- The purpose of the research is to establish the next generation R&D road map and development strategy for Smart cities based on the latest trends and future forecasts in order to secureglobal initiatives in the field of Smart cities.
2. Research Requirement
- With the global urbanization, urban problems are becoming more and more serious. Smart City industries are emerging that utilize the existing infrastructure efficiently by using ICT technology.
- Around the world, Smart cities are competitively promoted based on the recent increase in demand of urban development, and the market size of Smart City industry is increasing rapidly.
- Since the mid-2000s, South Korea has been recognized as an advanced country of the Smart City by integrated ICT technology and new city development through the U-City project. Recently, due to the technological innovation of late-developed countries and the core technology gap of advanced countries, the influence of overseas markets is decreasing.
- Also, Smart City -related R&D in Korea is concentrated in the application of IT technology, which is difficult to create demand in different fields.
- To realize a Smart City industrial eco-system and enter the global market, it is important to confirm the ongoing future, demand forecasting, and technology development as well as the strategies for overseas expansion.
Ⅲ. Research contents
1. Domestic and overseas trend and environmental analysis
- South Korea has enacted the " Act on the construction, etc. of Ubiquitous Cities", the first smart city related law in the world, and implemented various projects to create a ubiquitous urban environment by combining with ICT technology. In 2017, the existing U-City Act was revised to the Smart City Act and selected demonstration sites for projects with an expanded concept based on previous laws.
• Currently, through the 3rd Smart City plan, we are strategically promoting the creation of customized smart cities, strengthening the foundation for expansion, vitalizing the innovative ecosystem, andsupporting the overseas expansion.
• Overseas, developed countries are advancing smart city policies based on civil-government cooperation to solve urban problems, and developing countries are strategically advancing public-led policies to strengthen national competitiveness and solve urban problems.
- In terms of policy, only a certain part of domestic smart cities including transportation and prevention-related services, as well as the establishment of cutting-edge new cities and the guarantee of smart city infrastructure, but developed countries solve the urban problems basedon private cooperation and promote the provision of Smart City construction with multiplesolutions.
- The smart city market has developed rapidly with Asia and the Pacific as the center, especially ASEAN. With the fastest population growth in the world, cities have also developed rapidly.
• South Korea has not only possessed technical strength in urban infrastructure construction, but also in the field of information and communication, so it also has the advantages in the smartcity business in developing countries such as ASEAN.
- Domestic smart cities have advantages in transportation, safety, disaster prevention technologies that require infrastructure due to the new city-based business. On the contrary, overseas developed countries that promote businesses started from the built-up areas are based onprivate cooperation and to Promote industrial innovation and energy fields that provide multiplesolutions to solve urban problems.
- The existing smart city projects are mainly promoted by IoT technology, and lack of comprehensive views on the future directional AI application or the elderly society related service solutions that citizens can directly feel.
- Most of the smart city related businesses currently being promoted in Korea are led by the government. If government support is interrupted, the promotion of smart cities will be more likely to weaken.
• Set up overseas platforms for municipal government officials, architects, citizens and other project partners to participate in multiple projects, and promote the living lab solution led by citizens to discover urban problems and solve problems with intelligent technology.
• In order to ensure the sustainability of South Korea's smart city business, actively promote the participation of private sectors such as smart city integration alliance, smart city challenge project,smart city service certification system, and strive to ensure the sustainability of smart city.
• Recently, in order to transform the infrastructure based smart city, which is referred to as the limitation of u-city, into the citizen experience type, living lab business becomes a hot topics in which residents can share opinions or participate in the operation of smart city.
- According to the analysis of the future forecast and the existing research results related to the prospect of industrial technology, the fourth industrial revolution related technologies, intelligent energy management technology, artificial intelligence, IoT, digital healthcare willincrease in importance. To ensure international competitiveness, it is necessary to focus ondeveloping overseas markets.
2. Technology and service classification system
- In this test, we analyzed classification methods, international indicators, and beforehand research of Smart City , and there are 8 internationally accepted characteristics are identified.
• The Smart City technology and service classification system derived from this research is based on two goals: urban problem solving that group all of city Security, Health, Mobility and Energy, high-tech infrastructure and urban management which consist of Water, Waster, E-Government and Engagement.
3. Essential Elements for Smart City
- According to the technical demand survey of 25 urban experts, 25 elements are identified.
• The derived elements can be largely divided into four categories: urban space, data system, Smart City management & system, and overseas expansion in the Smart City field.
4. Development strategy
- Data Cloud for Smart City
• Currently, the demand for Smart cities is rapidly increasing, especially in CCTV-related traffic and crime prevention-related services, and it is necessary to efficiently manage urban infrastructure such as transportation, energy, and water resources.
• The data cloud for Smart cities means a data cloud that efficiently aggregates data and information collected through various sensors and IoT.
- Smart City living lab and road map strategy to improve communication and completion
• The most important strategy of living lab is to construct a framework for collaboration between government, industry, universities, and users, and to build a network with the data obtained from it. To make Smart City real, we discussed a model witch contributing to a collaborative ecosystem and promoting constant information exchange between each actor.
• The Smart City road map is a list of services that can be constructed for each element technology of a Smart City composed of service outlines, core technologies, construction examples, and cost. It is possible to derive the fields applicable to the target city, and to list the technologies for eachfield and the actual cases. The strategy of Smart City road map involves both new town developmentand regeneration for old downtown.
- Governance System for Smart City Overseas Advancement
• The Smart City overseas business promotion system, which includes four participants (International organizations, public assistance organizations, public institutions, universities and research institutions), will be established as an unified governance, and an integrated investment system will be established to support overseas expansion of Smart cities.
• Through unified governance, regulate the responsibilities among participants as well as organize the business investment system in the early stages.
5. Road map for Smart City
- The project of next generation R&D for Smart City mentioned before which is divided into three development strategies(the R&D road map for building a data management system, R&D road map for living Lab strategy, Smart governance R&D road map) so that technologydevelopment can be promoted in stages.
- The next-generation R&D road map for smart city development strategy consists of three stages, and the element technology that meets the requirements of each stage consists of 25 programs derived from the technology demands survey.
• The R&D road map for building a data management system consists of data management system platform construction, data management system commercialization stage, and data management system upgrade stage.
• The Smart City R&D road map for living Lab strategies which consists of the overseas smart city building and platform creation stage, the smart city living lab citizen participation and data collection stage, and the smart city upgrade and diffusion stage.
• The Smart governance R&D road map project which consists of operation stage of export consultation, policy establishment and governance construction stage, and promotion of pilot project and operationof governance stage.
6. Project Plan
- This research includes Smart City urban design, Smart City management & services and Strategies for overseas expansion. The details are as follows:
