○ GMO의 수용정도(인식)는 집단별, 국가별 현저한 차이가 있으며, 이러한 인식의 차이는 갈등으로 연계되고 국가의 정책을 비롯하여 GM기술의 발전과 수혜의 여부를 좌우하고 있음. 연구 결과에 따르면 GMO 수용결정의 주요인은 의사소통(communication)의 특성과 신뢰로 나타남 ○ 일반인의 경우 정보제공기관의 공적소통노력과 대면채널이용, 수용자의 적극적 참여태도에 전문가 집단보다 더 높은 인식을 보이지만, 설득적 메시지와 균형적 메시지, 신뢰증진효과에서는 두 집단 간의 유의한 차이가 없는 것으로 나타남 ○ GMO에 대한 신뢰증진효과의 제고를 위해서 일반인의 경우 균형적 메시지와 수용자의 적극적 참여기회의 강화와 공적 소통노력이 우선적 전략으로 보여짐. 반면에 전문가의 경우 적극적 참여태도와 설득적 메시지의 제공이 우선 되어야 함 ○ 국가별 공적 의사소통의 경우 미국은 위험인식을 제외한 모든 관측변수에서 가장 높은 평균값을 보이고 있는 반면에 한국은 위험인식은 가장 높고, 정보제공 충실도는 가장 낮고, 일본은 편인인식과 위험인식, 태도변화(수용성)와 설득 프레임에 평균값이 가장 낮게 나타남 ○ 한국의 공적 의사소통에 효과적인 차별전략은 첫째, 균형프레임의 메시지 구성 전략은 편익인식을 제고시킬 뿐만 아니라 위험인식도 감소시키는데 통계적으로 유의한 효과적인 수단으로 확인, 둘째, 설득적 프레임 전략은 위험인식을 증가시키는데 통계적으로 유의한 수준의 효과가 있으므로 반드시 지양. 셋째, 정부기관의 정보제공충실도전략이 유의한 수준으로 GMO 태도변화에 긍정적 영향을 줄뿐만 아니라 유의한 수준은 아니지만, 위험인식을 감소시키는데 매우 효과적인 전략으로 확인. 넷째, 수용자의 참여기회 확대전략은 편익인식과 태도변화에 유의한 수준은 아니지만 효과가 있는 전략으로 확인

○ The contents 1. 7 years (2011-2017) Series analysis report and DB construction for transition and recognition of the public perception: recognition and understanding of GM agricultural products, information gathering source and institutional trust, GM food labeling, acceptance of GM agricultural products, etc 2. Analysis of Actual Conditions and Strategic Effects of Risk Communication by Groups: Applying the SMCR model, which is a functional component of the communication process (source of information - message composition - transmission channel - recipient 3. □ Results ○ The trend of public perception (7 years) suggests that existing patterns is maintained continuously. With regard to acceptability, though Experts and academics, even Nobel laureates and governments, assert that GMO is safe, it is rather anxiety and conflict. It results from the preference of TV(relatively not professional), internet, the information of negative tendency, dependence on passive information exposure due to the absence of voluntary information collection, and NGOs and economic interest groups activities ○ In order to enhance the trusting effect of GMOs, In the case of a normal person, strengthening the opportunities for active participation of prisoners and public communication efforts as priority strategies are needed. On the other hand, in the case of experts, the positive attitude of participation and the provision of persuasive messages should be preferred ○ The United States has the highest average of all observational variables except risk perception, While Korea has the highest risk perception, the lowest information fidelity. Japan has the lowest in the perception of perception, risk perception, attitude change (acceptability) and persuasion frame.
It is confirmed as a statistically significant effective means below. First, the message framing strategy of the balanced frame not only enhances the perception of benefits but also reduces the perception of risk. It is validated and will be used as an objective basis. ○ Communication on GMO is expected to contribute to reduction of social conflicts and settlement because they are used to establish countermeasures and strategic approaches to improve effective recognition ○ There is a significant difference in GMO acceptability (recognition) between groups and countries. This difference in perceptions is related to conflicts, and it affects the development of GM technology and benefits. So GM acceptance will be used as a useful date of establishing national policies. and reducing policy costs.
