Major Research Results and Their Significance
○ Pollution is classified into various categories including air, water, and soil pollution, noise, and odor. Diverse relevant laws specify pollutants and control standards for each pollution.
-Although the related laws specify pollutants and the level of their content in detail, the units have a problem. For example, the amount of harmful substances in a pesticide bottle and that in fertilizers based on official standards are indicated. Nonetheless, there are no control standards for the amount of input per unit area, the amount used for a certain period of time, and so on. Even though these regulations are actually more important, they do not exist at all.
○ Local governments slightly differ in their methods to collect and treat waste related to rural pollution, and a local government's direct operation is evaluated to be the most desirable.
-Policies concerning domestic waste apply to both rural and urban regions. Major policies include the volume-rate garbage disposal system, the quantity based food waste system, the empty container deposit system, the waste charge system, and the waste treatment certification system.
-Policies regarding agricultural materials and livestock production are the rural plastic waste collection and treatment policy, and the empty pesticide container collection and treatment policy. Also, relevant systems are the voluntary agreement system and Extended Producer Responsibility for collecting agricultural vinyl waste; and the waste charge system, the recycling contribution system, and the empty pesticide bottle deposit system for empty pesticide bottles. In addition, policies are inducing public treatment of and resource recovery from livestock excretions.
○ In rural areas, domestic waste is small and difficult to be collected in each village. Therefore, the seat of a township office often collects and treats it.
-Rural regions mostly make compost and feed by utilizing food waste, and compost by using organic farm materials in fields.
-Although a considerable amount of plastic waste and empty pesticide bottles are treated through the Environment Corporation, some of them are neglected, illegally dumped, or incinerated. Even though there are empty pesticide bottle collection units, recycling bins for domestic waste, clothing collection units, they are not managed well.
-A variety of domestic wastes are incinerated illegally in many places. Even though some villages have dumps, there are cases of inappropriate dumping.
-Livestock excretions are treated individually. Civil complaints can be filed in the individual process of making compost with them due to discharged waste water and foul smells. Also, the treatment of buried carcasses is more important.
○ Farmer survey results
-Farmers had much interest in pollution, but they considered the issue of income more important. Underground water pollution is the most serious pollution, and they think that reasons for it include the excessive use of fertilizers and pesticides, the improper management of livestock excreta and waste water, farmers' lack of awareness and inappropriate behavior, and insufficient treatment facilities.
-Farmers experienced damage due to pollution. They pointed out livestock excretions and their foul smells, environmental pollution due to illegally discharged waste, and pollution due to the improper use of fertilizers and pesticides.
-Sixty percent of villages lacked collection places for waste treatment. Farmers showed high awareness of the standard amount of fertilizers and pesticides, major factors in pollution, but the proportion of farmers who complied with the standard was relatively low.
-Although agricultural wastes that can be converted into money are treated through junk shops or relevant institutions, some wastes are incinerated, improperly dumped or buried.
-The remaining agricultural products in fields are incinerated or returned to farmland, and rice straw is mostly recycled as feed.
-Pig dropping is the core of pollution, and complaints about the odor and discharged excrements are being made. Additionally, there was much concern over burying livestock carcasses.
-Another problem is pollution from non-agricultural facilities (factories, tourism facilities, accommodations, and so on) in rural areas.
○ Significance
-Local governments must install collection units and collection places at proper sites, and circular management is necessary.
-Farmers' appropriate disposal is important. Despite an empty pesticide bottle collection unit, a clothing collection unit, and a plastic waste collection place in the village, there are many cases that farmers do not separate waste. They say that fertilizers and pesticides are the main causes of pollution, but are not complying with the standards for use.
-It is needed to seek ways to prevent or trace non-locals' illegal dumping.
-The polluter pays principle should be observed. Livestock farmers who produce agricultural waste must take responsibility for producing the waste. It is necessary to regulate farmers' behavior beyond the legal limit.
-It is required to manage waste properly by utilizing the waste management system in rural villages and the incentive system at the same time.
-It is needed to promote the minimization of and resource recovery from waste through frequent education, promotion, and guidance, different from compulsory control and regulation.
