This study analyzes an argument on the school-based management policy with argument model. The purpose of this paper is to investigate an issue of school-based management policy and offer a desirable directions. The implication of this study is, firstly, there should be agreement on a policy of high plausibility based on the consensus from both strained opposite sides through the process of argument. Secondly, there should be a strong policy willpower to seek for a new method to avoid discriminated impact on each social stratum caused by delegation of power. Thirdly, the focus of the policy should be on broad-range efforts to establish school autonomy transforming current other-directed school environment.
