○ 사회변화에 따른 청소년의 성에 대한 인식과 가치관의 차이를 고려한 성교육의 필요성이 제기되면서 교육부는 초·중·고등학생 대상「학교 성교육 표준안」(이하 표준안)을 마련하였음
- 최근 변화하고 있는 청소년의 성 관련 의식과 경험,실천이나 성폭력 등과 같은 위기 상황을 고려했을 때, 청소년 성교육의 시행은 중요한 정책적 과제임
○ 학교 성교육의 중요성에도 불구하고, 표준안은 발표 당시부터 여러 비판을 받았고, 표준안의 내용과 시행의 여러 문제들이 제기되면서 교육부 는 지난 3월 성교육 표준안을 재검토하여 개편할 것을 발표함
- 여성단체들은 표준안이 성별 고정관념을 강화하는 성차별적 내용을 담고 있고, 성적 다양성과 다양한 가족 형태를 배제하고, 성폭력에 대한 왜곡된 통념을 오히려 강화하여 성폭력 예방을 어렵게 한다고 지적함
- 학교 성교육 관련 연구들도 연구 및 시행 과정에서 의견 수렴이 이루 어지지 않았고, 내용상으로 왜곡된 성교육 관점이 내재되어 있으며, 실제 현장에서 표준안이 효과적이지 못함을 지적함
○ 본 연구는 앞으로의 학교 성교육의 방향성을 탐색하기 위해서는 청소 년의 성 관련 의식 및 경험에 대한 실증적 이해가 우선되어야 한다는 문제의식에서 출발함. 따라서 본 연구의 목적은 청소년의 성 관련 의식과 실천의 경험을 조사·분석학고, 현행 표준안에 근거한 학교 성교육 에 대한 만족도 및 수요 조사를 진행함으로써 향후 성교육 표준안을 개선·시행하는데 정책적 함의를 도출하는 것임
- 표준안을 둘러싼 여러 쟁점과 개선안에 대한 의견들은 결국 성교육이 청소년의 성관련 의식과 경험을 반영해야 하고 청소년의 성적 권리를 보장하는 방향으로 나아가야 한다는 점으로 수렴됨
- 본 연구에서는 청소년 중에서도 중학생을 중심으로 경험과 인식을 조사·분석하였음. 중학생은 아동기에서 성인기로 이행하는 과도기에 있으며, 성 관련 경험과 실천이 아동기와 구별되는 양상을 보임. 그리고 중학생 시기에 형성되고 경험한 인식이 고등학교 시기에 강화 혹은 일상화되기 때문에 중요한 때라고 할 수 있음
2. 조사 내용 및 방법
○ 조사 내용은 중학생의 성 관련 인식과 경험 및 학교 성교육 만족도와 임
- 중학생의 성 관련 인식과 경험은 성 관련 통념에 대한 인식, 성 지식 및 정보 획득 경로, 스킨십 경험, 혐오표현 및 성 관련 촬영물 공유 경험, 성 정체성 및 성적 지향 고민 및 인식, 성적 권리에 대한 인식을 살펴봄
- 학교 성교육 만족도와 수요는 학교 성교육 수혜경험(시간, 담당교사, 방법 등),성교육 효과, 학교외 성교육 수혜경험을 조사하고, 향후 성 교육 방향에 대한 수요를 조사함
○ 조사 방법은 전국 중학교 1-3학년에 재학 중인 여학생과 남학생을 대상으로 하여 직접 방문 설문조사를 실시함
- 전체 4,065명의 중학생이 참여하였고, 여학생이 48.1%, 남학생이 51.9%임

The purpose of this study is to derive the policy implication for the improvement of school sexuality education in Korea by investigating Korean middle school students’ awareness and experience in sexuality. And carrying out survey on their satisfaction and demands on current sexuality education program that is currently being held by the schools.
□ Study Subject
This study is aimed at female and male students who are currently attending middle school (1st to 3rd grade) nation wide.
And the survey was carried out through a school visit. A total of 4,065 middle school students participated in the survey consisted of 48.1% of female students and 51.9% of male students.
□ Major Research Findings
○ Sexual and Human Rights Awareness and Experience of Middle School Students
- Agreement level was low on gender stereotypes, notion of male sexual desire and notion on sexual violence and prostitution.
- The actual level of knowledge on sexuality was very low at average of 3.70 on a scale of 10. The female students’ average was at 4.29, whereas for male students, it was 3-16 which was lower than the female students’.
- The main interests for sexuality were ‘love and romance’ (29.0%), ‘sexual intercourse’ (19.1%) and ‘feminism’ (11.5%). By gender, female students’ main interests were in the order of ‘love and romance’, ‘feminiatn’ then ‘gender equality’ . However for male students, their interests were in the order of 'sexual intercourse’, love and romance’, then ‘biological differences between men and women/
- The information acquisition route for sexuality was through ‘school sexuality education (48.9%), followed by ‘internet such as SNS and YouTube’ (22.5%).
- Of the 1,999 students who have had romantic relationship, 1,342 (67.1%) have had experience in physical affection with their dating partner, and 53.1% of them have talked about physical affection with their dating partner.
- Rejection of unwanted physical affection was rather high (average of 2.85), The reason for not rejecting unwanted physical affection were in the order of ‘I am afraid my partner would feel embarrassed’(42.2%), ‘I do not want to upset my partner (15.8%), and ‘I do not want to sour the relationship with my partner or them to break-up with me’(10.9%).
- Thoughts on ways of consenting to physical affection was most hight in ‘directly asking and hearing the answer (80.1%). Among the female students, ‘directly asking and hearing the answer’ (83.5%) was most high, but for male students it was only at 76.9%.
- In terms of experiencing gender hatred expressions, doing(26.1%) or hearing(43.1%) ‘yo-mama-jokes’ showed highest rates. In particular, male students showed higher response rate than female students.
- For male students, they had higher experience on sharing ‘stranger’s sexual photos·videos’ with their peers, school juniors and seniors than female students.
- In terms of sharing ‘sexual photos·videos.messages’ with a stranger, the students had higher experience on receiving rather than sending these messages. And female students had higher experience on receiving such things(14.3%) than male students(8.9%).
- Among the 4,065 students, 26.1% and 30.7% of students had experience of worrying about sexual identity or sexual orientation. Female students were more concerned about sexual identity or sexual orientation than male students.
- Among what should be guaranteed by the sexual rights of the youth, ‘not discriminated by gender’(52.8%) was highest, followed by ‘properly able to report sexual violence, sexual harrassment, sexual molestation and etc.’(18.9%).
- On the opinions of most current issue of terminating pregnancy (Abortion), negative perception was at average of 2.53. And for Feminism, the negative perception was at average of 2.03.
○ Satisfaction and Demands on Sexuality Education at School
- Of the total of 4,065 students, 96.4% received sexuality education from their school. And as they moved on to next grades, their sexuality education experience rate became low. Most of the students received ‘lecture-like’ sexuality education during their public health class from outside professional adolescent sex education instructor.
- The level of satisfaction on each criterias of sexuality education was as listed: ‘education contents’ (68.1%), ‘method’ (64.9%), ‘amount of time being spent on the education (69.6%), and instructor (76.7%). For male students, they were most satisfied in the order of ‘education contents’, ‘method’, and ‘amount of time being spent on the education. For female students, they were most satisfied with ‘instructor’.
- For the satisfaction level on the effectiveness of sexuality education, they were mostly satisfied with it, showing an average level of 2.91 out of 4. Male students showed slightly higher satisfaction level than female students and as they moved on to higher years (grades), the level of agreement decreased.
- 65.9% of the respondents said sexualtiy education was helpful. For the highest responses in which they felt the education was not helpful were ‘lecture felt one-sided’ and lecture did not give the necessary information.
- For the future expectations on the contents of sexuality education at school, male students showed high response rate on ‘physical changes in puberty’(19.4%) whereas for female students it was ‘sexual violence’(17.7%). For female students, they showed higher response rate on contraception and feminism. And 77.9% answered that they need education and information related to sexual minorities. Moreover, female students had a higher response rate on this expectation than male students.
- For the method of carrying out the sexuality education, the demand for ‘lecturing’ was the highest with 34.4%, while the 32.6% female students asked for 'experiential education and 40.0% of male students preferred lecturing.
- 14.9% of the students had experience in sexuality education outside of school, and 46.3% of them were more satisfied with it. And for the reason of having a higher satisfaction was found to be because of they were ‘given necessary information (61.4%).
