4. 연구 내용 및 결과
□ ICT시장 환경 변화
2016년 세계경제 성장률은 2015년에 비해 상승할 것으로 전망되고 있으나, 그 전망치는 점차 하락하면서 경제침체 추세를 반영하고 있다. 2016년 세계경제 성장률을 IMF(2015)는 2015년 3.1%에서 0.5%p 상승한 3.6%, OECD(2015)는 2015년 3.1%에서 0.7%p 상승한 3.8%으로 각각 2015년 10월 현재 전망하고 있다.

4. 연구 내용 및 결과
□ ICT시장 환경 변화
2016년 세계경제 성장률은 2015년에 비해 상승할 것으로 전망되고 있으나, 그 전망치는 점차 하락하면서 경제침체 추세를 반영하고 있다. 2016년 세계경제 성장률을 IMF(2015)는 2015년 3.1%에서 0.5%p 상승한 3.6%, OECD(2015)는 2015년 3.1%에서 0.7%p 상승한 3.8%으로 각각 2015년 10월 현재 전망하고 있다.
2015년의 성장둔화는 미국을 제외한 선진국의 저조한 회복세, 중국의 성장둔화, 그리스 채무불이행에 따른 금융불안 등이 복합적으로 작용한 결과이다. 이러한 추세는 2016년에도 이어질 것으로 예상된다. 미국은 성장세를 지속하고 유럽과 일본은 완만한 회복세를 나타내는 가운데, 신흥개도국의 산업생산 및 내수회복이 경기회복을 이어갈 것으로 기대된다. 그러나 미국의 금리인상에 따른 미국 내수 및 세계금융시장 충격, 중국의 급속한 성장률 하락 가능성이 세계 경제성장에 대한 위험요인이다. 중장기적으로 선진국은 고령화 및 재정부담, 신흥개도국은 자본증가의 둔화와 생산성 하락에 따른 잠재성장률 저하로 세계경제 성장률이 점차 하락하는 추세로 갈 것으로 전망된다.
한국의 2016년 경제는 세계경제의 회복세에 따른 수출 회복과 설비투자 증가, 민간소비 회복에 힘입어 성장률이 2015년 대비 소폭 회복하여 3% 대 초반의 성장률이 기대된다. 그러나 여전히 중국 성장둔화 등 요인으로 인해 수출의 회복이 소폭에 그치고, 가계부채 부담으로 인해 민간소비도 큰 폭으로 회복되기는 어려울 전망이다. 여기에 미국 금리인상에 따른 불확실성 증가 등 국내외 투자여건 변화에 따라서 설비투자 역시 증가세가 꺾일 수 있는 실정이다. 중장기적으로는 세계경제 회복이 지속된다는 가정 하에서 수출이 어느 정도 회복하겠지만 완만한 증가율에 그칠 전망이다. 그러나 민간소비의 경우, 고령화와 높은 가계부채 비중이라는 구조적 요인으로 인해 높은 증가율은 기대하기 어렵다. 다른 한편
설비투자는 선진국 경제의 추세적 저성장과 중국의 성장둔화 등의 수출 여건 변화에 따라 추세적으로 하락할 전망이다. 다만 중장기적 ICT 환경변화(특히 사물인터넷)에 따라 세계 비메모리 반도체 수요가 크게 증가할 것으로 예측되는데 이에 대응하기 위한 관련 분야 설비투자가 증가할 수 있을 것이다.
글로벌 IT시장조사기관 가트너(Gartner)에 따르면 2015년 IT시장은 통신서비스, 기기 및 IT서비스 부문의 침체로 인해 전년대비 4.9% 하락한 3조 6천억 달러에 이를 것으로 추정되나, 2016년에 기업 SW 및 IT서비스의 상승세에 힘입어 1.7% 반등할 것으로 전망된다. 통신서비스 지출은 IT시장에서 여전히 가장 큰 규모를 유지하겠지만 서비스 가격 하락 및 경쟁심화로 인해 가장 큰 성장 하락세를 보이고, IT시장에서 두 번째로 큰 규모인 데이터 센터부문도 성장률 침체가 불가피할 것으로 예상된다. 기기는 전 세계적으로 PC 및 태블릿 성장세가 이미 하락세에 들어선 가운데, 스마트폰 판매 성장률도 둔화되기 시작했다. 다만, 중국내 애플 아이폰의 성장세에 힘입어 기기 성장률 하락폭은 크지 않을 전망이고, 기업 소프트웨어 지출은 2016년 6.2% 증가해 총 3,320억 달러의 매출을 기록할 전망이다.
□ ICT 중장기(2016~2020년) 시장 전망
1) ICT 2016년 시장 전망
2016년 ICT산업 생산은 전년대비 1.6% 증가한 451.7조 원으로 추정된다. 정보통신방송 서비스는 전년대비 2.5% 증가한 74.3조원, ICT기기는 1.0% 증가한 336.9조원으로 예상되며, 소프트웨어 시장은 전년대비 5.0% 증가한 40.6조원에 이를 것으로 예상된다. 동기간 ICT기기 수출은 전년대비 0.1% 하락한 1,727.6억 달러에 이를 것으로 전망된다.
통신서비스 시장의 경우 유선통신서비스는 유무선 통화대체 등에 의한 유선전화 매출의 감소, 결합상품 증가 영향에 따른 초고속인터넷 매출의 감소로 감소추세가 이어질 것으로 전망된다. 무선통신서비스에서 전망데이터 중심요금제 및 LTE 요금제로의 이행은 ARPU증가에 기여할 것으로 예상된다. 방송서비스 부문은 지상파방송서비스의 방송프로그램판매 매출증가와 유료방송의 디지털 전환 확대 및 PP시장의 성장 확대로 전년대비 소폭 성장할 것으로 전망된다. 방송통신융합서비스 부문에서는 IPTV 시장의 견조한 성장세, 인터넷 게임 및 온라인 광고로 대표되는 유무선콘텐츠 시장의 고성장세가 이어질 것으로 전망된다.
ICT기기 시장은 정보통신기기의 해외 생산확대와 경기하락에 따른 수요감소로 인해 스마트폰, 디스플레이, 반도체 등 주요 수출품목의 성장률이 저조할 것으로 예상된다. 통신기기 부문은 글로벌 통신사들이 사물인터넷 확장 등에 따른 모바일 트래픽 폭증에 대응하기 위한 투자를 집행하면서 부진을 겪고 있는 네트워크장비 수요가 회복되겠으나, 시장이 포화된 스마트폰 생산 증가율은 하향 안정화될 전망이다. 방송기기 부문은 수출의 완만한 회복과 내수의 회복으로 2016년에는 생산이 회복세로 돌아설 것으로 전망되며, 2015년 시장 침체에 따른 기저효과도 반영되어 소폭 성장이 예상된다. 부품의 경우 전 세계 ICT 시장의 성장이 둔화된 가운데, 중국 경쟁업체들의 생산 확대에 따른 가격 하락에 대응하기 위한 국내 업체들의 생산물량 조절로 생산액이 소폭 하락할 것으로 추정된다. 스마트폰 및 TV 등 소비자 가전의 수요 둔화 및 공급과잉에 따른 가격 하락은 전자부품의 수출액 감소로 이어질 전망이다. 메모리 반도체 시장은 PC, 단말기, 소비자 가전의 수요 둔화의 영향으로 마이너스 성장이 전망되며, 디스플레이패널 시장의 경우도 TV를 제외한 모든 패널 출하가 감소세로 접어든 가운데 LCD TV 시장의 포화가 실적에 악영향을 미칠 것으로 예상된다. 소프트웨어 부문은 사물인터넷과 빅데이터, 클라우드 컴퓨팅 시장의 확대와 함께 SW 수요가 증대될 것으로 예상된다. 소프트웨어 부문은 패키지 SW 업체들의 수출 노력의 강화와 IT서비스 기업의 빅데이터, IoT 플랫폼 기반 사업을 통해 수출이 성장할 것으로 전망된다.
2) ICT 중장기(2016~2020년) 시장 전망
국내 ICT 생산액은 2016~2020년 연평균 3.1% 증가하여 2020년 511.4조원에 이를 것으로 전망되고, 동 기간 ICT 기기수출액은 연평균 2.2% 증가하여 1,885억 달러에 이를 것을 전망된다.
2016~2020년 정보통신방송서비스는 연평균 3.1% 증가한 83.8조원, ICT기기는 3.1% 증가한 380.2조원으로 예상되며, 소프트웨어 시장은 4.0% 증가한 47.4조원에 이를 것으로 예상된다.
통신서비스 부문은 유선통신서비스 가입자 감소추세가 완화되고, 이동통신 데이터의 증가함에 따라 전체 매출액은 증가할 것으로 예상된다. 방송서비스 부문은 유료방송서비스의 가입자 경쟁 심화로 수신료 매출은 감소할 것으로 예상되나, 프로그램 유통시장의 성장으로 매출 증가세는 지속될 전망이다.
통신기기 부문은 시장 성숙으로 성장률은 낮아지나 국내 네트워크장비업체가 해외진출을 강화하고 있으며 휴대단말기업체도 다양한 중저가 스마트폰과 모바일페이와 같은 서비스로 제품 경쟁력을 높이고 있어 플러스 성장률은 유지할 전망이다. 방송기기 부문은 신흥시장 보급률 상승, 선진시장의 교체수요 도래, 미디어 가전의 진화에 따라 기존 미디어제품을 대체하는 신제품 수요가 꾸준히 증가할 것으로 전망된다. 전자부품 부문은 기존의 IT기기 수요는 줄지만 IoT 시장 확대 및 신규 기기(예: 커넥티드 카, 웨어러블 기기 등) 수요 증가, 이에 따른 PCB(인쇄회로기판, Printed Circuit Board) 등 부품 수요 증가로 전자부품의 생산액이 증가할 것으로 전망된다. 반도체 시장에서는 인텔, TSMC 등 신규 경쟁자의 진입 및 중국 정부의 반도체 자급률을 높이기 위한 정책 지원이 시작되고, 디스플레이패널 시장에서도 중국 후발주자들의 공격적 생산이 본격화되면서 수출 여건이 악화될 것으로 예상된다.
소프트웨어 부문은 패키지 SW 업체들의 수출 노력이 강화와 IT서비스 기업의 빅데이터, IoT 플랫폼 기반 사업을 통해 수출이 성장할 것으로 전망된다.
□ 정책적 시사점
현재 국내 ICT 산업은 ICT 제조업 중심의 성장에 한계가 드러나면서 ICT 패러다임 변화에 신속한 대응이 요구되는 상황이다. 한국의 ICT 제조업은 전반적으로 높은 기술 경쟁력을 바탕으로 한국 경제의 주요 성장동력임은 분명하다. 하지만 현재의 급격한 성장둔화 추세는 ICT 제조업 중심 한국 ICT 산업이 주요 품목 시장의 포화와 후발 중국기업의 약진으로 더 이상 고성장을 유지할 수 없음을 시사한다. 여기에 ICT 산업의 패러다임은 하드웨어에 소프트웨어 애플리케이션을 결합하여 새로운 형태의 서비스를 제공하여 부가가치를 창출하는 방향으로 변화하고 있는데, 이 분야에서 한국 ICT 산업은 아직 취약한 실정이다.
따라서 중장기적인 관점에서 ICT 산업의 구조변화를 촉진해야 할 필요성은 더욱 높아졌다. IoT, 클라우드, 빅데이터, 소프트웨어를 중심으로 재편되고 있는 글로벌 ICT 생태계 변화에 발맞추어 정책 방향을 설정해야 한다. ICT 융합 서비스 수요를 창출하여 국내 벤처·스타트업을 비롯한 ICT 신산업 기업들이 성장하고 역량을 키울 수 있도록 융합 분야 사업을 지속적으로 추진할 필요가 있다. 또한 이들 ICT 기업의 세계화를 위해 패키지형 전략상품의 개발과 수출, 지역 맞춤형 수출 지원정책을 확대하고 창의인재 양성을 강화함으로써 해당 기업들의 역량을 기본부터 제고할 수 있어야 한다.
또한 ICT 제조업은 기존의 경쟁력을 유지하기 위한 연구역량 강화가 앞으로 더욱 중요해질 것이므로 이에 대한 지원책은 유지·확대되어야 한다. 또한 수출에서 절대적 비중을 차지하는 가공무역 중심의 대중 수출 전략을 변화시켜 향후 중국 ICT 소비재 시장을 적극적으로 공략할 필요가 있다. 이와 동시에 수출 다각화를 통해 ICT 산업의 대중 의존도를 적정 수준에서 유지하여 성장성과 안정성을 동시에 확보하는 전략적 접근이 요구된다.
이에 더해 ICT 분야의 기술발전은 새로운 형태의 융합 서비스를 계속 등장시키면서 정책 결정자에게 새로운 도전 과제를 제공하고 있다. 부처 간 칸막이 규제 제거와 같은 규제 완화 뿐만 아니라 기술변화의 방향과 사회적 영향을 이해하여 다양한 신규 서비스가 창출될 수 있는 환경을 조성해야 할 것이다.

□ Changes in the ICT market
In 2016, global growth is projected to improve compared to 2015, but the expected growth rate has been gradually going down reflecting the economic downturn in the global economy. The IMF forecast the global economy to grow by 0.5%p from 3.1% in 2015 to 3.6% in 2016, while the OECD projected 3.8% global economic growth for 2016, up 0.7%p from 3.1% in 2015.
Slowing growth in 2015 is attributed to the sluggish recovery of developed economies except for the U.S., the slowdown in China’s economy and financial instability triggered by a Greek default, and this trend is expected to continue in 2016. Amid the U.S. maintaining its strong growth trends, modest economic recovery in Europe and Japan, rising industrial production and a recovery in domestic demand in emerging economies are forecast to lead to the global economic recovery. However, panic in domestic demand in the U.S. economy and the global financial market caused by increases in U.S. interest rates and the possibility of a dramatic fall in China’s growth rate are still posing threats to global economic growth. In the mid- to long-term, aging population and the fiscal burden in developed countries and declining potential growth rates in emerging economies due to slowing capital growth and falling productivity are projected to push down global growth.
Korea’s economic growth is expected to post slightly over 3.0% for 2016, a modest increase from the previous year, thanks to recovery in exports and private consumption, and an increase in equipment investment. However, the recovery in exports and private consumption is projected to be modest due to China’s slow growth trends and the burden of household debts, respectively. In addition, the changing domestic and foreign investment environments with rising uncertainties caused by the interest rates hikes in the U.S. will likely suppress growth in equipment investment in Korea.
Under the assumption that the global economy will continue to maintain its growth path in the long run, exports will increase but the growth rates will remain modest. Private consumption in the long run is also unlikely to go up by a large margin because of structural factors such as aging population and household debt. In the meantime, equipment investment is expected to show a long run downward trend due to uncertainties in exports including slow growth trends in advanced economies and China’s sluggish growth. Nevertheless, considering the evolving ICT environment, especially the Internet of Things (IoT), is projected to boost demand for non-memory semiconductors, this could lead growth in equipment investment in related areas to some extent.
According to Gartner, a global IT market research firm, the IT market is expected to post a negative growth of 4.9% to USD 3.6 trillion in 2015 due to the stagnation in the telecommunications service, device and IT service sectors, but will likely to rebound by 1.7% in 2016 with growth in the business software and IT service sectors. While spending on telecommunications services will remain the highest in the IT market, a biggest drop is expected due to falling service prices and intensifying competition. The data center sector, the second highest in amount, is also projected to show sluggish growth. As for the device sector, while PC and tablet sales have already showed a slowdown across the world, global smartphone sales growth has started to cool. The expected fall in device growth sales, however, is forecast to be slight thanks to the rising popularity of Apple’s iPhone in China. Enterprise software spending is projected at USD 32 billion in 2016, up 6.2% from the year earlier.
□ Long-term ICT Market Outlook (2016~2020)
1) 2016 ICT market outlook
Production in the ICT industry is expected to increase by 1.6% year on year to KRW 451.7 trillion in 2016. The broadcasting and telecommunications service industry is forecast to grow by 2.5% to KRW 74.3 trillion, the ICT device industry by 1.0% to KRW 336.9 trillion, and the software industry by 5.0% to KRW 40.6 trillion in 2016. In the meantime, ICT device exports are expected to post a negative growth of 0.1% to USD 172.76 billion in 2016.
The downward trend in telecommunications services is likely to continue due to diminishing revenue from fixed telephony, which is the result of the substitution of mobile calls for fixed-line calls in addition to falling sales in broadband network services with the expansion of bundled products. Although the migration to data-oriented and LTE price plans will likely to drive increases in ARPU, the wireless telecommunications service industry is expected to post a lower total revenue in 2016 on account of temporary effects arising from the introduction of new price plans. The broadcasting service sector in 2016 is forecast to grow modestly thanks to increases in retransmission and program sales of terrestrial broadcasters, digital conversion of pay TV services and growth of the program provider sector. As for the broadcasting and telecommunications convergence service industry, robust growth in the IPTV market, and in the fixed and mobile content market, which includes the Internet game and online advertising sectors, is projected in 2016.
The ICT device market is forecast to see a moderate growth in exports of key items such as smartphones, displays and semiconductors as the expanded overseas production of ICT devices and delayed global economic recovery will likely push down the demand. In the telecommunications equipment sector, global telecommunications service providers are expected to increase investments in network equipment in preparation for an explosive growth in mobile traffic triggered by the increasing adoption of the IoT, while production of mobile handsets is likely to maintain a downward trend. Production of broadcasting equipment in 2016 is forecast to rise with slowly-recovering exports, rebounding domestic demand as well as the base effect from the market slowdown in 2015. Amid the global ICT market slowing down in 2016, Korean manufacturers of electronic components are likely to adjust production volumes in order to respond to price drops caused by chinese competions’ production expansion. which is expected to reduce the production value by a small margin. Slowing demand for consumer electronics such as smartphones and TVs coupled with falling prices due to excess supply is projected to result in lower electronic component export values in 2016. As for the semiconductor market, a negative growth is forecast in the memory semiconductor sector because of the declining demand for PCs, handsets and consumer electronics. The display panel market is projected to see saturation in the LCT TV market with shipments of all types of panels except for TVs going down in 2016. Software exports are forecast to grow as packaged software firms strengthen their efforts to increase exports and IT service providers expand their business that is based on big data and IoT platforms.
2) Long-term ICT Market Outlook (2016~2020)
ICT production in Korea for the period of 2016~2020 is projected to grow by an annual average of 3.1% to KRW 511.4 trillion in 2020, while exports of ICT devices are expected to increase by 2.2% on average per year for the same period to USD188.5 billion.
During 2016~2020, the broadcasting and telecommunications service industry is forecast to grow by an annual average of 3.1% to KRW 83.8 trillion, the ICT devices industry by 3.1% to KRW 380.2 trillion, and the software industry by 4.0% to KRW 47.46 trillion. For the same period, exports of ICT devices are projected to reach USD 188.5 billion, up by an annual average of 2.2%.
The decline in fixed telecommunications subscriptions is likely to slow down, while the overall sales of the telecommunications service industry are expected to go up with increasing use of mobile data services. As for the broadcasting service industry, revenue from TV license fees will likely decline due to intensifying competition over pay TV service subscriptions, but the upward trend in revenue is expected to maintain thanks to the growth of the program distribution market.
Despite the slowing growth trend due to the market saturation, the telecommunications device industry will likely continue to grow with Korean network equipment manufacturers gearing up for entry into the global market and mobile handset makers enhancing their product competitiveness by rolling out a range of low-priced smartphones and new services such as mobile payment services. The broadcasting equipment industry is expected to see a gradual increase in demand for replacements for existing media products due to rising penetration in emerging markets, replacement demand in advanced markets and the evolution of media electronics. With regard to the electronic component sector, despite the declining demand for existing IT devices, production is projected to increase due to an increase in demand for key components resulting from the expanding IoT market and growing demand for new devices such as connected cars and wearable devices. Exports of semiconductors will likely weaken in the long run with the emergence of new competitors including Intel and TSMC and the policy support by the Chinese government to decrease foreign dependence in semiconductors production. The display panel industry is also likely to witness its exports declining when Chinese competitors begin their production in earnest.
Exports of software is forecast to grow over the period of 2016-2020 thanks to the efforts by packaged software companies to increase their exports and the expansion of big data and IoT platform-based businesses by IT service firms.
□ Policy implications
Today, a new ICT paradigm is required for Korea’s ICT industry since the limitations of manufacturing-driven growth have been recognized. The ICT manufacturing sector in Korea remains as a growth momentum for the Korean economy based on its high level of technological prowess. However, the rapid slowdown in the domestic ICT industry shows that it would not be able to maintain its upward growth trend with increasingly saturated markets and the rise of Chinese latecomers with the current manufacturing-oriented structure. While the global ICT industry has been moving toward creating value added by offering new forms of services based on varying combinations of hardware and software applications, Korea has been sluggish to proactively respond to such a paradigm shift.
In this respect, the structural transformation of Korea’s ICT industry is all the more important in the mid to long term. The government should also set a policy direction for the industry in accordance with changes in the global ICT ecosystem that are driven by emerging ICT sectors including the IoT, cloud computing, big data and software. In addition, convergence services should be strategically supported by the government for the growth and capacity-building of new ICT businesses and startups and the creation of new demand for ICT convergence services. The development and exports of strategic product packages, customized export support policy measures and the cultivation of creative talents are some of examples that could build up the capabilities of businesses in the ICT convergence industry that attempt to go global.
To help maintain the competitive edge of the ICT manufacturing sector, the government should expand its support for R&D. There is also a need to change the current ICT export structure, which is highly dependent on processing trade, and to aggressively target the ICT consumer goods market in China in the long term. At the same time, the Korean ICT industry’s trade dependency on China should be closely monitored to remain at an appropriate level through export diversification in order to strike a balance between growth and stability.
In the meantime, technological advances in the ICT sector and the emergence of new types of convergence services pose a series of new challenges to policy makers. In response, the government should create a favorable environment for a wide variety of new services based not only on deregulation but on the accurate understanding of the direction of technological evolution and its impact on the society.
