II. 항공우주(연)의 운영시스템 및 역량
○ 한국항공우주연구원은 1989년에 국가 항공우주기술 중심 연구기관으로 설립된 이래 다목적실용위성 개발을 위시한 선진국 수준의 위성기술 확보, 나로 우주센터 건립과 국내 우주발사체인 나로호의 개발, 한국형헬기사업과 스마트무인기사업을 통한 항공기술의 발전 등을 추진하였음.
○ 현재 정규직 765명을 포함하여 총 884명의 인력이 근무하고 있으며 ‘14년도는 한국형발사체, 정지궤도복합위성 개발 등 정부수탁을 포함한 총예산이 4,500억원임. 이 가운데 정부출연금이 22% 정도로서 항공우주 인프라 운영비, 인건비 등을 제외한 핵심기술 개발에 투자되는 예산은 100억원 정도로 미래 선행기술 개발에 사용되는 예산은 미비한 실정임
○ 향후 미래 선도기술, 우주탐사, 한국형 위성항법시스템, 위성활용 강화 등 고유임무에 새로운 미션을 추가하여 연구개발 내용을 다양화할 예정이며, 기초기술 연구와 산업화 지원형 연구의 비중을 점차 늘려가는 것으로 계획을 수립 중
III. 선진 항공우주 연구기관 현황조사
o 미국 NASA
○ 미국 정부의 우주분야 예산은 2013년 $387억으로 2005년 이후 최저치를 기록하였음. 이는 국방 부문 예산 감소에 기인한 것으로 국방 우주 예산은 최근 5년 연평균 성장율이 -3%를 보임. 민간 우주부문 예산은 예산 감축 정부방향에도 불구하고 꾸준히 유지되고 있음
○ 2010년에 발표한 새로운 국가우주정책은 우주활동의 개방성과 투명성, 국제협력을 강화하고, ISS 우주인 수송에 산업체 기술 활용, 다목적 유인 우주선(MPCV: Multi-Purpose Crew Vehicle)과 LEO 이상의 탐사를 지원할 대형우주발사체(SLV: The heavy-lift Space Launch System)를 개발하는 차세대 유인탐사(HEC: Human Exploration Capabilities)로 우주 개발방향을 재정립하고 있음. 2013년에는 우주수송정책을 수정하여 상업적 우주비행체의 활용 확대, 유인 우주비행에 민간업체 참여기회 확대를 추진하고 있음.
○ 미국의 우주 산업화 정책은, 백악관 과학기술정책실(OSTP)의 ‘Lab to Market' 이니셔티브, 즉 연방정부 연구기관의 연구개발 성과를 경제 성장 기반으로 연결하려는 정책에 연계되어 있음.
○ NASA는 최첨단 기관으로 재도약하고 산업화 강화에도 기여하기 위한 혁신적인 기술의 중요성을 인식하여 관련 예산과 조직(Office of the Chief Technology 2010.2월 설립)을 확대하고 있으며, NASA 미션 수행에 산업체, 학계 등을 참여시킴으로서 NASA 입장에서는 미션의 성공률을 높이고 타 기관에게는 혁신적 기술 개발 역량을 향상시키고 있음
○ SBIR/STTR은 대표적인 중소기업 지원 프로그램으로서 장기적으로는 NASA의 임무 수행을 성공적으로 지원하고 다른 정부기관과 산업체에 비용을 절감하고 혁신적인 기술을 제공하려는 목표로 추진
o 프랑스 CNES
○ 프랑스 국립우주청인 CNES는 정부와의 다년도 계약을 통해 우주예산과 프로그램을 안정적으로 지원받고 있으며, 2005년부터 시작된 동 계약은 2011~2015년으로 갱신되었음. 주요 민간 우주정책으로 ①우주진입, ②일반공익, ③지구·환경·기후, ④우주과학 및 미래를 위한 준비, ⑤국방안보 등의 내용을 담고 있음.
○ 프랑스 방위 우주정책은 2013년 “방위 및 국가 안보 백서”를 통해 발표. 우주를 5개의 전략적 기능(보호, 인지, 예방, 억제, 조정)과 연계하여 방위 인프라의 필수 요소로서 인식하고 있음.
○ 2013년도 프랑스 예산은 유럽에서 가장 많은 22억 유로이며, 이중 2013년도 민간 부문은 약 18억 유로($ 24억)로 책정되었음. 여기에는 국가 우주프로그램(52%), ESA 분담금(46%) 및 Eumetsat(2%)이 포함되어 있음.
○ 프랑스는 사업화 기술개발을 위하여 CNES 연구자와 산업계 종사자로 팀을 구성한 Research & Technology 프로그램을 수행하여 산업계의 지식 및 기술, 니즈가 반영된 기술개발 추진하고 있음.
o 독일 DLR
○ 독일의 우주연구센터인 DLR은 협회 형태의 공기업(정부출자 100%)으로서 항공우주분야의 연구개발과 함께 정부의 우주분야 예산을 분배/집행하는 역할을 맏고 있으며, 대외적으로 정부를 대표하는 자격을 갖고 있음.
○ 독일의 ’13년 우주분야 예산은 약 13억 유로 수준이며 이중 약 7.7억 유로를 ESA에 지출하여 ’12년에 이어 ESA의 최대 후원국으로 자리잡고 있음.
○ 에이전시 기능 외에 항공, 우주, 교통, 에너지의 주요 연구분야 외에 안보분야에 대한 연구를 진행하고 있으며, 특히 기초과학 및 석사 및 박사과정과 같은 인재 교육 분야에도 깊게 참여하고 있음.
○ DLR의 예산 중 55% 가량이 기업체 및 타 기관 등으로부터 수탁 받은 연구비로 충당되고 있으며, 기업 및 타 연구기관과의 밀접한 관계를 갖고 핵심기술 개발을 수행하고 있음.
o 중국 CASC
○ 중국은 G2 국가로서의 위상에 걸맞는 성과를 내기위하여 항공우주 발전을 위한 야심찬 개발 프로그램들이 국가 주도로 진행 중이거나 계획되고 있으며, 그 중심에 국유기업인 CASC가 있음.
○ 2013년 중국은 Shenzhou 유인우주선, 지구 관측 위성, LM 발사체, 통신 위성 순서로 지출이 많았으며, 지출액은 180억 위안으로 전체 우주 지출 중 70%을 차지함.
○ 민간 우주 개발을 외교에 활용하여 자원 탐사 및 획득 등의 자원외교를 비롯한 국제적 협력네트워크 구축하고 있음.
○ 우주개발은 과거 국가안보, 국가위상 제고 차원에서 더 나아가 국토 및 기후 관측, 통신, 항법 등의 국민 안전과 생활 증대, 그리고 세계 시장 진출에 의한 경제적 활용가치도 인정받고 있음.
○ 우주 개발을 위한 지출액은 2008년 133억 위안에서 2013년 252억 위안으로 매년 평균 14% 증액하는 적극적인 투자 결과로 유인우주선 및 우주정거장 발사, 달 탐사선의 달 착륙 성공, 90% 이상의 신뢰성 높은 발사 성공률 등 많은 성과들을 보여주고 있으며, 그 이면에는 16만명 이상의 인력이 영향을 끼쳤음. 투자 규모의 차이가 있으므로 국가 수요가 큰 분야에 선택과 집중을하는 동시에 꾸준한 투자와 전문 인력 배출이 필요함.
○ CASC는 우주 분야 외에 항공 등 다분야의 연구 개발을 수행하지만 비중이 낮음. 항공은 AVIC과 COMAC에서 주로 담당.
o 일본 JAXA
○ 2012년 7월의 내각부설치법 개정 법률에 의해 일본 우주개발이용 정책의 실무적 사령탑은 내각부 우주전략실이 담당하게 되었고, QZSS 사업의 관리·운용도 내각부로 이관되어 내각부의 위치가 강화되었음.
○ 2013년의 새로운 우주기본계획은 “우주이용의 확대”와 “자율성 확대”를 기본방침으로 정하여 우주개발 성과의 경제적 이용과 산업화 및 주요 위성 및 발사체의 국내 개발 능력 확보를 가장 주요한 목표로 내세우고 있음.
○ 한편 JAXA는 우주개발이용 정책을 기술적으로 실현하는 “중핵적 기관”으로 정립되어 기존의 문부과학성과 총무성 외에 내각부와 경제산업성이 주무대신 기관으로 추가되었음(단, 주무부처는 문부과학성 단독임).
○ 2008년부터 2012년까지 국가우주예산은 보합 또는 증가 추세였음. 이것은 민간분야에 비해 IGS(정보수집위성)나 BMD(미사일방어 시스템)와 같은 대규모 사업이 꾸준히 유지된 방위관련 예산의 영향이었음. 이것은 2008년 금융위기와 2011년 동일본 대지진 사태를 감안하면 일본 정부의 강력한 의지가 작용하였음을 추측할 수 있음. 다만 최근 일본의 우주예산이 6:4 정도의 비율로 민수용 개발·이용 분야에 더 많이 배정되어 있는 것은 변화가 없음.
○ JAXA의 우주관련 연구개발분야 중 위성개발·이용이 가장 다양하게 진행되고 있으며, 아직 최대의 예산을 배정받고 있는 HTV 등 유인우주분야는 2016년 이후 예산 절감이 공식 발표된 상황임. 발사체 분야는 고체 로켓에서 Epsilon이, 액체 로켓에서는 H-IIA의 절반 가량의 비용 소요를 목표로하는 H-III(가칭)의 개발이 진행 중임.
○ 항공분야는 다양한 요소기술을 개발 중이며,이 중 저비용·저소음·연비향상을 위한 요소기술이 주된 연구 과제임. 아울러 재해 시 신속하고도 효율적으로 운영할 수 있는 구조항공기 관제 시스템, 미래 극초음속기 관련 연구도 진행중임.
○ JAXA의 국제협력은 위성분야의 공동개발과 함께 국제기구에의 적극적 참가로 활발히 진행 중이나, APRSAF를 제외하면 주도적인 입장을 취하는 경우는 드물음.
○ JAXA의 우주산업화 전략은 새로운 우주기본계획의 우주이용분야의 확대 정책 아래 향후 주요한 임무가 될 것으로 예상됨. 이와 관련하여 2014년 4월에 JAXA의 조직개편이 있을 예정임.
o 인도 ISRO
○ 인도의 우주개발은 1969년 인도우주연구기구 ISRO가 설립되면서 본격적인 우주개발이 시작됨. ISRO는 인도의 전문 우주 연구기관으로 인도의 우주개발을 선도하고 인도의 경제적 이윤을 최대화한다는 목표를 가지고 다양한 우주 프로그램을 관리하고 있음.
○ 이에 지속적인 R&D 개발을 통해 INSAT과 IRS위성 시스템을 개발하여 통신, 자원관리, 교육 등등 다양한 분야에 서비스를 제공하고 있음. 또한 위성발사를 위해 PSLV와 GSLV 발사체를 개발해 자력 발사 체계를 구축함은 물론, 이를 통해 해외에 발사 서비스를 제공하고 있음.
○ 과거 통신 위성, 우주 발사체등에 중점적으로 투자되었던 우주개발 프로그램은, 이제 지구관측, 독자적 위성항법시스템(IRNSS)에서부터 행성간 탐사, 유인 우주 프로그램까지 점차 확대되어가며 포괄적인 우주 시스템을 갖춰나가고 있음.
○ 2008년에는 달 탐사선인 챤드라얀 발사에 성공했으며, 2013년에는 화성 탐사선인 망갈리안 발사에 성공해 세계에서 6번째로 성공한 국가가 되었음.
○ 이외에도 ISRO는 인도의 우주관련 기술의 상업화를 담당하는 자회사인 Antrix를 통해 위성 정보, 통신위성, 발사 서비스, 관제 시스템, 해외 컨설팅과 트레이닝 서비스 등 자국내 우주관련 기술의 상업화를 이끌며, 이를 통해 국가 이윤의 창출은 물론 국가가 국제적 신뢰를 쌓아가고 있음.
IV. 항공우주(연) 발전방향에의 시사점 도출
○ 산업부문(sector)의 기술혁신을 낳게 한 요인들을 파악하는 것은 기술혁신정책에서 중요함. 기술혁신정책이 전 산업수준에서가 아니라 좀 더 구체적인 산업차원에서 입안되어야 한다는 것임.
○ 항공우주개발 개발체제에 있어서 한국은 정부출연연구기관인 KARI, 일본은 독립행정법인인 JAXA, 미국은 중앙행정기관인 NASA 등 대부분의 국가에서 정부기관을 중심으로 하고 있지만, 공통적으로 정부주도의 특성을 보여주었음.
○ 이는 ⅰ) 연구개발 집약형 산업, ⅱ) 투자위험도가 높아 정부개입이 필요한 산업, ⅲ) 전산업에 파급되는 공공재적 성격의 기간산업 등의 우주개발의 고유 특성에 의한 기인한 것으로 보임.
○ 예산 조달 관행 및 예산의 편성은 국가 항공우주개발 혁신체제에서 결정적 요소인데, 이러한 요소들이 직접적으로 프로그램 효과성 및 내부 정책 및 의제 형성에 영향을 미치고 있음.
○ 공공연구소의 기업을 통한 항공우주개발 연구 성과의 확산이 강화되어야 할 것임. 특히 정부출연연구기관인 KARI의 경우 중소기업에 대한 기술이전이나 타산업체 대한 기술파급 및 확산 노력을 보다 적극적으로 경주해야 할 필요성이 있으며, 이를 위해 일본 및 미국의 경우에서와 같이 별도의 전담 조직을 구성하는 동시에 기술이전 지원 프로그램을 실시할 필요가 있음.
V. 연구개발결과의 활용계획

II. KARI's operating system and capabilities
○ Since the establishment in 1989 as the key national research institute for aerospace technology, KARI has made enormous strides in the field, especially in parts such as the opening of the NARO Space Center, the development of NARO, Korea's first space Launch vehicle, Korean Helicopter Program, the Smart UAV Development Program and the improvement of multipurpose satellite technology to the point where it can be compared to that of advanced countries
○ KARI employs 765 as full time workers, and its total budget for 2014 is 450 billion won. The government appropriation for KARI, which is invested for government research institutions, comprises nearly 22% of the total budget.
○ KARI will diverse the research targets such as future technologies, space exploration, global navigation satellite system as KARI's mission. Also, KARI will facilitate basic research and industry support programs.
III. Investigation of advanced aerospace research agencies
o NASA (USA)
○ The US remails the leading program, with a combined civil and defense funding of $38.7 billion in 2013. Despite budget pressures, the civil budget has marked a limited growth over five years totaling $19.8 billion in 2013, mainly comprising NASA and NOAA expenditures.
However, at a five year CAGR of -3%, the decrease in spending is attributable to defense program, with an estimated $18.9 billion spent by the DoD in 2013.
○ The Obama Administration's "The National Space Policy of the United States" (2010) provides a new direction in terms of its openness and transparency in US space operations and calls for expanded international cooperation. The main features of the new space policy includes to maintain the ISS as the centerpiece of human spaceflight and to enable the development of commercial capabilities to take astronauts to and from the ISS.
○ NASA's industrial policy is related to the "Lab to Market" initiatives the President announced in 2011. It is requiring all Federal research agencies to bolster efforts to transfer the results of research from their lab to marketplace. Accordingly, NASA is conducting innovative research programs in cooperation with business sectors and laboratories through systematic tasks implemented by Office of the Chief Technology and SBIR(Small Business Innovation Research)/STTR(Small Business Technology Transfer).
o CNES (France)
○ The civil space policy of France has been defined by the multi-year contract between the French government and the French Space Agency, CNES since 2005. The contract was renewed in the 2011 to 2015, and CNES's 2013 priorities focused on ① Space Access, ② the general public, ③ Earth·Environment·Climate, ④ space science and prepare for the future, ⑤ military security and so on.
○ The defense space policy is defined by the 2013 "White Paper on Defense and National Security," which supersedes that issued in 2008.
This white paper defines a global approach combining five strategic functions(protection, awareness, prevention, deterrence, and intervention) and acknowledges space as an essential element of the defense infrastructure.
○ France manages the largest European space budget with a total of about €2.2 billion ($2.9 billion) in 2013, of which 85% is civilian. The civil space budget, including the national program(52%) and the contributions to ESA(46%) and to Eumetsat(2%), amounted to €1.8 billion($2.4 billion) in 2013, increasing slightly over the past five years (2% CAGR).
○ For the commercialization of space technology, CNES promotes Research & Technology Program to develop technologies reflecting the coordinated the knowledge, skills and the needs of the industry between researchers of CNES and employees in space industries.
o DLR (Germany)
○ Germany has became the first contributor to the European Space Agency in 2012 and has major ambitions for its domestic space industry. With a total space budget of 1.6 billion euros($2.1 billion) in 2013, Gerrnany is active in both civil and military applications.
○ Germany has traditionally oriented its space program towards cooperation, either through the ESA or bilateral partnerships like with NASA.
○ With the renewed 2010 Space Strategy in 2005, the German government considers space as a strategic activity to affirm national leadership in the field of innovation and high technologies and intends to become the first European space player.
○ DLR(German Aerospace Center) has succeed a registered association from the DFVLR and the role of the space agency was handed over form the DARA in 1997.
○ DLR is a research institute as well as a space agency that handles the national policy and space budget, it has 35 research institutions and facilities for aeronautics, space, transportation, energy and security. And also it has important role in graduate school education.
○ About 55% of DLR revenue comes from the third party which are other public institutions and commercial enterprises. And DLR dose basic and core R&T activities within strong co-operations with them.
o CASC (China)
○ China has always had an ambitious space program with the Sinocentrism and G2. CASC is the main contractor for this program.
○ In 2013, efforts have first focused on the development of manned spacecraft, Earth observation, launch vehicle, and satellite communication.
Its expenditure is RMB 18 billion, which is 70% of the total space budget.
○ China has pursued a commercial strategy with the export of its DFH satellite platform and its LM launcher.
○ China also seeks international leadership in space infrastructures, manned spacecraft, and space exploration(Moon and Mars).
o JAXA (Japan)
The new Basic Plan on Space Policy is concentrating on the expansion of space utilization(including for the defense purpose), which aims at establishing the firm foundation for competitive space industry eventually. This trend will be the foundation of Japanese space policy and give an influence on the policy of JAXA for next 5 years, at least.
○ Now, Cabinet Office became the head division of Japanese space policy.
Nevertheless, MEXT's influence on the space policy and JAXA remains to be strong, considering her projects and budget.
○ National budget for space programs in Japan has been increased somewhat during last 5 years. Under the severe economic situation, this shows how strong will Japanese government has for developing space programs.
○ JAXA will continue to develop various satellite programs including IGS for "reconnaissance". Also, JAXA has a plan for H-III, the next liquid engine rocket succeeding to H-IIA. In the aeronautic field, JAXA has various base research plans for next generation engine, airframe, and components. These studies will be important technologies for the faster, safer and more quiet aircraft.
o ISRO (India)
○ Indian space programme began in earnest with establishment of ISRO in 1969. Since its inception, it's primary objective of Indian space program is to promote the development and application of space science and technology for socio economic benefits of the nation. Accordingly, India possess its own satellite series, such as INSAT & IRS, to provide various services in telecommunication, resource management, education programs. And secured its own launch vehicle, PSLV and GSLV to secure the India's own launch system and also provide to foreign countries. In 2008, successfully launched the Chandrayaan mission to moon, and mangalyann-mars mission in 2013.
Above these, by establishing Antrix, commercial arm ISRO, commercializes space products and services to global customers as well as earning a international reputation. As a result of various and continuous R&D, India was developing comprehensive space systems ranging from satellite, launch vehicle development to earth observation, navigation, and interplanetary exploration, manned space program.
IV. Implications for the developmental direction of KARI
○ This research is to intend to make the model of aerospace development innovation systems in six countries. The governance of aerospace development centered on government-supported institute in six countries showed the character of the leading government commonly. This was shown as the inherent character of aerospace development of public good character extended (spreaded) by entire industry. The industry is research development intensive type. And, in the industry, government intervention is necessary because of the high investment risks. The budget procurement practices reflect the difference of political and administrative habit or basic principles. The spin-off effect of aerospace industry to other industries or the effect of production induction is one of the important elements of upbringing of aerospace industry. Especially we positively need to have a race for the technology transfer to small and medium enterprises or the spin-off to other industries in case of KARI as government-supported institute. We need to enforce the support program of technology transfer and organize the separate and whole responsibility system.
V. Utilization of study results
