First, anyone who uses chemical or biological weapons should be subject to legal penalty. Second, a program of safety education on terrorism must be developed. Third, the government needs to keep citizens aware of security during acts of terrorism. Fourth, a reward should be given to anyone who reports any suspicion. Fifth, training regimes for an attack by terrorist groups should be established.Subsequent to any attacks, the government needs to pay for the damage to the injured, the victims or their families, and provide a long-term management system to care for them.
