○ 본 행정에 관한 공무원의 인식조사는 1992년부터 한국행정연구원이 3년의 주기로 공무원을 대상으로 수행해온 계속 연구과제임
○ 본 조사의 목적은 행정 전반에 대한 공무원들의 인식과 태도를 조사하고 그 결과를 분석하는데 있음

A survey of public employees’ opinions on public administration has been conducted by Korea Institute of Public Administration every three years since 1992. The survey conducted in 2016 employed the questionnaire survey method that polled 1,188 central government employees and 2,309 local government employees with a response rate of 40.0%. The survey consisted of six parts, including questions on civil service, the civil service system, government policies, roles of the government, self-evaluation of civil service, comparison between public and private sectors, and citizens’ perceptions of society as a whole.
First, overall opinions on the civil service were examined. Asked about why they chose civil service as a job, 41.1% of respondents answered “because of job security” which was the highest response rate. Regarding their satisfaction in becoming civil servants, 45.1 percent indicated that they were satisfied. However, the biggest worry about the future most often noted was post-retirement measures.
Second, opinions on the civil service system were explored. Asked about civil service operation, training and development saw the highest reported levels of satisfaction. The most important factor for promotion as well as deciding civil servants’ pay was indicated to be career development.
Basic cost of living guarantee which was answered by 25.1% of respondents was the highest factor for the reason for the need to raise public servants’ salaries. 46.8% of the respondents were dissatisfied with the civil servant enforcement system, which was 5.2% higher than in 2013.
Third, opinions on government policies and roles were examined.
With regard to the groups that most influence policy-making, public servants selected the congress, political party, and politicians as the most influential entity. Public servants also indicated the congress, political party, and politicians was the biggest influence on public policy.
They also were asked about the priorities of government policies, and respondents considered economic growth and resolving social conflicts as fields that should be strongly emphasize while civil engineering policy was the field that should be most strongly de-emphasized. The security policy was the most satisfactory in view of government policy. On the other hand, the policy with the highest level of dissatisfaction was educational policy. The satisfaction with administrative service was the highest. After that, the satisfaction of promptness and openness was also high. The authoritative culture of government was rated highest among fields that should be subjected to administrative reform. The most important role for the government in addressing current problems was identified as economic development.
The performance of the government’s administrative system was highest in the implementation of society safe from crime. On the other hand, the growth motivation for creating jobs was highest in terms of dissatisfaction.
Fourth, views on public officials and organization, self-evaluations of civil servants were conducted. Professionalism was rated as the most important qualification of public servants. And also, 50.4% of respondents answered that they possessed an easy-going attitude. As civil servants, self-evaluation was the highest in sincerity and the lowest in creativity. The cause of the easy-going attitude of the civil servants was insufficient compensation which is the highest at 23.5%.
Regarding barriers that hinder effective and efficient accomplishment of work, complex procedures and a lack of cooperation among organizations was rated as the strongest contributing factor.
In view of the performance of the organization, 51.3% of the respondents answered that the organization performed well based on public interest.
Fifth, perceptions on public and private sector relations were investigated. Government was regarded as more favorable than the private sector in terms of job security, old age guarantee, and social status. By contrast, the private sector was favored in terms of earning income and the possibility of promotion, turnover, and business productivity. Regarding which organizations are most trusted in the public and private sectors, public servants considered the executive branch as the most trusted institution. Mass media ranked the lowest, the legislative branch as the second, and the judiciary as the third.
Sixth, civil servants’ perceptions on society as a whole were studied. In assessing the present and future of Korean society and individual life, individual life after three years was anticipated to be “good” which garnered the highest rating. Asked about the priorities of government policies, respondents considered the aging society and low birth rate as fields that should be emphasized most.
Followed by the gap between rich and poor, education problem and corruption.
In conclusion, the stability of the pension system is the most important for the satisfaction of public office and morale elevation.
This suggested that measures should be taken continuously to improve the stability of public officials. There was still a high level of dissatisfaction with the system of withdrawing public officials.
Therefore, it was necessary to discuss the issue as a policy issue.
As a result of the time-series analysis on government policy, it could be seen that public officials were highly aware of the importance of economic policy.
Finally, factors that affect promotion were relatively low importance of career, and position management. On the other hand, one’s school ties, blood ties, and territorial ties were most significant. This suggested that the reform of the personnel system of the public sector should be continued.
