1. 서 론
□ 연구의 필요성 및 목적
○ 90년대 이후 세계나 우리사회의 변화에서 글로벌화 가 갖는 중요성은 점점 커져 왔으며, 이는 과학기술 부문의 경우에도 예외가 아니어서, 글로벌화는 연구와 정책, 교육 등 과학기술의 전 영역에 걸쳐 기존의 환경을 크게 바꾸어 놓고 있음. 때문에 과학기술 글로벌화에 대한 지금까지의 우리나라의 대응과정을 점검하고, 앞으로의 대응전략을 마련해야 할 필요가 제기됨. 본 보고서는 이런 필요에 답하기 위한 시도들 가운데 하나임.

○ 90년대 이후 세계나 우리사회의 변화에서 글로벌화 가 갖는 중요성은 점점 커져 왔으며, 이는 과학기술 부문의 경우에도 예외가 아니어서, 글로벌화는 연구와 정책, 교육 등 과학기술의 전 영역에 걸쳐 기존의 환경을 크게 바꾸어 놓고 있음. 때문에 과학기술 글로벌화에 대한 지금까지의 우리나라의 대응과정을 점검하고, 앞으로의 대응전략을 마련해야 할 필요가 제기됨. 본 보고서는 이런 필요에 답하기 위한 시도들 가운데 하나임.
○ 본 보고서는 비슷한 목적을 가진 다른 연구들과 다음과 같은점에서 차이를 가짐.
- 먼저 고찰의 범위를 과학기술부문의 행위주체들 중 어느 하나, 특히 정부의 활동에 한정하는 경우가 많았던 기존의 연구들과는 달리 본 보고서에서는 과학기술부문의 주요 주체인 산·학·연과 정부를 모두 고찰의 대상에 넣었음. 즉 과학기술 글로벌화의 흐름과 그에 대한 대응과정, 향후 과제를 각 행위주체별로 나누어 살펴보았으며, 그것을 통해 대응과정에서의 문제점과 그 원인이 한층 분명하게 드러났음.
- 아울러 이와 함께 글로벌화에 크게 영향받는 대표적인 분야들을 예로 들어 과학기술 분야별로도 고찰하였음.
- 또한 과학기술 글로벌화의 현 상황에 대한 현실적이고 정확한 진단을 위해 인터뷰와 사례 연구 등을 통해 과학기술 글로벌화의 일선 여러 현장의 경험과 목소리를 담아내려 했음.
○ 결국 본 보고서는 과학기술 글로벌화에 대한 지금까지의 한국의 대응과정을 되돌아보는 일과 앞으로의 과제를 도출하는 일을 주체별로, 그리고 분야별로 수행하는 것을 목표로 함. 이런 두 가지 작업은 씨줄과 날줄처럼 교차하며 과학기술 글로벌화의 현실과 과제에 대한 우리의 이해를 입체적이고 풍부하게 해줄 것임.
□ 연구의 내용 및 방법
○ 먼저 2장∼5장에서는 민간기업과 대학 및 공공연구기관의 글로벌화 현황과 문제점, 그리고 향후 과제를 주체별로 살펴보았음. 이 과정에서 현지방문과 인터뷰 등의 방법이 적극 활용되었으며, 특히 4, 5장에서는 구체적인 사례 연구로 대표적인 출연연구소인 KIST와 국내 유일의 국제기구인 국제백신연구소의 예에 대해 해당 기관에 실제로 근무하는 내부인의 눈을 통해 살펴보았음.
○ 이어 6장∼8장에서는 글로벌화에 크게 영향받는 과학분야들 중 국가적 차원에서 중요한 분야들인 거대과학, 해양과학, 원자력 분야의 경우를 예로 들어 이들 분야에서의 과학기술 글로벌화의 세계적 동향과 이것이 이들 분야의 연구·정책 환경에 미친영향, 이에 대한 이들의 대응, 앞으로의 과제 등에 대해 분야별로 살펴보았음.
○ 마지막으로 9장에서는 이상의 논의들을 바탕으로 과학기술 글로벌화의 세계적 동향과 한국의 현실을 종합적으로 살펴보고, 한국 정부의 정책대응 상황과 그것의 문제점을 검토한 후 외국의 사례들과의 비교 고찰을 통해 바람직한 정책 방향과 방안들을 제시했음.

"Globalization" has been a key trend of the world since 1990s'. Science and technology is not an exception to this trend and the globalization has brought profound changes in R&D environment. This study is an attempt to review Korea's current efforts to respond to the globalization trend in S&T field and identify its implications for future. It not only discusses the government policy and its impact, but also looks into the strategies of other R&D players including academia, public research institutes and industries. In addition, this study presents case studies in several fields of S&T where the globalization plays a particularly important role such as mega-science, oceanography, and nuclear energy with particular emphasis on the actual experiences of individual researchers and the problems they face in fostering global strategy.
The industrial research in the global era is changing rapidly due to the acceleration of R&D, shortening of product life-cycle, spread of corporate M&A, pervasiveness of information technology, and the increased use of external resources. These factors force companies to define core technologies which they should develop themselves in-house, as well as commodity and basic technologies that can be obtained from outside through outsourcing. Accordingly, a successful 'technology deployment' strategy is required to integrate technologies to deliver products and processes in a timely manner. In some cases, the concept of on-line 'Virtual Research Center' becomes useful, managing corporate R&D activities performed inside the company's research laboratory as well as those performed by outside researchers in academia or other industrial labs through strategic alliances. To maximize the efficiency of the industrial R&D, the partnership evaluation program between R&D performing and R&D sponsoring organizations and the clock speed scenario(CSS) with the aim to speed up product developments are now being used widely.
The public research institutes and academia in Korea lag far behind those in many industrialized countries such as the U.S., Japan and many European countries in every aspect of S&T globalization. For example, the number of Korean scientists and engineers participating in the international exchange programs is less than 1,000 per year, and the budget allocated for international collaborations in the national R&D projects is less than 2% of the total, which compares very poorly with 50% of UK or Denmark. Overseas research centers set up and operated by Korean universities and public research institutes are numbered less than 50, and they are mostly under-staffed and their budgets are far less than what is necessary for them to function effectively with clear vision and mission. To remedy this situation, several measures are proposed. First, it is proposed that foreign investigators and research institutions are allowed to participate in Korean national R&D projects as principal investigators. In addition, Korea must provide strong incentives to attract qualified scientists and engineers, either from developed or developing countries, to work in Korean universities and public institutes. Inviting foreign or multi-national research institutions to operate in Korea would be another step, which can lead to the establishment of the research-hub in the Asia-Pacific region. To encourage the general exchanges with foreign scholars and institutions, it is necessary to give Korean researchers in public institutes the sabbatical leave opportunities as well as to set up strong research bases in foreign universities and research institutions. These programs should apply not only to industrialized nations but also to the developing countries.
The globalization program of Korea Institute of Science and Technology(KIST) was reviewed as a representative example of the public research institute. Two notable programs include the "KIST-Europe Laboratory" in Germany and the "International R&D Academy" for students and researchers from developing countries. It is also proposed that active participations in the multi-national R&D programs such as Framework Program in EU is necessary to strengthen the globalization program.
The establishment and operation of International Vaccine Institute(IVI) is also reviewed since this is the first case of hosting international R&D organization in Korea. Many difficulties encountered in the process of establishing and operating IVI are discussed, including the indifference and ignorance of government officials and general public to IVI, the shortage of operating budget, and the friction between foreign and domestic employees. This will serve a good reference when planning similar programs in the future.
Mega-science is one branch of S&T where international collaboration is very strong and sometimes essential. We can distinguish two types of mega-science : one is the "central facility" research type, where many people get together in one location and work on a big proj ect such as large accelerator program (e.g. CERN), and the other is the "distributed facility" research type, where many of small research groups carry out research in different geographical locations but with a common scientific goal such as global environment research program (e.g. IGBP). The international collaboration in mega-science became essential partly because of the large price tag which is difficult to be paid by one nation, but it also provides opportunity for smaller nation to participate by paying a small share. CERN is a good example, and it is expected that the burden-sharing scheme of CERN and its multinational MOU /treaty format will become standard for the future mega-science projects where many countries participate together. At the moment, Korea remains a minor player in most global mega-science proj ects. In order for Korea to build up strong scientific capability and actively participate in the global S&T proj ects, government will have to provide systematic support.
Ocean science is another branch of S&T where by its nature globalization is essential. The importance of oceanography for understanding the global climate and environmental changes has been increasingly appreciated, so that by now many international agreements are in effect such as Rio Declaration, Agenda 21, and UN Convention on the Law of the Sea. Korea also joined more than 40 international treaties, and is now engaged in research activities on Antarctic (from 1986) and Arctic (from 2002), International Geosphere-Biosphere Program(IGBP), World Climate Research Programme(WCRP), ARGO, Ocean Drilling Progam(ODP), and Human Dimensions of Global Environment Change Programme(HDP), among others. These research programs have been supported in part by the Ministry of Science and Technology and the Ministry of Maritime Affairs & Fisheries, but the lack of experts and consistent government supports make the related activities somewhat unsatisfactory. To enhance Korean activities in the global ocean science program, itis necessary for the government and the public to recognize the importance and the long term benefit of oceanography research, and train young experts in the fields.
The field of atomic energy has been traditionally very strong in international collaboration and control, mainly for two purposes, peaceful use of atomic energy and nuclear non-proliferation. Korea is now a leading country in the nuclear power plant engineering, and hopes to join the ranks of G-5 nations in atomic energy by the year 2010. Accordingly, the international activities are also emphasized not only with advanced countries but also with developing countries in Asia, South America, and Africa. However, activities in multinational organization such as International Atomic Energy Agency(IAEA) have not yet been up to this level, and should be made more vigorous through long-term planning and active participation.
Since the globalization will continue to be a dominating trend in the foreseeable future, the government should play an active role and implement policies to encourage effective S&T globalization. The response of Korean government in the past has not been as active as those of other countries like Japan or Europe in this respect, and as a result the degree of globalization of Korean S&T measured by personnel exchange and international collaborative research has been lagging behind. The Ministry of Science and Technology is trying to remedy this situation by drawing up a 5-year plan for globalizing S&T covering 2002-2006, in which policies are specified to utilize S&T resources in foreign countries more effectively and to promote collaboration with countries in various continents as well as plans for improving infrastructures for globalization. However, to make these measures fully functioning, it is imperative to orchestrate them with a clear policy objective and secure necessary budgets. In particular, a systematic approach is called for (1) to encourage active participation in bilateral and multi-national collaborative research including mega-science projects, (2) to strengthen networking within and among institutions, (3) to facilitate influx of foreign scientists and engineers as well as research funds from abroad, and (4) to increase the government budget for the international programs. Finally, it is proposed that it may be necessary to create a government committee to oversee and coordinate S&T globalization policies implemented by different ministries.
