본 사업단은 기후변화에 대응한 식품안전관리를 위한 핵심과제를 성공적인 수행을 통하여, 기후변화대응 식품안전을 사전에 예측하고 화학적, 생물학적 및 물리학적 위해인자 영향 분석을 수행하며, 이산화탄소 저감화 가공기술과 위험요인 관리 기술을 개발하며, 대국민 안전의식을 강화할 수 있는 기후변화적응 전략 및 관리체계를 구축함으로써 궁극적으로 기후변화에 적응하는 녹색 성장 기술을 통하여 국민의 안전하고 건강한 식생활을 보장하고 식품산업의 녹색성장 도약을 유도하고자 수행되었다.

본 사업단은 기후변화에 대응한 식품안전관리를 위한 핵심과제를 성공적인 수행을 통하여, 기후변화대응 식품안전을 사전에 예측하고 화학적, 생물학적 및 물리학적 위해인자 영향 분석을 수행하며, 이산화탄소 저감화 가공기술과 위험요인 관리 기술을 개발하며, 대국민 안전의식을 강화할 수 있는 기후변화적응 전략 및 관리체계를 구축함으로써 궁극적으로 기후변화에 적응하는 녹색 성장 기술을 통하여 국민의 안전하고 건강한 식생활을 보장하고 식품산업의 녹색성장 도약을 유도하고자 수행되었다.
2010년 식품안전관리 선진화를 목표로 4개의 중단위 23개 세부과제로 시작되어, 각 중단위별 독립성을 유지하며 중단위별 개발된 결과가 연계되도록 하여 2014년에는 3개의 중단위, 17개의 세부로 진행되었다.
1중단위는 사업단 운영 및 기후변화대응 식품안전분야 예측 및 영향평가를 통해 식품안전 관리방안 마련을 위한 기초자료를 제공하고, 대국민 홍보 및 교육을 통한 인식변화 유도 및 정보체계 구축을 하기 위한 연구이며, 2중단위는 기후변화에 따른 식품안전 위해인자의 영향분석, 감시, 모니터링을 통한 대응 관리방안 마련에 주력하였다. 3중단위에서는 식품의 제조가공, 유통 등 전반에 걸친 식품안전기술 개발 및 관리체계 구축을 통한 기후변화 사전대응 역량 강화 등의 연구가 수행되었다.
각 중단위별로 수행된 연구 결과를 살펴보면 다음과 같다.
제1중단 연구에서는 사업단 총괄 관리를 위해 운영규정을 제정하여 시행하였으며, 사업단의 소식, 정보 제공을 위한 국ㆍ영문 홈페이지를 구축하여 지속적으로 업데이트하고 있으며 식품안전 중장기 계획 수립 및 연구 과제를 기획하기위한 전문가를 초빙하여 위원회를 구성하였다.
국내ㆍ외 전문가 초청강연과 사업단 연구성과를 공유하기 위한 심포지엄을 2회 개최하였으며, 발표주제는 “한반도 기후변화 위협받는 식품안전”과 “미래의 식량 안보, 식품 안전 및 영양에 대한 기후변화의 영향”등이다.
또한 “한반도 기후변화, 식품안전과 우리의 미래”라는 주제로 1~5차년도 연구수행을 통하여 얻게되신 연구결과를 발표하는 성과발표회도 개최하였으며, 국내ㆍ외 기관과 교류협력을 위한 MOU 체결(4회)로 네트워크를 확대하였다.
기후변화 대응 식품안전 국가 DB 구축과 식품안전 분야 통합 영향평가 수행, 식품안전 시나리오 개발 및 검증, 사업단 성과 지침서의 사용적 친화적 e-book과 사업단의 연구성과에 근거한 국가차원의 기후 변화대응 전략 방향을 제시하고 이를 근거한 체계적인 적응전략 수립 및 의사결정 지원도구를 개발하였다.
기후변화에 의한 식품안전영향 및 식품안전확보방안 등에 대한 정확한 이해를 도모하기 위한 대국민 홍보방안(보도자료, 소비자 인식조사, 전시부스, 전시회) 및 홍보 컨텐츠(리플렛, 스마트폰 앱, 지하철 동영상, 교육홍보 컨텐츠)를 제공함으로써 국민의 인식전환 등에 기여하였다.
제2중단위에서는 기후변화에 따른 식품의 안전성을 확보하고자 기후변화 시뮬레이션을 통한 식중독세균, 기생충, 바이러스, 곰팡이독소, 마비성패독, 농약, 동물성의약품, 중금속, 식품첨가물, 이물 등 생물학적/화학적/물리적 식품 위해인자들의 영향을 분석하고 생물학적/화학적 신속검출법 개발연구를 병행하여 기후변화에 대응한 사전 예측관리방안을 마련하고자 하였다. 이를 위해서 기후변화 시나리오를 적용한 식중독세균, 기생충, 바이러스, 곰팡이독, 마비성 패독, 해양병원세균 등의 예측모델을 개발하였으며, 동물성의약품, 농약, 중금속 등은 메타분석을 통하여 안전관리 방안을 제시하였다.
또한 자기영동 크로마토그래피 기반 식중독균 신속검출법을 개발, 프로토타입을 제작하였으며, 다양한 항생제와 독소 등 화학적 위해인자를 신속하고 민감하게 검출할 수 있는 LIFM을 이용한 신속분석법과 화학발광을 이용한 신속분석법도 개발하였다.
기후변화 대응 위해인자 영향분석 모델의 통계적 조화를 위하여 기후변화 시나리오 추가 수집 및 CCFS-GIS Hazard Map을 개발하고 사업단 전체의 최종결과물 도출을 위한 타 세부과제와의 협업을 통하여 사업단 식품위해인자별 예측모델 점검 및 관련 통계상담 서비스를 제공하였다.
이상의 연구결과로부터 식중독세균, 기생충, 바이러스, 곰팡이독, 마비성패독, 동물성의약품, 농약, 중금속, 해양병원성미생물 등 식품위해인자의 기후변화에 따른 영향평가 및 안전관리전략기획서를 작성하였으며 성과확산을 위한 연구 성과활용 가이드 및 매뉴얼을 작성하였다.
제3중단위에서는 식품산업에서 발생하는 이산화탄소 배출 저감화 기술 및 식품 안전 확보를 위한 관리 기술 개발과 위생 관리 프로그램의 취약점을 보완하여 식품산업에서의 경쟁력 확보 및 효율적 관리 방안 마련의 연구를 수행하였다.
기존의 고에너지 소비 식품가공기술을 대체할 수 있는 새로운 위해인자 제어 공정으로서 과산화수소 증기 살균 기술, 전자선 조사 기술, 광펄스 살균 기술을 개발하였다. 과산화수소 증기 살균 기술과 전자선 조사 기술은 각각 신선채소류와 포장제품의 보관 및 유통 공정 중에 위해인자를 효과적으로 저감화하였고, 광펄스 살균기술은 가공용수로 사용되는 지하수의 노로바이러스를 효과적으로 저감화하는데 적용가능하였다. 전자선 및 광펄스와 같은 물리적 기술은 단독처리 때 보다 병용처리함에 있어서 살균효과가 증가하는 양상을 보였다.
유지식품산업에서 무-트랜스지방 및 식품유화제 생산할 때 기존의 고에너지 소비 화학적 반응을 대체할 수 있는 효소생물전환 공정을 개발하였으며, 식품유화제의 경우 다기능성(항균성, 항산화성)을 가지고 있기 때문에 유화식품의 유통 및 저장 기간의 연장을 위해 사용되는 살균기술의 에너지 소비를 낮춤으로써 이산화탄소 배출 저감화 효과를 극대화할 수 있을 것으로 예상한다.
기후변화로 인해 식품사고와 질병을 유발할 수 있는 해충의 식품 유입을 방지할 수 있는 천연방충물질을 함유한 미세캡슐 접착제를 종이상자 포장재 제조공정 중 적용함으로써, 박스의 외/내부, 골판지 틈새 및 실제 식품 속으로의 해충유입을 모두 효과적으로 방지함을 확인하였다.
안전한 식생활 보장 및 기후변화에 대응한 식품접객업소 위생 관리 방안 마련을 위해 기기ㆍ기구 및 환경 살균ㆍ소독을 위한 실용적인 살균소독법을 확보하였으며, 연구결과를 바탕으로 제작된 식품접객업소 위생관리기준 매뉴얼은 사전 예방적 식품 안정성 확보할 수 있을 것으로 예상한다.
기후변화대응 대체가공기술은 이산화탄소 배출 저감화에 적합하며, 해충유입방지 신소재 및 식품접객업소 위생관리기준 매뉴얼은 사전 예방적 식품 안정성 확보에 효과적이다. 식품산업 현장에 적용하였을 경우 가공식품의 품질 및 안정성 제고와 충분한 경제성을 가질 것으로 판단한다.

This research group has been performing comprehensive studies on the effects of climate change on food safety including the prediction of future food safety level, the effects of biological, chemical and physical hazards on food due to climate change, the process development of CO2 emission reduction in food manufacturing plants, control methods of hazards in food supply chains, and public education and training.
The vision of group was the ensuring healthy life for the people by construction the preventive control system for food safety against the climate change. First year in 2010, the group was organized with four units with 23 subjects and reshaped to three units with 17 subjects.
The unit I was focused on collecting and analyzing various information and data on climate change and developing a predictive model, improving consumer consciousness with regard t climate change and promoting international cooperation. The evaluation of the influence of biological, chemical and physical hazards on the food safety due to climate change was the target of unit II. The unit III was covered the control of potential hazards during processes, the development of CO2 emission reduction process, safe management in foodservice operation, etc.
The key outputs from unit I were successful management of research group by setting operation rules, opening and updates of homepage with Korean and english, establishing the future strategies of researches of food safety against climate change. The domestic and international symposium were held in Korea and joint symposium was organized in several international conferences. The public symposium for presenting the whole results of group was also given in 2014 and the mutual agreements between research group and several domestic and foreign agencies were established.
The national database system for food safety against climate change was built, and the food safety scenarios were developed to predict the future food safety. The strategic reports for future food safety policy consideration and e-book for easy output search were also prepared.
For public education and training, the survey of consumer perception on climate change, exhibition, mobile app development, the leaflets and food safety guldelines for extreme weather condition were distributed.
Influences of food poisoning bacteria, parasites, viruses, mycotoxin, paralytic shellfish poison, animal medicines, pesticides, heavy metals and marine pathogenic bacteria were analyzed through simulation study to secure food safety from climate-change. And biological/chemical rapid detection methods were are studied at the same time. From these results, we tried to prepare predictive program correspond to climate-change.
The predictive models of food poisoning bacteria, parasites, viruses, mycotoxin, paralytic shellfish poison, animal medicines, pesticides, heavy metals and marine pathogenic bacteria were developed, and safety programs of animal medicines, pesticides and heavy metals were prepared from meta-analysis correspond to climate-change.
The rapid detection method using magnetic-phoresis chromatography for detection of food poisoning bacteria was developed and prototype device was made. The rapid detection method using LIFM was also developed for detection of various antibiotics and toxins.
CCFS-GIS Hazard Map was developed for statistical match of predictive model of risk factor in food correspond to climate-change and the services for inspection of each predictive model and consultation of statistics were provided through cooperative study with other researchers.
From above results, the strategic plans for safety control of food poisoning bacteria, parasites, viruses, mycotoxin, paralytic shellfish poison, animal medicines, pesticides, heavy metals and marine pathogenic bacteria were drawn and the guide and manual for proliferation of those results were also drawn.
In the third research team, it conducted a study on achieving competitiveness of the food industry and preparing for effective management plans by developing the technology to reduce carbon dioxide emission occurring in the food industry and food safety management system for foodservice establishments through safety control vulnerability evaluation.
It developed hydrogen peroxide vapor (HPV), electron beam irradiation (EBI), and intense pulsed light (IPL) sterilization technology as a process of controlling risk factors to replace the conventional high energy consumption food processing technology. The efficacy of HPV treatment against foodborne pathogens on fresh produce, EBI against foodborne pathogens in packaged food products, and IPL against norovirus in ground water for processing water were validated with low energy consumption. The sterilization efficacy showed a tendency to increase in a combination treatment of EBI and IPL on agricultural products rather than a single treatment.
Enzymatic bioconversion technology to replace the conventional high energy consumption chemical reactions when producing food emulsifier and trans-free structured lipid in fat and oil industry was developed. It is expected for food emulsifier to maximize the effects of reducing carbon dioxide emission by lowering the energy of the sterilization technology used for the distribution and an extension of the storage period of emulsified foods due to its anti-bacterial and anti-oxidant activity.
By applying microcapsulated paper adhesives containing natural insect-repelling agent (cinnamon oil) to repel moth larvae that could result in food accidents and diseases due to climate change, it was confirmed to prevent moth larvae’s invasion at outside/inside the paper box, corrugated paper board niches and foods.
Practical procedure for cleaning and sanitizing of food and utensil equipment in restaurants was obtained to ensure dietary life of safety and to develop food safety management system for foodservice establishments. It is expected that food safety management manual made based on the results have proactive food safety.
It was determined that alternative food processing technology, new material development technology, and food safety management manual for climate changes were effective in reducing carbon dioxide emissions and having proactive food safety. In the case of applying them to the food industry, they would have the quality of processed foods and stability enhancement and be economically feasible.
