개발 목적 및 필요성
토양·지하수환경은 화학사고 발생 시 지상과 지하 환경매체에 모두 영향을 미치는 잠재적 환경위해요소로 중요한 의미를 가지고 있다. 하지만 현재 기술적·제도적 한계로 인해 화학사고 인한 토양·지하수 오염을 사전적으로 예방하고 관리하기 위한 체계가 타 매체에 비해 상대적으로 미약한 실정이다. 따라서 본 연구에서는 화학사고로 인한 토양·지하수 오염을 사전적으로 관리하고 효율적으로 사고에 대응하기 위한 사전관리체계를 마련하고자 한다.

토양·지하수환경은 화학사고 발생 시 지상과 지하 환경매체에 모두 영향을 미치는 잠재적 환경위해요소로 중요한 의미를 가지고 있다. 하지만 현재 기술적·제도적 한계로 인해 화학사고 인한 토양·지하수 오염을 사전적으로 예방하고 관리하기 위한 체계가 타 매체에 비해 상대적으로 미약한 실정이다. 따라서 본 연구에서는 화학사고로 인한 토양·지하수 오염을 사전적으로 관리하고 효율적으로 사고에 대응하기 위한 사전관리체계를 마련하고자 한다.
연구개발 결과
본 연구에서는 지상과 지하사고 시나리오에 따른 화학물질별 노출특성과 독성특성을 위해도(risk) 기반으로 고려하여 토양·지하수 오염 취약성을 평가하고, 이를 5등급 화 하여 사전관리목적의 물질별 평가기준을 마련하였다. 도출된 토양·지하수 오염취약성 등급을 유형화하여 사전관리 및 사고예방 목적으로 시설을 관리하기 위한 기준과 오염차단 및 방제 등에 실질적으로 활용할 수 있는 의사결정체계를 마련하였으며, 이를 사전관리지침으로 제작하였다.
화학물질 누출사고 시 토양·지하수오염 취약시설 또는 지역을 선정하여 화학사고에 사전적으로 대응하기 위해 물질별 토양·지하수오염 취약등급과 시설특성, 지역특성, 수용체특성, 관리특성을 종합적으로 반영하고 AHP 기법을 통한 가중치를 연계한 사전평가기법이 개발되었고, 시범적용을 통한 수정·보완을 거쳐 오염누출 취약시설 선정 가이드라인과 도면제작 가이드라인을 제작하였다.
또한, 본 연구에서 도출된 결과의 정책적 활용성을 증대하기 위하여 「토양환경보전법」과 「지하수법」 등 관련 법·제도 개선안을 마련하고, 사전관리체계의 제도화 방안을 로드맵과 함께 제시하였다.
활용계획
화학사고 시 토양지하수오염 취약지역(시설)을 사전에 평가하고 도면화함으로써 화학 사고에 따른 토양·지하수오염을 예방할 수 있으며, 토양지하수오염에 영향을 주는 화학물질 관리 매뉴얼을 제공하여 토양·지하수 보전정책, 관련법 개정에 근거자료로 활용할 계획이다.

In this study, to evaluate the vulnerability of soil and groundwater by chemical accident, approximately 800 different chemical substances are considered for the surface and subsurface chemical accidents.
Basically, a chemical risk is usually dependent on the toxicity and exposure of chemical substance to environmental media. To evaluate the exposure risk of potential contamination, the environment was divided into topsoil (surface soil) and deep soil (subsurface)/groundwater. By using the multi-media model and multi-phase multi-component model, the index of potential contamination was calculated, considering the degree of the contamination and the spatial magnitude of the contamination. To evaluate the toxicity risk, carcinogenicity, acute toxicity, and chronic/sub-chronic toxicity were considered. By utilizing the US EPA IRIS DB and US HSDB, the risk level for each toxicity was calculated. After calculating the exposure and toxicity risk of each chemical substance, final rating of hazardous vulnerability was determined by multiplied of exposure and toxicity risk value.
Through this methodological approach, a comprehensive scoring system was developed, and the criteria for evaluating the vulnerability of soil and groundwater contamination are suggested for each chemical substance.
A preliminary assessment method to identify the facility (area) vulnerability of soil and groundwater contamination consists of the characteristics of facility (vulnerability rating from each chemical substance, maximum discharge capacity), area (meteorological characteristics, hydrogeological characteristics), receptor (number of population, area of agricultural land, number of well within impact area), and management (inside/outside of industrial complex, possibility of accident, ground/ underground). The final preliminary assessment system calculated a sub-characteristic factor for each of the characteristic of facility, area, receptor, and management with applying weights of AHP assessment.
By comprehensively considering the calculated vulnerability ratings for each soil and groundwater contamination and the preliminary assessment of the facility (area) vulnerability, the guideline for manufacturing the drawings of the facility (area) vulnerable from the leakage of contamination was produced.
Through this, it is possible to provide a map of vulnerable facilities (area) by chemical accidents in the future. Using these results, preventative preparation and response system for effective management of soil and groundwater contamination can be established. In addition, preliminary management guideline of vulnerable facility (area) was suggested by the results of classifying vulnerability of soil and groundwater contamination results considering chemical accident scenario. Preliminary management guideline consists of details on the contents and its cycle in facility, the need for renovation, and training of facility managers or municipality official. In this work, preliminary management guideline was established for appropriate managing the vulnerable facilities (areas) in order to manage the chemical accident prevention considering current domestic situation. To provide a highly useful guideline, international/domestic researches were completely reviewed and analyzed from the perspective of soil and groundwater contamination.
To establish an institutionalized preliminary management system for preventing the soil and groundwater contamination by chemical accident,domestic and foreign legislations and institutions for the prevention of soil and groundwater contamination were analyzed to derive implications.
Considering the derived implications and domestic situation, legislative and institutionalization improvements for the preventive management of soil and groundwater contamination were proposed in this work. Ultimately, plans for institutionalization of the preventive management system were suggested.
To increase the political utilization of these results derived from this study, experts opinions from government, academy, and industry are reflected in the output. In addition, this study produced the preliminary management guidelines, along with the plans for their legislation and institutionalization.
