본 연구는 지방교육자치의 현황과 방향 및 추진 과제 분석 결과를 토대로 하여, 지방교육자치를 추진하기 위한 원리와 방향을 도출하고, 이를 근거로 지방교육행정기관의 역량강화 방안을 모색하는 것을 목적으로 추진되었다. 그러나 지방교육자치는 지방교육행정기관만의 정책 기획 및 추진으로 이루어지는 것이 아니라, 정책 기획 단계부터 교육 주체들간의 연계와 공동의 참여를 기반으로 이루어져야 한다. 이에, 본 연구에서는 지방교육행정기관의 역량 강화 방안에 국한하지 않고, 국가적 차원에서의 제도 개선을 비롯하여 사회적 인식 제고, 지방자치단체, 학
본 연구는 지방교육자치의 현황과 방향 및 추진 과제 분석 결과를 토대로 하여, 지방교육자치를 추진하기 위한 원리와 방향을 도출하고, 이를 근거로 지방교육행정기관의 역량강화 방안을 모색하는 것을 목적으로 추진되었다. 그러나 지방교육자치는 지방교육행정기관만의 정책 기획 및 추진으로 이루어지는 것이 아니라, 정책 기획 단계부터 교육 주체들간의 연계와 공동의 참여를 기반으로 이루어져야 한다. 이에, 본 연구에서는 지방교육행정기관의 역량 강화 방안에 국한하지 않고, 국가적 차원에서의 제도 개선을 비롯하여 사회적 인식 제고, 지방자치단체, 학교 구성원, 지역사회 등 지방교육을 둘러싼 교육 주체들의 참여를 활성화하는 제반 여건 마련 등의 측면에서도 정책 방안을 제안하고자 하였다.
본 연구에서는 지방교육자치의 개념과 역량에 관해 이론적으로 탐색하고, 지방교육자치 추진 현황, 전문가들이 보는 지방교육자치 추진 방향, 실제 사례에서의 지방교육자치추진을 위한 주요 역량 및 촉진 요인 등을 분석하여, 이들 결과를 토대로 지방교육자치의 추진 원리와 방향을 제시하고 지방교육행정기관을 비롯한 교육주체들의 역량을 강화할 수 있는 정책 방안을 제안하였다. 이를 위하여 선행 연구 등 관련 문헌 분석, 업무담당자 집담회, 전문가 델파이 조사, 사례 조사 및 면담, 전문가 협의회 등의 연구 방법을 활용하였다. 다만, 본 연구는 현재의 지방교육자치의 상황과 이에 근거하여 전문가들이 생각하는 추진 방향 및 과제, 실제 추진 사례 등에 초점을 두고 연구를 진행하였으므로, 보다 미래지향적으로 지방교육자치의 상을 정립하고 그에 필요한 역량 강화 방안을 도출하지는 못하였다는 한계를 지니고 있다.
각 장별로 연구의 주요 결과를 요약하면 다음과 같다.
Ⅱ장에서는 지방교육자치의 개념과 역량에 관한 이론적 탐색을 위하여, 지방교육자치의 개념 및 원리, 지방교육자치제도의 역사를 살펴보고, 지방자치 및 지방교육자치 역량의 개념 등에 관한 선행 연구를 분석하였다. 이러한 분석 결과를 토대로 하여, 지방교육자치 역량의 개념을 ‘교육의 자주성과 전문성을 바탕으로, 각 지방의 교육 관련 주체, 즉, 지방교육행정기관, 학교의 교원 및 학생·학부모, 지방자치단체, 지방의회, 지역사회, 시민단체 등이 지방교육의 발전을 위한 활동에 함께 기획, 운영, 참여하는 교육자치를 통해 지방교육의 특색과 단위학교의 자율적이고 민주적인 운영을 도모함으로써, 다양한 학생교육 실현에 기여할 수 있는 지식, 능력, 태도’로 정리하였다. 물론 지방교육자치는 제도이고 역량은 개인이나 조직, 기관이 보유하고 발휘하는 것이라는 점에서, 구체적인 역량을 논의할 때는 누구의 역량인지를 분명하게 정의하여야 할 것이다. 다만, 위의 개념에서는 각 지방의 교육을 둘러싼 주체들이 함께 참여함으로써 더욱 역량을 잘 발휘할 수 있다고 보아 이를 종합하여 서술하였다. 또한 지방교육자치의 궁극적인 목적을 지역 특색 도모와 단위학교의 자율적이고 민주적인 운영, 즉, 학교자치를 통해 학생 교육의 다양성을 실현하는 데에 두었다.
Ⅲ장에서는 지방교육자치 추진 현황을 분석하기 위하여, 교육자치정책로드맵의 주요내용과 추진 현황, 지방교육자치 관련 법령 및 조례 제·개정 현황을 분석하고, 시도교육감협의회 및 시도교육청 업무 담당자 집담회를 실시하여 지방교육자치 추진 과정상의 어려움과 향후 과제 등을 분석하였다. 분석 결과, 시도교육청 차원에서 다음과 같은 시사점을 도출하였다. 첫째, 현재와 같이 지방교육자치가 안정화되지 못한 추진 단계에서는 지방교육자치의 기본적인 상과 방향, 필요성에 대한 정립이 요구된다. 둘째, 현재 지방교육자치와 관련하여 교육부의 추진 의지가 상당히 부족한 편이므로, 지방교육자치 확대와 실현의 속도를 높이고 보다 유의미한 성과를 얻기 위해서는 시도교육청의 보다 주체적이고 주도적인 역할의 확대, 수행이 요구된다. 셋째, 현재 로드맵에서 제시하는 과제와 사무 측면에서의 접근과 함께, 지방교육자치가 실현·운영되는 교육청과 학교 현장에서의 실행적, 맥락적 측면을 종합적으로 고려하는 총체적 접근이 필요하다. 넷째, 지방교육자치 추진에 따라 권한과 자율성이 확대됨에도 불구하고 자발성을 발휘하기 힘든 제도와 문화가 여전히 개선되지 못하고 있으므로, 확대되는 권한과 자율성의 긍정적 활용과 안착을 위한 제도적·문화적 기반 조성이 필요하다.
Ⅳ장에서는 지방교육자치 방향 탐색을 위하여, 학계 및 현장 전문가를 대상으로 전문가델파이 조사를 실시하여, 지방교육자치의 방향, 추진 과제, 필요 역량 등을 도출하였다. 1차 델파이조사 결과를 분석하여 지방교육자치의 필요성과 중요성, 주요 이슈, 문제점 및 개선 방향 등을 종합하고, 역할 및 업무 측면, 제도적 측면, 문화적 측면으로 나누어 총 12가지의 추진 과제를 도출하였다. 이어 2차 델파이조사를 통해 추진 과제별 시급성과 중요도를 조사한 결과를 바탕으로 최우선 과제, 중기 과제, 장기 과제로 유형화하고, 각 과제별 필요 역량을 종합하였다.
분석 결과, 최우선 과제는 1) 단위학교 학교자치 활성화, 2) 법령 및 조례 제·개정, 3)교육부·시도교육청 간 권한 배분 및 사무 이양, 4) 지방교육자치에 대한 사회적 합의 및 개선인 것으로 나타났다. 이를 위해 지방교육행정기관이 갖추어야 할 역량은 과제별로다소 다르게 나타났지만, 대표적으로는 학교 조직 및 구성원에 대한 이해, 교육법·제도·정책에 대한 지식 및 활용, 자치법규 제정 및 운영 역량, 정책 기획 및 추진 역량, 조정 및 통합 능력, 갈등 조정 역량 등으로 조사되었다. 중기 과제는 1) 교육지원청 기능 재정립, 2) 시도교육감협의회의 역할 강화, 3) 일반자치(지방자치단체) 및 지방의회와의 연계협력, 4) 지방교육재정의 안정적 확보 및 자율성 확대, 5) 교육현장의 의견을 적극 수용하는 상향식 교육자치, 6) 자치 원리에 입각한 업무 문화 조성이다. 이를 위해 지방교육행정기관은 교육 현장 지원 능력, 정책 기획 및 추진 역량, 지역사회의 인적·물적 자원연계 및 활용, 자원 확보 및 관리 능력, 의사소통 능력을 갖추어야 할 것으로 나타났다.
장기 과제는 1) 주민 참여 및 교육공동체 자치 강화, 2) 교육감·교육장 제도 개선인 것으로 분석되었다. 전문가들은 이들 과제의 실현을 위하여 지방교육행정기관이 주민 지향성, 지역사회 특성에 대한 이해 및 업무 수행 능력을 갖추어야 한다고 보았다.
Ⅴ장에서는 역량이 실제 상황에서 성과를 이끌어내는 능력이라는 점을 고려하여, 실제지방교육자치 사례 분석과 관련자 면담을 통하여 지방교육자치 사업 추진 과정에서 발견되는 주요 역량을 살펴보았다. 관련 사례는 두 가지로, 하나는 지방교육 관련 주체들이 공동으로 거버넌스를 구축하여 사업을 기획, 추진한 시흥 지역의 사례이고, 다른 하나는 현재 정부의 권한 이양 과정의 주요 대상이자 지방교육자치의 핵심 주체라 할 수 있는 지방교육행정기관이 주도적으로 사업을 기획, 추진한 세종시 캠퍼스형 공동교육과정 사례이다. 분석 결과, 추진 과정상의 주요 역량 및 촉진 요인으로, 시흥시 사례에서는 1)관 중심의 행정에 대한 반성과 성찰, 2) 시청과 교육청의 ‘협업’과 ‘학습’ 역량, 3) 단체장의 인사·예산 운영 혁신 의지와 정책 추진 역량, 4) 교사와 지역의 네트워크 구축과 학교자치 지원 역량 등이 분석되었다. 한편, 세종시 사례에서는 1) 현장의 요구와 필요를 정책으로 전환하는 역량, 2) 문제 해결력 및 현장을 지원할 수 있는 실무 역량, 3) 최적의 전문가 발굴 및 실천 경험의 축적, 4) 지역 자원 발굴 및 활용력, 5) 교육과정 중심의 정책 연결 능력 및 문해력 등이 발견되었다.
이러한 사례 및 면담 결과 분석을 통하여, 다음과 같은 시사점을 도출하였다. 첫째, 지방교육자치의 첫 출발은 관과 관, 관과 민 사이의 위계와 분절에 대한 반성과 성찰로부터 출발한다. 둘째, 지방자치단체와 교육청 간에, 단위학교와 교육청 간에 ‘개별적 실천’을 넘어 ‘협력적 실천’을 이뤄내야 한다. 셋째, 사람과 사람의 소통 능력과 장애물 극복 능력을 갖춘 인재를 발굴하고 지속적으로 유지하는 인사 혁신이 뒷받침되어야 한다. 넷째,현장의 잠재가능성을 극대화할 수 있는 지원 역량을 갖추어야 한다. 다섯째, 학교와 지역, 주체별 세밀한 정책의 요구와 필요를 읽고 대응해야 한다. 여섯째, 교육과정에 대한 문해력과 설계 능력, 실행 능력을 갖추어야 한다.
Ⅵ장에서는 이상의 연구 결과를 종합한 본 연구의 결론으로서, 지방교육자치의 추진원리와 방향을 도출하고, 이를 토대로 교육자치 발전을 위한 지방교육자치 역량 강화 방안을 제안하였다. 지방교육자치가 제도화를 넘어 일상의 영역으로 작동하기 위한 원리와 방향을 고민한 결과, 5가지의 핵심 원리와 9가지의 방향이 도출되었다. 핵심 원리로는 지역별 고유성의 원리, 전문성의 원리, 현장 지원의 원리, 지역 생태계의 원리, 거버넌스의 원리를 제안하고, 이를 바탕으로 지방교육자치의 방향을 기존의 정책과 대비하여 제시하였다. 첫째, “주어진 비전”에서 “함께 만들어가는 비전으로” 지방교육자치 관련 주체들이 함께 비전을 세우는 방향을 추진한다. 둘째, “대상화”를 넘어 “주체화”로 교육 주체들이 참여할 수 있도록 여건을 마련하여야 한다. 셋째, “경로의존성”에서 “정책 진화”의 방향으로 정책을 재구성하고 자치사무의 질적 성숙을 꾀하여야 한다. 넷째, 교육부로부터 권한을 가져오는 “교육청 자치”를 넘어, 단위학교의 주체들이 교육과정을 민주적이고 자율적으로 결정할 수 있는 “학교 자치”를 추구하여야 한다. 다섯째, 자치와 분권의 철학을 반영하여 “불신에 의한 규제”에서 “신뢰에 의한 지원”의 방향으로 제도를 개편하여야한다. 여섯째, 시도교육청과 교육지원청은 그동안 하급 기관으로서 인식되었던 학교의“지원을 받는 조직”이 아니라 학교를 “지원하는 조직”으로 방향을 전환하고, 현장 지원시스템을 구축하여야 한다. 일곱째, “분절”에서 “연결”과 “통합”으로 방향을 설정하여, 그간 분야별로 나뉘어졌던 유·초·중등교육, 평생교육과 고등교육, 직업교육을 연계하여야한다. 여덟째, 그동안 각종 정책들이 교육과정과 별개로 수립되는 경향이 있었는데, 기존의 개별 사업이나 “프로그램” 중심의 관점에서 학교 “교육과정”과 연계하는 관점으로 방향이 전환되어야 한다. 마지막으로, 마을과 지역의 관점에서 지역에 대한 애정, 정주의식, 지속성을 염두에 두고 “공급자” 중심에서 “지역성” 중심으로 인사제도를 개편하여야한다.
끝으로, 이상의 지방교육자치 추진 원리를 중심으로 하여 정책 방안을 제안하였다. 첫째, 지역별 고유성의 원리 하에, 지역 교육과정 개발 및 운영, 지역 인재 중심의 인사제도 혁신 방안을 제안하였다. 둘째, 전문성의 원리를 고려하여, 교육장 공모제 추진 및 보완, 시도교육감협의회의 역할과 기능 강화, 공동의 지방교육자치 연구 기관 설립 및 운영이 이루어질 필요가 있다고 보았다. 셋째, 현장 지원의 원리 하에, 학교자치를 위한 학생회, 교사회, 학부모회 법제화 및 학교운영위원회 심의의결 기구화, 학교자치를 저해하는 조항의 재정비, 자율학교 제도 검토 및 보완, 지방교육자치지원센터 설립 등 중간지원 조직의 구성 및 운영, 교육청에서 교육지원청으로의 권한 이양과 인력 조정 및 충원, 지방교육재정에서의 혁신 방안을 제안하였다. 넷째, 지역 생태계의 원리에 따라, 풀뿌리 민주주의 강화, 평생교육프로그램과 연계하는 학부모 교육 프로그램 및 연수가 이루어질 필요가 있다고 보았다. 마지막으로, 거버넌스의 원리를 고려하여, 민관학 협의체 등 협업 체제 구축과 소통 구조 확립, 지방교육자치 인식 개선을 위한 집단 간의 교류연수 강화 등의 정책 방안을 제안하였다.

The purpose of this study was to derive the principles and directions for promoting local educational autonomy based on the results of the analysis of the current practices, directions, and agenda regarding local educational autonomy,and to seek ways to strengthen the capacity of local educational administrative agencies. However, local educational autonomy cannot be realized by policy planning and implementation of local education administrative agencies alone, and thus should be based on the collaboration and participation of educationalactors from the policy planning stage. Therefore, this study was not only limited to finding measures to strengthen the capacity of local educational administrative agencies, but also aimed to propose policy measures for institutional improvement at the national level, raising social awareness, and preparing various conditions that encourage participation of educational actors around local education including local governments, schools, school members, and communities.
This study theoretically explores the concepts of local educational autonomy and capacity and analyzes the current practices of local educational autonomy, experts' views on the directions of local educational autonomy, and the core capacities and facilitating factors for local educational autonomy through case studies. Based on these results, the principles and directions of local educational autonomy and ways to strengthen the capacities of local educational autonomy were suggested. For this purpose, research methods including literature review,Focus Group Discussion (FGD), expert Delphi surveys, case studies, interviews, and expert consultations were used. On the other hand, since this study focusedon the current practices of local educational autonomy, experts' opinions ondirections and agenda, and actual case studies, it has limitations that it could notestablish a more future-oriented vision of local educational autonomy and derive the necessary capacity-building measures.
The major findings of each chapter are summarized as follows:
In Chapter II, the concepts of local educational autonomy and capacity are theoretically explored through reviewing the concepts, principles, and history of local educational autonomy, as well as analysis of previous literature on theconcepts of local autonomy and capacity of local educational autonomy. Basedon the results of the analysis, local educational autonomy was conceptualized as “knowledge, capacities, and attitudes based on educational autonomy and professionalism, that local educational actors including local education administrative agencies, school teachers, students, parents, local governments,local councils, communities, residents and civic organizations, can plan, implement, and participate in activities for the development of local education to promote the characteristics of local education and ultimately contribute to educational autonomy, that is, school autonomy”. As local educational autonomy is a system and capacities are owned and exercised by individuals, organizations, and institutions, it is necessary to clearly define whose capacities are discussedwhen discussing specific capacities. However, in the aforementioned concept,capacities were comprehensively discussed, based on the view that the actors surrounding the education of each region can demonstrate their competencies more effectively when they participate together. In addition, the ultimate goal of local educational autonomy was described as to realize the autonomy and democratization of schools, that is, the realization of school autonomy, to pursue the diversity of local education and student education.
In Chapter III, in order to analyze the current practices of local educational autonomy, the main contents and current implementation of the educational autonomy policy roadmap and the enactments and amendments of laws and regulations related to local education autonomy were analyzed. Moreover, consultations with officials in charge of local educational autonomy were carried out to analyze the difficulties in the implementation of local educational autonomy and future tasks. Based on the results of the analysis, the followingimplications were drawn for the Metropolitan and Provincial Offices of Education(MPOEs). First, at the current stage where local educational autonomy has yet tobe stabilized, it is crucial to establish the fundamental vision, directions, andnecessity of local educational autonomy. Second, since the Ministry of Education(MOE)'s willingness to promote local educational autonomy is insufficient, it is significant for the MPOEs to expand and play a more independent and leading role in order to accelerate the expansion and realization of local educational autonomy and achieve more meaningful outcomes. Third, along with the approach from the tasks and administrative aspects presented in the current roadmap, there is a need for a holistic approach that comprehensively takes into account the practical and contextual aspects of local educational administrativeagencies and schools, where local educational autonomy is realized andimplemented. Fourth, despite the expansion of authority and autonomy, the persisting institutions and cultures which hinder voluntary participation necessitate the establishment of an institutional and cultural foundation that ensure positive utilization and settlement of expanding authority and autonomy.
In chapter IV, directions of local educational autonomy were explored based on the results of the expert Delphi surveys. The experts Delphi surveys with academia and field experts were conducted in order to derive the directions,agenda, and desired capacities of local educational autonomy. Through the first Delphi survey, a total of 12 agenda were derived in the necessity and importance of local educational autonomy, major issues, problems, and directions forimprovement. Through the second Delphi survey, the top priorities as well as medium and long-term agenda were categorized based on the urgency and importance of each agenda, and required capacities for each agenda were synthesized. The results showed that the top priorities were to 1) invigorate school autonomy, 2) enact and revise laws and ordinances, 3) transfer authorityand distribute work between the MOE and the MPOEs, and 4) reach social consensus and improve awareness concerning local educational autonomy. In order to address these priorities, the capacities required for local educational administrative agencies slightly differed from agenda to agenda, but mainlycentered around understanding of the school organization and its members, knowledge and application of education laws, systems, and policies, capacities to establish and enact self-governing laws and regulations, capacities in policy planning and implementation, coordination and integration, and conflict resolution. Medium-term agenda include 1) redefining the function of the District Offices of Education, 2) strengthening the role of the National Council of Governors of Education, 3) cooperating with local autonomy and local councils, 4) securing and expanding autonomy of local educational finances, 5) establishing a bottom-up educational autonomy which embraces opinions of schools, and 6) creating a work culture based on the principle of autonomy. To achieve these agenda, local educational administrative agencies should have the capacities to support schools, plan and implement policies, link and utilize human and material resources in local communities, secure and manage resources, and communicate. Furthermore, it was analyzed that the long-term agenda were to1) strengthen residents' involvement and autonomy in the education community, and 2) improve the systems regarding metropolitan, provincial, district superintendents of education. Experts believed that in order to realize these agenda, local education administrative agencies should have the capacities tounderstand community characteristics and preferences as well as work skills.
In Chapter V, considering that capacity is the ability to produce results in real life situations, the core capacities and facilitating factors identified in the process of implementing local educational autonomy programs were examined through case studies and interviews with stakeholders. Two cases were analyzed: one is of Siheung City where local educational actors have jointly establishedgovernance to plan and implement a program. The other is a case of a local educational administrative agency, which is the main target of the government's transfer of authority and principal actor in local educational autonomy, playing a leading role in planning and implementing Sejong City's campus-type joint curriculum. As a result of the analysis, the main capacities and facilitating factors in the implementation process were identified as follows: 1) reflections and reconsiderations on government-centered administration, 2) “collaboration” and “learning” capacities of the city government and the office of education, 3) the leaders' willingness to innovate human resources and budget management andcapacity for policy implementation, and 4) the capacity to build local andteachers' networks and support school autonomy were identified as the maincapacities and facilitating factors in the case of Siheung City. On the other hand, in the case of Sejong City, 1) the capacity to translate the needs of schools into policies, 2) problem-solving and practical capacities to support schools, 3) collaboration with experts and accumulation of practical experiences, 4) identification and utilization of local resources, and 5) curriculum-oriented policy linkage and literacy were identified.
Through the analysis of the cases and interview results, the following implications were drawn. First, the initial step of local educational autonomybegins with reflections on the hierarchy and segmentation within the government structure and between public and private. Second, it is necessary to achieve “collaborative actions” beyond “individual actions” between the local government and the office of education, and between schools and the office of education.
Third, innovations must take place to identify and sustain human resources with communication skills and capacities to overcome obstacles. Fourth, the capacity to support schools to maximize their potentials is required. Fifth, it is vital toidentify and address nuanced policy demands and needs of schools, regions, and actors. Sixth, literacy and capacities in planning and implementing curriculum are required.
In Chapter VI, aforementioned results were synthesized into the conclusions of this study, deriving the principles and directions for promoting local educational autonomy and suggesting measures to strengthen the capacity of local educational autonomy. Considering the principles and directions for localeducational autonomy beyond the institutionalization to application in everyday practices, five core principles and nine directions were drawn. As the core principles, principles of uniqueness of each region, professionalism, school support, local ecosystem, and governance were proposed. Based on theseprinciples, the future directions of local educational autonomy were presented in comparison with the existing policies. First, actors in local educational autonomyshould be able to participate in “making vision together” beyond the “given vision”. Second, it is crucial to create environments that enable educational actors to participate as “policy actors” beyond being “policy targets”. Third, the policy should be reorganized in the direction of “policy evolution” beyond “path dependency” and qualitative improvement of autonomy. Fourth, beyond the “office of education autonomy”, which transfers authority from MOE to MPOEs,it is essential to pursue “school autonomy” in which school actors can democratically and autonomously make decisions about curriculum. Fifth, thesystem should reflect the philosophy of autonomy and decentralization and bereformed in the direction of “support by trust” from “regulation by distrust”.
Sixth, the MPOEs and district offices of education should shift their organizational directions to becoming “supporting organizations for schools” rather than perceiving schools as lower level “organizations that receive support” and establish a support system for schools. Seventh, the direction should movefrom “segmentation” to “consolidation” and “integration”, linking K-12, lifelong education, higher education, and vocational education beyond their divisions.
Eighth, overcoming the tendency for policies to be disconnected from the curriculum, the direction should be shifted from the perspective of existing individual projects or “programs” to link with the school “curriculum”. Lastly, the human resources system should be reformed from the “supplier” centered to the“locality” centered, incorporating the perspectives of affections, settlement, and sustainability from communities and regions.
Finally, policy measures were proposed based on the above principles of local educational autonomy. First, based on the principle of uniqueness of each region, this study proposed the development and implementation of regional curriculum and innovation of human resources system to encourage the participation oflocal human resources. Second, considering the principle of professionalism, it isnecessary to promote and improve the open recruitment system for districtsuperintendents of education, strengthen the role and function of NationalCouncil of Governors of Education, and establish a joint research institute forlocal educational autonomy. Third, under the principle of school support, the following policy measures were proposed: legislation of student councils, teacher associations, and parent associations; institutionalization of deliberations and decisions by school steering committees; revision of provisions that undermine school autonomy; review and improvement of autonomous school system; establishment of an intermediary support organization such as local educational autonomy support center; transfer of authority from MPOEs to District Offices of Education and rearrangement and recruitment human resources; and innovation in local education finance. Fourth, according to the principles of local ecosystem, it is vital to strengthen the grassroots democracy and establish parent education programs and training in connection with lifelong education programs. Lastly, in consideration of the principle of governance, proposed policy measures includeestablishing a communication structure and collaborative system such as a public, private, and academic consultative body, and strengthening exchangesand training among groups to improve awareness of local educational autonomy.
