이런 배경에서 본 연구는 이 사업의 일환으로 개발되고 있는 역량 개념틀의 국내 타당성을 분석하고, 2주기 사업(2019~)에서 초점을 두게 될 역량함양을 위한 교육체제를 탐색하고자하였다. 구체적으로, 본 연구에서는 OECD 역량 개념틀의 가능성과 한계를 파악하고, OECD 교육 2030 사업 진행에 대한 시사점과 ‘무엇을 가르칠 것인가’와 관련하여 국내 교육적 시사점을 도출하고자 하였다. 또한, 역량 개발을 강조하는 교육의 특징과 국내 역량기반 교육의 실행모습을 파악하고, OECD 교육 2030 사업 진행에 대한 시사점과 ‘어떻게 가르칠 것인가’와 관련하여 시사점을 도출하고자 하였다.
연구 내용으로는 OECD 교육 2030 사업 진행 사항 파악 및 분석, OECD 교육 2030 역량(학습)개념틀의 국내 타당성 분석, 역량개발을 위한 교육체제 구축에 대한 국내적 요구를 파악하기 위한 역량기반 교육의 국내 실행 모습 분석으로 삼았다. 연구 방법으로는 문헌분석, 전문가 델파이 조사, 교사 초점집단면담(Focus Group Interview, FGI), 전문가 협의회, OECD 비공식 작업반 회의(IWG) 참석을 활용하였다. 각 교육내용별 주요 내용은 다음과 같다.
■ OECD 교육 2030 사업 진행 사항 분석
OECD 교육 2030 사업의 주요 내용은 크게 학습 개념틀 개발(Learning Framework)과 교육과정 분석(Curriculum Analysis)으로 나눠진다. OECD 교육 2030 사업의 진행 사항은 연 2회 실시되는 비공식 작업반(IWG) 회의의 회의내용 및 논의내용을 중심으로 살펴보았다. 먼저,학습 개념틀 개발과 관련하여, 제 5차 회의에서 발표된 학습 개념틀에서는 변혁적 역량을 중심에 두고, 이를 함양하기 위해 요구되는 기초기능, 역량개발 싸이클, 지식・기능・태도 및 가치를 제시하는 형태를 취했다. 이에 비해, 제 6차 회의에서 발표된 학습 개념틀에서는 ‘학생 에이전시’를 학습 개념틀의 중심에 두고, 그 외 요소들을 ‘2030년에 요구되는’ 변혁적 역량, 기초기능(리터러시), 역량개발 싸이틀, 지식・기능・태도 및 가치로 설정하여 이들을 병렬적인 형태로 제시하고 있다. 이로 인해, 제 5차 회의에서 처음으로 등장하게 된 ‘학생 에이전시’라는 개념은 제 6차 회의에서 발표된 학습 개념틀에서 더욱 강조되었다. 기초기능에서는 기존의 세 가지 기능에 디지털 리터러시가 추가되었고, 지식의 중분류는 학문적 지식, 간학문적 지식, 인식론적 지식, 절차론적 지식으로 세분화 되었다. 태도・가치는 개인적, 지역적, 사회적, 세계적 태도・가치로 새로이 분류하여 제시되었다. 또한, 37개의 주요 세부역량에 대한 분석 결과가 발표되었는데, 한 예시로 ‘학생 에이전시’의 세부역량이 학습 개념틀에 포함되었다. 뿐만 아니라,‘우리가 원하는 미래’와 관련하여 ‘우리가 원하는 교육’이라는 10가지 교육 비전을 구체적으로 제시하고 있다.
학습 개념틀과 관련하여 제 6차 회의에서는 개념틀의 용어와 개념을 명료화하는 것이 필요하다는 의견이 제시되었고, OECD 사무국에서도 용어 및 개념의 명료화를 위해서 계속해서 노력해 갈 계획임을 밝혔다. 또한, 참여국 사이에서 학습 개념틀을 실행하는 방법(교수학습방법, 평가방법 등)에 대한 탐색이 필요하다는 의견이 많았다. 특히, 역량의 평가에 대한 우려와 함께 역량 평가를 위해 새로운 인식론에 바탕을 둔 새로운 평가방법이 필요하다는 의견이 강하게 제기되었다. 제 6차 IWG 회의의 주요 시사점으로는, 교육 2030에서 새롭게 제시한 ‘우리가 원하는 교육’의 10가지 교육 비전에 대한 검토가 필요하다는 점, 교육 2030 학습 개념틀에서 더욱 강조되고 있는 ‘에이전시’의 개념에 대한 검토가 필요하다는 점, 그리고 역량의 평가방법에 대한 연구가 필요하다는 점을 제시하였다.
교육과정 분석과 관련하여, 관련 세부 프로젝트로는 교육과정 정책 설문(Policy Questionnaire Curriculum Redesign, PQC), 교육과정 내용 맵핑(Curriculum Content Mapping, CCM),수학 및 체육과 심층 분석(In-depth Analysis of Math and Physical Education), 그리고 교육과정 관련 공통의 이슈에 대한 논의를 들 수 있다. PQC의 경우, 6차 회의에서는 설문에 참여한 27개국(한국 포함)에 대한 자료(Fact sheet)가 발표・논의되었다. 체육과 심층 분석의 경우,분석 방법에 대한 논의를 계속해서 진행해 왔는데, 제 6차 회의에서는 진행방법에 대한 보다 구체적인 안이 제시되었다. 수학과 심층 분석의 경우, 제 5차 비공식 작업반 회의에서 구체적인 진행계획이 발표되었고, 수학과 관련 다양한 관점들이 검토되고 있다. 그 외에도, 교육과정에 대해 국가들이 공통적으로 겪는 이슈사항에 대해 논의하고 우수한 국가 사례들을 발굴하기 위한 노력을 기울이고 있다.
교육과정 분석 관련 프로젝트 중에서 2017년에 중점적으로 실시된 프로젝트는 교육과정 내용 맵핑이다. 교육과정 내용 맵핑(CCM)은 주요 지식, 기능, 태도・가치가 어떤 교과에 어떻게 포함되어 있는지를 맵핑해 보는 것으로, 국가 교육과정에서 지식이 기능과 태도・가치와 함께 학습되기 위해서 어떻게 설계되어 있는지를 탐색하는 것을 목적으로 한다. 제 5차 비공식 작업반 회의에서는 제 4차 회의에서 발표된 CCM 제안서에 대한 개정안이 발표・논의되었고, 제 6차 비공식 작업반 회의에서는 2017년 7-8월 실시된 예비 조사의 결과가 공유・논의되었다. 현재 교육과정 내용 맵핑(CCM)은 4개국을 대상으로 한 예비조사를 마친 단계라, 조사의 결과에 대해서는 중요한 의미를 부여하기는 아직 이르다. 하지만, 예비조사를 거쳐 조사도구를 안정화한 후에는 CCM을 통해 각 국가별로 특정 역량, 지식, 기능, 태도·가치가 특정 학습 영역 또는 교과와 어떻게 더 혹은 덜 연결되는지에 대한 많은 정보와 사례를 얻을 수 있을 것으로 기대된다.
■ OECD 교육 2030 역량 개념들의 국내 타당성 분석
국내 교육적 상황을 고려할 때, OECD 역량(학습) 개념틀이 어떤 가능성과 한계를 가지는지를 알아보기 위해서 국내 전문가 33명을 대상으로 전문가 델파이 조사를 실시하였다. 조사 결과에 따르면, 전문가들은 OECD 학습 개념틀이 대체적으로 타당하다고 평가하였다. 다만, (각 변혁적 역량과 기능 및 태도・가치의) 평가 필요성, 지식의 중분류 방법에 대해서는 전문가들의 평가가 낮았다. 수치상으로 OECD 학습 개념틀과 개념틀 요소의 타당성이 높게 나타났지만, 이는 OECD 학습 개념틀이 갖는 추상적이고 포괄적인 성격의 영향도 있어 전문가들의 구체적인 의견을 분석하였다.
학습 개념틀에 대한 전문가의 의견은 전문가 간의 의견차가 심했다. 예를 들어, 역량을 교육내용 선정 및 조직의 기준으로 삼는 것에 대해서 깊은 우려를 표하는 의견이 있는가 하면, 교과로 학습영역을 구분하는 방식에서 기초기능을 중심으로 학습영역을 재구조화하는 방법에 대한 검토가 필요하다는 의견도 있었다. 전문가 간의 의견차이 뿐만 아니라, 학습 개념틀의 요소간에도 의견차가 많은 편이이었다. 웰빙(Well-being, 안녕)의 경우, 전문가들이 평가한 타당성도 높고 웰빙이 우리 교육 패러다임의 변화에 긍정적인 기여를 할 수 있을 것이라는 의견이 많았다.
하지만, 웰빙의 개념이 갖는 부정적인 늬앙스에 대한 우려와 함께 용어의 변경을 제안한 전문가가 많았으며(실제 전문가 의견 반영 후 용어 변경), 한국의 맥락에서 웰빙을 어떻게 이해하고 정의할 것인가에 대한 논의가 필요하다는 의견이 있었다. 변혁적 역량에 대한 전문가 의견은 전체 OECD 학습 개념틀에 대한 전문가의 공통적인 의견과 유사하였다. 즉, 한계가 있지만, 우리나라의 교육을 개선하고 미래 한국 교육의 방향성에 대한 논의에 기여할 수 있는 가능성이 있는 것으로 평가되었다. 역량 개발 싸이클에 대해 대부분의 전문가들은 학습의 일반적인 과정으로 생각될 수 있어 무난하고, 기존 학습의 과정에 비해 긍정적인 측면이 있다고 평가했다. 기초기능에 대해서는 ‘기초기능이 변혁적 역량을 위한 기초인가’에 대해 의문을 제기하는 의견이 많았다. 역량 범주의 대분류에 대해서는 대부분의 전문가들이 타당하다고 판단하였지만, 중분류에서 구성요소 간의 위계 및 상호 배타성에 대해 문제를 제기하는 경우는 많았다.
이런 다양한 스펙트럼의 전문가 의견을 종합하여, OECD 학습 개념틀의 한계와 개선점, 국내교육적 시사점, 국내 적용 가능성(어려움과 선결과제)에 대한 주제를 도출하였다. 구체적으로, OECD 학습 개념틀의 한계와 개선점으로는 (1) 개념과 용어의 추상성과 모호성, (2) 학습 개념틀 요소들 간 관계의 불명확성, (3) 하위 요소들 간의 위계 동일성 및 상호 배타성부족, (4) 다소개인주의적이고 공동체적 가치 부족, (5) 일반적이고 포괄적인 성격으로 인해 교육의 실행에 대해 시사하는 바가 제한적이라는 점이 도출되었다. OECD 학습 개념틀이 갖는 국내 교육적 시사점으로는 (1) 한국 교육의 개선에 기여, (2) 미래 교육의 방향 설정에 기여, (3) 교육과정설계 및 학습 방법과 학습 환경 변화에 기여가 주요하게 언급되었다. 그리고 OECD 학습 개념틀의 국내 적용 가능성에서 어려움과 선결과제로는 (1) 한국적 맥락 및 기존 개념과의 관계 속에서 용어 및 개념의 명료화, (2) 추가적인 연구를 통한 구체적인 방법 모색, (3) 사회 인식을 포함한 교육 환경 전반의 변화가 제시되었다.
■ 핵심역량 함양을 위한 교육체제 탐색:역량기반 교육의 국내 실행 모습
OECD 교육 2030 사업에서는 1주기 사업(2015-2018)을 통해 역량 개념틀이 완성되면, 2019년부터 시작될 2주기 사업에서는 역량 함양을 위한 교육체제를 탐색하는데 초점을 둘 계획이다. 미래 핵심역량 함양을 위한 교육체제 구축에 대한 국내적 요구와 필요를 파악하기 위해 역량기반 교육의 국내 실행 모습을 조사하였다. 역량기반 교육이 학교현장에서 실행되는 방식과 역량기반 교육과정의 실행에 대한 교사들의 인식을 파악하여 역량 함량을 위한 교육 체제 구축 및 OECD 교육 2030 사업 진행 측면에서의 시사점을 도출하였다. 이를 위해 역량 관련 연구학교에서 근무하거나 근무한 적이 있는 교사들과 초점집단면담(Focus Group Interview, FGI)을 실시하였다.
초점집단면담 결과에 의하면, 교사들은 “역량”이라는 단어에 대해 생소해하거나, 거부감을 갖는 경향이 강한 것으로 나타났다. 면담에 참여한 교사들조차 역량이 무엇이고, 역량기반 교육과정을 어떻게 실행해야 하는지에 대해 혼란스러워 하고 있었다. 이런 상황에서 역량기반 교육과정이 현장에 성공적으로 자리 잡기 위해서는 교사의 인식 변화가 절실하다고 목소리를 높였다.
또한, 면담에 참여한 대부분의 교사들은 역량기반 교육과정을 “학생중심수업” 또는 “활동중심수업”과 연결하는 경향이 강했다. 이전의 강의식 수업을 통해서 학생들에게 많은 양의 교과내용을 전달하는 것에 초점을 두었다면, 학생참여형 수업을 통해서 학생들은 학습내용을 보다 깊이 이해하고 배운 내용을 활용하여 ‘무언가를 하는 것’(활동)을 강조하고 있었다. 이런 수업의 변화로 인해, 학생들은 보다 다양한 학습적 경험을 하고, 이런 경험을 통해서 자신의 소질과 적성을 발견하고 역량을 키워갈 수 있는 기회들이 많아졌다. 다만, 교사들이 교과내용과 역량을 어떻게 연결하고, 역량 개발을 위해서 교과 내용을 어떻게 재조직하여 수업으로 연결하는지에 대해서는 학교급별로 차이가 컸다.
역량기반 교육을 실행하는 과정에서 교사들이 가장 많은 어려움을 호소한 영역은 단연 평가였다.
교사들은 역량기반 교육에서 평가는 과정중심적으로 접근해야 한다고 인식하고 있었으나, 현실적으로 결과중심 또는 서열중심으로 평가해야 하는 상황에서 어려움을 겪고 있었다. 특히, 입시와 직접적으로 연결되는 고등학교 단계에서 이 현상은 강하게 나타났다. 또한, 학생과 학부모의 입시 우선주의적 인식은 교사들이 역량 함양을 위해 새로운 것을 시도하려는 의지를 약화시키고 있는 것으로 나타났다. 뿐만 아니라, 대부분의 교사들은 역량 평가 방법에 대한 보다 구체적인 가이드라인과 우수사례를 필요로 하고 있었다. 역량 함양과 양립할 수 있는 (새로운) 평가방법의 도입과 교사의 평가 전문성 함양, 교사 평가에 대한 사회적 신뢰 회복이 필요한 것으로 드러났다.
면담에 참여한 대부분의 교사들은 역량기반 교육과정을 실행하면서 협의의 시간이 늘어났고,수평적 의사결정과정이 좀 더 강화된 것으로 느끼고 있었다. 하지만, 여전히 학교장에 따라 학교 분위기가 크게 좌우되는 경우가 많아 학교 관리자의 리더십 함양이 필요한 것으로 나타났다.
또한, 학생들의 역량 함양(학생참여형 수업, 과정중심평가)을 강조하고 지원하는 학교 분위기로 인해 학생참여형 수업을 시도하고, 그런 시도들을 통해 학생과 수업에 대한 인식이 변화하고 교사로서 성장해 가는 사례를 통해 학교 분위기의 중요성을 확인할 수 있었다. 뿐만 아니라,교직원 회의 등을 통해서 모든 교사(때로는 학부모까지)가 모여 긴 논의와 설득을 거쳐 합의에 이르는 과정을 거치고 있는 학교가 있었는데, 이런 합의의 과정은 실제 실행에서 추진력을 갖게하는 것으로 나타났다.
현재 교사들이 원하는 구체적인 지원은 역량기반 교육과정 적용에 대한 가이드라인과 교사들이 실질적으로 참고할 수 있는 자료 및 우수사례였다. ‘어떻게 해야 하는 건지’에 대한 상이 뚜렷하지 않으며, ‘내가 하고 있는 것이 맞는 건지’에 대한 확신이 부족했다. 역량기반 교육과정의 실행에서 교사들이 참고할 수 있는 자료개발・보급과 함께, 교사들이 서로 소통하고 경험을 공유할 수 있는 기회를 확대할 수 있는 지원이 계속되어야 할 것이다. 뿐만 아니라, 역량기반 교육과정이 실행할 수 있는 여건 마련이 중요한 것으로 나타났다. 구체적으로, 행정 업무 경감 노력,소통할 수 있는 여건 마련, 교육정책의 지속성 확보, 교사 평가 자율성 확대, 학생과 학부모의 입시 및 성적 우선주의적 인식 개선, 학습량 적정화 및 학습・교과서에 대한 인식 변화, 역량함양을 지원할 수 있는 새로운 평가제도 개발, 역량기반 교육과정에 대한 홍보 확대가 필요한 것으로 나타났다.
■ 정책적 제언
위와 같은 연구결과를 바탕으로 정책적 제언은 ‘OECD 교육 2030 사업 측면’과 ‘국내 교육적 측면’으로 구분하여 살펴보았다. 교육 2030 사업 진행 측면은 다시 (1) OECD 학습 개념틀 개발에 대한 제언(개념 및 용어 명료화 노력, 구성요소 간의 관계의 명확화 노력, 평가에 대한 신중한 접근 필요), (2) OECD 교육 2030 2주기 사업에 대한 제언, (3) 국내 후속 연구에 대한 시사점으로 나누어 제시하였다. 국내 교육적 시사점은 (1)‘무엇을 가르칠 것인가’의 측면과(2) ‘어떻게 가르칠 것인가’의 측면으로 구분하여 제시하였다. 구체적으로, ‘무엇을 가르칠 것인가’에 대해서는 ‘에이전시’와 ‘성찰’의 의미와 가능성 검토, 교육체제가 지향할 핵심역량의 명료한 비전 제시, 교과 교육과정 내용 재검토: 지식, 기능, 태도・가치 구체화를 제시하였다.
‘어떻게 가르칠 것인가’의 측면에서는 역량에 대한 교사 공감대 형성 노력, 역량 함양을 위한 교사 전문성 향상, 역량 평가방법 개발 및 교사의 평가 전문성 함양, 민주적인 학교 풍토 조성,수업에 집중할 수 있는 여건 마련을 제시하였다.

OECD’s ‘Future of Education and Skills: Education 2030’ project (OECD Education 2030 project, henceforth) is intended to re-visit the DeSeCo (1997-2003) key competencies and has two main stages of activities. The first stage (from 2015 to 2018) aims to develop a conceptual learning/competencies framework (learning framework, henceforth) relevant for 2030 and to analyze international curriculum while the second stage (from 2019 and beyond) aims to explore the kind of learning environments that support the development of the competencies most effectively. In 2016, the Korean Ministry of Education has designated the Korean Educational Development Institute (KEDI, henceforth) as a lead organization (and as a National Coordinator at the same time) for the OECD Education 2030 project.
As the lead organization, KEDI is expected to identify the overall progress and status of the project, to analyze its possibilities and limitations in the context of Korean education, and to play intermediary role in the participation and contribution to the project for ensuring positive influences over Korea’s education.
As part of the OECD Education 2030 project, this study provides new insights on the extent to which the learning framework is valid in Korea and exploration of education system in Korea to prepare for the second stage. To be specific,there are threefold themes in this study where both quantitative and qualitative methods are used. First, overall progress and status of the project are identified.
For this theme, three authors participated in the OECD Informal Working Group(IWG, henceforth) meetings. Second, the possibilities and limitations of the learning framework are studied and then implications are drawn about what to select as key competencies and ‘what to teach’ in Korea. For this theme, a Delphi survey was conducted. Third, features of competency-based education and current status of Korea’s competency-based education are studied in terms of curriculum design,teaching and assessment methods, and school environment, etc. and then implications are drawn about ‘how to teach’ in Korea. For this theme, focus group interview(FGI) was carried out targeting teachers. Also, reviewing on existing literature and meetings with experts enhanced further theoretical and practical understanding of the themes. Findings for each theme are summarized as below.
1. Identification of progress and status of the OECD Education 2030 project
The OECD Education 2030 project holds two IWGs per year with the participating countries. The 5th IWG was held on 16-18 May 2017 in Lisbon, Portugal and the 6th IWG was held on 23-25 October 2017 in Paris, France. The project has two main discussion topics which are development of the learning framework and curriculum analysis.
In regard to the development of the learning framework, the 5th IWG discussed how to cultivate transformative competencies for 2030 through foundations skills, competency development cycle, and taxonomy of competencies (comprised of knowledge, skills, and attitudes and values). In the 6th IWG, the concept of‘student agency’which was introduced in the 5th IWG was further underlined at the heart of the proposed OECD Learning Compass 2030 and is seen as both a process and a goal. In this paper, changes of the learning framework between the 5th IWG and the 6th IWG are illustrated. Moreover, feedback from participating countries such as need for clarification of terminology and concepts and policy implications such as reviewing the concept of ‘agency’are also explained.
In regard to the curriculum analysis, its exercises are comprised of Policy Questionnaire Curriculum Redesign, Curriculum Content Mapping, and in-depth analysis of Math and Physical Education/Health Education. Yet, this paper mainly elaborated on a Curriculum Content Mapping as it was highlighted in 2017.
2. Analysis on the validity of the learning framework in Korean context.
A two-round Delphi survey was conducted to 33 experts who are relevant to Korean education and studies of competencies in order to analyze the validity of the learning framework in Korean context. The survey is comprised of five-point Likert scale and open-ended questions. Average statistical results of each component of the learning framework revealed high values, indicating that the learning framework is likely to be valid in Korea. However, the results regarding sub-domains of knowledge and the need to evaluate transformative competencies, skills, or attitudes and values showed comparatively low degree of validity. Also, it is noteworthy that overall high results may be derived from the abstract and inclusive natures of the learning framework. Thus, this paper further analyzed opinion (which was gained through open-ended questions) of the experts.
There was no consensus of opinions among the experts about the learning framework. For example, some experts were deeply concerned about setting competencies as an important criterion in selecting educational content and operation of an organization. On the other hand, some experts argued that we may consider possibilities of foundation skills which could be the cornerstone in restructuring learning area. Moreover, a wide range of disagreements was found among the experts in concerning constructs of the learning framework. In regard to well-being, survey results showed high degree of validity and indicated that well-being will enable educational paradigm to shift in positive aspects. However, taking into account the negative impression of the terminology ‘well-being’ in Korea many experts argued for the change of the Korean translation of‘well-being’ in other word (so thereby, changing into another word ‘안녕’ in this study). Also, the importance of understanding and re-defining ‘well-being’ in Korean context was point out. In regard to transformative competencies, it is believed that there is a possibility to improve the education system and to contribute to the debate on the direction of the educational goal in Korea. In regard to competency development cycle, most experts agreed on the logic of the cycle which is seen as general process of learning. This indicates that the cycle has positive aspects compared to that of existing learning processes. In regard to foundation skills, many were deeply conscious about the lack of clarification for the relationship between transformative competencies and foundation skills. In regard to the domains of competencies, many viewed the current classification as valid. However, in regard to sub-domains of each construct, hierarchical level and mutual exclusion of each construct were seen as problematic.
Therefore, acknowledging a wide array of opinions, this paper presents new insights (in the field of OECD learning framework) to identify its limitations and challenges, implications to Korean education, and feasibilities of implementation(difficulties and prerequisites) in Korea. To be specific, first, limitations and challenges of the learning framework have followings: 1) abstract and ambiguity of concepts and terminology, 2) vague relationship among components of the learning framework, 3) problems of hierarchical level and mutual exclusiveness among sub-domains, 4) emphasis on individualism and lack of community based values, and 5) limitation of the implications in the education field due to general and abstract nature. Second, implications to Korean education mainly include: 1) contribution to improvement of Korean education, 2) contribution to the direction of future education, 3) contribution to changes of curriculum design, learning methods, and learning environment. Third, difficulties and prerequisites for the feasibilities of implementation in Korea include: 1) clarification of concepts and terminology after taking into consideration of Korean context and existing concepts, 2) undertaking additional research to seek for a concrete method in implementation, and 3) changes in educational environment including public opinion.
3. Exploration of education system for cultivating key competencies: Status of competency-based education in Korea.
By means of preparation to participate in the second stage of the OECD Education 2030 project, empirical research was conducted on the status of current competency-based education in Korea. The objective was to find out the features of education system which cultivate key competencies would be required in the future. To be specific, it was studied how schools implement competency-based education and what difficulties were confronted to frontline teachers. Focus group interview (FGI, henceforth) was comprised of 34 primary and secondary school teachers who have had experiences of teaching competency-based curriculum in research schools.
Most participants revealed that teachers are unfamiliar or have strong reluctance against the terminology ‘competency’. Even the participants were unclear about what competencies are and they were confused about how to carry out the competencybased curriculum. This indicates that there is an urgent need for changes in recognition by teachers regarding competencies in order to implement competency based curriculum in schools effectively. Moreover, it was noted that most participants believed competency-based curriculum is equivalent to ‘student-centered classes’ or ‘activity-based classes’. This illustrates that unlike the existing‘lecture-based classes’ which emphasizes on the delivering educational contents from teachers to students, competency-based curriculum supports for the vibrant class where students take a part into, so that they can understand better and ‘do something’ based on their learning. These changes in learning enabled students to experience various activities and to find out their interests and to develop their own potentials and competencies. However, it was found out that there was a wide range of differences among different levels of schools how teachers relate and reorganize competencies with educational content and carry out in class.
It is highlighted that teachers were confronted to problems of assessing students’ competencies. Although teachers were aware of the need of processfocused assessment in competency-based curriculum they were forced to carry out results-based and rank-based evaluations. This was especially underlined in upper secondary schools which are directly related to the university admission’s policy. It is said that teachers are to be de-motivated to try new methods of teaching in order to cultivate competencies by their students and parents who strongly focuses on the university admission’s policy. Moreover, teachers need more specific guidelines and best practices on how to assess competencies of students. It turned out that it is necessary to train teacher’s expertise in assessment and to restore the social trust in teacher’s evaluation process.
Also, it is noteworthy that most participants felt that discussion time among teachers has increased and horizontal decision-making process is strengthened.
These in turn resulted in increasing willingness and motivation of teachers to develop themselves to carry out the competency-based curriculum, resulting in virtuous cycle. Yet, it is seen that school atmosphere is greatly determined by school principal and thereby, resulting in need for training leadership of the school principals.
At present level, teachers want supports such as guidelines, materials, best practices that teachers can actually refer to. This is because teachers were unclear about how to implement and were not confident themselves about what they were doing in classes. Also, it is equally important to note the following supports for teachers to effectively implement competency-based curriculum in Korea: reduction of administrative work, increasing conditions for discussion, securing consistent education policies, empowering teacher’s autonomy on assessment, optimizing educational contents and changes in recognition of textbook, development of new assessment system to support competency-based curriculum, and public advertisement of competency-based curriculum, etc.
Having studied those three themes, this study finally presents policy implications on ‘proceeding of the OECD Education 2030 Project’ and ‘national educational policies.’ To be specific, regarding proceeding of the OECD Education 2030 Project, implications for the development of OECD Learning Framework, the 2nd phase of OECD Education 2030, and suggestions on related studies were presented. Implications for national educational policies have two issues on ‘what to teach’ and ‘how to teach.’ Specifically, issues on ‘what to teach’ perspective include such as exploration of educational possibilities of the concepts of ‘agency’and ‘reflection’, clarification of meanings of key competencies, and review on contents of subject curriculum specifying knowledge, skills, and attitudes and values. Issues on ‘how to teach’ perspective include such as creating consensus among teachers regarding competencies, further exploration of assessment of competencies, and promotion of democratic school culture.
