, slaughtering facilities have limited spaces and poor sanitation. The problems in the step of distribution and consumption are the difficulty in developing and expanding integrators' sales channel and seasonal supply and demand imbalance.
Fifth, the results of a survey of broiler farms were as follows. The main motives for broiler farms to contract with integrators are 'to secure stable destination of broilers', 'the reduction of income risk due to decreasing broiler price volatility,' 'stable securing of inputs such as feed, chicks, and production materials'. The items required for the development of broiler industry are 'to enhance disease management in breeder farms and hatcheries', 'the commitment of standard contracts', and 'to guarantee fees for raising broilers'. The results of analysis on the productivity of broiler farms show that the productivities of contract farms are higher than those of independent farms. In order to improve the productivities, facility improvement, risk management, and participation in consulting and training program are required.
Sixth, the results of a survey of pig farms show that the productivities of contract farms are higher than independent farms but are very low compared to major exporting countries. Pig Farms make contracts with integrators in order to secure the destination of grown pigs and minimize the risk of price volatility.
Seventh, the major results of empirical analysis on the issues of vertical linkage in livestock industry are as follows. The result of expected profit maximization model shows that input quality, broiler farms' performance, and an integrator's profit with relative performance scheme are higher than those with absolute performance scheme. We analyze the claim that relative performance scheme to evaluate farms' performance except the upper and lower 10% are disadvantageous to the remained farms by using real data. The result shows that farmers' claim seems to be valid. Also we show that low investment problem exists when market structure is not competitive and farms have experience that an integrator requires certain conditions for contract extension
Finally, the development directions of vertical linkage in livestock industry are as follows. Confidence-building between integrators and contract farms should take precedence. Based on this confidence. integrators should increase productivity by developing Korean breeding stock. Also, integrators should increase bargaining power and expand consumption by producing high value-added and high quality livestock products and developing various processed meat products. Also, contract farms' income should get stabilized. To do this, first, the government should make the legal basis for policy measures to promote vertical linkage in livestock industry. Second, integrators and contract farms should to build win-win cooperative relationship and need to make written standard contracts. Third, balanced development between private companies' vertical linkage and cooperative vertical linkage should be made. Fourth, integrators should expand investment and strengthen bargaining power. Lastly, development plan for each livestock industry should be put into practice.
