1. 연구의 필요성과 목적

1. 연구의 필요성과 목적
○ 유엔기후변화협약(UNFCCC) COP 21(’15.11~12월, 파리)에서 2020년부터 적용될 「新기후 체제」에 대한 국제적 합의(파리 합의문) 도출됨에 따라 196개 모든 당사국이 각국 상황에 맞는 자발적 온실가스 감축목표 제시 및 이행
- 우리나라 2030년 온실가스 감축 목표 : 37% of BAU(851 MtCO2-e)
○ 국제사회는 「新기후 체제」에 대한 해법으로 「기후기술」을 지목하고, 파리 합의문(제10조)에 「기술 개발 및 이전 강화」 명시되었으므로 우리나라의 온실가스 감축목표 달성과 함께 산업계의 경쟁력 유지‧확보에도 기여할 수 있는 개도국 기후기술협력사업 개발 정책이 마련되어야 함
- 국내 산업공정은 이미 높은 수준의 에너지 효율을 달성하고 있고 배출권 거래 시장이 경직되어 있어 추가 감축량 확보에 어려움 호소
- 이러한 어려운 온실가스 감축 여건을 극복하고 새로운 기후산업 창출을 위해서는 한국의 강점인 과학기술 역량을 적극 활용하여 기후기술협력에 강화
○ 이 연구는 ‘15년 12월 기후변화협약 체결로 시작된 新기후체제에 대비하여 기후기술협력 채널 확보, 협력모델 발굴‧수행 등 기술협력 수행 전초기지로서 거점 설치‧운영을 통하여 개도국 대상 내생적 기후역량 강화 및 글로벌 위상 제고
2. 기후기술의 개념과 현황
○ Ⅰ. 기후기술은 온실가스 배출을 줄이기 위한 ‘탄소저감 기술’, Ⅱ. 부득이 하게 배출될 수밖에 없는 온실가스를 재활용(연료 및 화학원료)하기 위한 ‘탄소활용 기술’, Ⅲ. 기후변화로 인한 피해방지 및 최소화를 위한 ‘기후변화적응 기술’ 등 3개 분야로 구성되며, 구체적으로는 10대 기후기술, 50개 세부기술군이 포함
○ 파리협정에서 새롭게 도입된 TF(기술프레임워크)는 기존의 TTF(기술이전프레임워크)의 확대된 형태로서 TTF가 기술이전에 중점을 둔 반면 TF는 기술이전뿐만 아니라 기술개발 및 역량강화 등 기술협력을 포함
○ TF의 원칙 정립에 관한 논의에 있어서 선진국과 개도국간의 성공적인 기술협력 증진을 위해서는 일방적인 지원이 아닌 선진국에도 인센티브를 제공하는 방향으로, 즉 상호이익증진(mutual supportive)이 될 수 있는 원칙 정립 필요

4. 기후기술협력 현지 거점 구축·운영 방안
○ 현재 정부가 추진하는 기후분야 개도국 협력사업인 KSP와 ODA 등은 한시적 또는 원조적 성격의 지원 사업에 치중
○ 개도국 기술협력 전략적 지원체계 완성 및 성과 제고를 위해서는 수요 기술 중심의 거점 확보와 현지 여건을 고려한 전주기적 국제협력 지원 필요
○ (CTSP 개념 정립) 개도국의 기후문제 해결 및 내성적 역량강화를 위하여, 기존의 KSP, ODA 등 원조적 성격에 치중된 사업을 극복한 공동 R&D, 교육훈련, 기술사업화 활동 등을 종합한 CTSP(Technology Sharing Program) 협력모델을 발굴하여 양국간 상호 이익 증진 필요
- 감축분야 협력사업의 경우, 발생된 크레딧 일부를 협력 국가간 협약을 통하여 국가 온실가스 해외감축분(INDC 37% 중 11.3% 해당)으로 활용 가능

○ 전략적 협력거점 국가를 시범 선정하고, 한국형 기후기술협력 거점 설치, 기술협력 사업을 시범 운영하여 중장기 운영체계를 보완‧점검
○ (거점 시범 설치 방안) 온실가스 감축의 수요, 기술협력 가능여건, 국제기구와의 협력여건, 지리적 여건 등을 고려해 볼 때, 인도네시아, 태국, 베트남 등이 효과적인 기술협력 거점 후보지로 적격

5. 기후기술협력 관련 지속가능한 프로젝트 체계 구축·운영 방안
○ 기후기술 관련 개도국과의 전략적 협력체계 구축을 위해서는 기술수요평가(TNA) 등 현지수요 평가를 통한 수요기술 중심의 거점 확보와 현지 여건을 고려한 전주기적 기후기술 협력 프로그램의 형성이 필요함.
○ 개도국 기후기술협력 관련하여 현지국과의 관계 구축에 있어 중요한 조건은 개도국이 필요로 하는 기후기술 수요와 기후기술 공급자와의 매칭과 함께 이를 실현할 수 있는 재원의 확보가 필요함. 따라서 개도국 기후기술협력 프로그램의 지속가능성은 금융가능성(bankability)과 밀접한 연관을 갖고 있음. 이와 관련하여 Blended Financing, PPP, Green Bond Discounting Facility 등 다양한 자금조달원을 결합한 프로젝트의 구조화(structuring) 역량이 필요함

1. Necessity and purpose of research
○ As a result of the international agreement (Paris agreement) on the new climate regime to be applied from 2020 in COP 21 (UNFCCC) COP 21 ('15 .11 ~ Dec., Paris), all 196 Parties have adopted voluntary greenhouse Present and implement gas reduction targets

2. Concept and Status of Climate Technology

5. Establishment and operation of sustainable project system related to climate technology cooperation
○ In order to establish a strategic cooperation system with developing countries in climate technology, it is necessary to establish a base for demand technology based on evaluation of local demand such as technology demand evaluation (TNA), and to form a pilot program for cooperation on climate technology considering local conditions.
○ The key conditions for establishing relations with developing countries in relation to climate technology cooperation in developing countries include the need for climate technology that is needed by developing countries and the matching of climate technology suppliers and the securing of financial resources to realize this. Therefore, the sustainability of climate technology cooperation programs in developing countries is closely related to bankability. In this regard, it is necessary to have a structuring capability of a project combining various financing sources such as Blended Financing, PPP and Green Bond Discounting Facility.
○ TNA-based Climate Technology Cooperation Projects are structured to identify projects of a certain nature in terms of financial feasibility, to package related technologies and to link them to funding sources appropriate to the nature of the project, and to link them with related organizations at home and abroad Linking) is needed.
