이 연구는 우리나라와 같은 곡물 수입국의 상황을 식량안보지수에 반영하고 국제 비교가 가능한 지수를 개발하고자 수행되었다.또한 확대되고 있는 식량 안보 개념에 부합되도록 세부영역별로 지표를 산출하여 지수를 개발하였다.

최근의 식량안보지수 산출방법은 대표 지수형과 부문별 지표 제시형의 장점을 취합한 혼합형 지수 방식이 주를 이루고 있다.지금까지 국내 혼합형 지수개발 연구는 우리나라 지수만 산출하여 측정된 식량안보지수를 평가할 수 있는 척도나 비교 대상이 없어 해석하는 데 한계가 있다.이코노미스트지의 세계식량안보지수나 신젠타사의 밥그릇지수 같은 해외의 식량안보지수는 국제 비교가 가능하지만 소득수준에 영향을 크게 받고 수입의존도가 높은 국내 여건등이 제대로 반영되지 못하는 문제가 있다.새롭게 개발된 식량안보지수는 대표지수 형식과 부문별 지표제시 형식의 장점을 취한 혼합형 지수 방식을 택하였으며 국내외 혼합형 식량안보지수의 이러한 단점을 보완하였다.새로운 식량안보지수는 세부지표 선별작업을 거쳐 3개 영역(가용성,접근성, 안전성 및 영양),7개 하부 영역 그리고 19개 세부지표로 구성되었다.종합지표 산출 시 적용 가중치는 선행연구들에서 부여한 가중치를 바탕으로 전문가 그룹의 검토를 거쳐 설정하였다.
새로운 식량안보지수 산출 결과,2012년 분석 대상인 G20국가 중에서 호주가 가장 높은 것으로 나타났다.다음으로 캐나다,미국,프랑스,독일 등이 상위권을 차지하고 있다.반면,인도네시아의 식량안보지수가 가장 낮게 나타났는데,1인당 GDP수준이 낮고 안전성과 영양 영역에서도 상대적으로 낮게 평가되었기 때문이다.한국은 접근성,안전성과 영양 영역은 중위권을 형성하고 있지만 자급률이 낮기 때문에 가용성이 낮아 G20국가 중 16위의 식량안보지수를 가지는 것으로 평가되었다.
본 연구는 다른 연구와 달리,국제곡물의 가용성을 개별 국가의 곡물 자급상황에 따라 다르게 적용하여 국제곡물 수급 여건에 대한 수입국의 민감도를 지수에 반영하였다.따라서 이코노미스트지의 세계 식량안보지수와 비교해 보면 상위권 국가들(주로 곡물 수출국)의 순위는 큰 변동이 없는 반면,한국,이탈리아,일본,멕시코,사우디아라비아와 같은 곡물 수입국의 본 연구 순위가 이코노미스트지에 비해 낮게 나타났다.
이 연구는 기존의 식량안보지수의 단점을 보완한 새로운 지수 개발에 초점을 둔 기초연구로 G20국가를 대상으로 식량안보지수를 시산하였다.비교 대상 국가의 범위를 확대하고 세부지표별로 식량안보 위기를 판단할 수 있는 임계치 설정과 대응 방안 마련은 후속연구과제로 남기기로 한다.

This study was conducted to develop a food security index that enables cross country comparison and reflect situations of grain importers including Korea. Since the index was calculated by sub-category, it corresponded to the expanding concept of food security.
The previous mixed type indexes developed in Korea provide only Korea’s index so they do not have criteria or other country’s index to evaluate its adequacy. Global food security indexes such as the Global Food Security Index of The Economist and the Rice Bowl Index of Syngenta are possible to compare across countries. However, they are largely affected by income levels and do not well reflect our domestic situation heavily depending on grain imports.
Therefore, the new developed Food Security Index (FSI) adopted a mixed type approach that has merits of an equation based approach and a score card approach. The new FSI corrected those demerits of previous Korean and global mixed indexes of food security.
By a process selecting sub-indicators the new index consisted of 3 areas (availability, accessibility, and safety and nutrition), 7 sub-areas, and 19 sub-indicators. In calculation of the composite index, weights of sub-indicators were decided after the expert group’s review, based on the weight of previous studies.
As a result of the calculation of the new FSI, Australia was the highest among G20 countries in 2012, followed by Canada, the US, France, and Germany. Meanwhile, Indonesia’s FSI was the lowest, because its level of per capita GDP was low and it earned a relatively low evaluation on safety and nutrition. Korea is in the middle ranks in accessibility, safety, and nutrition.
Nevertheless, it has a low availability due to its low self-sufficiency rate, and thus its FSI ranks 16th among G20 nations.
Unlike previous studies, this study reflected the grain importers’ sensitivity to the conditions of global grain supply and demand in the index by differently applying the international grain availability according to each country’s self-sufficiency rate of grain. Therefore, compared to The Economist’s Global Food Security Index, the high-ranking countries (mostly grain exporters) were similar. On the other hand, in this study, grain importers like Korea, Italy, Japan, Mexico, and Saudi Arabia ranked lower than in The Economist.
This study aimed at developing the new food security index that corrects demerits of existing food security indexes and calculated the indexes of G20 countries. Further studies are needed to expand the range of nations compared, set up a critical value that enables the judgment about food security crisis, and prepare countermeasures to prevent the food crisis.
