녹색성장과 지속가능발전은 이제 글로벌 아젠다로서의 중요성을 높이 인정 받고 있다. 한국은 녹색성장에 관한 글로 벌리더로서 자리매김하고 선진국과 개도국 간의 가교 역할을 맡아 이 글로벌 아젠다들에 기여하고자 하고 있으며, 이러한 배경에서 메콩지역에 녹색성장을 확산하고자 하는 본 프로젝트가 한국, 베트남, 라오스, 캄보디아의 연구기관 간의 공동 프로젝트로 추진되었다.

협력 네트워크 구축의 초기단계로서, 본 보고서는 각 해당국가들을 개관하고 지속가능발전과 녹색성장에 관한 주요 이슈들을 발굴하고자 하였다. 사회경제 현황 및 발전전략, 환경현황 및 관리정책, 지속가능한 농업 및 농촌개발이라는 주제에 대하여 베트남, 라오스, 캄보디아 3국에 대한 순차적인 검토를 본 보고서에 담았다.

베트남은 도이모이 개혁 이래 시장기반의 개방형 경제로의 이행과 지역경제 및 글로벌 경제와의 통합을 통해 경제 및 사회발전에서 큰 성공을 이루었다. 이제 베트남은 값싼 노동력, 자연자원의 이용, 자본성장에 의존하는 현재의 성장모형의 한계를 실감하고 있으며, 사회경제발전계획 2011-2020에 나타난 바와 같이 지속가능한 성장으로의 패러다임 변화를 겪고 있다. 베트남의 환경자원들은 도시화, 산업화, 기후변화에 의해 위협받고 있다. 환경보호를 위한 법체계와 국가전략들이 형태를 갖춰가고 있으며, 녹색성장국가전략을 마련중임에도 주복할만하다.
한편, 여전히 녹색경제의 구축, 교부가가치 농업개발, 시장경제의 완성, 인적자원 개발, 기반시설의 질적 향상, 지속가능발전에 대한 인식제고라는 측면에서 여전히 개선의 여지가 있다.

라오스도 빠른 경제성장을 겪고 있으며, 2006-2010년 사이 연간 GDP 성장률은 7.9%에 이른다. 국가발전 전략은 농산물가공, 건설, 광업, 기반시설 등에 있어서의 산업화와 현대화에 중점을 두고 있어, 녹색성장으로의 패러다임 전환은 여전히 먼 이야기인 것으로 보인다.
빈곤타파, 교육, 양성평등의 사회발전 노력들은 진전을 보이고 있다. 현행의 사회경제발전 5개년 계획은 빈곤감소, 농촌개발, 도로 및 전기 등의 기반시설 개선, 교육, 보건, 양성평등 등에 목표를 두고 있다. 대기 및 수질오염, 유해물질 및 유해폐기물, 생물 다양성, 도시 폐기물문제 등의 환경문제도 나타나고 있으며, 도시화와 산업화가 진행됨에 따라 점점 심각해지고 있다. 환경보호법이 1999년에 제정되었으며, 자원환경부가 2011년 설립되었고, 국가 지속가능발전 전략 및 녹색성장전략이 준비 단계에 있다.

캄보디아 또한 1991년의 분쟁종식과 무역 및 투자에 대한 경제개방과 함께 빠른 경제성장을 지속해오고 있다. 산업부문은 대체로 섬유와 건설부문으로 이루어진다. 국제무역은 캄보디아 경제성장에서 중요한 역할을 하는 것으로 여겨지며, 무역정책은 수출상품과 수출시장의 다변화에 초점을 두고 있다. 캄보디아는 또한 환경분야에서 산림면적의 감소, 폐기물 및 폐수관리, 내수면 어업과 연안자원의 질 저하, 생물다양성과 보호지역 관리미비, 환경관련 제도 미비 등의 여러 난제들에 직면하고 있다. 메콩강과 톤레삽 호수는 캄보디아의 주요한 수자원이지만, 현재 댐 용량은 매우 적은 것으로 보인다. 최근 국가 녹색성장 로드맵이 승인을 받았으며, GGGI의 지원을 받아 국가 녹색성장 마스터플랜을 개발 중이다. 녹색에너지개발도 농촌지역의 바이오가스 프로그램과 클린차콜 생산 등과 함께 진행되고 있다.

FAO에 의해 제시된 지속자능한 농업과 농촌개발(SARD)은 경제, 정치, 사회, 기술적 이슈들을 포괄하는 종합적인 개념이다. 이들 국가에 대해 공통적으로 제기된 중요 요소로는 지속가능한 농업활동, 농업생산성 향상 및 상업화, 자연자원과 환경의 보호, 농촌사회의 사회적 개발, 제도적 발전 등이 있다.

한국과 메콩지역 국가의 연구기관들이 공동을 수행하는 본 프로젝트는 메콩지역의 지속가능발전을 구현하고 녹색성장을 확산하는 데 기여할 것으로 기대하며, 향후 다양한 관련 세부 주제의 공동연구 및 활동들과 미얀마, 태국 등 인접 국가의 참여를 통해 더욱 효과적인 녹색성장 확산 네트워크가 되기를 기대한다.

Green growth and sustainable development are now gaining their status as one of the most significant global agendas. As Korea seeks to take global leadership in green growth and contribute to those global agendas as a bridge between developed and developing countries, this joint project for promoting green growth in the Mekong region has been launched among the research institutions in Korea, Vietnam, Laos, and Cambodia.

As the early phase of the cooperation network, this joint report seeks to provide an overview of the countries and identify the major issues in sustainable development and green growth. The socio-economic conditions and development strategies, and the environmental conditions and management policies, and the sustainable agriculture and rural development are reviewed for each country of Vietnam, Laos and Cambodia.

In Vietnam, the Doi Moi reform has led to a great success in economic and social development through transitioning to a market-based open economy and integration to the regional and global economy. Now Vietnam is coming to a realization that the current growth model relying on cheap labor, natural resource exploitation, and capital growth has lost its appeal, and is having a paradigm shift towards sustainable growth, as reflected in the Socio-Economic Development Strategy 2011-2020. Environmental resources in Vietnam are being threatened by urbanization, industrialization, and climate change. The legal system and national strategies for environmental protection are taking shape, and notably the Vietnam Strategy of Green Growth is being established. Meanwhile, Vietnam needs further efforts towards development of green economy, development of high value-added agriculture, perfection of market economy, development of human resources, improvement of quality of infrastructure, and increase of public awareness regarding sustainable development.

Laos is also having a rapid economic growth, with an annual GDP growth rate of 7.9% between 2006-2010. The national development plan has focus on industrialization and modernization especially in agro-processing, construction, mining, infrastructure, etc., which seems to suggest the paradigm shift towards green growth in this country is still far-off. Social development efforts for poverty eradication, education, and gender equality are making progress. The current Five-Year Socio-Economic Development Plan is aiming at poverty reduction, rural development, improvement of infrastructure as road and electricity, education, public health, gender equality, etc.

Environmental problems as air and water pollution, harmful substances and hazardous wastes, biodiversity loss, and urban waste problems are emerging and worsening, as urbanization and industrialization progress. The Environmental Protection Law was established in 1999, the Ministry of Natural Resources and Environment in 2011, and the national sustainable development strategy and green growth strategy are in preparation.
Cambodia is also experiencing a steady and fast economic growth, largely due to the ending of conflict in 1991 and the opening of economy to trade and investment. The industrial sector mostly consists of textile and construction.

International trade is considered as playing a key role in Cambodia’s economic growth, and its trade policy focuses on diversification of export products and export markets. Cambodia is also facing environmental challenges of decrease in forest cover, waste and wastewater management, inland fisheries and coastal resources degradation, poor protection of biodiversity and protected areas, and weak environmental institutions and instruments. The Mekong River and Lake Tonle Sap are the major water resources of the country, but the capacity of existing dams are considered very low. Recently the National Green Growth Roadmap was endorsed, and the National Green Growth Master Plan is currently being developed with support of the Global Green Growth Institute. Green energy development is also underway, with rural biogas program and clean charcoal production.
Sustainable agriculture and rural development (SARD) is a comprehensive framework presented by FAO, which encompasses economic, political, social, and technical issues. Important elements that are commonly indicated for the countries include sustainable agricultural activities, increase of agricultural productivities and commercialization, protection of natural resources and environment, social development in rural communities, institutional development, etc.

This joint project among Korea and Mekong region countries is expected to contribute to realization of sustainable development and green growth in the Mekong region. As the project develops further, we hope to strengthen the international network further through joint studies and activities on various topics related green growth, and also through expansion of network to include other countries in the region.
