○ 시대 및 환경변화에 부합하고, 국가과학기술연구회 등 외부 연구사업 평가제도 변화에 적합한 KISTI 연구사업 평가체계 확립을 위해서는 현행 각종 평가시스템의 적절성을 분석·평가하고, 그 발전적 개선방안을 모색하는 것이 필요함
○ 현행 KISTI 연구사업 평가체계의 적절성 분석 및 개선방안을 도출하기 위하여 다음과 같은 사항을 중심으로 연구를 수행함
- 첫째, 정부의 국가R&D 사업평가 등 KISTI와 관련이 있는 연구사업 평가제도 분석
- 둘째, 유사 정부출연(연)의 연구사업 평가 및 관리체계 운영사례 조사·분석
○ 시대 및 환경변화에 부합하고, 국가과학기술연구회 등 외부 연구사업 평가제도 변화에 적합한 KISTI 연구사업 평가체계 확립을 위해서는 현행 각종 평가시스템의 적절성을 분석·평가하고, 그 발전적 개선방안을 모색하는 것이 필요함
○ 현행 KISTI 연구사업 평가체계의 적절성 분석 및 개선방안을 도출하기 위하여 다음과 같은 사항을 중심으로 연구를 수행함
- 첫째, 정부의 국가R&D 사업평가 등 KISTI와 관련이 있는 연구사업 평가제도 분석
- 둘째, 유사 정부출연(연)의 연구사업 평가 및 관리체계 운영사례 조사·분석
- 셋째, 현행 KISTI의 각종 연구사업 평가체계 운영실태 및 문제점 등 보앆사항 분석·평가
- 넷째, 대내외 환경 변화 및 KISTI의 기관임무 특성에 맞는 연구사업 평가체계의 발전적 개선방안 검토
○ 연구 결과, KISTI의 연구사업 평가체계를 발전적으로 개선하기 위해서는 다음과 같은 조치가 필요함
- 첫째, 연구회 기관평가를 위한 경영계획서 수립에 있어서 질적 성과 및 표준성과 지표 중심의 목표체계로 조정
- 둘째, 내부 주요연구사업 평가체계는 외부 평가체계와의 연계성을 유지하면서 KISTI 고유임무 및 특성을 고려한 사업목표 설정 및 평가시스템으로 전환
- 셋째. 부서평가체계는 주요사업 평가체계와 연계하되 부서의 임무를 고려하고, 결과지표뿐만 아니라 지속가능 발전을 위한 과정지표를 반영하는 체계로 전환
- 넷째, 개인평가체계는 주요사업 평가 및 부서평가 체계와 연계하되, 개인별 연구역량 평가가 조화롭게 융화될 수 있도록 세부 평가방법을 개선
- 다섯째, 주요 연구사업 성과목표 달성 및 외부 기관평가에 대비하여, 기관 차원의 주요성과목표에 대하여는 체계적·지속적 점검이 가능하도록 관리체계를 구축
○ 본 연구를 통해 제시된 결과는 다음과 같은 측면에서의 활용 및 기대효과가 예상됨
- 첫째, 대내외 환경 변화에 부합한 KISTI 연구사업 평가체계의 발전적 개선을 위한 전략과 방법론의 기초자료로 활용
- 둘째, KISTI의 각종 연구사업 평가체계 간의 상호 연계성 확보 및 합리적 평가체계 구축을 위한 기초자료로 활용

○ Current research project evaluation system of KISTI needs the evolutionary improvement plan because it falls sort of compatibility with the qualitative performance evaluation system of center type of institution assignment and changed environment
- It is preferred to improve in order to be reached development and application of performance purpose and indicators system in assignment consideration, and systematical purpose management of center type of qualitative performance
○ In addition, each research project evaluation system management is organized around the performance measures of single-year, and it is insufficient reflection of the process indicators of medium-and long-term investment for sustainable development
- In particular, it is necessary to evaluate and establish the performance purpose for the future development, such as discovery and promotion of the creation and challenge, fusion and convergence research in major project evaluation and department evaluation

- Change the previous business unit-specific performance purpose establishment·evaluation system to standard performance evaluation system, the business segment of assignment type evaluation system centered on qualitative performance
- Derive the objective purpose that can be quantified by comparing with the world level, in formulating the performance purpose centered on qualitative performance
- In addition, establish and manage as consistent performance purpose for each year, and clarify the specific assignment according to the characteristics and contents of business project

○ Reorganize the evaluation system by considering the characteristics of the division of assignment, not only the result indicators, in the direction of reflecting the process indicators for sustainable development
- Change the performance purpose establishment·evaluation system centered on previous management purpose to the evaluation system that is considered the characteristics of department and indicators system centered on qualitative performance
- Comprise the evaluation system by differentiating the proportion of each type of performance, depending on the characteristics of the specific assignment of the department
