The purpose of this study is to examine that the concept of competence is necessary for individual's successful life, new definition of intellectual disabilities which is in ongoing progress cannot take little interest in related discussion. It has something in common with the area of OECD key competence category that new definition of intellectual disabilities has multi-dimension to improve quality of life and functionality.Although the area of OECD key competence category and multi-dimension of the definition system of intellectual disabilities in the 11th AAIDD may be understood in the same context, there is some difference between need which can work for functionality for successful life and a mediation role. The fact that the area of key competence category and the conceptual structure of definition of intellectual disabilities are established in one system means that human being's successful life and functionality can work correctly by maintaining stable balance through the operation of an internal mental structure which plays a mediation role in relation to need. Thus, by including self-determination as an internal mental structure in the definition system of intellectual disabilities which is in ongoing progress, support for improving human functionality in relation to individual disabilities as an active subject can be justified.
