This report aims to support the involved research communities in their research activities by introducing domestic and overseas trends surrounding the “Korean Innovation Survey” and providing major case studies of analysis based on this data.
□ Survey Trends and Guidelines for the Use of Findings
Survey history, sampling size, questions on issues per round, and cautions are sorted and presented. We also guide you through how to use data by visiting the Survey and Korea Statistics Information Service websites as well as submitting a data request.
Furthermore, trends of the European Community Innovation Survey and other global innovation surveys are introduced, which include trends in the United States, Canada, Japan, China, New Zealand, Latin American countries and African countries. In the meantime, OECD and EUROSTAT are pushing forward with the revision of the Oslo Manual, global guidelines for collecting and interpreting innovation data, with the goal of publishing the fourth edition in 2017 to reflect recent changes in innovative activities and polices.
□ Research trends related to innovation surveys
Studies utilizing innovation survey data have been under way in various fields, while analyses of factors influencing corporate innovation as well as innovation efficiency, innovation patterns, and employment effects are attracting attention. Researchers are actively engaged in country-level and industry-level comparisons as well as comparisons of enterprises operating in the same continent. Taking one step further, government programs to support innovation aimed at enhancing corporate performance also constitute core research topics. Recently, an “eco-innovation” module has been added to the European Community Innovation Survey.
□ Impact of foreign direct investments (FDI) on innovation by domestic companies
An empirical analysis of the impact of foreign direct investments on innovation among domestic companies from the perspective of organizational learning was carried out using the Korea Innovation Survey data, corporate finance data (KIS Values) provided by NICE Investors Service and FDI data of the Ministry of Trade, Industry and Energy.
The results confirm FDI’s positive impact on product innovation, but its impact on process innovation was found to be insignificant. Also, organizational innovation was found to have a complete mediating effect on product innovation, while its impact on process innovation was dismissed as insignificant.
□ Analysis on the impact of the public procurement system on corporate innovation
An exploratory study was conducted on ways of utilizing public procurement policies focusing on the “public procurement” questions that were included in the Korean Innovation Survey for the first time. Specifically, we will detail how public procurement and innovation are related to each other. We will also present an empirical analysis of the impact of the public procurement system on product innovation.
According to the analysis results, the existing public procurement system did help increase revenues for businesses, but it also generated a problem: Companies participating in the public procurement market tend to neglect research and development. In order to resolve this problem and improve the effectiveness of the public procurement system, this study has established that the system should be built on “public procurement for innovation,” which specifies innovation requirements in contract terms.
□ Mediating roles of user innovation
We conducted a key analysis of user innovation using manufacturing industry data from the 2014 Korean Innovation Survey. First of all, we intended to identify determining factors that influence user innovation. Second, we analyzed the impact of user innovation on the introduction of first-in-the-market product innovation by enterprises.
The analysis results confirm that user innovation increases the likelihood of introducing first-in-the-market product innovation and partially facilitates business collaboration activities especially and first-in-the-market product innovation in the positive direction.
Meanwhile, according to the results of analysis, the subcontractor relationship ― which is unique to the Korean business environment ― adversely affects chances of first-in-the-market product innovation despite its contributions to increasing the probability of mediation by user innovation. This means that user innovation arising from the subcontractor relationship works as a barrier to the introduction of highly innovative products. Besides this, it turns out that the impact of financial support from the government on the introduction of user innovation or first-in-the-market products is not statistically significant. This calls for policy considerations of the analysis results.
