‘OECD 교육 2030: 미래 교육과 역량(The Future of Education and Skills: the OECD Education 2030 Project)’은 DeSeCo(1997-2003) 사업의 2.0 버전으로서 미래 사회가 요구하는 핵심 역량(1주기: 2015-2018) 및 이를 육성하기 위한 방법(2주기: 2019-)을 탐색하는 것을 목적으로 한다. 2015년부터 시작된 이 사업이 올해 초 OECD 전체 회원국에 적용되는 2017-18년 사업계획(PWB)으로 선정됨에 따라, 우리나라의 사업 참여도 본격화되었다.
‘OECD 교육 2030: 미래 교육과 역량(The Future of Education and Skills: the OECD Education 2030 Project)’은 DeSeCo(1997-2003) 사업의 2.0 버전으로서 미래 사회가 요구하는 핵심 역량(1주기: 2015-2018) 및 이를 육성하기 위한 방법(2주기: 2019-)을 탐색하는 것을 목적으로 한다. 2015년부터 시작된 이 사업이 올해 초 OECD 전체 회원국에 적용되는 2017-18년 사업계획(PWB)으로 선정됨에 따라, 우리나라의 사업 참여도 본격화되었다. 이런 배경에서 본 연구는 OECD 교육 2030 사업을 전체적으로 조망하여 우리나라의 시각에서 가능성과 한계를 분석하고, 우리나라가 이 사업에 참여하기 위한 계획을 세워보는 것을 목적으로 한다.
구체적으로, 본 연구의 목적은, 첫째, OECD 교육 2030 사업을 파악하고, 우리나라의 시각에서 이 사업의 가능성 및 한계를 검토하고자 한다. 둘째, 우리나라가 ‘교육 2030’에 적극적으로 참여하여 OECD 교육 2030 사업이 가지는 가능성을 충분히 활용하고, 나아가 우리나라가 향후 국제 교육 논의에서 주도적인 역할을 담당할 수 있도록 사업 참여를 위한 로드맵을 제시하고자 한다. 주요 연구 내용으로는, 첫째, OECD 교육 2030의 현황을 분석하였다. 둘째, OECD 교육 2030의 목적·계획·추진경과·성과 등을 고려할 때, 우리나라의 맥락에서 이 사업이 갖는 가능성과 한계를 분석하였다. 마지막으로, OECD 교육 2030 사업 현황과 예상되는 가능성과 한계를 고려하여 우리나라의 교육 2030 사업 참여를 위한 계획을 수립하였다. 주요 연구 내용을 요약하면 아래와 같다.
OECD 교육 2030 사업 현황 분석
● 목적
OECD 교육 2030 사업은 2015년부터 2018년까지 1주기 사업이 진행되며, 1주기 사업이 성공적으로 진행되면 2019년부터 2주기 사업이 진행될 예정이다. 1주기 사업에서는 미래사회(2030년)에 요구되는 인지적·사회적·정의적 역량이 “무엇”인지에 대한 탐색을 목적으로 하고 있다.
즉, OECD 교육 2030 1주기 사업에서는 사회경제적 맥락(meta-level)에서 2030년에 학생들에게 요구되는 지식, 기술, 태도, 메타인지를 파악하고; 교육정책 수준(macro-level)에서 현재 교육 정책 및 교육과정을 통해 육성되고 있는 지식, 기술, 태도, 메타인지 및 요구되는 역량과 각 국가에서 육성되고 있는 역량 간의 격차를 탐색하는 것을 목적으로 한다. 구체적인 목표로는 합의된 분류체계와 용어를 갖춘 ‘21세기 역량 개념틀’(OECD 21st Century Competencies Framework) 개발을 제시하고 있다. 2주기 사업에서는 21세기 역량을 “어떻게” 기를 것인지에 대한 탐색에 초점을 둘 예정이다. 즉, OECD 교육 2030 2주기 사업에서는 선정된 미래 역량을 육성하기 위해 필요한 교육체제, 학습 환경, 교수방법, 평가방법 등에 대한 탐색이 이루어질 예정이다.
● 추진 경과
‘Education 2030’이라는 이름의 사업은 2015년 4월에 실시된 제 17차 EDPC 회의에서 처음으로 발표 및 논의되었다. 이후, 2015년 7월 제 1회 비공식 작업반 회의가 개최되었고, 12월에는‘교육 2030’이라는 주제로 한 OECD-일본 공동세미나와 제 2차 비공식 작업반 회의가 개최되었다. 제 2차 비공식 작업반 회의에서는 OECD 21세기 역량 개념틀이 처음으로 발표되었으며, 교육과정 설문지의 아웃라인이 논의되었다. 2016년 4월에 실시된 제 19차 EDPC 회의에서 교육 2030은 2017-18년 OECD 정규 교육 사업으로 채택되었다. 2016년 5월에 제 3차 비공식 작업반 회의가 프랑스 파리에서 개최되었으며, 11월에는 제 4차 비공식 작업반 회의가 중국 북경에서 개최되었다.
● 추진 성과
OECD 21세기 역량 개념틀(안) 개발(2015년~ )
2016년을 기준으로 OECD 교육 2030 사업의 성과를 살펴보면, 우선, 미래 핵심 역량 개념틀(안) 개발을 들 수 있다. 교육 2030의 1주기 사업(2015-2018)은 미래에 요구되는 핵심역량이 무엇인지를 규명한다는 목표 아래, OECD 21세기 역량 개념틀 개발을 위해 2015년부터 개념틀 초안을 개발하고 논의하면서 수정해 가는 작업을 계속해 오고 있다. 역량 개념틀의 개발은 각 국가의 교육과정 재설계 과정을 돕는 것을 주요 목적으로 하는 것으로, 기존 역량 개념틀을 대체하려는 것이 아니라 공통의 언어를 개발하고 기존의 역량틀과의 시너지효과를 만들어 현장의 변화를 가져오는 것을 목표로 한다는 것을 명확히 하고 있다(OECD, 2015a:9).
제 3차 IWG에서 논의된 내용을 고려하여 수정된 제 4차 IWG(2016. 11)에서 발표된 학습 개념틀은 이전의 개념틀과는 확연히 달라진 모습으로 수정되었다. 제 3차 IWG에서 논의된 개념틀이 비교적 단순하게 지식·스킬·태도 및 가치로 구분된 역량 분류(범주 및 세부 역량)에 대한 내용만을 담고 있었던 것에 비해, 제 4차 IWG에서 발표된 학습 개념틀은 이전에 비해 훨씬 복잡하게 구성되어 있다. 즉, 이번 학습 개념틀에서는 이전의 역량 범주와 세부역량뿐만 아니라 2030년의 세상에서 요구되는 역량의 영역을 아우르는 핵심 역량, 역량 개발 사이클, 그리고 2030년 세상의 윤리적 지향성을 포함시키고 있다.
교육과정 정책 설문 개발 및 분석(2015년 하반기 ~ )
OECD 교육 2030의 두 번째 주요 성과는 교육과정 정책 설문 실시이다. OECD 21세기 미래역량 개념 틀은 미래 사회에서 반드시 필수적인 요소로 예상되는 역량뿐만 아니라 현재 각 국가교육과정에서 강조하고 있는 교육내용도 포괄하고자 하였다. 그런 목적을 위해 2016년 대표적인 프로젝트로 희망하는 국가를 대상으로 한 ‘교육과정 정책 설문’이 실시되었다. 교육과정 정책 설문(Curriculum Policy Questionnaire, CPQ)은 OECD 교육 2030의 교육과정 분석의 일부로서, 교육과정 재설계와 정책적 전략에 대한 기초 지식을 형성하는 것을 목적으로 실시되었다(OECD, 2016h). 교육과정 정책 설문은 교육과정의 목표 및 내용뿐만 아니라, 교육과정 개정 과정, 실행, 평가, 어려움 등 교육과정 전반에 대한 방대한 분량의 정보를 담고 있었다. 11월 기준으로 13개의 국가에서 설문에 참여하였으며, 제 4차 비공식 작업반 회의에서는 설문에 대한 기초분석 결과를 발표하였다.
OECD 21세기 역량 개념틀 용어사전 개발(2016. 5 ~ )
마지막으로, OECD 교육 2030의 주요 성과로는 21세기 역량 개념틀 용어사전 개발을 들 수 있다. 제 3차 비공식 작업반 회의에서 초안이 발표되었고, 제 4차 비공식 작업반 회의에서는 수정안이 발표되었다. 용어사전은 교육 2030 사업의 역량 개념틀 및 교육과정 분석뿐만 아니라 국제 사회가 21세기 교육(역량, 교육과정)에 대해 논의할 수 있는 공통된 언어와 정의를 제공하려는 목적을 지닌다(OECD, 2016j). 제 4차 비공식 작업반 회의에서 공개된 용어사전에 의하면, 핵심 용어의 정의를 제시하고 그 정의의 출처가 어디인지를 같이 제시하고 있다.(OECD, 2016j)
향후 계획
OECD 2030 1주기 사업의 향후 계획 중에서 윤곽이 드러난 대표적인 계획으로는 (1) 교육과정 내용 맵핑(CCM, Curriculum Content Mapping), (2) 교육과정 심층 분석 1: 수학, (3) 교육과정 심층 분석 2: 체육, (4) 교육 2030 역량 개념틀 타당화를 위한 설문조사를 들 수 있다. 또한, 이런 구체적인 프로젝트의 결과를 반영하여 지속적으로 역량 개념틀을 수정하고 1주기 사업이 마무리되는 2018년까지 미래 핵심 역량 개념틀 최종본이 개발될 예정이다. 뿐만 아니라, OECD는 2018년까지 (1) 교육과정 개발·실행 지원을 위한 온라인 툴킷 개발, (2) OECD, 국가, 학교, 학생 수준의 (새로운 및 종전의) 평가 개발을 위한 로드맵 개발의 계획을 밝히고 있다(OECD, 2016c).
OECD 교육 2030 사업의 1주기 사업이 성공적으로 실시되면 2019년부터 2주기 사업이 시작될 예정인데, 2주기 사업의 구체적인 계획에 대해서는 아직 밝혀진 바가 없다. 다만, 사업 제안서에 의하면, 교육 2030의 2주기 사업에서는 선정된 미래 역량을 개발할 수 있는 방법에 대한 탐색에 집중할 것이라고 명시하고 있다(OECD, 2015c). 즉, 미래 핵심 역량을 육성할 수 있는 교육체제를 탐색하는 것을 목적으로 교육과정, 교수방법, 평가방법, 교사교육, 교육 환경, 거버넌스 등 굉장히 넓은 범위가 언급되고 있다. 따라서 2주기 사업은 1주기에 선정된 미래 핵심 역량을 함양할 수 있는 교육시스템의 모습을 탐색하는 것을 목적으로 두지만, 구체적으로 어떤 부분에 초점을 두면서 어떻게 진행 될지에 대해서는 아직 판단하기 어렵다.
OECD 교육 2030의 가능성과 한계
OECD 교육 2030의 가능성과 한계는 (1) 사업의 내용 및 범위, (2) OECD 교육 사업이 갖는 파급효과, (3) 국제 비교 연구이면서 국내 협업을 요구한다는 추진 절차상의 특성 측면에서 분석하였다. 구체적으로, 사업의 내용 및 범위 측면에서, 우선, OECD 교육 2030은 미래 핵심 역량 선정을 위해 미래 사회 변화의 경향에 대한 체계적인 분석을 강조하고 있으므로, 우리나라가 미래 사회 변화 경향에 대해 보다 폭넓게 이해하는데 기여할 수 있을 것으로 기대한다. 또한, 교육 2030은 미래 핵심 역량을 선정하고 역량 개념틀 개발을 주된 목적으로 하고 있으므로, 우리나라 교육이 지향하는 바와 이에 적합한 핵심 역량은 무엇일지에 대해 논의의 장을 마련함으로써 우리나라가 지향하는 교육적 목표와 이에 적합한 핵심 역량을 선정·개념화하는데 많은 도움이 될 수 있을 것으로 분석된다. 뿐만 아니라, OECD 교육 2030 사업은 선정된 미래 핵심 역량을 기를 수 있는 교육시스템 설계 및 개발을 지원하겠다는 목적으로 교육과정에 초점을 두고 접근하고 있기 때문에, 우리나라 (총론 및 교과) 교육과정 설계를 성찰하고 우리나라의 교육과정 설계 및 조직에 많은 시사점을 줄 수 있을 것으로 예상된다. 또한, 2주기 사업에서 본격적으로 다루게 될 핵심 역량 개발 방법에 대한 탐색은 지식 전수식의 교수학습 방법과 단편적인 지식 평가에 집중된 평가방법을 개선하는데 많은 도움이 될 수 있을 것으로 기대된다.
OECD 교육 사업이 국제사회에 미치는 파급효과가 크다는 측면을 고려할 때, OECD 교육
2030 사업의 내용 및 범위가 갖는 가능성과 한계는 훨씬 극대화될 수 있다. OECD의 연구결과는 우리나라의 현주소를 파악하는데 기준으로 활용될 뿐만 아니라 정책 입안을 위한 기초자료로 활용되고 있다. 따라서 교육 2030에서 얻은 연구 결과는 미래 사회 변화를 고려한 교육의 장기적인 비전 모색, 미래 핵심 역량 선정, 역량 중심 교육과정의 설계 및 조직, 학생 중심적 교수 학습방법 활성화, 과정 평가 및 수행 평가의 활성화, 역량 중심 교육을 위한 교사 교육·학습 환경·거버넌스 등을 위한 정책 기초자료로 활용될 수 있을 것이다.
사업 추진 절차적 측면에서 OECD 교육 2030은 교육과정 국제 비교 연구의 성격을 가진다.
우리나라의 교육과정을 다른 국가들과 비교하는 작업은 우리나라 교육과정을 성찰하고 반성해 보는 기회를 제공할 뿐만 아니라 다양한 국가의 사례는 우리나라 정책 수립의 과정에서 벤치마킹할 수 있는 사례가 다양해진다는 측면에서도 의의가 있다. 또한 사업의 내용과 범위의 방대함으로 인해 국가정책연구기관간의 국내 협업이 요구되는 것은 교육과정 및 교육 정책 전반에 대한 논의에서 기관간 협력을 강화시키는데 기여할 수 있을 것으로 예상된다.
OECD 교육 2030 사업은 이런 긍정적인 측면뿐만 아니라 한계 또는 위험도 내포하고 있는 것이 사실이다. 우선, 각 국가의 사회·문화·경제·역사적 상황이 상이하므로 모든 국가에게 적합한 개념틀을 개발하는 것은 불가능하다는 점이 사업의 한계로 지적되었다. 따라서 OECD에서 개발한 역량 개념틀이 우리나라의 상황을 대변하기에는 부족할 수밖에 없다는 점에 대한 인식이 필요하고, 역량틀 및 핵심 역량 요소에 대한 논의의 진행경과를 면밀히 파악하면서 이에 대한 우리나라의 교육적 요구를 반영한 의견을 개진하는 노력이 필요하다는 점을 강조하였다. 또한, OECD 교육 2030은 핵심 역량 향상을 위한 교수학습 및 평가 방법에 대해 시사점을 제공할 것으로 예상되지만, 핵심 역량을 평가하는 방법에 대해서는 아직 밝혀진 부분이 적다. 그럼에도 불구하고, OECD 교육 2030에서의 역량 평가방법에 대한 탐색은 PISA 등과 같은 국제비교조사로 연결될 가능성 있다. 따라서 역량 중심 교육에서의 평가방법(기준 및 내용 포함)에 대한 연구는 보다 집중적으로 이루어질 필요가 있다고 강조하였다. 마지막으로 기관간의 협력이 요구된다는 것은 유관기관간의 협력을 강화하는 기회가 되기도 하지만, 기관간의 상이한 이해관계 및 전문분야 중복 등으로 인해 대외 국제협력 관계의 통일적인 교섭과 통합된 연구역량 발휘에 어려움을 야기할 수도 있다는 점이 지적되었다. 이를 방지하고 다양한 유관기관간의 협력을 도모하기 위해 OECD 교육 2030 사업 유관기관 협의회를 정례화하는 것을 제안하였다.
이 외에도, 핵심 역량 함양을 위한 교육과정 설계 및 개발을 위해 다른 나라의 사례를 받아들일 때는 다양한 가능성을 고려하면서 신중하게 진행되는 것이 필요하다는 점과 역량 중심 교육과정과 관련된 우리나라 사례에 대한 연구가 필요하다는 점을 강조하였다. 또한, 사업 관련자들은 OECD 교육 사업의 파급효과에 대한 인식을 바탕으로 책임감과 사명감을 갖고 사업에 임하고, 우리나라의 교육적 이익을 위해 적극적으로 목소리를 내는 것이 필요하다는 점을 시사점으로 제시하였다.
OECD 교육 2030 사업 참여 계획
OECD 교육 2030 사업에 우리나라가 참여하는 목적은 다음 세 가지를 제안하였다. 첫째, 미래역량에 대한 국제적인 논의에 참여하고 우리나라의 상황과 필요를 고려하여 우리의 목소리를 내기 위함이다. 둘째, 미래 역량 및 역량 개발 방법과 관련하여 우리나라 교육의 현주소를 성찰함으로써, 우리나라 교육체제가 보다 미래지향적이고 바람직한 방향으로 성장해 가는 기회로 삼는다. 셋째, 우리나라 교육의 우수한 점을 세계적으로 알리는 기회로 삼는다. 위의 OECD 교육 2030 사업 참여 목적을 고려하여 사업 참여 원칙으로는 (1) 주도적 참여, (2) 협력적 참여, (3) 전략적 참여의 세 가지를 제시하였다. 이런 참여 목적과 원칙을 바탕으로, 우리나라 국가 정책연구기관들의 전문성과 교육과정의 개발·실행·평가 과정에의 관련성을 고려하여 OECD 교육 2030 유관기관을 선정하고 각 기관의 역할 및 조직도를 제시하였다. 또한, OECD 교육 2030과 관련될 수 있는 기존의 연구 사업 분석을 바탕으로 추가적으로 요구되는 연구 사업을 제시하였다. 뿐만 아니라, OECD 교육 2030 일정과 관련하여 우리나라 참여 일정을 담은 사업 참여 로드맵을 작성하여 제시하였다.
이런 연구 결과를 바탕으로 정책 제언으로는 (1) 교육 2030 유관기관 협의회의 정례화, (2) 기관내 사업 책임자와 외부적 사업 조율자의 일원화, (3) 추가적인 연구 실시를 제안하였다. 구체적으로, 첫째, OECD 교육 2030 사업 참여의 효율성을 높이고 협력적 사업 참여로 인한 긍정적인 효과를 극대화하기 위해 국내 유관기관간의 협의회를 정례화하는 것을 제안하였다. 둘째, 사업운영의 효율성과 책무성 강화의 측면에서 기관내 연구 사업의 과제 책임자와 국가 코디네이터를 일원화하여 운영하는 것이 필요하다고 강조하였다. 마지막으로, OECD 교육 2030 사업에 주도적으로 참여하기 위해 선행 연구 분석, 사례 연구, 사업 평가 및 계획 수립 성격의 추가적인 연구를 실시할 필요가 있다고 강조하고, 추가적으로 요구되는 연구 분야를 정리하여 제시하였다.

‘The Future of Education and Skills: the OECD Education 2030 Project’, which is the 2.0 version of DeSeCo(1997-2003), intends to identify key competencies that will be required by future society (the first period: 2015-2018) and to search for the ways to nurture the competencies (the second period:
‘The Future of Education and Skills: the OECD Education 2030 Project’, which is the 2.0 version of DeSeCo(1997-2003), intends to identify key competencies that will be required by future society (the first period: 2015-2018) and to search for the ways to nurture the competencies (the second period: 2019-). The project, which has started since 2015, has been selected as 2017-18 PWB that will be applied for all the member countries of the OECD in April 2016. Accordingly, the Ministry of Education has designated the Korean Educational Development Institute as a lead organization (and a National coordinator as well) for the Education 2030 Project, and the Korean Institute for Curriculum and Evaluation has taken part in the project as a curriculum coordinator.
Against this backdrop, this research is aimed to understand the overall OECD Education 2030 project, analyse the possibilities and the limitations of the project from Korea’s perspective and to set up plans for its participation in the project.
To be specific, this research is intended as follows: first, it is to identify what the OECD education 2030 project is, and to review the possibilities and the limitations of the project; and secondly, it is to draw a road map for active participation in a way that Korea fully taps on the possibilities of the project so that it becomes a main player in a global discussion on education in future. As for the research subjects, first, it analyzed the current status of the OECD education 2030 to identify what the main purpose of the project is, what has been done since 2015, what kind of long-term plans the OECD set and what approach it has taken for the plan, and what achievements it has made until 2016. Secondly, this research analyzed the possibilities and the limitations of the OECD education 2030 project in the context of Korea with regard to the purpose, plan, developments and outcome of the project. Lastly, it set up an action plan for Korea to participate in the OECD education 2030 project in consideration of the current status, and expected possibilities and limitations of the project.
The summary of the research is as follows.
Analysis on the Current Status of the OECD Education 2030 Project
Purpose
The first period of the OECD Education 2030 Project is from 2015 to 2018. If the project is assessed as successful during the first period, the next period will start from 2019. The project in the first period is aimed at defining what cognitive, social, and affective competencies are to be required in future society (2030). With these goals, the main task of the OECD education 2030 project in the first period is to develop the OECD 21st Century Competencies Framework of which taxonomy and glossary are agreed for the better understanding of the 21st century competencies. In the second period, the project is expected to focus on “how” to foster the 21st century competencies, which means that it will search for appropriate education system, educational environment, teaching methods, and assessment that are required to nurture the future competencies.
Developments
The Education 2030 project was first presented and discussed at the 17th Education Policy Committee (EDPC) meeting in April of 2015. The 1st Informal Working Group (IWG) meeting was held in July, 2015, and in December, OECD-Japan joint seminar under the theme of “Education 2030” and the 2nd Informal Working Group (IWG) meeting were held. At the 2nd IWG meeting, the first draft of the OECD 21st Century Competencies Framework was introduced and the outline of questionnaires on curriculum was discussed. At the 19th EDPC meeting held in April, 2016, the education 2030 was adopted as a regular OECD education project for 2017-2018. The 3rd IWG meeting was held in Paris in May, 2016, followed by the 4th IWG meeting in Beijing, China in November.
Achievement
Development of the OECD 21st Century Competencies Framework
As of 2016, one of the achievements that the OECD Education 2030 Project has made is the development of the 21st century competencies framework. During the first period of the education 2030 project (2015-2018) aimed to define the key competencies that will be required in future, the draft of the framework has been produced, discussed and revised since 2015. It is clearly stated that the purpose of the development of the framework is not to replace the existing competencies frameworks but rather to develop common language, and to create synergy effect inducing changes on site (OECD, 2015a:9).
The learning framework presented at the 4th IWG meeting (Nov. 2016) in which what had been discussed at the 3rd IWG was reflected is obviously different from the previous ones. While the framework discussed at the 3rd IWG contained relatively simple classification of competencies (domains and detailed competencies) comprising of knowledge, skills, attitude and value, the one introduced at the 4th IWG is more complicated and appears more sophisticated. The revised framework includes not just the domains and detailed competencies contained in the previous one but also cross-cutting key competencies, competence development cycle and ethical compass toward which the world in 2030 would stretch, which are visualized in a shape of a compass.
Development and Analysis of Policy Questionnaires on Curriculum
Another achievement of the OECD Education 2030 project is Curriculum Policy Questionnaire (CPQ) that was conducted in 2016 to voluntary nations. As a part of analysis on the OECD education 2030 curriculum, CPQ was conducted to build up basic knowledge about curriculum redesign and policy strategy (OECD, 2016h). Also, CPQ was an effort to include competencies that individual countries have currently focused on in their respective curriculum in the OECD 21st Century Conceptual Framework. The questionnaires included vast volume of information about curriculum, including but not limited to the purpose and contents of curriculum, curriculum redesign process, implementation, assessment and difficulties.
The Korean Institute for Curriculum and Evaluation (KICE) which is responsible for a curriculum coordinator produced a draft of answer sheet to the questionnaires, and the lead organization, the Korean Educational Development Institute, reviewed the questionnaires and provided its review opinion. The KICE finalized the questionnaires considering the review opinion, and submitted it to the secretariate of the OECD Education 2030 project. As of November, 13 countries participated in the survey, and the result of the basic analysis on the survey has been presented at the 4th IWG meeting.
Development of Glossary for the OECD 21st Century Competencies Framework Lastly, the development of glossary for the 21st Century competencies is also the main achievement of the OECD Education 2030. The OECD has developed glossary as a tool for analysis on the competencies framework and curriculum. The draft was first introduced at the 3rd IWG meeting and the revised glossary was presented at the 4th IWG meeting.
The glossary is aimed to provide common language and agreed definition that the international community can use for the discussion on the 21st education (competencies and curriculum) as well as for analysis on the competencies conceptual framework and curriculum for the Education 2030.
Future Plan
The next plans of the first period of the OECD Education 2030 project include as follows : (1) Curriculum Content Mapping or CCM; (2) In-depth analysis on Curriculum : 1. Mathematics; (3) In-depth analysis on Curriculum : 2. physical education; and (4) Survey of the Education 2030 competencies. Furthermore, by continuously reflecting the results of those specific projects above and revising the competencies conceptual framework, the OECD will finalize the development of the 21st competencies conceptual framework by 2018. In addition, it also mentions its plans to develop (1) online tool kit for the development and implementation of curriculum, and (2) a new and previous method of assessment at a student, school, nation and OECD level (OECD, 2016c).
It is not easy to identify specific plans for the second period of the Education 2030 project now as the OECD education project reflect both the direction to be set by the OECD Education 2030 secretariat and the needs and opinions of its member countries. It is clearly stipulated, however, that if the first period of the project is successful, the next period of the Education 2030 will focus on searching for the ways to nurture the selected future competences (OECD, 2015c). Although it is too early to identify where focus should be placed, a broad scope of areas, including curriculum, teaching methods, assessment methods, teacher education, education environment and governance have been discussed as potential focused areas for the education system fostering the future competencies.
Possibility and Limitation of the OECD Education 2030
The possibilities and the limitations of the OECD education 2030 project has been analyzed with respect to (1) its contents and scope, (2) the impact of OECD education project and (3) its procedural characteristics. Specifically, from the perspective of its contents and scope, the OECD education 2030 is expected to contribute to broader understanding about trends of social changes in future as the project emphasizes systemic analysis on the future social changes to select key future competences. Also, Education 2030 will contribute to opening a discussion on where Korean education should move toward and what kind of key competencies are in line with the direction, and that will be helpful for Korea to determine and conceptualize its educational objectives and key competencies appropriate to them. Furthermore, the OECD Education 2030 project takes an approach focusing on curriculum in order to support countries to design and develop education system in a way that fosters the selected future key competencies. Hence, Education 2030 is expected to provide meaningful implication for reflecting on the status of Korea’s curriculum (outline and subjects) and designing competence based curriculum.
In addition, searching for the ways to develop key competencies, which will be a focus of the project in the second period, is expected to contribute to improving teaching and assessment methods.
When considering that the OECD education project has a large riffle effects on the international community, the possibilities and limitations that the contents and scopes of the project have can be maximized. The result of OECD researches is used as basic materials for policy making as well as a yardstick of the effectiveness of educational policies In that sense, the outputs of the Education 2030 project can be utilized as basic policy data for the objectives as follows: searching for a long-term vision; designating future key competencies; designing and organizing competency-based curriculum; utilizing student-centered, inquiry-oriented teaching methods; fully tapping on process evaluation and performance assessment; conducting teacher training for competency-based education; educational environment and governance.
From procedural perspective, the OECD education 2030 is international comparative analysis on curriculum. Comparing Korea's curriculum with those of other countries provides opportunities to review and reflect Korea’s existing curriculum, and to collect more cases against which the curriculum can be benchmarked. Furthermore, due to its broad contents and scope, Education 2030 requires more active cooperation among national policy research institutes within Korea. This could lead to stronger inter-organizational cooperation in discussion on curriculum and overall education policy.
Although the OECD Education 2030 Project has many positive sides, it also has limitations and risks. One of its limitation pinpointed is that it is impossible to develop comprehensive framework that is appropriate and can be applied to all nations of which society, culture, economy and history are totally different. In that sense, it has been emphasized that the OECD developed competencies framework is short on representing Korea’s situation, and that Korea should continuously make efforts to provide the opinion reflecting Korea’s educational demands with thorough review of project progress. Also, there is still long way to go in terms of assessment methods for key competencies, although the OECD Education 2030 is expected to provide good insights for teaching and assessment methods to foster key competencies. Despite the difficulty, the efforts to explore assessment methods of competencies has a possibility to be connected to international comparative test, such as PISA. Therefore, it is required to explore assessment methods for competence-based education, which suit Korea’s contexts.
Moreover, the increasing demand for inter-organizational cooperation among relevant organizations can be a risk of weakening inter-organizational relationship due to conflicting interests and overlapping specialties, although it can be an opportunity of strengthening cooperation among them. To prevent the negative effect and to increase a variety of cooperation among relevant organizations, it has been suggested to have meetings among the relevant organizations in a regular basis.
The result of the OECD Education 2030 Project also showed the need for considering rather negative trends of social changes that Korea has paid relatively less attention to in the discussion of long-term educational visions such as deepening social inequality, diminishing confidence on the country, increasing cybercrime and global terrorism. It also emphasized that adopting the cases of other countries to curriculum design and development for fostering key competencies should be carefully done considering various possibilities, and that it is required to conduct more case studies of Korea with regard to competency-based curriculum. Furthermore, it is emphasized that persons concerned with the OECD education project should participate in the project with a sense of duty and should speak for educational interests of the nation by recognizing the impact that OECD education project has.
Plan for Participation in the OECD Education 2030 Project
Three objectives of Korea’s participation in the OECD Education 2030 Project are as follows. First, it is to make Korea’s voice heard in consideration of its educational conditions and needs in the international exploration of future competencies. Second, it is to take it as an opportunity that the education system of Korea is improved in a desirable and future-oriented direction by reflecting on where it is now. Third, it is to take it as an opportunity to advertise the excellence of Korea’s education to the international community.
Three principles of participation set along with the objectives above are (1) active participation, (2) cooperative participation, and (3) strategic participation. The study selected relevant organizations for the OECD Education 2030 Project, clarified the role of each organization, and provided an organizational chart based on the consideration of expertise of each national research institute of Korea, and their relevance to the development, implementation, and assessment of curriculum. In addition, more research that are likely to be required based on the analysis on the existing research related to the OECD Education 2030 project have been suggested. A road map that contains the participation schedule for Korea adjusted to that of the OECD Education 2030 has been provided as well.
Policy suggestions based on this research are: (1) holding meetings among relevant organizations of Education 2030 in a regular basis; (2) unifying the role as a principal investigator of the relevant study within a relevant organization and the role as an external project coordinator, and; (3) conducting additional research.
