액비환원경로 5가지 유형 중 악취문제 발생 가능성이 높은 유형과 낮은 유형을 구명하였다.
즉, 현장 조사와 정책평가 분석 작업 등을 통해 농장고액분리→농경지 액비저장조→농경지살포(유형 4)와 농가액비저장조→살포대행→농경지살포 경로(유형 5)가 악취문제 발생 가능성이 높은 유형인 것을 밝혔다.

경종농가의 액비이용 만족도 제고방안으로 1) 공급체계 개선, 2) 악취방지시설 지원, 3) 액비살포 기준 준수 및 액비의 비료등록을 통한 시비처방서 면제, 4) 액비이력추적제 도입 등을 제시하였다.
액비 이용확대 방안으로 1) 액비이용작물 다양화 지원 등 액비 수요처 확대 노력, 2) 우수조직체에 대한 인센티브제도 도입, 3) 공동자원화시설 확대, 4) 비정상적 처리업체 강력 단속, 5) 자원화 전문가 육성, 6) 경종-축산간 자원순환농업 협약 체결 확대, 7) 액비품질 관리 강화 등을 제시하였다.

Among the issues of livestock excreta disposal, livestock farms’ odor problem is serious aside from the excretion application stage. This study points out 1) insufficient quality control and 2) a seasonal imbalance between supply and demand as the problems of the liquid fertilizer production process. As for the issues of the utilization process, 1) spraying agricultural land with undecomposed liquid manure is related to an economic problem (liquid fertilizer treatment costs), and 2) the seasonal application limit results from the concentration of application in rice farming. Also, the study reveals that 3) securing new farms’ application areas is difficult due to the designation of the areas by storage tank and 4) as for the lack of farmland with recycling reports, regulations on securing the area are considered excessive.
We divided the five types of liquid fertilizer’s return routes into the type with the high potential for the odor problem and the type with the low potential. That is, through field surveys and policy assessment analysis, we found that Type 4 (solid/liquid separation → liquid fertilizer storage tanks on farmland → application to agricultural land) and Type 5 (liquid fertilizer storage tanks in farms → spraying by proxy → application to farmland) are highly likely to cause the problem of a foul smell.
According to the research results, pig farms’ low satisfaction with joint resource recovery facilities is due to relatively high treatment costs. However, they result from a disadvantageous position in the competition with abnormal liquid fertilizer distributors.
Therefore, it is needed to crack down on abnormal treatment companies. Moreover, the analysis results of the survey on liquid manure production facilities show that facility evaluation standards are favorable to large-scale facilities, so we induced the improvement of the standards through policy proposals.
According to the analysis results of the survey on farms using liquid fertilizer, the most serious problem concerning liquid manure production was unstable supply and demand, followed by excessive managing costs and a lack of production facilities.
Additionally, the issue was brought up related to the irrationality of regulations on the distance limit (100m) on liquid fertilizer application. We also induced rule improvement through policy suggestions regarding this.
We presented the measures to enhance crop farms’ satisfaction with liquid manure use as follows: 1) improving the supply system; 2) supporting odor prevention facilities; 3) granting an exemption from fertilizer application prescriptions in case of compliance with liquid fertilizer application standards and liquid manure’s fertilizer registration; and 4) adopting the liquid fertilizer traceability system.
The following ways to expand liquid manure utilization were proposed: 1) increasing demand for liquid fertilizer by supporting the diversification of crops that use the fertilizer; 2) adopting the incentive system for good organizations; 3) expanding joint resource recovery facilities; 4) cracking down on abnormal treatment companies; 5) cultivating resource recovery experts; 6) increasing agreements on livestock-crop farming resource circulation agriculture; and 7) tightening liquid manure quality control.
