The purpose of this study was to consider research trends, safety issues and domestic and foreign regulation on new technologies related to food. In addition, we aimed to find an effective countermeasures against the risk factors newly emerging due to new technology through classifying the risks and analyzing of pros and cons.
Nano has no internationally accepted definition but is intentionally made material of 1 to 100 nm in length at least one dimension. Nano technology has been used to improve the usefulness and stability in the food industry. For example, There were nano emulsion/encapsulation and edible nano coating technology. In developed countries such as the United States, the EU, etc. nano safety management systems have been established and implemented. Also, it was managed in Korea by classifying it into chemicals management or life chemical products.
Gene editing technology utilizes artificial enzymes to remove specific target genes, which allows free correction of individual genes and saves time and money. Many countries are discussing which regulation is applicable. Some scientists and social organizations said that if the end product does not have a exotic
gene, it should be applied differently than GMO.
As the meat consumption of modern people increases, and greenhouse gas emissions and diseases become problems, cultured meat that can produce meat using cell engineering technology was a new rising technology. Regulations related to domestic and foreign cultured meat are insufficient and experts predicted that cultured meat industry will rise from 2020 and become popularized in 2025.
Nanotechnology has been used as a method to increase the absorption rate of nutrients in foods and to extend expiration date, but the safety problem of some nanomaterials such as titanium dioxide(TiO2) was being constantly discussed. Genetic editing technology was characterized by the absence of foreign gene insertion, but it could cause problems due to inadvertent gene cutting. Finally, cultured meat had advantages such as improvement of environmental problems and expansion of food supply, but high production cost and different texture from existing meat remain problems.
To compare the size of risk based on concerns over society, we could arrange it in the order of gene editing, nanotechnology, cultured meat. Especially, in case of gene editing, it seems that the cross-societal impact was greatest in the instant of detecting the risk. Although the size and type of risk varied from technology to technology, it was time to discuss the uncertainty conflicts that technology implies because it had risks.
For the development of technology and social discussion, the United States and Europe have summarized the biotechnology or new technology being discussed and have established strategies for the necessary regulatory direction in the future. In the United Sates, the ‘National Strategy for Modernizing the Regulatory System for Biotechnology Products’ has been established to improve the regulatory system of biotechnology-related products and to improve transparency, predictability, coordination and ultimately the efficiency of the system. In the EU, Horizon 2020 was pursuing research and innovation programs aimed at smart, sustainable and inclusive growth. Therefore, in korea, it will be necessary to develop strategies and countermeasures related to food safety in order to cope with the future.
In conclusion, the three technologies differed size of risk possibility and stage of R&D but all contain uncertainties and it was expected that there will be ambiguous area to apply the regulation like the cultured meat. Moreover, it would be difficult to predict the risks introduced into real life because of difference from the existing food or principle of natural sciences. Therefore, along with the collection of scientific evidence and related information, academia and industry as well as regulatory agencies should form governance for institutionalization, and a regulatory cooperation system should be established to recognize and prepare for the uncertainties of new technologies. In particular, It is necessary to periodically review the measures taken by other countries in relation to new technologies in the R&D stage and to expand monitoring of the domestic situation.
Furthermore, it was difficult to determine the scope of regulation because of the ambiguous definition of 'new food product' in the laws and ordinance that can manage food applied new technologies. In order to clarify the concepts and standards in the law, we propose amendment to the provision of definition in the FRAMEWORK ACT ON FOOD SAFETY.
