· 농기계 유통 및 사후관리 체계 개선 : 대형ㆍ고가 트랙터, 승용이앙기, 콤바인의 제조업자·수입업자 및 판매업자는 최소 3개 시ㆍ군에 1개 이상의 사후관리 업소를 설치하여 중수리까지 하도록 농업기계화촉진법 시행규칙을 개정

This study was conducted to serve as a basis for strengthening policy support and R&D to improve the domestic and international competitiveness of domestic agricultural machinery. This study analyzed the status of domestic agricultural machinery by government's loan support database. A survey was carried out targeting 1,500 farmers, agricultural machinery manufacturers, after-service establishments and secondhand agricultural machinery store for sale. The surveys were conducted to analyze the distribution of agricultural machinery, follow-up status and problems of after service, parts and repair man situation, the quality levels of domestic agricultural machinery versus imported, propensity for replacement purchases, improved competitiveness and policy support. The results of this study are summarized as follows:
The number of tractors increased by 51% with 12,246 units in 2012, Recent supply of tractor is only 13,000 units or so per annum, thereby being stagnated. The number of riding-type rice transplanters and combines was 3,810 and 2,490 in 2012, showing a 15.6% and 20.0% decrease, respectively compared to the one in 2003. The domestic market share of the imported agricultural machinery accounted for 60.0% in tractor, 99.5% in saddle rice transplanter, and 80.9% in combine, thereby having been sharply increased 33.1%p, 42.0%p and 53.6%p compared to the ones in 2003. Meanwhile, the price of domestic agricultural machinery significantly lower than imported agricultural machinery, compared to 2012, the average prices for domestic agricultural machinery were 2.8%p for tractor, 5.7%p for rice transplanter, and 15.7%p for combine in 2014. The differences of minimum price were showed 14.1, 70.0, 25.9 %p, respectively.
The prevailing complaint pertaining for sales of agricultural machinery was that the discount rate of nong-hyup, excessive competition. One of the reasons for this perception was determined to be caused by a supply of unsteady agricultural machinery among domestic manufacturers despite continual problems as well as frequent changes with aggravating task and deteriorating finance of after service establishments. After-sales service of agricultural machinery had difficulties caused this repair shortage and frequent model (design) change, supply of spare parts for repair. The farmers' overall quality satisfaction ratings for tractors, rice transplanters, and combine harvesters ranged from 57.1% to 62.6%. Compared with imports, satisfaction ratings for domestic agricultural machinery were 18.1 to 38.1%p lower for quality, 8.8 to 19.3%p lower for operating performance, and 13.4 to 27.5%p lower for durability. Farmers who indicated intent to purchase replacement agricultural machinery at the end of their respective product lifecycles were 39.1% for tractors, 34.3% for rice transplanters, and 44.3% for combines. Among farmers who intended to purchase replacements, those who planned to purchase imported tractors, rice transplanters, and combines were 25.2%, 46.9%, and 43.9%, respectively.
Agricultural Mechanization Promotion Law need to amend that manufacturer, importers and dealers install one or more afterservice establishments for more efficient distribution of agricultural machinery and after service in at least three cities and counties. Also, there is a need to revise the "agricultural machinery by the same type, two difeerent type criteria" to be based on the engine series in the current PTO output based on the new model in order to prevent degradation of competitiveness caused by frequent model changes. In order to manage the follow-up of agricultural machinery to facilitate efficient supply of agricultural technician training and policy support for spare parts is needed. To do this, agricultural machinery parts price and country of origin information disclosure obligation is required. In addition, agricultural tractors highest safety limits to avoid serious accidents speed (40km / h, ± 0.5%) was amended to require Agricultural Mechanization Promotion Law enforcement rules for applying the criteria. Therefore, strong policy support and R&D for domestic agricultural machinery is critical for improving competitiveness on the domestic and foreign markets.
