최근의 기후변화로 인한 홍수, 가뭄, 물부족 뿐만 아니라 수질 오염사고 발생 등으로 인해 전 세계적으로 수자원의 합리적인 계획 및 관리에 대한 중요성이 증가하고 있다. 우리는 물부족이 발생하고 가뭄이 발생하여야 물을 대체할 수 있는 자원이 없다는 것을 깨닫게 된다. 하지만 물은 더 이상 강수를 통해 공급되는 무한정한 자원이 아니며 한정된 수자원으로서의 수자원의 이용에 신중하고 현명한 접근이 요구 되고 있다.

기존의 기후변화 연구는 전지구적기후모형(GCMs)에 의한 미래 강우자료를 이용하여 유출량을 산정하고 계절별, 유역별 수문변화를 예측 및 평가하는 연구가 주로 수행되었으며 수자원시스템의 체계적인 검토와 수자원의 배분과 다목적댐을 연계한 유역 차원의 기후변화의 불확실성에 대응하기 위한 연구는 초보적인 단계이다. 따라서 기후변화에 적극적으로 대처하기 위해서는 기후변화로 인한 영향 평가 및 취약성 평가를 기반으로 다목적댐과 용수공급 시스템을 활용하여 물공급을 포함한 물분배 균형성을 재조정하는 방안과 같은 유역별 중장기 물관리 전략 수립이 필요할 것으로 사료된다.
본 연구는 기후변화 대응 국가 물관리 취약성과 물안보 전략 수립을 위한 수자원 관리 측면의 연차연구로서 1차 년도에서는 낙동강 유역을 대상으로 다목적댐과 같은 수리시설물과 물공급 시스템을 반영한 물이용 네트워크 모형을 구축하고 이를 낙동강 유역에 적용하여 기후변화에 따른 유역의 용수공급 시스템의 영향과 취약성을 평가 하였다. 2차년도 연구에서는 1차년도와 마찬가지로 낙동강 유역을 대상으로 기후변화에 대한 강우, 기온, 유출량의 기후변화 영향을 평가하였으며 다목적댐과 같은 수리시설물과 물공급 시스템을 반영한 물이용 네트워크 모형을 기반으로 다양한 IPCC GCMs모형에 의한 온실가스 배출 시나리오 중 A1B, A2, B1을 적용하여 기후변화에 따른 유역의 물공급 시스템의 영향과 취약성을 평가 하였다. 이와 더불어 4대강 살리기 사업에 포함되어 있는 다기능보, 신규댐, 기존댐의 연계운영, 농업용 저수지 둑높임 사업에 대하여 기후변화에 대한 적응 능력을 평가하였고 한강수계의 충주댐으로부터의 물이동을 검토하였다. 또한 낙동강수계의 현안 문제인 하천유지유량의 확보와 맑은물 공급과 관련된 해결 방안을 제시하고자 노력하였다. 정책제언으로 기후변화에 대응한 낙동강 유역 차원의 시공간적 물수급 불균형 해소를 위한 적응 전략과 4대강 살리기 사업 이후의 물관리 시스템의 효율적인 관리를 위한 낙동강 유역의 현안과 기후변화를 고려한 물관리 대응 방안을 마련하고자 한다.
강우는 미래기간에 대해 증가하거나 감소하는 등의 뚜렷한 경향은 나타나지 않았다. 그러나 월별로 강우변화를 분석하였을 때, 6~8월(여름)의 강우는 뚜렷하게 증가하는 경향을 나타냈으며, 3~5월(봄)과 9~11월(가을)에 강우는 감소하는 경향을 나타냈다. 12~2월(겨울)의 경우에는 증감경향이 뚜렷하게 나타나지 않지만, 변동 및 편차가 크게 나타나는 것으로 분석되었다. 증감율의 크기는 데이터의 절대값의 차이로 인해 다를 수 있다는 것은 감안하여야 한다.
시나리오별 기온변화의 특성은 지속적으로 증가하는 경향을 나타내고 있으며, 겨울기간(12~2월)의 월별 기온 증가율이 다른 계절보다 높게 나타났으며, 부산 관측소의 경우 A2 시나리오의 1월 기온이 최대 3.6℃까지 증가하는 것으로 분석되었다.
시나리오에 따른 월별 유출량 증감율을 분석한 결과, 시나리오에 따른 특정 경향은 나타나지 않고 Present 기간 대비 편차 및 변동폭이 크게 나타는 것으로 분석되었으며, 특히 6 ~ 9월의 유출량 편차가 크게 나타나 유량이 많은 시기임에도 불구하고 유량변동이 크기 때문에 수요관리등의 물관리에 어려움이 발생할 수 있는 것으로 판단된다. 계절별 유출량 변화를 분석한 결과, 여름철의 강우 등의 증가로 인한 유출량 증가가 확연하게 나타났으며, 시나리오에 따라 다소 차이는 있지만 가을과 겨울의 유출량 변동폭이 거의 모든 지점에서 큰 것으로 분석되었다. 유출량은 강우의 증감경향을 따라가고 있으며, 따라서 여름철의 유출량 증가경향이 뚜렷이 발생하고 있고 봄과 가을에는 유출량이 감소하였으며 겨울철에는 유출량의 증감 즉 변동이 큰 것으로 나타났다.
강우와 기온에 많은 영향을 받을 것으로 판단되는 농업용수 필요수량을 시나리오별 기간별로 구분하여 분석한 결과, 증가율의 크기는 다르지만 F1 기간을 제외한 거의 모든 기간에서 농업용수 필요수량이 증가하는 것으로 나타났으며, 시나리오에 따라서도 동일한 결과를 보였다. 공간적으로 증가율이 큰 유역은 낙동강 본류에 위치한 단위유역보다는 지류에 위치한 단위유역의 농업용수 필요수량 증감률이 크게 변하는 것으로 분석되었다. 농업용수의 경우 작물이 쓸 수 있는 유효우량을 계산하여 필요수량을 계산하기 때문에 강우량의 증가보다는 변화의 경향을 크게 따라가지 않았고, 겨울철에 기온이 증가하는 경향을 나타내고 있어서 농업용수 필요수량 산정에 큰 영향을 미치지 않았던 것으로 판단된다. 그러나 현재는 2007년 기준 토지이용도를 근거하여 산정된 농업용수 필요수량이기 때문에 기후변화로 인해 토지이용도 변화 및 재배현황이 바뀌게 되면 필요수량의 변화가 더 커질 수 있으므로 수요관리가 더욱 어려워 질 것으로 판단된다.
기후변화에 따라 미래의 농업용수 부족율은 강우와 기온 등에 의한 농업용수의 필요수량 변동과 유출량과 농업용 저수지의 저류량에 따라 기간별로 차이가 있다. A1B 시나리오의 경우 Present 기간에도 농업용수가 부족한 지역이 발생하고 있으며 F1 기간의 농업용수 부족량이 증가하여 낙동강 상류유역의 지류지역으로 확산되는 현상을 나타내고 있다. A2 시나리오의 경우 F2 기간의 농업용수 부족량은 크게 증가하여 낙동강 유역의 전반에 걸쳐 확산되는 현상을 나타내고 있다. B1 시나리오의 경우 전기간에 걸쳐 농업용수 부족량이 감소하는 경향을 나타내고 있으나 F2기간의 경우 남강댐 상류유역의 농업용수 부족량이 증가하는 현상을 보이고 있다.
주요 수자원 시설물인 다목적댐의 운영에 있어서도 이와 같이 유출량과 기후변화에 가장 민감한 농업용수량의 변동폭이 커짐에 따라 매우 어려울 것으로 판단된다. 다른 온실가스 배출시나리오에 비해 강수량이 감소된 B1 시나리오의 경우 미래 다목적댐의 운영에 취약성을 보이고 있어 이에 대한 대응책이 필요할 것으로 보인다.
4대강 살리기 사업으로 인해 하천의 유량이 확보 되고 가용 수자원이 증가하여도 한정된 수자원의 이용과 보전을 위해 계속되는 물분쟁 및 갈등은 기후변화와 함께 가속화될 것으로 판단된다. 특히 낙동강 유역은 취수원 갈등, 남강댐 사례 등에서 알 수 있듯이 수리권 갈등으로 인해 지역간 갈등양상이 심화되는 경향을 보이고 있으며 국가적으로도 막대한 갈등의 사회적 비용을 초래하는 악영향이 가시화되고 있다. 향후 4대강 살리기 사업이 종료됨에 따라 통합물관리 시대에 대비한 수리권체계 선진화 방안의 마련은 필수적이라 하겠다.
이와 같은 측면에서 콜로라도 빅 톰슨 사업과 스마트 워터 그리드 계획에서 보는 바와 같이 지역 간의 물이동은 바람직한 수자원 개발이나, 유역변경으로 인한 하류하천 수량감소 및 이에 따른 기득수리권의 보장문제, 수질과 관련된 하류 하천유지유량의 확보문제 등으로 기득수리권 확보지역과 도수 수혜지역 간, 지자체 간 물분쟁을 일으킬 여지가 있다. 그러므로 특히 다음과 같은 방안을 통하여 물이동에 다른 피해를 최소화 하여야 할 것이다.
첫째, 물이동에 따른 수혜자에게 사용에 따른 세금을 일정 부과하여 이를 피해지역에 편익을 가져오는 방향으로 사용한다.
둘재, 환경유량과 같이 환경보호의 목적을 위해 여분의 물을 확보한다.
셋째, 환경영향평가와 같은 예비조사 및 타당성 조사를 통하여 환경에 미치는 영향에 대한 사전검토가 필요하다.
넷째, 물이동에 따른 다방면의 영향 검토 작업에 민간단체의 참여가 필수적이다.
다섯째, 물이동을 여분의 물로만 제한시킨다.
낙동강 현안 중에 하나인 대구-경북권 맑은물 공급사업의 경우 4대강 살리기 사업이 완료되고 있는 시점에서 낙동강 본류구간의 수질 개선과 안전하고 깨끗한 상수원 공급을 위하여 구미하수처리장의 하수(2007년 기준 383천㎥/일)를 금호강 합류점 이후로 방류하거나 대구하수 처리장의 하수(2007년 기준 1,254천㎥/일)를 포함하거나 이중 공단폐수와 농공폐수를 위주로 낙동강 본류의 모든 오염을 하구로 대규모의 방류시스템을 구축하는 것을 대안으로 검토해 볼 필요가 있다. 이와 같은 대안은 낙동강 본류를 중심으로 한 생활용수를 포함한 공단폐수와 농업폐수를 완전 배제하는 것으로 4대강 살리기 사업으로 상류로부터 공급 가능한 수자원을 고려하여 배제 가능량을 산정할 수 있을 것으로 판단된다.
물부족 및 물분쟁을 해결하려면 우선적으로 물배분의 공정성을 확보해야 하며, 국민들도 수자원은 공공재이며 수자원 관리는 공공목적을 위해 추진된다는 사실을 이해하고 합의도출에 있어 상당시간이 소요됨을 받아들이고 이해당사간 합의점에 도달할 수 있도록 충분한 시간과 노력이 필요로 한다. 또한 이렇게 합의된 사항에 대해서는 결과를 받아들이고 성공적인 사업이 될 수 있도록 협력하는 것이 필요할 것이다. 또한 미래 환경변화를 수용하는 탄력적인 대안 제시와 이에 따른 정확한 변화 예측에 대한 변화 가능성을 고려하여 이해당사자 간의 합의를 도출하는 것이 필요하다. 이러한 측면에서 통합 수자원 관리는 물관리자들이 기후변화 적응을 위한 계획에 효과적으로 적용할 수 있는 유용한 도구라고 사료되며 합리적인 용수배분 대안을 마련하는데 있어서 중요한 역할을 할 것으로 기대된다. 이와 더불어 기후변화 등에 의해 지속적으로 변화되고 있는 수자원 환경 및 여건을 충분히 고려하여 이를 수긍할 수 있는 탄력적인 자세도 필요하다.

Through recent water shortages and droughts, the issues of water allocation among competing water users have begun to attract the greatest attraction. In addition, there has been evidence that global climate change precipitated by temporal and seasonal variations of rainfall will have significant effects on water resources, and the potential damage from climate change has been expected to increase exponentially. Projecting regional impacts of climate change and variability relies on General Circulation Models (GCMs), and previous research has focused mostly on the regional hydrological impacts, with only a limited number studies conducted on water resources systems. To counter this problem, the objective of this study is to build a dynamic network of water resources systems reflecting the current water rights system in order to project regional climate change impacts on the water supply system and to devise adaptation strategies for reducing vulnerability to future water shortage problems.
In the first year of this study, water resources management practices were examined to identify the vulnerability of national water management system, establish a water security strategy, build a water resource system network model which reflects hydrologic facilities and water supply systems like multi-purposed dams that target Nakdong River’s basin, and assess climate change’s impact and vulnerability on the water-supply system in the basin by applying the model to the river. During its second year, this study assessed the impact of climate change on the rainfall, temperature, and runoff targeting in the Nakdong River's basin; and evaluated the impacts and weaknesses of the basin's water-supply system as a result of climate change by applying A1B, A2, and B1 out of the greenhouse gas emission scenarios through the various IPCC GCMs based on water resource system network models that reflect on hydrologic facilities and water-supply systems like multi-purposed dams. In addition, this study evaluated the applicability of climate change with regards to the multi-purpose weirs, newly-built dams, linkage operations between existing dams, and agriculture-only reservoir bank-building projects included in the Four-River Restoration Project, and it reviewed the water movements from the Chungju Dam on the Han River water system. The study also tried to present solutions for the issues of Nakdong River water resources system, such as maintaining the stream flow and procurement of pure water supply. As a policy recommendation, this study tried to arrange an application strategy for solving the spatial and temporal unbalance of water supply and demand on the Nakdong River basis to respond against climate change and water resource systems for water management which take into account the issues and climate change of the River’s basin to efficiently manage the water management systems after the Four-River Restoration Project.
According to the scenario analysis of the monthly run-off change, a certain tendency was not shown by the scenario, and large variance and change width were shown when compared to the period between 1980 and 2009. As a result of the large flow change despite the large amount of flow due to sizable flow variance between June to September, the difficulty in water management has been raised. According to the analysis on the seasonal flow change, the flow clearly increased during the summer because rainfall and temperature increased, and the gap is quite large according to the scenarios. Nonetheless, the change width of flow was large at almost every point during the fall and winter. The flow is dependent on the increase and decrease of rainfall. As such, the flow clearly increased during the summer, decreased during both the spring and fall, and showed a big change during the winter.
According to the scenario and periodic analyses on the agricultural water demand, which is thought to be dependent on rainfall and temperature, the agricultural water demand increased at almost every period except during the Period F1 with different increase sizes, and the scenario-specific results were shown to be similar. As for areas, the agricultural water demand showed more changes in the sub-basin located by the branch of Nakdong River than at the mainstream of the River. The agricultural water did not show more change compared to the rainfall because the demand was calculated by taking into account the valid rainfall. The tendency of the temperature to increase during the winter had little impact in the calculation of agricultural water demand. This study has limitation on calculation of agricultural water demand which is based on land use levels of 2007. The demand could vary widely if the land use levels and cropping system had changed. As such, agricultural water management is believed to be more difficult.
Future agricultural water shortage rates due to climate change vary periodically depending to changes in the water amount required that stem from rainfall and temperature, as well as the reserved amount of run-off and agricultural water reservoir. In the A1B Scenario, some areas showed shortage in the agricultural water during the current period (1980~2009). According to the scenario, the shortages would be more severe during the F1 Period (2011~2040), and it would expand towards the tributaries of upper Nakdong River's basin. In the A2 Scenario, the shortages would be drastically more severe during the F1 Period (2041~2070), and it will expand towards the entire Nakdong River's basin. According to the BI Scenario, the shortages decrease during the entire period, but in the F2 Period, the shortages increase around the upper Namgang Dam.
The operation of multi-purpose dams, or key water-resources facilities, is thought to be very difficult because the change widths of agricultural water sensitive to the run-off and climate change increases. In the B1 Scenario, with decreased rainfall when compared to other greenhouse gas emission scenarios, it showed the weaknesses associated with the operation of future multi-purpose dam. Therefore, relevant alternatives must be taken.
It is believed that water disputes and conflicts stemming from the use and preservation of limited water resources would accelerate as a result of climate change, even if river flows are secured and the supply of water resources are increased through the Four-River Restoration Project. In particular, conflicts between areas concerning water rights would accelerate around the Nakdong River basin as it did in the past with regards to safe drinking water source and Namgang Dam. Moreover, negative impacts, which could lead to huge societal costs nationally, are inevitable. As the Four-River Restoration Project comes to a completion, it is believed to require advanced water right system measures to prepare for the integration of water management periods.
As seen at the Colorado-Big Thomson Project and Smart Water Grid Plan concerning the issues discussed above, the trans-basin water transfer can result in the water conflicts between competing areas about existing water rights, unequal distribution of water benefits, and local problems that stem from the flow decreases at the lower river due to recommended basin changes and water resource developments, and conflicts dealing with the resulting security of existing water rights and maintaining the stream-flow around the lower river. Therefore, the damages to the water transfer should be minimized through following measures:
First, part of benefits should be rewarded to damaged districts by imposing water usage tax on the beneficiaries of the water movements.
Second, the extra water should be secured to protect the environmental flow.
Third, a preview on the environmental impact is required through a preliminary examination and feasibility studies like environment impact assessments.
Fourth, NGO participation is essential to review on the various impacts resulted from water movement.
Fifth, the water movement should be limited to the extra water.
To improve the water quality in the mainstream of Nakdong River and to provide safe water sources at the time of finishing the Four-river Refurbishment Project, the water-supply project of the Daegu-Gyeongbuk area and issues from the Nakdong River must consider the following plans: to discharge the sewage from the Gumi Sewage Treatment Plant (383,000㎥/d based on 2007) back to the confluence of Geumho River; to include the sewage from the Daegu Sewage Treatment Plant (1,254,000㎥/d based on 2007); and to build a large-scale discharge system in the estuary to discharge all the polluted water from the Nakdong River’s mainstream centering on the waste water from industrial and agricultural complexes. The alternatives would fully exclude the waste water from industrial and agricultural complexes, including the municipal waste water on the mainstream of Nakdong River so that it could calculate the amount to exclude.
It’s required to first secure the fairness of water allocation in order to solve the water shortage and dispute, the people should also understand that water resources are public goods, and water resource management should be promoted for public purposes. Necessary are the sufficient time and efforts to reach the agreement among stockholders. In addition, the results from agreed scenarios should be accepted by stakeholders, and it's necessary to cooperate for the success of the project. The suggested alternatives need acceptance of future environmental changes and agreement among stockholders by presenting potential environmental change with accurate simulation. In this regard, the integrated water resource management is thought to be a useful tool for effectively applying climate change plans by water managers, and it's expected to play a key role in preparing rational water-distribution water resource system. Additionally, flexible attitudes are necessary to fully consider and accept water resource environments and conditions which have continuously changed due to climate change and other reasons.
