The study attempts to analyze changing patterns of institutional governancein Korean national universities since 1945, when Korea was liberated from Japanese colonial rule. Utilizing the typology of institutional governance developed by Byun(2007), the study indicated that the institutional governance of Korean national universities has evolved through the following track: (1) Laymen-controlled/Executive model, (2) President dictatorship model, (3) Faculty member-dominated/Representative model, (4) Increased internal participation/ Representative model, (5) Compromised representative model with external participation/ Compromised executive model with internal participation. Based on these findings, the study drew the following three policy recommendations, for future consideration, in developing more suitable forms of institutional governance for Korean national universities: (1) reducing the gap between the current legislation on institutional governance and the way that national universities are actually governed; (2) promoting more substantive participation of external members in national university governance; and (3) drawing social consensus in regard to more suitable form of institutional governance for Korean national universities which is (and will be) incorporated.
