□ 아시아태평양경제협력체(APEC) 국가 중 러시아, 중국, 캐나다, 브루나이공화국, 파푸아뉴기니의 의약품 허가규제 정보 제공을 통하여 국내 의약품의 수출을 지원하고자 함.
- 국내 의약품의 수출 다변화를 위하여 국외 허가 규제 정보가 필수적이나 언어적 문제, 정보수집수단의 한계로 규제정보 수집에 애로가 있으므로, 단순 인터넷 수집 해당국가의 허가규제 정보가 아닌 신뢰성 있는 정보 제공이 필요함.
□ 조사대상국의 의약품 허가 심사 관련 법령, 조직, 허가제도 등에 대하여 1) 각국의 허가·심사제도의 개요, 2) 해

□ 임상시험승인신청 (IND)에 대한 국가별 특징은 다음과 같음
- 중국은 최근(’17.10.10) 규정 신설을 통하여 다국가임상시험 (MRCT, Multi Regional Clinical Trial) 진행 시 임상 1상을 중국과 개발국 동시 진행 가능하며, 개발 국가에서 해당 제품이 임상 2상 또는 3상 진입하였을 것을 요구하지 않음
- 러시아 내에서 건강한 성인 대상 임상 1상은 러시아 현지에서 생산된 의약품 사용만을 허가함.
- 캐나다는 CTA(Clinical Trial Application) 신청 후 30일 이후 시작 가능함.
- 브루나이는 IND에 대한 구체적인 규정이 없으며 브루나이 국왕의 승인 하에 임상시험을 시행함.

□ NDA에 대한 국가별 특징은 다음과 같음
- 중국은 신약 품목허가를 위해 자국인 대상 임상시험이 필수적으로 필요함. 허가 소요기간이 200-250일로 명시되어 있으나 수입의약품의 경우 훨씬 더 오랜 기간이 소요될 수 있음.
- 러시아는 신약 품목허가를 위해 러시아에서 임상시험 수행하거나 러시아가 참여한 다국적 임상시험의 시험자료를 제출하여야 함. 허가 소요기간은 약 160일임.
- 캐나다의 신약 허가 기준은 미국과 거의 동일하며 허가 소요기간은 약 12개월에서 14개월임.

- 중국은 고유의 품목허가 신청양식을 갖고 있으며 중국어로 제출하여야 함.
- 러시아 역시 고유의 품목허가 신청양식을 갖고 있으며 내용은 CTD와 비슷하나 구성이 상이함.서류는 러시아어로 제출하여야 하며 그 외 언어의 경우 공증 받은 러시아어 번역본이 필요함.
- 캐나다는 CTD 양식이며 영어 또는 프랑스어로 제출 가능함.
- 브루나이는 ACTD 양식을 기본으로 함하며 영어 또는 말레이시아어로 제출하여야 함.
- 파푸아뉴기니는 고유의 품목허가 신청양식을 갖고 있으며 영어도 제출하여야 함.
□ DMF에 대한 국가별 특징은 다음과 같음
- 중국은 DMF 제도가 없음.
- 러시아에서 원료의약품에 대한 등록은 원료의약품 단독 혹은 완제의약품과 함께 병행하여 진행할수 있음.
- 캐나다에서 DMF는 선택사항임.
□ GMP에 대한 국가별 특징은 다음과 같음
- 중국은 필요에 따라 외국 공장에 대한 실사조사 수행이 가능하며 5년마다 GMP를 갱신함.
- 러시아는 의약품 담당기관인 보건국이 아니라 산업통상부에서 GMP 실사를 담당함. 해외 의약품 제조소의 GMP 적합성 판정을 위해서는 산업통상부와 협의 후 실사를 받음. GMP는 3년마다 갱신함.
- 캐나다는 유럽연합, 스위스, 호주 등과 상호 인정 협정을 맺고 있으며, MRA국가에서 실시된 실사를 상호 인증하고 승인함. GMP는 제조의약품의 경우 2년, 수입의약품의 경우 3년마다 갱신하여야 함.
- 브루나이공화국의 경우 GMP 준수가 필요함.
- 파푸아뉴기는 PIC/S와 WHO 상호인정함.

- In Russia, clinical trial phase Ⅰstudies for healthy volunteers can only be conducted with pharmaceutical products manufactured in Russia.

- In the Nation of Brunei, the timeline for NDA approval is stated as 225 working days.

□ GMP
- In China the regulatory authority can perform inspections of foreign manufacturing sites when it is deemed necessary. GMP is renewed every 5 years.
- In Russia inspections are performed by the Ministry of Industry and Trade. Inspections for GMP accreditation of foreign manufacturing sites are conducted after negotiations with the Ministry of Industry and Trade. GMP is renewed every 3 years.
- Canada is involved in mutual recognition of inspections with the EU, Swiss, Australia and others. Inspections conducted by regulatory authorities of MRA countries are mutually recognized. GMP is renewed every 2 years and 3 years for import products.

□ Pharmacovigilance
- All of target countries require adverse reaction reporting. They all requires PSUR (Periodic Safety Update Reports) or PBRER (Periodic Benefit Risk Evaluation Reports) for new drugs.

□ Based on information gathered, compared regulatory laws and regulations bettween Korea and target country, investigated the regulatory difficulties encountered during export to the 20 member countries of the Asia Pacific Economic Cooperation(APEC), suggested proper export strategies regarding pharmaceutical industry and industrial environment of targeted country.
- Conducted paper survey with 19 pharmaceutical companies with registration experience in the 20 member countries of the APEC, 16 of which were invited to consultation meeting for further interview survey.
