3. 연구 결과 및 시사점
1) 교육정책 및 학교교육 평가
◦ 현 정부의 유・초・중등 교육정책 중 가장 중점을 두고 추진해야 할 1순위 정책으로 온종일 돌봄교실 초등학교 전 학년으로 확대 및 내실화(15.1%), 미래 교육환경 조성 및 안전한 학교 구현(12.8%), 누리과정 전액 국고지원(12.5%), 고등학교 무상교육 단계적 실시(11.7%) 등을 우선적으로 선택함. 또한, 고등・평생・직업 교육정책 분야에서 현 정부가 가장 중점을 두고 추진해야 할 1순위 정책으로는 대학생이 체감하는 등록금 부담 경감, 복잡한 대입전형
3. 연구 결과 및 시사점
1) 교육정책 및 학교교육 평가
◦ 현 정부의 유・초・중등 교육정책 중 가장 중점을 두고 추진해야 할 1순위 정책으로 온종일 돌봄교실 초등학교 전 학년으로 확대 및 내실화(15.1%), 미래 교육환경 조성 및 안전한 학교 구현(12.8%), 누리과정 전액 국고지원(12.5%), 고등학교 무상교육 단계적 실시(11.7%) 등을 우선적으로 선택함. 또한, 고등・평생・직업 교육정책 분야에서 현 정부가 가장 중점을 두고 추진해야 할 1순위 정책으로는 대학생이 체감하는 등록금 부담 경감, 복잡한 대입전형 단순화 추진 및 적용(22.1%), 중장기 대입제도 개선(10.3%), 사회적 배려 대상자 기회균형 선발 의무화(6.5%)를 우선적으로 선택함.즉, 유・초・중등 교육정책과 관련해서는 돌봄, 안전, 보편적 복지를 강조함에 일정한 경향성을 보여주고 있고, 고등・평생・직업 교육정책에서는 사회적・개인적으로 가장 큰 부담과 고통으로 지목되고 있는 대학 등록금 문제와 대입제도의 단순화・안정화 정책이 절실함을 지적하고 있어 이에 부응하는 정책적 노력이 요구됨.
◦ 우리나라 초・중・고등학교에 대한 평가에서 전체적으로 보통이다( 53.2%)라는 응답이 가장 많았으나, 잘하고 있다(11.4%)는 의견보다는 못하고 있다(35.5%)는 응답이 많았음. 이와 같은 경향성은 초・중・고 학부모 응답자의 평가(잘하고 있다 9.5%, 보통이다 51.6%, 잘 못하고 있다 39.0%)에서 더욱 드러나며, 학교급이 올라갈수록 평가가 부정적으로 이루어지는 경향성을 확인할 수 있어(초 3.01, 중 2.76. 고 2.44/5점 만점), 다른 학교급보다 고등학교 정책에 대한 전반적인 검토와 함께 변화가 요구됨.
◦ 학교가 ‘잘하고 있다’는 평가를 받기 위해 가장 우선적으로 해야 할 과제에 대해서는 전반적으로 학생을 위한 맞춤형 상담 및 학생지도(인성, 안전 등) 활동(36.2%), 수업내용과 방법의 질 개선(23.0%), 진로교육 및 진학지도 강화(13.4%), 우수한 교사 확보 및 배치(12.5%), 좋은 교육시설과 환경의 제공(12.1%) 등을 선택함. 학교급별로는 초등학교의 경우 학생을 위한 맞춤형 상담 및 학생지도(인성, 안전 등) 활동(37.0%), 좋은 교육시설과 환경의 제공(20.5%)을, 중학교는 학생을 위한 맞춤형 상담 및 학생지도(인성, 안전 등) 활동(34.6%), 수업내용과 방법의 질 개선(20.4%)을, 고등학교는 진로교육 및 진학지도 강화(37.1%), 학생을 위한 맞춤형 상담 및 학생지도(인성, 안전 등) 활동(21.8%) 등을 꼽아 학교급별로 특색있는 정책이 필요함을 시사함.
◦ 자녀가 다닐 학교 선택 시 가장 중요하게 고려할 요소로 초등학교는 인성교육(36.4%),통학거리(13.4%), 교육프로그램의 특성(11.4%), 중학교는 인성교육(27.2%), 적성과 능력에 맞는 진로 지도(19.9%), 교육프로그램의 특성(15.2%), 고등학교는 적성과 능력에 맞는 진로 지도(42.3%), 인성교육(12.4%), 교원의 질적 수준(9.1%), 대학교는 적성과 능력에 맞는 진로 지도(25.8%), 졸업생의 취업 실적(17.8%), 교육 프로그램의 특성(13.1%)의 순으로 응답함. 즉, 초등학교와 중학교는 인성교육 측면에, 고등학교와 대학교는 진로 지도 측면에 교육정책이 강화되어야 함을 시사함. 또한, 초・중・고등학교 교육의 내실화를 위해서 가장 필요한 과제로는 교육내용 및 수업방식의 다양화(30.4%), 학벌 위주 사회체제의 개혁(29.7%), 교원의 열의와 전문성 제고(18.2%),점수 위주의 대입선발 방식 변경 순으로 응답하여 교육의 다양화와 함께 학벌 중심가치관의 변화가 동시에 필요함을 시사하고 있음.
◦ 여건이 되면 자녀를 외국의 초・중・고등학교에 유학을 보낼 생각이 있는가에 대해 전체적으로는 보낼 생각이 있다 36.6%, 보낼 생각이 없다 41.1%로 큰 차이를 보이지 않음. 그러나 학교급별로 보낼 생각이 있다는 응답이 초 27.6%, 중 34.4%, 고 47.4%로 높아지고 있는 것으로 나타나 고등학교급에 대한 국민들의 만족도가 떨어지는 것과 같은 맥락에서 이해할 수 있었으며, 고등학교 정책에 대한 보완의 시급성을 다시금 확인함.
◦ 우리나라 교육정책에 대해 일관성, 장기적 비전, 우리나라 여건에의 적합성, 국민여론 반영 등 네 가지 측면에서 다소 부정적인 의견을 나타냄. 특히, 일관성과 장기적 비전에 대해 부정적 응답이 각 65.0%, 62.2%를 나타내었으며, 우리나라 여건에의 적합성, 국민여론 반영에 있어서도 39.2%, 41.3%로 높음. 추가적으로 우리나라 교육정책을 전술한 네 가지 측면 중 어디에 가장 중점을 두고 추진해야하는가를 묻는 문항에서는 전체 응답자들의 47.8%, 그리고 초・중・고 학부모 응답자들의 50.6%가 장기적 비전을 선택하여 우리의 교육정책이 장기적 비전을 갖고 일관되게 추진되어야 함을 국민들이 희망하고 있음을 확인함.
2) 교사
◦ 초・중・고등학교 교사의 능력과 자질에 대해 국민들은 보통 수준(평균 2.84/5점 만점)의 신뢰를 보이고 있으며, 교사에게 우선적으로 필요한 능력으로 초등학교 교사는 생활 지도 능력(51.2%), 학생 및 학부모와의 소통 능력(18.3%)을, 중학교 교사는 학습지도 능력(33.3%), 생활 지도 능력(28.2%)을, 고등학교 교사는 진로・진학 지도 능력(55.1%), 학습 지도 능력(20.4%)을 가장 많이 선택함. 따라서 교사의 역량 개발은 학교급별, 주제별 연수 지원뿐 아니라, 현장 교원 간 해당 영역에 대한 경험 공유를 통해 역량이 개발될 수 있도록 지원 체제가 구축되어야 함을 시사함.
◦ 교사자격증은 없지만 현장 경험 등이 있는 전문가를 초・중・고등학교 교사로 일정 비율 초빙하는 방안에 대해 국민의 과반(51.6%)이 찬성하고 있어(초・중・고 학부모 60.8%), 다양한 분야에서 능력을 가진 전문가에 대한 긍정적인 요구가 있음을 확인함. 또한, 교장공모제도의 확대에 대해서도 56.2%인 과반이상이 찬성함. 이는 학교의 철학과 비전에 맞는 교장 리더십에 대한 관심과 요구를 반영한 결과로 해석됨.
3) 학생
◦ 학업 성적에 가장 큰 영향을 미치는 요인에 대해 국민들은 학생의 노력과 열의(36.3%)를 1순위로, 학교나 학급의 학습 분위기(27.4%)를 2순위로 꼽음. 학생의 학교생활 스트레스 정도에 대해서는 전체 응답자들의 84.4%가 높다(매우 높다+높다)는 의견이며, 학교급이 올라갈수록 학생들의 스트레스가 높다고 생각하는 의견도 증가함(초등학교 40.6%, 중학교 72.9%, 고등학교 87.6%). 중・고등학교 학생들이 경험하고 있는 입시와 경쟁 등에 따른 스트레스와 부담감에 대한 국민적 공감대가 형성되어 있음을 확인함.
◦ 학생의 인성・도덕성 수준은 전반적으로 보통이다(45.2%)의 응답률이 높았으나, 낮다+매우 낮다(46.6%)는 응답률도 높아 국민들은 학생들의 인성・도덕성 수준을 낮게 평가하고 있음을 확인함(전체 2.44, 초 2.75, 중 2.37, 고 2.33/ 5점 만점). 또한, 학생들이 좋은 인성을 갖도록 하는 영향요인으로 가정이라고 응답한 비율이 52%로 과반을 넘었으며, 학교라고 응답한 비율도 19.4%로 인성교육의 장으로서 가정과 학교의 중요성을 강조하고 있음을 시사함.
◦ 학생의 사회성(더불어 사는 능력) 수준에 대해서는 전반적으로 보통(54.3%)이라고 응답하였으며(2.64/5점 만점), 인성・도덕성 수준과 마찬가지로 학교급이 올라갈수록 낮다고 평가함(초 2.86, 중 2.61, 고 2.55). 또한, 학생들이 민주시민성을 갖도록 하는 영향 요인에 대해서는 학교(43.0%)라고 응답한 비율이 높음.
◦ 2~3년 전과 비교한 학생들의 학교폭력 완화 여부에 대해서는 전반적으로 그렇지 못하다는 평가이며(그렇지 못하다+매우 그렇지 못하다 56%), 학교 폭력의 가장 중요한 원인으로는 가정교육의 부재(36.5%), 학교의 학생지도 부족(19.4%), 대중매체의 폭력성(19.4%) 순으로 응답하고 있어 지난 조사와 비교하여 학교에서의 학생지도(15.0%→18.8%→19.4%)를 통한 학교폭력 절감노력에 대한 요구가 증가하고 있음을 확인함.
4) 교육과정 및 교육내용
◦ 초・중・고등학교에서 가장 역점을 두어 길러 주기를 바라는 사항에 대해 초・중・고 전반으로는 사회성・인간관계(31.1%), 도덕성(22.5%), 기본생활습관(19.4%)을, 초등학교에서는 기본생활습관(37.5%), 도덕성(21.1%)을, 중・고등학교에서는 사회성・인간관계(중 25.9%, 고 34.1%), 도덕성(중 24.1%, 고 14.6%)을 가장 많이 선택함. 이는 국민들이 학교는 단순히 지식과 정보만을 습득하기 위해 다니는 것이 아니라 사회 구성원으로서의 기본적인 역량을 갖추기 위한 준비 단계로 인식한다는 것을 반영함.
◦ 국민들은 초등학교와 중학교에서 현재보다 더 중시해야할 교과로 사회(역사/도덕 포함) 교과(각 24.6%, 19.8%)를 1순위로 선택함. 2순위는 초등학교 국어(14.0%), 중학교 한국사(14.3%)로 구분됨. 고등학교의 경우 1순위 교양(진로와 직업, 환경 등)(30.1%), 2순위 영어(12.1%) 교과 순으로 나타나, 지난 2017년의 모든 학교급에서 사회(역사/도덕 포함) 교과가 1순위로 나온 것과는 다른 양상을 보임. 또한, 현재보다 더 강화되어야 할 교육내용에 대해 초등학교는 인성교육(46.0%), 창의성교육(16.0%)을, 중학교는 인성교육(39.9%), 성교육(14.4%)을, 고등학교는 진로교육(26.5%), 인성교육(24.8%)을 가장 많이 선택함. 따라서 국민들은 여전히 학교에서 자녀가 올바른 인성을 함양하고, 사회에 나가기 전 자신의 진로를 탐색하기 위한 교육이 이루어길 희망한다는 것을 알 수 있음. 또한, 모든 학교급에서 성교육이 강화되어야 한다고 응답한 비율이 높아졌다는 점은 각종 성폭력 및 성희롱 사건들이 사회적 문제로 대두됨에 따라 학교 단계에서부터 이에 대한 올바른 인식을 정립할 필요성에 대한 사회적 요구가 높아졌음을 시사함.
◦ 통합학교 도입에 대해 국민들의 46.%가 찬성한다고 응답하여 아직 대중에게 생경한 개념이라는 점을 고려한다면 상당 비율 긍정적으로 인식함을 알 수 있음. 특히 초・중・고 학부모는 52.2%의 높은 찬성 입장을 보여 기존의 학교교육보다 좀 더 유연한 미래형 학교에 대한 학부모의 열망을 확인함.
5) 고교 정책 및 대입
◦ 현 정부가 추진하고자 하는 대표적인 고교 관련 정책 중 고교 무상교육의 단계적 실현, 고교 학점제 도입, 외고・자사고・국제고의 일반고 전환 정책의 각각에 대한 찬성과 반대 비율을 살펴보면, 고교 무상교육의 단계적 실현 57.0% vs 11.3%, 고교 학점제 도입 36.5% vs 15.2%, 외고・자사고・국제고의 일반고 전환 등 고교체제 개편 47.2% vs 15.2%으로, 찬성 의견이 반대 의견보다 각각 5배, 2.4배, 3.1배 높음. 다만,고교 학점제 도입의 경우 보통(48.5%)이라고 응답한 비율이 더 높아 향후 고교 학점제 도입 정책에 대한 보다 적극적인 홍보와 설득이 필요함을 확인함.
◦ 마이스터고와 특성화고의 확대 등 고교 단계에서의 직업교육 비중 확대 정책에 대해 63.5%가 찬성, 15.0%가 반대 의견을 보였으며, 일반고 내에서 직업연계교육 확대 등 직업교육의 확대 정책에 대해서는 69.9%가 찬성, 13.1%가 반대 의견을 보임. 따라서 정부가 관련 정책들을 꾸준히 추진해 나갈 필요성이 있음을 다시 한 번 확인함.
◦ 대학입학전형에서 가장 많이 반영되어야 할 항목으로 대학수학능력시험 성적(29.2%), 특기・적성(26.7%), 인성 및 봉사활동(21.9%), 고교 내신 성적(11.3%), 글쓰기・논술(4.5%), 면접(2.9%), 동아리활동 등 교내활동(2.4%), 경시대회 등 수상실적(0.7%), 기타(0.5%) 순으로 응답함. 전년도의 경우 특기・적성(26.7%), 인성 및 봉사활동(25.9%)이 대학수학능력시험 성적(24.4%)보다 다소 높았음을 고려할 때 다소간의 변화가 있었던 것으로 확인됨. 이는 올해 사회적으로 이슈가 되었던 대합입시 개편 공론화 위원회 활동의 한 축이 수능 전형의 비중 문제였던 것과의 관련성을 추측할 수 있게 함. 또한, 대학에 진학하기 위한 경쟁 전망에 대해서는 입시경쟁은 완화되지만 일류대 위주의 입시경쟁은 유지될 것(46.1%)이라는 의견이 지난 조사들과 같이 여전히 높음.
6) 교육복지 및 교육재정
◦ 교육재정이 우선적으로 확대되어야 할 학교급으로 국민들은 고등학교(27.5%)를 1순위로, 유치원 등 유아교육(23.9%)을 2순위로 꼽아 지난 2017년 조사와 같이 고등학교>유치원 등 유아교육>초등학교>4년제 대학>중학교>전문대학의 순으로 재정 확대를 요구하고 있는 것으로 나타남. 또한, 한정된 국가 교육재정의 우선적 투자 분야에 대해 2016년 조사 이후 지속적으로 유아 보육 및 교육 무상화(21.5%)가 1순위로 선택됨. 총 12개의 분야 중 교육재정의 우선적 투자 항목에 대해서는 유아 보육 및 교육무상화, 초등학교 돌봄 운영 강화, 고등학교 교육 무상화, 소외계층 교육지원, 대학교 등록금 감면 또는 장학금 확대 등 5가지 분야에 집중되어 나타남.
◦ 정부가 우선적으로 재정 지원을 해야 할 항목에 대해서 초등학교와 중학교에 대한 우선적 재정지원 항목으로 학교급식비(초 28.6%, 중 25.1%)와 방과후 학교 교육비(초 26.5%, 중 23.6%)를 1, 2순위로 꼽았으나, 고등학교의 경우 입학금, 수업료 및 학교운영비(27.7%)를 1순위로, 학교급식비(20.5%)를 2순위로 선택함. 학생 수 감소와 교육재정 규모에 대한 의견으로는 선진국 수준으로 개선한 이후 교육재정을 축소해 나가야 한다(34.1%), 교육서비스의 질을 높이기 위해 현 수준을 유지해야 한다(28.4%) 순으로 응답하여, 지난 2017년 조사(교육재정 현 수준 유지나 증가해야 한다는 의견 전체의 55.6%)와는 달리 국민들의 학생수 감소에 따른 교육재정의 중장기적 축소를 요구하는 목소리가 다소 높아졌음을 확인함.
7) 대학교육
◦ 우리나라 대학이 사회가 필요로 하는 인재를 양성하고 있다고 생각하는가에 대해 매우 그렇다와 그렇다는 응답이 각각 1.0%, 6.5%인 것에 비해 그렇지 못하다와 매우 그렇지 못하다는 의견은 각각 43.8%, 16.2%에 달함(평균 2.32/5점 만점). 또한, 현재 우리나라 대학 교수들이 교육기관의 특성에 맞게 학생들을 교육하는지에 대한 평가에서도 4년제 대학의 경우 못하고 있다(그렇지 못하다+전혀 그렇지 못하다)는 의견이 46.0%(평균 2.53)를, 전문대학은 보통이라는 의견이 48.3%(평균 2.73)로 대체로 부정적인 평가가 높음. 그동안 대학교육의 사회적 적합성을 위해 다양한 정책이 추진되어 왔지만 여전히 대학교육에 대한 불만이 매우 높게 나타나고 있다는 점에서 고등교육에 대한 사회적 적합성 제고를 위한 보다 중장기적인 정책 마련이 필요함을 시사함.
◦ 지방대학에 대한 우선적 지원에 대해 찬성한다는 응답이 49.8%, 반대한다는 응답이 26.3%로 나타남(잘 모르겠다 24.0%). 지속적으로 지방대학 우선 지원에 대해 찬성의견은 줄어들고, 유보적인 태도(잘모르겠다)는 증가하고 있는 경향을 보임. 또한, 사립대학과 관련해서도 경상운영비 등 대학운영에 필요한 재정을 지원하는 등 사립대학에 대한 지원을 확대하는 정책에 대해서 찬성한다 31.1%, 반대한다 45.3%, 잘 모르겠다 23.7%로 나타나 사립대학에 대한 지원 확대를 위해서는 무엇보다 지원 목적에 대한 분명한 정책 제시가 필요함을 시사함.
◦ 대학평가 시 가장 중요하게 반영되어야 할 지표에 대해 지난 조사들과 같이 대학경영의 건전성 및 투명성(29.6%), 교육과정 운영의 적절성(21.9%), 교수들의 교육 역량(21.6%) 등의 순으로 선택하고 있어, 여전히 경영 비리나 부패에 대한 국민의 의구심이 적지 않음을 보여주며, 교육과정 운영의 적절성이나 교수의 교육 역량 등 대학의 교육 자체에 대한 관심 또한 크다는 점을 고려할 필요가 있음.
8) 교육현안 및 미래교육
◦ 국민들은 유・초・중・고 교육정책의 수립, 필수 교육과정의 결정 및 학생의 표준 학습성취 기준 마련에 대한 권한은 시・도교육감(각 (41.6%%, 39.6%, 40.3%)이, 학생의 기초학력 성취 보장에 대한 권한은 단위학교 교장(37.8%)이 갖는 것이 바람직하다고 응답함. 이는 현 정부가 지속적으로 추진해오고 있는 초・중등교육 관련 권한의 지방으로의 이양 확대 정책에 국민들은 어느 정도 공감과 지지를 하고 있음을 시사함.또한, 시・도교육감을 직선제로 선출하는 방안에 대해 찬성한다 48.9%, 반대한다 25.5%로 국민들은 여전히 찬성한다는 의견을 보여주고 있어 교육감 직선제가 어느 정도 안정화에 접어들었다는 평가를 내릴 수 있겠다는 판단임.
◦ 2~3년 전과 비교한 사교육의 실태 변화에 대해 57.7%가 별다른 변화가 없다는 의견이나, 2017년 조사와 달리 별다른 변화가 없다는 의견의 응답률은 낮아지고(63.8%→57.7%), 다소 심화되었다(15.7%→19.9%)는 의견은 높아짐. 또한, 정부가 추진해 온 다양한 사교육비 경감 정책 중 가장 효과가 큰 정책으로 국민들은 EBS 수능연계(23.6%), 대입전형 단순화(13.1%), 방과후 학교(초등돌봄교실 포함 운영)(12.8%), 과정중심평가 강화(12.0%), EBS 강의(11.3%), 선행학습 금지 정책(11.1%), 자기주도학습 전형방식(고입)(10.0%) 순으로 선택함. 지난 조사에서보다 방과후 학교(초등돌봄교실 포함) 운영 정책의 응답 비율은 낮아지고, 새롭게 과정중심평가 강화 및 선행학습 금지 정책의 응답 비율이 높아짐.
◦ 자녀에게 사교육을 시키는 가장 큰 이유로 남들이 하니까 심리적으로 불안하기 때문이라는 의견의 응답 비율이 26.6%로 가장 높았고, 다음으로 남들보다 앞서 나가게 하기 위해서(23.7%), 학교수업을 잘 따라가지 못해서(14.8%), 학교수업보다 더 높은 수준의 공부를 하도록 하기 위해(14.4%)의 순임. 또한, 자녀의 사교육을 위해 지출하는 비용의 부담 정도에 대해 부담된다(다소 부담된다+매우 부담된다)는 의견이 88.4%로 대다수의 국민이 부담을 느끼고 있는 것으로 나타났으며, 특히, 학교급이 올라갈수록 사교육비에 대한 부담도 증가하고 있는 것으로 나타남.

9) 교육관
◦ 자녀가 학교교육을 거부하는 경우 지속적으로 꼭 정규학교를 졸업해야 하는 것은 아니므로 다른 대안을 찾겠다는 의견(57.0%)이 높아, 많은 국민들이 자녀가 원할 경우 정규학교 외의 대안도 고려하고 있다는 점을 보여주고 있어 대안학교를 비롯한 정규학교 외의 초・중등 교육 영역 또한 적극적인 정책 대상이 되어야 함을 시사함.
◦ 한국사회의 학력, 학벌주의의 변화 추이에 대한 의견을 살펴본 결과 먼저, 졸업장 유무에 대한 차별 정도에 대해서는 응답자의 59.7%가 심각할 정도로 존재한다고 응답하였고, 학벌주의의 변화에 대해서는 큰 변화 없을 것이라는 의견을 응답자의 59.9%가 선택하였으며, 대학 서열화 또한, 큰 변화 없을 것이라는 응답자가 61.0%로 나타나, 여전히 학력에 따른 차별이 존재하며 학벌주의나 대학 서열화가 해소되기 어렵다는 인식이 강한 것을 확인함. 한편, 학벌주의 완화를 위해 학력차별을 법으로 금지하는 방안에 대한 의견에 대해 찬성한다는 응답은 55.5%로, 반대한다 23.3%, 잘 모르겠다 21.2%에 비해 높게 나타나, 학력주의나 학벌주의에 대한 인식이 높은 만큼 학력차별을 막을 수 있는 법적・제도적 장치 마련에 대한 공감대가 높은 것을 확인함.
◦ 국민들은 자녀 교육에 성공했다는 것이 무엇을 의미하는가에 대해 자녀가 좋은 직장에 취직했다(25.2%)를 가장 많이 선택함. 다음으로 자녀가 인격을 갖춘 사람으로 컸다(19.3%), 자녀가 하고 싶은 일, 좋아하는 일을 하게 되었다(18.4%) 순으로, 2015년 이후 자녀가 좋은 직장에 취직했다는 응답이 가장 높게 나타나고 있어, 청년층의 실업 등 사회적 맥락에서 많은 국민들이 교육을 통해 일자리를 얻는 것을 매우 중요하게 생각하고 있다는 점을 보여줌. 또한, 자녀의 장래 생활에 대한 기대로 가족이나 주위사람들과 원만하게 지냄(25.0%), 경제적으로 윤택함(23.8%), 본인의 개성이나 취미를 살림(18.4%), 건강하게 살아감(16.6%) 순으로 나타나, 국민들이 자녀의 장래 생활에 대해서는 무엇보다 개인적인 안녕을 중시하고 있음을 확인함.

KEDI POLL 2018 was undertaken to investigate how the public feels about the nation's schools and education policies, what the public thinks schools in future need to prepare, and what the society expects from educators and policy-makers.
Serving as the most trusted source of public opinion about Korean education and educational issues, this is the 13th annual KEDI POLL in a series that began in 1999.
The results presented here are based on nationally representative, stratified sample of 2,000 adults(age 19~75) in Korea. Results are subject to a maximum sampling error(MSE) of ± 2.19% at the 95% confidence level. This online poll consists nine sub-categories and 55 questions. The sub-categories are the following: 1. Education Policy and School Evaluation, 2. Teachers, 3. Student Life,4. Curriculum and Learning Contents, 5. High School Policies and College Admission, 6. Educational Welfare Service and Education Finance, 7. Higher Education, 8. Current Issues in Education and Education for the Future, 9.Viewpoint on Education.
Significant findings of KEDI POLL 2018 are presented as follows:
< Education Policy and School Evaluation >
∙ The public demands for ‘an expansion of all-day after-school child care in elementary school’, ‘provision of a learning environment for future education and ensuring safety in school’, ‘full- funding on Nuri curriculum(early childhood education and care)’, ‘free high school education’ were high. For higher education and lifelong education policies, people want a reduction in college tuition and simplification of the college admission process the most.These results imply that Korean public wants education policies to focus on issues related to ‘caring’, ‘safety’, ‘welfare’ at the level of pre-K & Kindergarten, elementary school(primary) education, middle school and high school(secondary) education. On the other hand, the results support that‘college tuition’ and ‘simplification and stabilization of college admission process’ are the most urgent issues at the level of higher education, life-long learning, and career education.
∙ Most Koreans(53.2%) give C's to schools in primary and secondary levels,which also leads to the conclusion that more Koreans evaluated schools negatively in general. The results suggest that the level of dissatisfaction on education is increasing as it proceeds onto a higher level of schooling. Thus it is highest at the high school level. The public believe ‘personalized advising and teaching’, ‘improving the quality of coursework’, and ‘strengthening career education and educational guidance’ would help to make the school evaluation positive. Although, the suggestions for improving the evaluation for each education level are defined differently. While the primary and secondary school levels are recommended to focus on personalized learning and advisory, high school level is recommended to center on career education and college advisory to achieve positive evaluation results.
∙ Regarding the school choices, the results on primary school level reveal that a character education(36.4%), a distance to the school(13.4%), and specialties of education programs(15.2%) are the most influential factors to make a school choice decision. Particularly, at the high school education level, career advisory based on personal aptitude(19.9%) and character education(12.4%) are the most effective factors in a decision making. In the case of higher education choices, people tend to look for career advisory(25.8%) and transition rate to employment after graduation(17.8%). The results imply that people start looking for career advisory more as proceeding to the higher education level. In addition, suggested tasks for improving public education are the diversification of teaching method and educational content and a change of 'Hakbeolism' oriented society.
∙ When asked whether parents are willing to send their children to study abroad, 36.6% responds they are willing to do, but 41.1% says they are not interested in. However, depending on the schooling level, the responses for willingness to study abroad vary (Elementary school 27.6%, Middle school 34.4%, High school 47.7%). Again, this result suggests that a dissatisfaction level is higher as proceeding to higher education level.
∙ The respondents believe education policies in Korea are not consistent, nor having a long-term vision, while they view education policies are somewhat suitable for conditions in Korea and reflect public opinions moderately. Thus consistency is required for long-term policy planning.
< Teachers >
∙ Korean public holds an Average level of trust (2.84 on a 5-point Likert scale) on the competency of primary and secondary teachers. In terms of essential competencies for teachers to acquire, the public want behavioral instruction skills (51.2%) and communication skills with pupils and parents (18.3%) the most for Elementary school teachers, academic teaching skills (33.3%) and behavioral instruction skills (28.2%) for Middle school teachers, and career and college admission advisory skills (55.1%) and academic teaching skills(20.4%) for High school teachers. These findings indicate that not only teacher training to be organized by the level of schooling, but also teacher support system to be established for teachers to share and develop competencies.
∙ The survey shows that more than half (51.6% overall and 60.8% among parents with children in school) of Koreans agree with a motion that allows a portion of elementary and secondary teaching positions to be filled with field experts with no teaching license. This finding indicates the demand for teaching experts in various fields. Moreover, another survey shows that 56.2% of Korean agrees with expanding the scope of public recruitment policy for electing school principals. This result can be interpreted as rising public interests in electing school principals, who share the philosophy and vision of the school.
< Student Life >
∙ Koreans consider ‘individual effort/grit(36.3%)’ and ‘school/classroom atmosphere(27.4%)’ to be the most influential factors on student academic achievement. Regarding the students’ level of stress in schooling, 84.4% of respondents generally considered high and very high. Moreover, the stress level of pupils is perceived to increase as they proceed onto a higher level of schooling.(Elementary 40.6%, Middle 72.9%, High 87.6%) These findings confirm the general view that middle and high school students experience a significant level of stress and pressure from academic performance and competition for college entrance exams.
∙ On the perception of moral/ethical standards of pupils, 45.2% of respondents answered Average and 46.6% responded Bad or Very Bad. The moral/ethical standards of pupils are generally perceived as under standard. (Total 2.44, Elementary 2.75, Middle 2.37, High 2.33 on a 5-point Likert scale) On factors influencing the moral/ethical standards of pupils, 52% considers Domestic Family and 19.4% considers Formal Education. These findings confirm the importance of Domestic Family and Formal Education in moral/ethics education.
∙ On the perception of the sociability of pupils, 54.3% answered Average(2.64/5) and responded that students become less sociable as they progress to the next stage of education. (Elementary 2.86/5, Middle 2.61/5, High 2.55/5) Moreover, on factors cultivating democratic citizenry, 43.0% of respondents point to Formal Education.
∙ On a comparative study of School Violence over the past 2-3 years, 56% responded that a School Violence has not been improved. Regarding the factors that cause School Violence, respondents choose Lack of education from home (36.5%), Insufficient behavioral correction in school (19.4%), and Mass media violence (19.4%) to be the most influential. Since the response rate for Insufficient behavioral correction in school has increased every year(15.0%→18.8%→19.4%), the demand for school-based effort to decrease School Violence is rising.
< Curriculum and Learning Content >
∙ The results on what Koreans wish for youths to cultivate from formal education are sociability(31.1%), morality(22.5%), and good daily habits(19.4%).In particular, respondents chose developing good daily habits(37.5%) and morality(21.1%) to be priorities at elementary school level, sociability(25.9%) and morality(24.1%) at middle school level, and sociability(34.1%) and morality(14.6%) at high school level. These findings reflect that general public regards schooling as a stage for cultivating basic qualities for citizenship as much as a stage for acquiring the knowledge.
∙ Koreans think Social Studies (including History and Ethics, 24.6% and 19.8% respectively) should be more emphasized in the current curriculum of elementary and middle school education. Korean Language(14%) in elementary school curriculum and Korean History(14.3%) in middle school curriculum are also noted. Of high school curriculum, elective courses(such as career education and environmental studies)(30.1%) and English(12.1%) are considered to be in need of improvement. Various demands on curriculum for a different level of schooling is notable as 2017 survey indicated all three levels of education(elementary, middle, high school level) desired Social Studies (History and Ethics included) the most. Moreover, in terms of curricular improvement, respondents chose character education(46.0%) and creativity education(16%) for elementary school, character education(39.9%) and sex education(14.4%) for middle school, and career education(26.5%) and character education(24.8%) for high school. Therefore, the finding suggest that the public wishes formal schooling to cultivate the appropriate character and prepare pupils for their future. Furthermore, the overall increase in the demand for sex education implies that school education needs to respond and take measures to prevent possible sexual assault and harassment incidents.
∙ On the issue of Consolidated Schools, 46% of respondents agreed to have an option. The response is remarkably high considering the unfamiliarity of Consolidated School concept to the general public. Especially, 52% of the parents of pupils in all levels agreed to have Consolidated School, whichsuggests that Korean parents are seeking more flexible curriculum in schools.
< High School Policies and College Admission >
∙ The education agenda of the current government includes gradual reduction of secondary education cost, an introduction of high school credit system, and status change of specialized schools (high school for foreign language studies, independent schools, and international schools) into general public schools. On the first agenda(gradual reduction of secondary education cost), 57.0% of Korean public agrees , and 11.3% disagrees. On the second agenda(introduction of high school credit system), 36.5% agrees, and 15.2% disagrees. On the third agenda(status change of specialized schools into general public schools), 47.2% agrees, and 15.2% disagrees. Percentage of those supporting the agenda is respectively five times, 2.4 times, and 3.1 times higher than the opposite. However, since 48.5% responded Neutral to the implementation of high school credit system, additional advertising and PR activities of the agenda are needed.
∙ About the policy to expand vocational high school (Meister high school and specialized high school), 63.5% agreed, and 15.% disagreed. About the policy to expand vocational education within current public high schools, 69.9% agreed, and 13.1% disagreed. Therefore, the current government must continue to pursue its agendas.
∙ The survey suggests that following factors should be considered the most for college admission process; CSAT(College Scholastic Ability Test)(29.2%), specialty and personal aptitude(26.7%), character/volunteer experience(21.9%), high school GPA(11.3%), writing(4.5%), interview(2.9%), extracurricular activities(2.4%), awards(0.7%), others (0.5%). Since the survey result of previous year shows that specialty and personal aptitude(26.7%) and character/volunteer experience(25.9%) are more important than CSAT(24.4%), the result of the recent survey reflects a change in public opinion. Such change may be related to heated discourses on weighing standardized tests in the admission process held by College Admission Reform Committee this year. Moreover, the survey finds that overall competition for college admission would decrease. However, it is held consistent with previous studies that 46.1% views an admission process for prestigious universities will remain competitive.
< Educational Welfare Service and Education Finance >
∙ The public observes high school education(27.5%) is the most urgent with an expansion of educational finances, while early childhood education(23.9%) seems to be the second most urgent level with more financial support. This trend is identical to that of the 2017 survey results (high school > early childhood > elementary school > 4-year college > middle school > 2-year college). When respondents are asked to prioritize where to spend limited public fund, ‘free childcare and free education for pre-K’, ‘strengthening childcare service at elementary education level’,‘free high school education’,‘more financial support of minorities’, and ‘reducing college tuition or offering more scholarship for college students’ are mentioned in the order.
∙ Koreans believe both elementary schools and middle schools need public funds the most for a meal plan and after-school program. and high schools need public resources the most for enrollment deposit, tuition, and school management. Furthermore, 34.1% of the respondents say that the financial support for education should decrease since the number of students has been decreasing. This trend contrasts with the last year’s result which had 55.6% of the responses for maintaining or increasing the financial support for education.
< Higher Education >
∙ The plurality of respondents thinks higher education institutions in Korea do not educate students well enough to be prepared for life after the graduation(average score of 2.32 on a 5-point Likert scale). Results reveal that the public does not trust the competency of professors in general, nor confident that professors do a good job teaching student. Similarly, the responses to “professors at Korean universities teach appropriately based on the specialties of their institutions” were generally negative. For 4-year colleges, 46.0% of the responses disagree with professors teach appropriately based on the specialties, and for 2-year colleges, 48.3% of respondents have a neutral opinion. Based on this result, there is a clear need for a long-term plan that can ameliorate public dissatisfaction with higher education.
∙ 49.8% of the respondents agree that support for low tier schools should be at the priority while 26.3% disagree. The percentage of the agreement tends to decrease, and the number of people whose opinion is unsure has increased over time. Furthermore, 31.1% of the respondents agree on increasing support for private universities, while 45.3% disagree and 23.7% stay unsure. A more detailed plan on increasing support for private universities is needed to gain support from the public.
∙ When asked to choose a most crucial factor in evaluating universities, 29.6% picked ‘financial transparency in university management’, 21.9% chose‘appropriateness of curriculum’, and 21.6% selected ‘ability of instructors’. This result suggests that the public holds non-negligible suspicions on higher education institution’s corruption and administrative flaws. It also reveals that the public pays close attention to the quality of education provided by universities.
< Current Issues in Education and Education for the Future >
∙ The public states that school districts should be responsible for policy making, setting a standard achievement level for students, and forming a curriculum. On the other hand, people think school principals should be responsible for guaranteeing students a basic knowledge achievement. The results imply that there is a demand to disseminate the central power on control education system to the locals and individuals to some extent.
∙ The public believes that there is no significant change in an individual's educational costs compared to prior 2-3 years. However, compared to the last year’s survey result, there are fewer people who believe private educational cost has not been changed(63.8%→57.7%) and more people who think private tutoring became intense in education market(15.7%→19.9%). In addition, among the factors mentioned, those that respondents rate as most effective in reducing individual's educational expenses include linking EBS courses to the CSAT(23.6%), simplification of college admission process(13.1%), after-school programs(12.8%), and curriculum-oriented test for student evaluation(12.0%).
∙ The survey results also explain that parents spend money on private tutoring(private education in general) because they would feel insecure(26.6%) when they do not offer private education to their children, though the results also reveal that most parents(88.4%) feel overwhelmed by the educational expenses they spend. In particular, a higher level of schooling leads to higher expenses for private education.
∙ In preparation for the future society, Koreans believe a management system for learning is the most important(19.1%), and they also value setting a flexible education system for individualized learning environment(18.8%). The public supposes elementary school and middle school need to focus on teaching students self-management and problem-solving skill(28.0%), competency to belong a community and cooperation(21.0%), while high school education needs to focus on career education(45.7%) and self-management and problem-solving skill(23.9%).
∙ Moreover, respondents chose creative thinking competency(32.4%) as the primary competency for students to have in the future. In particular, both elementary and middle school education should consider creative thinking competency the most(Elementary 30.1%, Middle 22.4%) while high school education may focus on self-managing skills(26.0%) the most.
< Viewpoint on Education >
∙ When children refuse to attend formal public education in Korea, the public would instead find an alternative (57.0% of respondents). This result implies that diverse types of alternative educations should be considered seriously at the decision-making table.
∙ Koreans observe that having a diploma affects not only finding a job in the labor market but many other societal aspects. It is also believed that discrimination formed by academic background and 'Hakbeolism' is still significantly noticeable in Korean society, and 59.9% thinks this‘Hackbeolism’ would not disappear. Furthermore, the public supposes that a hierarchical ranking structure of higher education institutions in Korea would not change. Thus, the respondents agreed(55.5%) with an idea which guarantees no discrimination by legal action. The results support that a plethora of Koreans perceive discrimination by schools and levels of education is a deleterious problem in society, and the demand for legal actions regarding this issue is high.
∙ The majority of people continue to view getting a good job as the most valuable outcome of education. When the public is asked to define the meaning of ‘being successful in educating their offsprings’, 25.2% responds‘having a decent/good salary/stable job’, 19.3% responds ‘growing up with a good personality’, and 18.4% says ‘they(children) can find a job they wanted’. The most frequently mentioned meaning of education has been ‘having a decent/good salary/stable job’ since 2015, and it implies that the public perceives education as a human capital investment.
∙ Regarding the financial support for offsprings, the public tends to support their children until they graduate college(50.3%) until they get a job(17.8%), and until they graduate high school(11%). The results indicate that more people(87.6%) are willing to offer financial support to their children. This result reflects that the amount and duration of financial support from family would depend on family incomes and socio-economic status. Therefore, more attention to children from vulnerable classes by providing educational support is desirable.
∙ Finally, the survey intends to find a correlation between education and social status, increase in wealth, and satisfaction. The public perceives that the more education they receive, the more affluent life(3.79/5), the higher social status(3.82/5), and the more satisfaction(3.68/5) they gain.
Policy Proposal
Based on the survey results summarized above, the following policy recommendations are made.
∙ When designing and implementing new education policies, Korean government needs to take the changes in schools and society into account and reconsider the necessity for high school system reforms in order to meet the expectations of the nation. Furthermore, the government needs to communicate with the public in the long run.
∙ Teacher professional development and capacity building need to be on the emphasis. There is a need for improving personnel management of teachers and a principal as well as the participation of external lectures to maintain the quality of education in individual classes.
∙ It is desirable to have a long-term plan that can bridge schools and society to ameliorate growing disbelief in public education and meet society’s expectation. Researches about reformulating education policies reflecting on changes in society are desirable and redesigning school policies for granting a diversity of school credits and taking a future-oriented manner is needed.
∙ Adapting to new expectations of society may require teachers to have majored in multiple specialties and thus better ways to train new teachers are desirable via exchanging courses between multiple training facilities.
∙ For high school policies, more detailed and aggressive policy proposals are necessary while they are advertised concurrently. A new high school policy needs to aim a student-oriented school system. Therefore a comprehensive policy on transforming different types of schools into an integrated school system should be reviewed in depth.
∙ The college admission process needs to consider individual student’s interest, aptitude, and goals more than grades of particular subjects. Moreover, it is suggested that elementary and middle schools should not be pressured from the preparation for the college entrance process.
∙ A selection and concentration strategy is required for education finance policies. Particularly, a detailed financial management plan on free high school education is needed.
∙ Medium and long-term plans must be created to improve the quality of higher education. Such plans should include means to enhance governance of higher education, financial support, and annual university evaluation.
∙ It is essential to develop a system bridging higher education and job market, and this aspect can be reflected in the evaluation when assessing higher education institutions.
∙ A novel approach to research on influential factors for private tutoring is desirable, and an appropriate policy needs to be developed based on such researches.
∙ There is a need for institutional efforts to ameliorate academic cliques which leads to inequality in academic achievement. Notably, the intervention of policies should be activated at the very beginning stage where the gap in academic achievement may arise.
